concern towards staff and officers and why we are not happy with the
present system.
3.8 GS mentioned that during the interaction with Hon’ble MR, it was
brought to the kind notice that a joint memorandum with legitimate
demands of the Railway men has been submitted to the Speaker of
Loksabha on 28.04.2015 wherein it was informed that an indefinite
strike on Indian Railways will take place from the morning six hours of
23rd November, 2015, if these legitimate demands are not fulfilled to
the satisfaction of the Railway men.
3.9 GS mentioned that 13.5 lakhs of Railway employees including
employees from Postal and Telegraph, Income Tax and other offices
working under Central Government are expressing their displeasure to
Central Government.
3.10 GS mentioned that negotiations for demands have started from the
year 2012. One of them is to implement the 7th Pay Commission w.e.f.
01.01.2014 and an interim relief should be given to the employees
w.e.f. 01.01.2014, if it is delayed.
GS also mentioned that a
memorandum has been submitted to Shri Ashok Mathur, Chairman of
7th Pay Commission regarding the genuineness of the demand for
implementation of 7th PC w.e.f. 01.01.2014.
3.11 GS mentioned that it was explained to the Committee that regarding
merger of Dearness Allowance in 5th PC, but unfortunately, this merger
of DA has been deleted from 6th PC stating that the Government will
not allow the market prices to rise but Govt. failed to control the market
prices and Govt. employees are not getting any concessions. That is
why it was demanded to implement 7th PC w.e.f. 01.01.2014, but the
instructions are being given to implement the same w.e.f. 01.01.2016.
3.12 GS mentioned that the Government policy is to increase FDI & PPP
from 49% to 100% except operations, and it should be privatization.
But it was announced and promised in an open meeting on 25.12.2014
by the Hon’ble Prime Minister at Varanasi that Railway men will be
Government employees and only works are being privatized.
3.13 GS mentioned that Debroy Committee Report about 300 pages
regarding implementation of FDI & PPP over Indian Railways has
become a dangerous one and it was protested at the Federation level
and discussed with Shri Trivedi, the then Minister for Railways and
asked a questionnaire of 85 and brought to the notice that for the last
50 years Railway men only running the Railways without any private

like Senior Citizen, Sports Persons, Freedom fighters etc. and paying
3,500 crores as a dividend to the Parliament.
3.16 GS mentioned that staff strength is tremendously reduced from 18
lakhs to 13 lakhs and now it is sought to surrender the 2.5 lakh vacant
posts.
3.17 GS also mentioned that only 1/3 rd of track is being used for profit side
and the remaining is running on loss side.
3.18 GS mentioned that the Government should scrap NPS as the money
under NPS is being invested in share market which decides the fate of
a retired employee.
3.19 GS also mentioned that the income tax ceiling should be increased as
the lowest employees having GP Rs.1800 are also coming under this
ceiling.
3.20 GS mentioned that if the demands are not fulfilled by the
administration, the Union will go on strike for which 98% of the
employees have given their consent through secret ballot and
requested General Manager to convey this to Railway Board.
3.21 GS also informed that the Union is having total disagreement in making
Union Leaders as Brand Ambassadors and requested GM to convey
this decision taken by the Union to Railway Board. GS also mentioned
that the Union will be with the administration in regard to the punctuality
of trains and other related matters, but not as Brand Ambassador.
3.22 GS mentioned that the Railways is being used by middle class people
and it is not necessary to go for bullet train which is only for the sake of
attraction. He also questioned the necessity of taking loan from
foreigners and demanded that whatever the income comes it should
totally belongs to Indian Railways, not for others.
3.23 GS also mentioned that the schemes like CGA, LARGESS which is a
hope of a common Railwayman will be banned, in case of privatization
as the decision regarding continuation of these schemes, is being
decided by the private companies.

administration to solve legitimate demands of the Railwaymen.
3.25 GS also mentioned that the policy of Railway Board in regard to
extending the benefit of continuing old pension rule is not being
followed by FA&CAO, in the specific case of Shri Chandra Vansh Mani
Singh, OS, CWM/O/MYSS.
3.26 GS brought to the notice of the General Manger regarding delay in
processing the CGA cases. GM directed CPO to conduct a session
with GS in this regard in the second of week of June, 2015.

grievances by interchanging the jurisdiction of AENs of Belgaum,
Dharwad, Gadag and Bijapur. GM assured the Union that the system
will be set right.

will be examined and necessary remedial action taken.
3.36 GS also brought to the notice of GM regarding deployment of a Cook of
Central Hospital as Dresser to accompany the Children’s camp of UBL

