OPEN CALL FOR SUBMISSION OF FULL RESEARCH PROJECT PROPOSALS RELATED TO MODERN, LARGE-VOLUME MARINE FISH FARMING 2014 BACKGROUND INFORMATION The Government of Norway (GoN) has since 1999 provided financial and technical assistance to the Government of Vietnam (GoV) to develop the fisheries and aquaculture sector. One of the projects “Building Advanced Research and Education Capacity of the Research Institute for Aquaculture No. 1 (RIA-1)” has been carried out in different phases since 1999. The present phase is called “Building Advanced Research, Education and Extension Capacity of the Research Institute for Aquaculture No. 1 – phase 3 Capacity building in marine fish farming of Vietnam” (SRV-11/0027 project) and is implemented during 2012- 2016. It focuses on modern, large-volume marine fish farming in a wider context. Although RIA-1 is responsible for implementing phase 3 it has a wider approach with involvement of stakeholders, such as investors, supply industry, vocational schools, research institutes and universities and workers. Component 2 targets: (1) ensuring human resource development (HRD) of skilled farm workers farmers and vocational school teachers and others, and (2) supporting the Projects training, trial and demonstration farm in Van Phong bay with technical services and research directly relevant to pilot farms success and environmental sustainability. In component 2 there is therefore a budget allocation (totally about USD 360.000) for financing a number of research projects within topics related to modern, large-volume marine fish farming in Vietnam. The total amount for this year is around 76.000 USD for 2 identified topics below (38.000 USD for 01 project). CALL FOR FULL RESEARCH PROJET PROPOSALS Based on the concept notes we got, the PRC had a meeting to identify the research topics based on their relevance to the modern, large-volume, marine fish farming sector’s needs and especially that they contribute to the success of the pilot farm. The project invite the organizations and individual to submit the 2 following research proposals: 1. Cost-benefit of cage farming different potential (new) marine large-volume fish species The aim of the research is to document and analyse – based on a systematic scientific approach – the growth performance and FCR of some potential, large-volume, marine fish species not widely cultured in cages in Vietnam. To document that the species chosen has a large-volume potential a preliminary market survey (price, volume and market) should be included in the analyses. 1 The justification: As a tropical country Vietnam has a multispecies marine fish fauna and a multispecies domestic/regional market. Thus there are several biological and marketwise potential species which are technically suitable for large-volume farming in cages. Trial farming takes place by both governmental agencies and private farmers however the experience gained is not systematically recorded and/or available to others. With this call for proposals RIA-1 encourage that a common approach is made to gather the information. Outcome: It is recommended that the farming trials are implemented at the RIA-1 large-volume demonstration farm in Van Phong Bay to make of the facilities and to make it easier to analyse the results by comparing with other species grown under similar physical conditions. Furthermore it will make it easier to widely disseminate the results achieved through the training taking place at the demonstration farm and via the Project’s Aquaculture Technology Forum Website http://www.aquaforum.vn/, which also should be consulted to learn about the facilities of the demonstration farm. The identification and justification of the species to research is very important as the marine fish species needs to meet certain criteria to qualify as a potential large-volume species. Market criteria The fish species should ideally have an existing large-volume market i.e. a market that does collapse pricewise if being supplied several tons in one shipment. At present farmed tropical marine fish do not have large-volume Global markets, but the species should at least have considerable domestic or regional markets. The fish species should qualify for being traded either fresh-on-ice or frozen in different processed products. This also means that the fish should have a low enough production costs to be able to carry additional value-added cost. It means that the fish species should have a versatile usage in the market – size wise as well as product wise – maybe also as a sashimi product. Biological criteria The fish species should have a suitable biology for being reared in large-volume cages i.e. freeswimming and schooling behaviour, low feed conversion rate based on pellet feeds and a suitable growth rate. The