Intersection – Board members have been
provided correspondence from Brad Alley
and Faith Bentley of Farm Bureau in Dublin
requesting VDOT review of a traffic
situation at Northwind Place and Route 11
(Lee Highway) in Dublin.

Route 11 Edge of Pavement – There is a
significant drop-off in the pavement along
the east-bound side of Route 11 between
the towns of Pulaski and Dublin. The drop
seems to be significant enough to cause
damage to vehicles straying off the
pavement. A similar drop off exists on
Cougar Trail Road.

The Alliance – How We Are Funded
The Alliance was incorporated as a non-profit
501c(6) on February 6, 1990. The Alliance
receives $1 per capita funding from the
counties of Floyd, Giles, Montgomery, Pulaski
and the City of Radford. The Alliance also
receives additional support from the ten towns
that make up the New River Valley. The
Alliance receives a significant amount of its
budget each year from private sector
contributions. Roughly 60% of the Alliance
budget are public sector contributions and
40% are private sector contributions.

Newby and I plan to provide the Board with
an estimate of revenue projections for the
current and upcoming fiscal year.

Review of Budget Goals – The following are
recommended goals for the preparation of
the upcoming 2010-11 budget:

economic conditions;
Reduce annual operating costs through
innovation, reorganization and joint
services;
Give employees the tools needed to
work in an efficient and cost effective
manner;
Reduce future costs by improving
energy efficiency and reduce recurring
costs;

Improve employee working conditions,
fund Board goals, and meet other
community needs on a pay-as-we-go
basis;
Maintain the financial integrity of future
budgets and of the County by restricting the
use of one-time revenues to one-time
expenses. The use of one-time revenues
such as reserves, loans, grants, property
sales, and insurance recoveries to pay for
annual operating costs only doubles the
financial problem in the following fiscal
year.
Utilize special rates and taxing districts to
fund water, sewer and road improvements
in new developments so as to make
progress without affecting the general
taxpayer; and

Increase collaboration between
various organizations including the
Pulaski County School Board, the
Town of Pulaski, The Town of Dublin,
the Health Department, the Virginia
Department of Transportation and
others, none of which are
accountable to each other but all of
which are funded by local taxpayers.

Scheduling of a February Budget Work Session
– Board members have been provided with a
copy of the budget calendar. Considering the
likely difficulty of putting a budget together
this year, I would like to ask the Board if we
could schedule a budget work session in
February so that we can provide an early
review of the situation and get your feedback
regarding any suggested changes and additions
to the budget process, as well as the above
goals.

Environmental Assessments – Board
members have been provided the
proposal from Hurt and Profitt for Phase
I Environmental Assessments of the
Findlay/Shell building and the TMD
buildings has been administratively
authorized. Prior authorization of the
contract made it possible for the
evaluation of the TMD building to occur
prior to the end of the month and to
allow more effective marketing of the
Findlay building.

Anderson & Associates Contract – Wilderness
Road Regional Museum Approval is requested
of the contract for completion of the
environmental report for Newbern TEA 21 to
be covered by grant funds.
4.
Virginia Domestic Violence Victim Fund –
Ratification of acceptance of the Grant Award
is requested.
5.
Hazard Mitigation Grant Program PreApplication - Approval of the pre-application
form to the Virginia Department of Emergency
Management under the Hazard Mitigation
Grant Program is requested

Personnel Changes – Board members have
been provided an update from Ms. Spence of
recent personnel changes.
f.
Virginia’s First Second Amendment to the
Participation Agreement – The Board has
provided information regarding options for the
use of Virginia’s First Regional Industrial
Facility Authority reserve funds. Also submitted
was the proposed Second Amendment to the
Participation Agreement. Approval is
recommended as is the use of reserve funds for
a combination of Commerce Park Utility work
and refinancing of the Competitiveness Center.

Youth Fishing Event Support - Anthony
Akers is working with a group of individuals
made up of the BASS fishing group, the
Department of Game and Inland Fisheries
and Camp Powhatan, about a kid's fishing
day they are having on Saturday, May 8th.
This event will be at Camp Powhatan where
the lake and stream will be stocked with
trout for kids 15 and under. This group is
asking to partner with the County’s Office
on Youth such that private tax deductible
donations for this event could be made to
the County with funds received to be reappropriated in support of the event.
Approval is recommended pending
confirmation that there are no legal issues
with this approach.
h.
Continuation of Service as Grant Recipient
for the New River/Mount Rogers Workforce
Investment Board - David Hutchins, Chair, of
the New River/Mt. Rogers Workforce
Investment Chief Elected Officials Board is
asking that Pulaski County continue as the
Grant Recipient for at least the next
program year (7/1/10 - 6/30/11) and that
the New River Valley Planning District
Commission continue as the Fiscal Agent.
The CLEO group would like to keep these
existing financial arrangements in place with
the newly formed Consortium Board
being the entity which would be liable for any
financial issues. If Pulaski County incurs
any costs related to being the Grant Recipient,
those costs would be allowable to be
reimbursed using WIA funds and approval is
recommended.
i.
Land Use Tax Deferral Program – Board
members have been provided correspondence
from Sheryl Wolfe, Chairman of the Fauquier
County School Board, urging the Board to
support the change in the Composite Index
calculation using the taxable value of real
estate rather than the fair market value thus
reducing the loss of state funds due to
implementation of the County’s use value
taxation program.