Note:* At SBC, TTE rest room was attached to running room wherein catering facilities
are made available to TTEs also.
During the discussions, GS/SWRMU has highlighted the condition of TTEs rest Room
at Chennai and Tirupathi as the employees are suffering a lot.
M I N U T E S (4/5-02-2014):
As per Railway Board guidelines, a committee has been formed consisting of HQ(SAG)
level and (JAG) Divisional level to monitor adequate facilities at TTE’s rest room.
GS/SWRMU has mentioned that facilities as per the instructions of Railway Board are
yet to be provided, especially at stations like Hubli, Shimoga. At Hubli itself, which is
headquarters of SWR, 25 beds are required at peak hours whereas only 19 beds are
available. Water Geysers, Coolers etc. should be repaired immediately. The problems
faced by the TTEs of SWR in Rest Rooms at Tirupati, Chennai, etc. of neighbouring
Railways are yet to be solved.
M I N U T E S (9/10-07-2014)
It was mentioned to the Union that as per the Railway Board guidelines, a committee
has been formed consisting of HQ(SAG) level and (JAG) Divisional level to monitor
provision of adequate facilities at TTEs rest rooms. In addition to above, divisions were
also instructed to take immediate action to sort out the deficiencies at TTEs rest rooms
and to maintain zero deficiency vide letter dated 12.06.2014. The Divisions have been
given a target date for the deficiencies reported to be made good by 31.08.2014.
CCM has informed that the issue has already been taken up with South Central
Railway in respect of TTEs rest room at TPTY.
GS/SWRMU has raised the pathetic condition of TTEs at Tirupathi where TTEs are
hiring rooms on payment as the existing rest room for TTEs is very bad. He also
mentioned that this issue has been brought to the notice of DRM/SBC on several
occasions. GS demanded that till such time improvements are made in the existing rest
room at Tirupathi, reimbursement for hiring the retiring room has to be arranged. GS
also demanded that few retiring rooms should be earmarked for the occupation of
TTEs of Bangalore Division till such time the existing rest room is made fit for
occupation.
During the discussions, the problems being faced at Chennai has also been highlighted
by GS. GS mentioned that even at Hubli, being the Headquarters of SWR, sufficient
beds are not being provided.
CCM mentioned that with regard to lack of facilities including paucity of beds, it was
decided that the matter will be vigorously taken up with other Railways and an
acceptable solution will be found within a couple of months.
GS has discussed this issue with General Manager on 10.07.2014 also and GM
assured that necessary steps will be taken shortly to improve the conditions at the rest
rooms of TTEs and GM advised CCM to earmark a few Retiring Rooms for the use of
TTEs, which will give some relief.
GS specifically mentioned that cooking facilities should also be extended to the TTEs
on par with the Loco running staff in terms of Railway Board’s instructions issued
during 2010. GM mentioned that the instructions of Railway Board will be followed.
M I N U T E S(30/31-10-2014)
A number of committees comprising of officers from Divisions have been regularly
conducting inspections of TTE Rest Rooms and submitting their recommendations.
These recommendations are then being forwarded to the DRM of the respective
divisions for remedial action where deficiencies are noticed. The divisions have
assured that necessary work will be completed at the earliest. As regards facilities on
adjoining Railways, the respective DRMs/CCMs have been informed. The matter is
also being pursued with them for quick amelioration of the deficiencies.
GS mentioned that rest room at Tirupathi has improved but still much needs to be done
for rest rooms in Mysore and Hubli divisions.
M I N U T E S(30-12.2014)
Union have already been informed that a number of committees comprising of offices
from Division have been regularly conducting inspections of TTE Rest rooms and
submitting their recommendations. These recommendations are then being forwarded
to the DRM of the respective divisions for remedial action where deficiencies are
noticed. DRMs of three divisions have been advised with regard to extending of
Catering facilities to TTEs vide this office letter dated 30.10.2014.
As regards facilities on adjoining Railways, the respective DRMs/CCMs have been
informed. The matter is also being pursued with them for quick amelioration of the
deficiencies.
In this connection, GS has mentioned that some improvements have taken place
during the past six months. GS mentioned that rest house constructed for the TTEs in
Mysore was handed over to Running Cadre and the released Running room has been
given to TTEs. This is not being maintained upto the mark and is not taken care of by
Operating, Mechanical or Electrical departments. He also mentioned that facilities on
par with the Running Room should also be extended to TTEs also as per extant
instructions of Railway Board. The instructions of Railway Board regarding facilities of
cooking food also have not been implemented in SWR. Such facilities are required at
Miraj, Vasco, etc. where TTEs are arriving late. GS mentioned that Railway Board is
considering creation of posts for maintenance of Rest Room and SWR should send our
proposal to Railway Board. A copy of the same may be given to the Union to pursue
the same.
M I N U T E S(27/28.05.2015)
It has been informed to the Union that there has been considerable
improvement in the facilities provided at TTE Rest Rooms at SBC, MAS, TPTY
& UBL. As part of renovation at VSG TTE Rest Rooms is also being taken up
for improvement. At MYS TTE Rest Rooms 10 indents have been placed on
27.01.2015 with Stores Department for various items for use at TTE’s Rest
House at Mysore Railway Station. Maintenance of TTEs Rest Room is
continuous process and is being monitored by Sr.DCMs of the concerned
Divisions.
GS mentioned that improvement is seen in Hubli, VSG, and MRJ TTEs rest
rooms. At SMET more beds are required and he requested to provide quarters
as a temporary measure. At present Running Room and Rest Room is a
combined one. He also mentioned that there are no care takers to these rest
rooms. GS demanded the administration to provide caretaker to these rest
rooms round the clock to ensure proper maintenance. CCM mentioned that the
administration will try to outsource this work due to shortage of manpower and it
is not feasible to create posts of caretakers exclusively for rest rooms. GS
mentioned that Union is totally against the policy of outsourcing but not against
temporary outsourcing the work of cleanliness/housekeeping etc. of rest rooms.
He also insisted that Rest Room Committee should inspect the rest rooms
along with Trade Union officials.
CCM mentioned that the existing committee will be revamped and a report will
be prepared with actionable items to improve the conditions. This exercise will
be completed within six months.
GS further pointed out the issue of allotment of building constructed for TTEs
rest room in Mysore to Mechanical Department two years back as Running
Room and the released running room for use as TTE rest room which is lacking
many facilities and maintenance befitting a TTE rest room.
It was also mentioned by GS that only 19 beds are available against the
requirement of 30 in the Hubli TTEs Rest room and requested to earmark
retiring rooms till permanent arrangements are made. He also mentioned that
there is no adequate number of fans and should be provided immediately.
DS/SBC/SWRMU also brought to the notice of CCM regarding problems being
faced by our TTEs in Southern Railway at Chennai and Coimbatore where our
TTEs are forced to wait till vacation of the occupants.
CCM stated that additional accommodation as per the requirement in Hubli and
Shimoga TTE Rest Room will be taken care. The possibility of outsourcing
housekeeping contract for VSG and MYS TTEs rest rooms will be explored.
Regarding MRJ TTEs rest room, a D.O. letter will be written to CCM/CR by
CCM/SWR regarding improvements of the conditions there.

DRIVER) AS PER 6TH CPC INSTRUCTIONS.
As per the instructions contained in Railway Board Letter No.PC/IV/2005/CC/SR dated:
02.03.2005, the Tower Wagon Drivers who were in erstwhile pay scales in 5th PC
Rs.4500-7000 their pay have to be fixed in GP 2800. The fixation have been done
correctly in adjoining Railway’s except SWR/SBC Division wherein their pay have been
fixed in GP Rs.2400 causing grouse anomaly amongst Tower Wagon driver working in
SBC Division.
The above subject has been discussed at Divisional level in the last PNM vide agenda
No.08/06/2012 and administration have replied that the matter has been referred to
Hqs vide their letter No. B/P.535/III/TRS/TWD dated: 27.08.2012 for issue of
clarification/guidance in the matter
Hence, this Union urges to advise SBC Division to revise and re-fix the pay of Tower
Car Drivers in light of the above Board’s instructions with1 retrospective effect.
M I N U T E S (10/11-07-2013):
It has been pointed out by SWRMU that as per the instructions contained in Railway
Board’s Letter No.PC/IV/2005/CC/SR dt.02.03.2005 addressed to CPO/S.Rly, the
Tower Wagon Drivers who were in erstwhile pay scales of in 5th PC Rs.4500-7000
have to be fixed in GP 2800/- whereas the same is fixed in GP Rs.2400/- for Tower
Wagon Drivers working in Bangalore Division.
Prior to formation of South Western Railway CPO/MAS has issued certain guidelines in
the matter of conducting selection for the post of Tower Wagon Drivers in scale
Rs.4000-6000 and instructed all Divisions to follow instructions uniformly. Subsequent,
to order passed by Hon’ble CAT, Trivandrum in O.A No.115/2010 Trivandrum Division
has upgraded the post of Tower Wagon Drivers by matching surrender.
SBC Division is not a respondent in O.A.115/2010 and hence Hon’ble CATs order
referred to above has not been implemented by this division.
The contention of the SWRMU is that the post should be operated in scale Rs.45007000 in 5th CPC and correspondence Grade Pay should be implemented as per 6th
CPC with further avenue for promotion.
During the discussions, the union reiterated their demand.
M I N U T E S(4/5-02-2014):
Prior to formation of South Western Railway, CPO/MAS has issued certain guidelines
in the matter of conducting selection for the post of Tower Wagon Drivers in scale
Rs.4000-6000 and instructed all Divisions to follow instructions uniformly. Subsequent
to order passed by Hon’ble CAT, Trivandrum in O.A No.115/2010, Trivandrum Division
has upgraded the post of Tower Wagon Drivers by matching surrender.
SBC Division is not a respondent in OA No.115/2010 and hence the orders of Hon’ble
CAT have not been implemented by this division.
After prolonged discussions, it was agreed to examine the case again, in the light of the
disposal orders passed by AM/Staff in the O.A.

