New Draft of Law in HE foresees the following:
liquidation levels of higher education (incomplete
education, base education, complete education);
liquidation of qualifying level «specialist»;
liquidation of levels of accreditation of higher educational
institutions (levels I-IV);
introduction of 3 cycle system including educational
scientific level «Ph.D.» – «Doctor of Philosophy»;
introduction of more exact higher educational institutions
gradation (classic / specialized university etc);
expansion of autonomy and academic freedoms, public
self-government in the higher educational institutions;

 Curricula modernization (B.A., M.P., current - not new,
Ph.D - new) with focus on joint educational programmes
leading to mutually recognized double/multiple degrees.
