were held by American colonists?
Basic Concepts of Government
The English colonists in America brought
with them three main concepts:
• The need for an ordered social system, or
government.
• The idea of limited government, that is, that
government should not be all-powerful.
• The concept of representative government—a
government that serves the will of the people.

actions and heavy taxes, local
Barons wanted certain rights
• Barons forced King John to sign
the Magna Carta in 1215
• Included acts of trial by jury
• Due process of law
• Protection of taking away life,
liberty or property
• Power of monarchy was not
absolute

• By 1628, King Charles I asked
Parliament for more money in
taxes
• Parliament refused unless the
King signed a Petition of Right
– King could no longer imprison or
punish anyone but by the lawful
judgment of his peers (or law of
the land)
– King can’t impose martial law or
shelter the king’s troops