SBC Division has been advised to examine the issue in the light of note given by
Additional Member/Staff.
M I N U T E S(30/31-10-2014)
The case has been further examined in the light of AM’s speaking order dated
01.03.2005.There are two pay scales for TWDs i.e. in 4000-6000 (1200-1800- IVth PC)
and 4500 -7000 (1320-2040- IVth PC) equivalent to GP Rs.2400 and Rs.2800

CREATION OF 248 POSTS IN S&T DEPARTMENT SIGNAL SIDE.
The demand of this Union for creation of post for maintaining the new assets in S&T
department Signal wing at SBC has been under discussion at Zonal PNM as regular
agenda and further review in the subsequent PNM. However this Union has been
replied that no proposal has been received from the Division to create the new posts.
This issue had been very vehemently projected in the Divisional PNM and it has been
reciprocated that already a proposal has been sent vide Sr.DPO/SBC, Letter No.
B/P.135/CP/S&T/SBC, dated 21.08.2012 duly vetted by accounts has been forwarded
to Headquarters for necessary creation.
Hence, this Union urges to create necessary posts.
M I N U T E S (10/11-07-2013):
CPO mentioned that the proposal for the creation of posts is under process.
M I N U T E S(4/5-02-2014):
The creation of posts for maintaining the new assets in S&T department (Signal wing)
at SBC, MYS and UBL divisions is under process. The proposal has been received in
the office of FA&CAO on 09.01.2014 and the same will be expedited. The posts are to
be created with matching surrender as per existing instructions of Railway Board.
GS/SWRMU has mentioned that AIRF is protesting against matching surrender for
creation of posts for new assets.
M I N U T E S (9/10-07-2014)
The proposal has been returned by FA&CAO/SWR vide letter No.A/HQrs/UBL/FE/
S&T(MYS)/68/Vol.II dated:03.03.2014 with certain observations. CSTE vide letter
Page 20 of 91
No.SG/SWR/Estt./Staff Sanc./NG/M/SBC dated 06.03.2014 has advised Sr.DSTE/SBC
to furnish the M I N U T E S(27/28.05.2015) to FA&CAO'/SWR's observations so as to
process further.
M I N U T E S(30/31-10-2014)
CSTE has mentioned that based on the observations of FA&CAO, SBC Division has
been advised to assess the requirement of staff afresh. Accordingly305 posts have
been proposed for creation. The proposal has been sent to Sr.DFM/Bangalore for
vetting and assured that the same will be chased fast.
M I N U T E S(30-12.2014)
The requirements have been worked out on the basis of DITSU and majority of the
proposed posts are not for new assets. For creation of posts matching surrender is
required.
General Manager advised GS that yardsticks are only indicative and the present policy
of the Board is to go for the benchmarking commensurate with the introduction of
modern technology. Accordingly, CSTE will re-examine the requirements de-novo.
M I N U T E S(27/28.05.2015):
A revised proposal for creation of 224 posts in signalling category as per present
norms/yard stick has been received from SBC Division. This will be further processed
for getting money value from Railway Board.
Item No.09/3/2012
PCE, DRM/SBC
RESTORATION OF HIGHER GRADE POST SURRENDERED IN BRI UNIT
SBC DIVISION.
Time & again this subject is coming for discussion and further review at Headquarter
Zonal/PNM this issue was discussed under item No. 16/09 and approved in
subsequent PNM meeting preamble agenda although PCE had given a commitment to
immediately restore the higher grade post surrendered at BRI unit SBC no tangible
action could be seen for the restoring the post the staff who are aspiring for the
promotion at the virtue of at their retirement.
During each one of the zonal PNM in the opening address by GS/SWRMU it has been
urged to restore the higher grade posts surrendered since the promotional prospects
has been very badly affected to serving employees particularly who are virtue of
retirement. Despite of our hue & cry administration has did nothing other than giving a
vague reply by assuring this Union 52 posts are being created. The BRI staffs are
totally lost their faith due to administration delay in creation of posts.
Hence, it is urged to immediately restore the higher grade posts in light of Board’s
instructions.
M I N U T E S (10/11-07-2013):
The proposal for creation of 14 posts, which were surrendered in Bridge Unit,
Bangalore Division, was initially proposed to mitigate the difficulty of staff due to
surrender of posts in higher grade as per Railway Board`s letter No. E(MPP) 2009/6/8
dt23.03.2012, to restore the higher grade posts by surrendering the lowest recruitment
grade without seeking money value from the vacancy Bank. The proposal is under
process for concurrence from the finance.
PCE also explained to the Union that Finance has raised the objection to create the
posts as the same were surrendered prior to 06.01.2007 and the current proposal of
Page 21 of 91
creation of posts will not come in the ambit of Railway Board letter issued during 2012,
which advises to restore the higher grade posts immediately duly surrendering the
lowest level posts.
GS/SWMU has stated that the letter regarding restoration of higher grade posts was
issued during 2012 only, whereas this issue is being discussed since 2009 and earlier
PCEs have assured that the higher grade posts will be restored back.
SWRMU was not satisfied with the above position and this issue was discussed in the
presence of GM again. GM assured that the matter will be looked into.
M I N U T E S(4/5-02-2014):
As per RBE 39/2012 dated 23.03.2012, only the higher grade posts surrendered after
06.03.2007 can be restored surrendering the posts in the lowest recruitment grade
from the cadre. In the above case, the posts were surrendered on 29.03.2006. Hence
restoration of these posts could not be done. However a proposal has been sent to
Sr.DFM/SBC on 03.01.2014 for concurrence for creation of 28 work-charged posts
(MCM-1, Revitter Gr.I-3, Revitter Gr.II-2, Revitter Gr.III-1, Welder GR.I–2, Welder Gr.II–
1, Welder Gr.III-1 and Helper-17 posts. Total – 28 posts).
GS/SWRMU has not agreed for creation of work-charged posts, since Bridge cadre is
permanent and this subject was referred to the General Manager. General Manager
has assured that action will be taken to create some of the revenue posts, which are
considered essential after identifying equivalent matching surrender.
M I N U T E S (9/10-07-2014)
It was mentioned that proposal for creation of 16 number of Ex.Cadre posts is under
process in SBC Division, but Accounts has not agreed for the same as the Bridge
cadre is a permanent one and work charged posts cannot be created.
This issue has been deliberated in the presence of General Manager also on
10.07.2014. General Manager advised FA&CAO and PCE to look into the matter once
again within the frame work of rules.
GS has pointed out that in case the posts are not being created at Zonal level, a letter
may be given to the Union so that they can take up the matter at Federation level,
since the higher grade posts were surrendered against the instructions of Railway
Board, which is hampering the promotional prospects of existing employees.
M I N U T E S(30/31-10-2014)
Proposals for creation of 16 additional posts were submitted for concurrence to
Sr.DFM/SBC. However, only 14 posts were concurred. The proposal for creation of
additional posts was sent to FA&CAO. FA&CAO had raised queries regarding the
veracity of distribution of posts in tandem with the revised redistribution of posts after
cadre restructuring which was required to be confirmed by Sr.DFM/SBC. Sr.DPO/SBC
has submitted a reply to the points raised by Sr.DFM/SBC vide letter No.
B/P.135/CP/Engg/SBC dated 22.10.2014. The proposal is pending with Sr.DFM/SBC
and once it is cleared by Sr.DFM/SBC this will be again sent to FA&CAO for
concurrence.
M I N U T E S(30-12.2014)
The basic demand is for restoration of higher grade posts. However,
comprehensive proposal sent to Accounts was including Khalasi/Welders also.
Engineering Department has been advised to process creation of higher grade
posts of Rivetter and Blacksmith which were surrendered.
M I N U T E S(27/28.05.2015):

