The Carroll County Training Center Newsletter is a newsletter that is for you to view and/or
download. The focus of the Carroll County Training Center Newsletter is to keep you, the
current firefighter up to date with what is occurring with Carroll County Emergency Service
programs, the local fire departments, and the fire service in general. I will attempt to include
worthwhile information that will advise you of training opportunities, and/or general information
that you will hopefully find worth your time to read. This is a resource that I think you will find
to be beneficial.

TRAINING CENTER CONSTRUCTION UPDATE:

Summary of work completed:
•75% of the work is completed
•Funding has been approved for the lowering of Kate Wagner Road in front of the Apparatus
building
•Burn building will be moved from the landfill in May after the Fire Fighting classes are
complete
•Telephone, Audio and Visual plans are moving forward
• Upgraded flooring has been approved and will be installed soon

Attached, please find a hyperlink to a series of seven videos on You Tube that runs about 15
minutes to just greater than one hour each. I encourage all of you to view and analyze closely the
information proffered by three of our national subject matter experts regarding these topics. I
also encourage station officers to utilize these videos as training opportunities to better
understand the body of evidence that continues to grow regarding fire flow path, early water
application and many other results that impact our modern way of evaluating and deploying the
use of suppression resources.
By way of some background, these videos were filmed in Denver, CO last year at the IAFF
Redmond Symposium. They are the result of the combined efforts of Battalion Chief Derek
Alkonis of the Los Angeles County Fire Department (170 stations), and a leader in the IAFF Fire
ground Survival Program; Mr. Stephen Kerber, P.E. of Underwriters Laboratories (UL) and
former Deputy Chief of the College Park, MD. VFD; and finally Mr. Dan Madrzykowski, P.E. a
member of the National Institutes of Science and Technology (NIST) research team.
Throughout these presentations, you will see example after example of real fires and research
fires from around the Country including Maryland, New York, Texas, Illinois, Pennsylvania,
California and others. Equally important, when you access You Tube, you will be provided
recommended videos along the same topic lines. This is a great way to remain current and
mindful of changes as they occur.

UL Firefighter Safety Research Institute Launches Vertical
Ventilation and Suppression Online Training
UL FSRI is proud to announce the release of "Effectiveness of Fire Service Vertical Ventilation
and Suppression Tactics in Single Family Homes" - an online course that serves as a culmination
of the work performed under the 2010 Department of Homeland Security Assistance to
Firefighter Grant Program. The interactive training walks learners through the research approach,
experimental setup, test results, and tactical considerations derived from the test results. This
course supplements the project's technical report through fire service commentary on the impact
UL research has on firefighting tactics, interactive fire scenarios, video from all 17 full scale
residential structure fires, and numerous photos.

Cancer
Fairfax Fire and Rescue has shared a You Tube video detailing personal stories of personnel who
have been impacted by cancer. Please take some time to watch the video and openly discuss the

PLAN FOR FALL:
Spring classes are just now starting, but it is time to look six months into the future and think
about MFRI courses that will meet your needs for the fall of 2015.
A training survey for the fall 2015 semester (FY 2016) is out. The classes that are listed are those
generally offered in this region each semester. Please refer to the MFRI "Field Programs Course
Catalog" (also on-line at the MFRI Home Page, www.mfri.org) for other courses you or your
members might be interested in scheduling, and list them at the end of the survey form in the
spaces provided.
In order that we may give proper consideration for your needs, in cooperation with your county
training committee, we need to have the information completed and returned to our office no
later than close of business on Friday, March 13, 2015. WE will accept returned forms
electronically, by fax to our office at 301-829-2021, or by mail.

Attended a MFRI Company Drill Lately?
Is your emergency services company looking for a quick 3 hour training opportunity on a fire,
rescue, EMS, or hazmat topic? If so, MFRI may be able provide you a Company Drill to
accommodate your needs. MFRI Company Drills are a good way to refresh skills and review
current best management practices in emergency training using the most relevant information
and technology.
MFRI provides the opportunity for periodic training for fire/rescue departments through the
Company Drill program. Each local department is allotted two company drills per year at no
charge. Departments can request Company Drills on numerous subjects from fire behavior to
rope rescue, each Company Drill will follow a current MFRI lesson plan for the requested topic.
The company drill can be conducted at a MFRI training center or at the local department and all
instructors will be provided by MFRI.
To request a Company Drill the local department must contact their MFRI Regional Office at
least 30 days prior to the date they want to hold the drill. When the Company Drill has been
approved and added to the MFRI schedule, the requesting department will be notified.

Scholarship Programs
Charles W. Riley Firefighter and Ambulance and Rescue Squad
Member Scholarship Program
The Maryland Higher Education Commission (MHEC) is offering financial assistance to active
members of firefighting, ambulance, and rescue organizations within Maryland. This financial
assistance is served to help members pursue a degree in fire service technology, emergency
medical technology, fire service management, or public safety administration with a minor or
concentration in fire service technology or fire service management. The annual award will be
50% of the student’s annual tuition and mandatory fees of a resident under graduate student.
To be eligible for the scholarship, the individual must:
•Be a Maryland resident
•Be actively engaged as a career or firefighter or ambulance or rescue squad member in an
organized fire department or ambulance or rescue squad in Maryland
OR
•Be actively engaged as a volunteer firefighter or ambulance or rescue squad member in an
organized fire department or ambulance or rescue squad in Maryland, and meet the minimum
qualifications for the Maryland Income Tax Subtraction Modification Law
•Be accepted for admission or enrolled in a 2-year terminal certificate program in which the
course work is acceptable for transfer credit for an accredited baccalaureate degree program in an
eligible institution
•Maintain a grade point average of at least 2.5 on a 4.0 scale
Applications and all required documents must be submitted by March 1st

Maryland State Firemen’s Association (MSFA) Scholarship
Committee Scholarships
•"The MSFA Dr. John L. Bryan Scholarship Award," sponsored by MSFA. The level of support
is determined annually by the committee, based on availability of funds.
• "The Floyd B. Heimer Memorial Scholarship Award," sponsored by Mrs. Josephine G. Heimer.
The current level of support is $2,000 per academic year, subject to change at the discretion of
Mrs. Heimer.
• "The Shock Trauma Board of Visitors Scholarship Award," sponsored by the R. Adams
Cowley Shock Trauma Center Board of Visitors. This will be awarded annually by the
Scholarship Committee to worthy applicants in Emergency Medical Health Services Programs.
Levels of support are determined annually by the committee. Available funds vary each year.
• "The Delmarva Power Scholarship Award," sponsored by Delmarva Power. The current level
of support is $4,500 per academic year.
•“The Bill and Alicia Olsen Scholarship Award”. The requirements for this scholarship are
currently being developed and will be posted at a later date.

International Association of Fire Chiefs Foundation (IAFCF)
Scholarships
The International Association of Fire Chiefs Foundation (IAFCF) sponsors a number of
scholarships designed to help both working firefighters and students cover the costs of fire
science programs. There are different sets of criteria applicable to each award, but you may
submit a single application to be considered for all of them. Here are three examples of what
IAFCF has to offer:
• The Motorola Future Leaders Scholarship Fund gives preference to those enrolled in the
IAFCF Company Officer Development Program
• The Garry L. Briese Scholarship Award goes to a company officer in a degree program (usually
to a driver/engineer or lieutenant)
• The Heather Westphal Memorial Scholarship Award is for first responders who are female.