have been merged as JE with GP 4200 in PB-2 and SE & SSE have been merged as
SSE with GP 4600 in PB-2. This merging has been done without visualizing the fate of
technical graduates inducted during the 3rd CPC.
During the implementation of MACP, the financial upgradation for technical graduates
appointed as Apprentice Chargeman ‘A’ should have been started from GP 4800 for
first MACP, 5400 for second MACP and finally 6600 for third MACP.
Because of not going into the details of the qualification of engineers during merging, it
has resulted in some of the graduate engineers recruited as JE-I to loose one financial
up gradation their career.
M I N U T E S (10/11-07-2013):
Chargemen ‘A’ were inducted in Rs.550-750 Scale in the 3rd PC, which was revised to
Rs.5500-9000 in Vth PC and replaced by GP of Rs.4200 in the 6th PC. The MACP
entitlement will be regulated accordingly.
SWRMU mentioned that only 2 MACPs have been accorded instead of 3 MACPs.
Relevant details will be submitted by the Union and it will be examined further.
M I N U T E S(4/5-02-2014):
Union mentioned that direct recruitment of Chargemen ‘A’ was in Rs.550-750 Scale in
the 3rd PC. Subsequently the direct recruitment quota was upgraded to 6500-10500 in
V PC equivalent to GP 4600 in VI PC. Thus those who were appointed in Rs.550-750
Scale in the 3rd PC should get MACP to GP 4800, 5400 and 6600. DS/Workshop has
agreed to furnish details of such cases. On receipt of the same, it will be examined
further.
M I N U T E S (9/10-07-2014)
One case of Sri.Keshvan,SSE/MYSS (now retired) has been given by
DS/SWRMU/MYSSS. Details of the case have been called from MYSS for
examination. One more case of C.S.Ramesh SSE/Elect/MYSS was given by
Divisional Secretary Mysore in the meeting
M I N U T E S(30/31-10-2014)
On receipt of details of C.S.Ramesh, SSE/Elect/MYSS from Mysore shops, both the
cases will be examined.

MEDICAL HEALTH UNIT TO HQ OFFICE (NEW GM OFFICE)
The S.W.Rly zone started functioning since 2003 onwards. The HQ Office New GM
Office building located at Gadag Road, Hubli. Offices: CPO, CCM, CSTE, Raja
Bhasha Office, CEE, Statistical, CSO, CSC, FA&CAO & COS have been already
functioning and shortly CME & COM Offices are going to come to New GM Office
building. This HQ Office located centre of GSD and EMD Shed. HQ staff strength is
nearly 500 employees, EMD shed Staff strength is nearly 600 employees and GSD
staff strength is nearly 300 employees. All together total strength is coming nearly to
1500 employees in this location. Whereas no any health unit is available in these work
place. There is a very difficulty in emergency to take first aid in duty hours if anything’s
happened and Railway colony also available at same place. The Central Railway
Hospital is away for more than 3 kilometers from these three offices and no any
frequent bus facilities or Auto Rickshaws facilities.
In view of the above circumstance, the Union urges to take immediate step to open a
Health Unit at New GM office building to overcome the problems in the office hours as
well as railway family & children’s.
M I N U T E S (10/11-07-2013):
CMD mentioned that CMS/UBL (Division) has been advised to look into the matter and
put up a proposal as per the needs.
During the discussions, CMD was of the opinion to close the Health Unit at MTS colony
and shift the same to HQ building, for which SWRMU has not agreed, since around
100 families are visiting the MTS Health unit daily. CMD suggested that the feasibility
of working of Health Unit at GM’s office and MTS colony for three days each in a week
will be looked into. CMD invited suggestions from GS/SWRMU on the action to be
taken.
M I N U T E S(4/5-02-2014):
During the discussions, GS/SWRMU has mentioned that Health Unit was opened in the
Hubli Divisional Office without consulting the organized labour and the same was
closed on their questioning, putting the blame on the Union. CMD mentioned that the
Health Unit at Hubli Divisional Office was opened without the approval of CMD.
CMD suggested that the feasibility of working of Health Unit at GM’s office and MTS
colony for three days each in a week will be looked into by CMS/UBL, since all the
Health Units are under the Control of CMS.
M I N U T E S (9/10-07-2014)
CMD has mentioned that arrangements can be made that the doctor of Health
Unit/MTS may be deputed to HQ for half a day. But, GS has strongly objected and told
that that existing working pattern of Health Units, especially at MTS colony should not
be disturbed and suggested that the doctors available at Central Hospital may be
deputed to Headquarters office, which will cater to the needs of EMD Shed as well as
GSD.
CMD has further mentioned that the suggestion of GS will be examined and
accordingly a decision will be taken.
M I N U T E S(30/31-10-2014)
Since opening of new Health Unit requires the approval of Railway Board, CMS/UBL
has been advised to prepare necessary proposal for further processing at
Headquarters and Railway Board level.
M I N U T E S(30-12.2014)
CMS/UBL has been advised to study the need for a health unit at HQrs Office and
process for approval of competent authority if justified.
M I N U T E S(27/28.05.2015):
CMD mentioned that a proposal has been sent to DRM by CMS and the same
was approved by DRM. Now, it is waiting to get the concurrence from the
Associate Finance.

During trip inspection of MEMU, Trip Inspection of AC Locos are not carried out
in AC Loco Trip Shed and only Driver Booking Attentions are carried out due to
shortage of Technicians for AC Loco Attention.
Note: The Above Staff Distribution is a Ideal case without any Leave/Sick/Absent.
Apart from the Normal Manpower Distribution in AC Loco Trip Shed during Week Days,
Staffs are deputed for the following activities.
Daily inspection/Rolling in, Driver Booking attention during evening shift 01 Technician
is deputed at BWT.
For Daily Night Stabling attention of MEMU 01 Technician + 01 Helper is deputed at
BWT.
Once the New MEMU 150002/150003 is inducted in to service, Trip inspection has to
be carried out after six days. At present it is not feasible to maintain the new MEMU
rake of SWR 150002/150003 with the existing staff strength. For the Maintenance of
New MEMU Rake a minimum the additional staffs of 05 Technicians + 07 Helpers are
required.
Further any newly appointed staff from RRC requires time to acquire the skill for
maintaining MEMU/AC Loco, if existing Senior Helpers with experience are promoted
as Technicians, then acute shortage of Technicians can be dealt with when they take
additional responsibility and can be deputed to work with new Helpers where in transfer
of skills takes place in a smooth manner.
Hence it is urged that the required no of additional staff may be posted at the earliest at
AC Loco Trip Shed/SBC and existing vacancy may be filled up, So that both the MEMU

REPLACEMENT OF WALKY TALKIE ON DS - 8.
Time & again this union has been making persistent demand for procurement
& supply of branded walky talkie for better communication to the staff involved in train
operation and its maintenance duties. Although administrations have given the reply
about the procurement of new walky talkie, even till date problem remains same. On
account of this, the staffs involved in train maintenance, i.e. TL, Mechanical Running
staff’s operating etc are being put into hardship due to non-availability of working
condition walky talkie,
Since most of the walky talkies are in condemned condition. This union urges to
procure new walky talkie under DS-8.
M I N U T E S(4/5-02-2014):
It was mentioned to SWRMU that Purchase Orders for 130 walky-talky sets have
already been placed against NS demands submitted by various consignees and further
tender has already been opened for 1,676 numbers, which is under finalization.
M I N U T E S (9/10-07-2014)
It was mentioned that 1676 Nos. of Walkie-Talkie sets were received. As per the
current regulations of Ministry of Communication, license has to be obtained for each
and every new Walkie Talkie to put into use. They will be put into use as soon as
license from Ministry of Communications is received.
It was also explained to the SWRMU that for obtaining each license for every Walkie
talkie set, an amount of Rs.14,000/- to 16,000/- is required. Hence, Walkie-talkie sets
will be provided on need basis. But, GS/SWRMU has demanded that all the Walkie
Talkie sets to be replaced with new one without compromising financial implications as
the same is being used on safety point of view.
M I N U T E S(30/31-10-2014)
A copy of Railway Board’s Letter issued during September-2014 seeking critical review
of requirement of walkie-talkie sets has been handed over to GS/SWRMU and
informed that review is under way.
However, GS/SWRMU has mentioned that walkie-talkie sets being a part of operational
requirements should be provided to all the required staff without hesitating to make the
payment of license fee as explained by CSTE.
M I N U T E S(30-12.2014)
It was informed that new walkie-talkie sets have been distributed to the
Departments.

It was mentioned to SWRMU that new walkie-talkie sets of 741Nos for Hubli Division,
857 Nos for Bangalore Division & 451 Nos for Mysore Division have been procured and
issued to various departments connected with train operation.
GS pointed out that only 451 batteries were supplied to Mysore division and not

APPOINTMENT ON SPORTS GROUNDS
(SWRMU’s letter dated 20.08.2013 to GM/SWR/UBL)
The Railway Board has allotted for 2012-13, 55 posts can be appointed on
sports grounds, whereas only 6 are appointed and for 2013-14 also allotted 55 posts
but so far no process for filling up of the same. Because of new candidates not
appointing in sports quota, our Railway is not getting good places in sports since the
old people only available. If the quota is not filled in the same year, it will lapse.
Sports people are also complaining that they are having 15.00 hours relief for
practice but in some areas they are not at all relieving them to go for practice in the
evening at 1500 hours for which Board’s instructions already available. Some remote
places like CLR, the sportspersons are forcing because there is no any facility available
in such a gnat places.
One or Two sportspersons (body building) have got award in the International
Body Building event, such people should be encouraged by giving some award.
Divisions recruitment also, in all the divisions the quotas are not filled up
including Workshops.
So, the union urges to help the poor sportsmen for serving to the Railways, if
they are qualifying. Suitable instructions be given to the concerned officers in this
regard to fill up the quota fully
M I N U T E S(4/5-02-2014):
It was stated that all concerned are advised for relief of sports persons for practice.
Railway Board’s policy of giving increments to sports persons for excellence in sports is
being followed. For filling up the sports quota, necessary process is initiated.
During the discussions, GS/SWRMU has highlighted that 55 posts allotted under
Sports quota to SW Railway has not been filled and moreover there is no provision to
carry forward these posts for the ensuing year. Hence, he requested to initiate action
within the stipulated time every year so that vacancies under Sports Quota can be filled
up. Further, the sports persons should not be posted in shift duties especially in
Commercial and Operating Departments as they are not able to go to practice.
CME mentioned that efforts will be made to fill up the quota. Posting of sports persons
will be kept on watch. SWRMU is welcome to bring out any specific case for needful
action.
M I N U T E S (9/10-07-2014)
It was mentioned that the notification will be issued shortly. Game-wise distribution has
already been made. This year quota will be filled up and old quota for the previous
years has to be treated as lapsed.
In this connection, President/SWRMU has pointed out that on earlier occasions,
Vigilance Department have interfered in the selections and could not complete the
selections in time and the quota allotted has been lapsed. Hence, he suggested that
time limit has to be prescribed for completion of investigations by Vigilance Department
in any selections.
M I N U T E S(30/31-10-2014)
CME mentioned that for 51 posts for Recruitment against Sports Quota have been
identified for the current year the financial year. Notification against open advertisement
is being issued shortly. Also trials for recruitment against talent scouting scheme is
under process.
GS/SWRMU mentioned that Union has not been kept informed about the recruitment of
sports quota and in this connection CPO assured that a copy of notification will be
made available to Union, once it is issued. He further demanded that the notification
may be published on website of SWR.
M I N U T E S(30-12.2014)
Notification has been issued, calling applications for filling up 46 posts against sports
quota. Position was informed to GS/SWRMU vide letter No.SWR/P.694/SWRMU/25th
PNM dated 23.12.2014.
GS/SWRMU mentioned that:
(1)
(2)
(3)
(4)
Recruitment of Sports persons should be made to team sports like Cricket,
Hockey etc instead of that to single discipline which will strengthen our existing
teams. It was mentioned that the suggestion given by SWRMU will be taken
note of for future recruitments.
The present bata of Rs.50 paid to sports persons is not sufficient and it should
be increased to Rs.300 per day. It was informed to Union that the feasibility of
increasing the bata will be examined.
Facilities in sports ground should be improved. It was informed to Union that the
sports ground will be improved.
The Union should be associated in the decision making process for improving
of sports and their suggestion should be taken.
For the last two years, the grant received from Railway Board is only to the
extent of 6.0 lakhs and the earnings from the ground rentals is also limited.
M I N U T ES(28/29.05.2015)
(1) All the requirements of teams have been taken and efforts are made to
strengthen teams. In talent scouting and open advertisement, cricket, hockey,
volleyball, swimming, Athletics have been included to ensure SWR continuous
winning streak.
(2) Present rates are being paid by SWRSA with limited fund availability. It is
difficult to organize higher rates. For teams in first 6 places, DA is being paid for
tournament period. Hence based on funds availability, the increasing rate may
have to be considered.
(3) At SBC Ground facilities have been improved. At UBL, private security
arrangements for ensuring protection and prevention of trespass are being
processed.
GS mentioned that last year quota allotted by the Railway Board has not been
fully utilized and was lapsed. This is because of the failure of the administration
in not calling the volunteers in time before 31st March. He also mentioned that
Page 35 of 91
the administration has failed in fulfilling the assurances that were given in the
last PNM Meeting. GS mentioned that the administration should take timely
action this year at least.
In this connection, GS mentioned that the sports recruits, who are recruited, are
given the post of TTEs where they are not being spared for practice in the
afternoon. He also mentioned that they should be distributed uniformly to all the
departments.
GS also mentioned that the officials nominated for sports bodies should be
circulated to the UNION also.
CPO requested CCM and President SWRSA for expeditious finalisation of
game wise distribution so that the recruitment can be finalised in time.

ERRONEOUS MEDICAL EXAMINATION AT MYS DIVISION.
A number of re-medical cases of this division are getting a report UNFIT even though
the referral hospitals are certifying that there is no health problems to the person sent
for medical examination. For example, recently Shri Luhit Kumar was selected as ALP
and in initial medical examination at RH/MYS he has been declared UNFIT in A-1.
Consequent to this he submitted a request for re-medical examination and was
underwent re-medical examination at RH/SBC and from there also he was found to fail
in binocular vision and further he was referred to Shankara netralaya , Chennai , for
further evaluation in detail for binocular vision. From Sankara Netrala it was certified
that he had no specific complaints .Even after this he has been declared as UNFIT for
the post. Hence this UNION urges the administration to reconsider all such cases and
to arrange a remedial examination in a candid way.
M I N U T E S (9/10-07-2014)
It was mentioned to the Union that initially the candidate was medically examined at
RH/MYS and found unfit. CMD has considered appeal for re-medical examination of

classes. Hence, conducting of one more Medical Board for examining Shri Lohit
Kumar, is not within the powers of CMD.
GS mentioned that this will be discussed separately with CMD.
M I N U T E S(30-12.2014)
It was mentioned to the Union that initially the candidate was medically examined at

his appeal, has also found him unfit in all cases. Hence, constitution of one more
Medical Board for examination of Shri Luhit Kumar is not within the powers of CMD.
GS mentioned that the Medical Board for re-examination has referred the case
to Sankara Nethralaya for advice. Sankara Nethralaya passed him through in Medical

Examination. Instead of accepting the advice of the professional body, the Medical
Board made him unfit which is not fair and to be reviewed.
General Manager has directed CPO to examine the issue in consultation with

Sri. Mohammed H. Butler Loco Pilot/UBL was sent for PME on 31-5-2005 after
conducting all the required Medical investigation it was detected that he had
problem in his heart and the Central Hospital/UBL directed him to Rly
Hospital/Perambur in Southern Railway .and the report was positive and he is
not fit for Loco pilot post and the doctors at CH/UBL decided to make him unfit
for drivers post on 26-4-2005. However unfit certificate was issued on 20-72005 no obvious reasons and after Medically decategorized Mohammed H.
Butler had voluntarily retired seeking CG appointment to his son Mohammed
Sharif but the administration did not consider his request taking that 5 years left
over service should be there from the date of decategorization. Hence this

CONDUCTING OF GENERAL DEPARTMENT COMPETITIVE EXAM FOR FILLING

DEPARTMENT:
The GDCE Exam to full up graduate quota has not been held from quite a long
time to fill up the vacancies of ECRC, ASM’s & TC’s and other categories from serving
graduates, whereas one such selection was held during erstwhile Southern Railway
days when SBC Division was part of Southern Railway. Since then no such selections
have been held ever. As the administration is aware that the new RRC candidates are
well educated and having graduation qualification even in some of them are master
graduates and they are working as group ‘D’ employees. If the administration conducts
GDCE selections, it is a golden opportunity for serving graduate employees to excel
themselves in the competitive exam to seek better carrier progression for them. This
was one of DRM/PNM agenda in 33rd PNM of SBC division and the M I N U T E

REVISING THE CREW CHANGE OVER POINT FROM GTL TO DMM
From the inception of SBC Division the Crew was working up to DMM & back.
During 2009, SBC Division administration have made a experiment to change the crew
change over point from DMM to GTL & DHNE. As the administration is aware the
Running Staff are coming under continuous roster classification (8 hrs) some of the
following trains the working hours is more than 8 hrs.
T.No.12786, 11302 & 12649 etc.
Apart from the above the Loco Pilots are forced to adhere two different railways
G&RS in a single train movement working for more than 8 hrs at a stretch and further
out station rest more than 24 hrs is nothing but waste of man hours of the crew. The
Loco Pilots are making a hue and cry with the administration to reduce the working
hours of Running Staff by the way of changing the crew change over point from GTL to
DMM to avoid stress and strain for the most sensitive/safety cadre. The actual working
hours to DMM works out to 5 hrs. The basic criteria to reckon the working hours of the
Running Staff is average fortnightly working hours. Prior to extension of crew change
over point the average working hours was not less than 96 hrs for fortnightly even after
extended crew run also it works out to same hrs. Actually speaking due to outstation
detention for a longer hours is causing loss of man hours the same crew can be utilized
for working return train with minimum outstation rest to avoid outstation stay for longer
hours.
As per the SPAD minutes circulated vide Boards Letter 2004/M(L)/466/7101
dated: 14.06.2012 part ‘B’ para 6 reads “Links should be made in such a way so that
not more than 2 to 3 continuous nights, all efforts should be made to reduce the
working hours for 6 hours duty during 22.00 hrs to 06.00 hrs”.

PROBLEMS OF LOCO RUNNING STAFF OF SBC DIVISION
(a)
Difficulties of SBC Running Staff in working both the tractions i.e. Diesel &
Electrical (AC).
In terms of instructions contained in Boards Letter No.2004/M(L)/466/7101
dated: 14.06.2012 the minutes of the meeting of SPAD section ‘C’ para 13
mentions that “Driver Should work in one traction Diesel or AC Electrical.
Whereas SBC Division Loco Pilot and Assistant Loco Pilot’s are working in a
dual traction i.e. both Electrical and Diesel which is creating lot of
inconvenience and confusion for Loco Running Staff while working the trains.
Apart from this the Loco Running Staff man power is getting wasted in the event
of deputing the LP/ALP for regular refresher course in both i.e. Electrical &
Diesel. As the age catches out the memory of individual get reduced. Added to
the above problems, amongst electrical locomotives there are different verities
in electrical locomotives i.e. (WAM4, WAP, WAG5A, WAG7, WAP7, WAP9) and
in Diesel Loco’s (WDM2, WDM3D, WDM3A, WDG3A, WDG4, WDP4, WDP4B).
Hence, this union urges to make a separate link for Electrical AC & Diesel and
exclusively book the staff separately for Electrical & Diesel.
(b)
Conducting selections for Instructors at STC/SBC.
The Running Staff drafted from the cadre at SBC Division to work as instructor
at STC has been done on pick and choose basis without conducting regular
selection procedure by calling volunteers. All the incumbents who are presently
working as instructor at STC/SBC from Loco Running Cadre are long standing
and they are working beyond the specified tenure of three years, this has
blocked the promotional opportunity of other eligible deserving capable Running
Staff opportunity to work in the Ex cadre post. Hence, this union urges to
conduct regular selections duly calling for the volunteers to select the

CREATION OF POSTS IN THE TICKET CHECKING CADRE TO COMMENSURATE

In every given opportunity this union has been making a submission in each forum to
create new posts for new assets. However this union submission has been deaf heard
by the administration and no tangible action could be seen with regards to creation of
posts in the Ticket Checking cadre. Day by day the Train Services are getting
augmented and the workload on Ticket Checking staff has been increased in manifold
due to introduction of new Train Services. Each TTE is forced to man more than 4 to 5
coaches out going trains and 5 to 6 coaches incoming trains. Many incoming trains are
reaching destination in unmanned condition due to shortage of Ticket Checking staff.

M I N U T E S(30-12.2014)
It was mentioned to the Union that creation of 143 posts is under process in Divisions.
GS mentioned that that whenever new trains are introduced, posts are not being filled

LAYING OF PAVER BLOCKS AT SHUNTING AREA IN WORKSHOP PREMISES
The shunting staff of Yard shop are finding difficulty to do their day to day work
due to the bushed grow along the track in the workshop premises especially it is
towards East gate as the staff are working in the late hours the vegetation grown along
the track is very high and thick due to which many a times they are missed by the bite
of the poisonous reptiles.
Hence this Union urges the administration to lay Paver blocks along the track to avoid
any mishaps and revenue can be saved with this permanent solution.
M I N U T E S(30/31-10-2014)
The cost of laying of paver block works out to Rs. 84.95 Lakhs. CWM may examine the
necessity for providing paver blocks and propose for inclusion in the coming works
programme, if justifiable.
M I N U T E S(30-12.2014)
It was mentioned that the vegetation grown along the track have been cleared from
25th to 30th’November’2014, but, the staff side has informed that vegetation has not
been cleared so far. PCE requested GS to confirm the same once again.
During the discussions, it was communicated to GS that proposal has to be initiated by
CWM and sent to PCE through CME for providing paver blocks, which may be included
in the works programme of 2016.
M I N U T E S(27/28.05.2015):
Sr.DEN/Co-ordination/UBL shall study the area and will take further action accordingly
as discussed in the UBLS PNM Meeting held on 22.12.2014.

INCREASE OF PITS FOR INCOMING AC COACHES AT HUBLI WORKSHOP:
Considering the increase in target of AC coaches the only pit available in
Bellary shed is insufficient for the staff to execute the regular work as the staff working
in that area is crawling down the coaches to complete the work and which is totally
unsafe, to achieve the target the pits are to be increased by 3 to 4 nos of coach length.
Hence this union urges the administration to increase the number of pits with
immediate effect for smooth and safe working.

NON-TRANSPARENCY IN THE FUNCTIONING OF RRC :
What is the position of vacancies correctly is not placed and also they are
conducting selections, there is no transparency. Totally we are having doubt on the
outside agency which is allotting the question paper system and the booklets. After the
panel succeeding both tests ie. The 50% people was deleted from the offer of
appointments. Wherever, the SWRMU asking some clarifications, it is not answered
properly. So it shows everything is kept in dark and not in transparency to the union.
As such, the union urge that RRC to function should be fully transparent and
this kind of rejecting the candidates after qualifying in both the tests is not appreciated
by the union. The extra 20% taken should be taken care off atleast in next notification,
the retirement vacancies and anticipated vacancies are not taken correctly. Due to
which more than 4000 vacancies available continuously even after RRC started
functioning. How will these 4000 vacancies be filled up and the railwaymen are put to
hardship.
M I N U T E S(30/31-10-2014)
Railway Recruitment Cell (RRC), SWR, Hubli is functioning as per the guidelines
issued by Railway Board vide letter No.E(NG)II/96/RR-1/62 dated 18.07.2005 (RBE
No.121/2005).
In terms of Para 4 of the Railway Board’s letter, the RRC will notify the vacancies
through Employment Notification by open advertisement through leading National and
local News papers as per the requirement submitted through Headquarter by the
Divisions/Units. The conduction of RRC exams will be as per the guidelines at para 6.0
to 6.11 of the said Railway Board’s letter.
As per the guidelines of Railway Board issued vide letter No. E(NG)II/96/RR-1/62 dated
29.09.2005/03.10.2005 (RBE No.166/2005) in Substitution to para 7.5 of RBE
No.121/2005, it is mentioned as under:
(i)
If the number of vacancies is less than or equal to 1500 (One thousand five
hundred), number persons to be called for PET should be 04 (four) times;
and
(ii)
If the number of vacancies is greater than 1500 (One thousand five
hundred), the number of persons called for PET should be 3 (three) times
the notified vacancies.
Since the number of candidates qualifies being over 80% from amongst those called
for PET, there could be more than 50% candidates not considered for empanelment
after PET. Further it is mentioned that, there is no provision for considering the
candidates who were called for document verification against 20% over and above the
notified number of vacancies for empanelment against the vacancies notified in the
next notification.
M I N U T E S(30-12.2014)
The position is as explained above.
M I N U T E S(27/28.05.2015):
GS mentioned that replacement is to be provided for candidates found medically unfit,
not turned up for appointment etc. from the panel released and requested CPO to
check up the provisions for replacement.

THE RAILWAY QUARTERS, STREET LIGHTS & ROADS ARE VERY POORLY
MAINTAINED IN DIVISIONAL HEADQUARTERS AND WAY SIDE RAILWAY
ACCOMMODATIONS
Poor maintenance of railway accommodations. The accommodations provided
to Group-C & D staff, the total in the SW Rly is in inhuman living conditions. In rainy
season lot of railway accommodations are badly leaking, immediately they are not
attending the repairs, roads repairs very very bad conditions in Hubli Down Chawl,
Cement Chawl, Vidyaranyanagar, Vinobanagar, Rail Nagar, MTS Colony, Mantur
Road, Street lights 80 to 90% lights are not in burning conditions. IN these conditions
the railwaymen families should live unhealthy conditions affecting various diseases like
Malaria, Chikun Gunaria, etc., due to mosquitoes, since colonies are not kept clean.
Why because all this is privatized and staff strength is brought down heavily this could
not be maintained properly. Remedial action is required immediately to safe guard the
interests of railwaymen working round the clock and railwaymen families, children
should not suffer on account of total failure of administration. Recently, I have brought
to the notice of our GM/SWR, particularly here the Colony Committees are not
functioning and if at all functioning at one or two places, some of the supervisors or
officers are not attending. CMS Dr.Himachal who is the Incharge as Chairman of
Colony Committee for Hubli with other officials is not at all taking any responsibility to
keep upto the mark for people to live healthily. Then only the railwaymen can give
more concentration in their duties than their domestic problems.

FILLING UP OF THE VACANCIES OF WELFARE INSPECTORS.
There are vacancies of welfare inspectors existing on all the divisions for
considerable time. On UBL division the outcome of a selection held about one & half
years back is not yet known. It is understood that the papers were taken by vigilance
department and though a year has passed, nothing has been communicated to the
division and in view of this the division is not in a position to hold fresh selections.
Filling up of all vacancies of welfare inspectors is quite essential as their services are
required to ensure the welfare of the employees on the railway.
Therefore, the union urges to conduct selections on all divisions for Steam-I &
Stream-II immediately to fill up all the vacancies.

ARTIZAN KHALASI-MAZON PLUMBER.
. There was a proposal to fill up the vacancies of Helper in Artisan category in pay
band Rs.5200-20200+1800(GP) in WORKS SIDE (IOW) by inviting applications from
Trackmen/Gateman/Trolley man/Store Watchman of Civil Engineering Department of
MYS Division duly denying chances to employees working in pay band 520020200+1800 (G.P.) of WORKS BRANCH OF SAME ENGINEERING BRANCH OF
MYS DIVISION. The general opinion of supervisors of works, ADENs and Sr.DEN/Coord/Mys is that a chance is to be given to Khalasi/Helper working in WORKS UNIT
(IOW) only as they do not have avenue for promotion other than to progress in artisan
category. Now the trackmen of the civil engineering Department is having enough
promotional avenue as TRACKMAINTAINER I, II, III, & 1V.Hence this UNION demands
to fill-up these vacancies by calling volunteers from WORKS SIDE(IOW ) .

CONDUCTING OF R.CS OF SMS AT DWR INSTEAD OF TPJ
The refresher course for SM’s of SWR is presently being conducted at ZRTI/TPJ.
Occasionally it is being held at DWR also. SM’s of SWR attending RC at TPJ are

Job analysis for SMs working in MYS-HAS section (BLGA to MVC stations)
was conducted during the period of September/October 2011 and was justified.
Finally 8 hrs. roster was introduced from 02.04.14 based on the job analysis.
All the SMs who are worked during the period have submitted OTA bills to the

OTA arrears to all SMs who have submitted the OTA Bills.
Denial of OTA to SM’s of MYS Division: SM’s of MYS Division who are forced
to work extra hours due to non-availability of RG/LR SM’s are denied OTA

be availed, but the question of availing CR is when there are sufficient no.of LR
SM’s are available. Since there are many vacancies in this division and also all
other category like Guards, Pointsman, AC Electrical Staff etc., are being paid
OTA and also SM’s of SBC & UBL Division are getting OTA except SM’s of

PROBLEMS OF TRD STAFF OF SBC DIVISION.
A. Change of classification of Rosters for WFD, BWT & KPN/TSS staff – TRD

Up to 2010 the TSS staffs at above places have been performing 08.00 hrs duty
on continues roster. The rosters have been arbitrarily changed from ‘C’ to EI
without any factual job analysis. The practical scenario of the JTJ section are
having more no of train services as compared to 2010. The TSS staffs are
finding extreme difficult to man the double section with EI rosters. Hence, this

REPORT FOR SURRENDERING OF POSTS IN THE ECRC CADRE SBC DIVISION.
Vide SDGM, Letter No:G 276/WSSWR/2014-15 dt:7-11-14 has been
communicated to SBC Division to surrender 66 posts of ECRC’s including 7 posts of
CRS consequent to proposed out sourcing of cash collection duties. In this connection
this union strongly resists any such arbitrary decision to surrender even a single post in
any cadre without consulting organized labour in the subject matter as referred in the
Railway
Board
Letter
No.
E(MPP)2009/6/8
Dated:
23.3.2012
&
E(MPP)2005/1/54/Vol.III, Dt: 6.3.2007, it was advised to all Zonal Railways that in the
event of surrendering of post the administration should consult organized labour. In this
connection this union had submitted a detailed justification to DRM/SBC how posts are
justified for operation. Hence, this union urges to revert the decision/recommendation
of work study department advising division to surrender the post.
M I N U T E S(28/29.05.2015)
32 posts of ECRCs were surrendered for arriving the money value for implementing the
restructuring of Commercial Assistants and ECRC category over the Division.
GS mentioned that Railway Board clearly instructed Zonal Railways that they
have to approach Board in case of any problems in implementing the cadre
restructuring. Accordingly, some of the Railways informed Board that they are
not in a position to implement the cadre restructuring for want of sufficient posts.
But, our Railway has not approached Board in regard to this matter and
surrendered large number of posts in ECRC cadre, which is quite alarming. He
also mentioned that this has been done without consultation of Trade Union.
In this connection, DS/SWRMU/SBC mentioned that they have submitted a
logical report to DRM/SBC how the posts of ECRC should not be surrendered.
It was suggested that the posts of luggage porters can be surrendered instead
of ECRC.
CCM mentioned that as per the yardstick, requirement of ECRCs should be
examined by the Bangalore Division afresh and if required, proposal should be
initiated to create the posts of ECRC.

IMPARTING TRAINING FOR OPERATING TRH/POINTSMAN’S INITIAL COURSE &
RC AT STC/SBC.
The DTTC for training TRH/Pointsman’s which was located at
Srirangapattana, has been shifted to MYS/AP. Now all the SBC Division employees
right from NGM to OML the traffic staff are facing tremendous difficult while attending
the initial and RC course at MYS South due to poor connectivity from MYS to AP. In a
year around two initial course and four batches of RC consisting of around 15 staffs are
attending the course. This Union suggests to have this course at STC/SBC by posting
one instructor to avoid inconvenience to the traffic staff of SBC Division.
M I N U T E S(27/28.05.2015):
Since, full-fledged training facilities are already developed at DTTC/Dharwad &
Ashokpuram, it shall be prudent to conduct RC for Points Man/TRH at these centers
only to maintain the quality of training.

PUBLICATION OF RESULTS OF SELECTIONS CONDUCTED FOR TC’S AGAINST
33 1/3 PR QUOTA.
The Selection has been conducted for filling up of 54 posts in the TC’s cadre
vide Sr.DPO/SBC, Notification No.B/P.608/II/Comml/TC/Vol.VIII/33 1/3%/PRQ.
dt.11.04.2014 & 21.05.2014. The suitability test was held on 21.06.2014 for both 33 1/3
& 16 2/3. This union regrets to mention that the administration without publishing the
results for 33 1/3 only results of 16 2/3 have been published and the selected
candidates have been sent for training. The frustration and anguish among the
candidates appeared for 33 1/3 have never been replied at all regarding written test
results. It is learnt from divisional administration that the vigilance organization have
took the file and till date the same has not been returned for taking any further action in
the subject matter. In such case a pertinent doubt arises that how both the quotas i.e.
33 1/3 & 16 2/3 have been held simultaneously what was the special consideration of
administration to facilitate the candidates who have appeared in both 16 2/3 and results
have been published if at all vigilance angle was involved, the aggrieved candidates
appeared it should have been applicable for both the selections. The candidates
appeared for 33 1/3 have put in 2 decades of service in the operating and commercial
and appeared for selection with a great hope to seek the carrier progression in their life
time. On account of non publishing of results, the efforts made by the candidates gone
vain and their interest and confidence have get shattered. The administration cannot
evolve different yardstick similar/same selection.
Hence, this union urges to direct the division to evaluate and publish the
results of TC’s without any further delay to meet the end of justice.
M I N U T E S(27/28.05.2015):
This is under investigation by Vigilance Department.

RAISING OF COMMERCIAL DEBITS IN CONTRARY TO IRAC PROVISION.
Time & again this union has been representing to traffic accounts administration
duly re-iterating the codal provision in subject matter. In this connection the IRAC codal
provision Para 2704 is appended below for kind and ready reference.
Para 2704: “Time limit far raising debits against stations. Except in special
circumstances and in case of errors detected by the inspectors of station accounts and
the officials of the Audit Department, no debit will ordinarily be raised against stations
more than six months of accountal of transaction in station returns ”
From the above it is very crystal clear it is that no debit can be raised beyond 6
months for accountal of transaction (Traffic accounts dept). Off late traffic accounts
error advice sheets have been sent to Sr.DCM/SBC for further action from commercial
dept for admitting/disputing the debits with valid reason from the counter clerk after a
lapse of 6 months. As per the commercial codal provision, the PRS forms can be
preserved for the period of 6 months, beyond that it will be sent to parcel office for
disposal.
It is very pertinent to mention that when the concession form itself will not be
available to admit or dispute the debit, how a counter clerk/ECRC can be held
responsible to such debits.
Hence this union urges to adhere the instruction of Accounts Codal provision in
the subject matter and re-iterate the instructions to traffic accounts not to raise any
belated debits. This union also urges to withdraw such debit advice send so far after
the expiry of 6 months of time.
M I N U T E S(27/28.05.2015):
This issue will be discussed with Associate Finance for timely submission of
Accounts inspection reports.
Union pointed out that debit has been raised in 50 cases by Accounts
Department pertaining to the year 2011-12 in the year 2015. In some of the
cases, basic records have also been disposed off and hence rising of debits at
a later date is not acceptable. CCM mentioned that records will be perused and
will discuss the matter with FA&CAO/SWR.
Union demanded the administration to pass interim orders not to start recovery
against the debit advice till the matter is sorted out in consultation with FA &
CAO.