fish species should have a ‘closed life cycle’ i.e. hatchery technology should be available to mass produce juveniles (this does not mean necessarily that the species is already produced in large number now). The demonstration farm already grows short and long fin pompano (Trachinotus falcatus and T. blochii) as well as cobia is also well known to the Project. Thus a random listing of some other potential species could be: 2 Giant trevally (Caranx ignobilis), juveniles available both from nature and from at least one hatchery in Vietnam Greater amberjack (Seriola dumerili) juveniles have for decades been collected in the sea off Da nang for grow-out in Hainan/Taiwan and Japan. Hatchery technology is developed. Red drum (Scianops ocellatus) juveniles available from hatcheries Asian seabass/Barramundi (Lates calcarifer) juveniles are available from hatcheries. It is already farmed in large-volume cages but with limited access of farming experience to the public. Others like snappers (Lutjanus ssp), croakers, e.g. mullaway or southern meagre (Argyrosomus japonicus), Threadfins, (Polydactylus or Eleutheronema tetradactylum) and breams, e.g. gold-lined (Sparus sarba) - all also with known hatchery technology Proposals including rearing of tuna are not envisaged supported by the Project as they will demand too large infrastructures and operational costs to make it feasible within available Project budgets and facilities. 2. Identification of the major causes of mortality during grow out and solutions for achieving better survival of future large-volume farmed marine fish species The aim of the research is to document and analyse – based on a systematic scientific approach – the major causes of mortality in cage farming among following species: short and long fin pompano, Asian seabass, red drum, cobia etc. The justification: Mortality is among the major risk factors in large-volume marine fish farming. Still many mortality incidences are unreported (by the farmers) or not diagnosed making it difficult to assess the importance of the different diseases, parasites – OR other causes of the mortality incidences. Outcome: It is suggested that the disease monitoring and analyses should include minimum 2 species and minimum 2 of the major marine fish farming regions in Vietnam i.e. Khanh Hoa (compulsory to include the demonstration farm) and Quang Ninh/Haiphong or Ba Ria Vung Tau. The results should be analysed leading to solutions in preventing these incidences, with a focus on actions that can be taken by the farm management, including prevention and biosecurity measurements. It is important in the research proposal to use a holistic approach in the monitoring and analyses of the mortality incidences. I.e. it is of course necessary to screen (diagnose) if there has been a disease causing organism (viral, bacteria or parasites) involved, but it is likewise very important in farm management to learn whether mortality (and possible disease) may have been caused by other external factors related to management such as low oxygen, whether caused by bad water exchange/high stocking density or ‘turbidity’/pollution (high BOD)/dirty nets etc. The outcome of the research should provide a management tool for the farmers. 3 THE TEMPLATE OF THE FULL RESEARCH PROJECT PROPOSAL See the attached annex (Vietnamese and English versions) DEADLINE TO SUBMIT THE FULL RESEARCH PROJECT PROPOSAL The full research project proposal (Vietnamese and English version) should be submitted to Ms. Vu Thi Ngoc Lien (0984875652) by e-mail (ngoclien@ria1.org) before 10 March 2014. Organization and individual’s capability - Implementing and coordinating organization’s capability - Capability of the project leaders and members THE PROCEDURE FOR DEVELOPING, SELECTING AND EXECUTING RESEARCH PROJECTS The research projects are selected, performed and evaluated through an 9-step process: 1. Open call for submission of Concept Notes for research proposals. To get suggestions for research topics from a wide range of scientific fields relevant to modern, largevolume marine fish farming an open call is made direct and in relevant media once a year inviting individuals or organizations to submit Concept Notes describing suggestions for research topics together with a short justification of the relevance of the topic to modern, large-volume, marine fish cage farming. The research topics can be within any research field such as biological; environmental; technological; oceanographic; economical; marketing etc. just to mention some areas – but the research topic has to be justified by the identified need of modern, large-volume marine fish cage farming. The staff of the Project, including especially the production manager of the pilot farm, can also promote research topics. The TL 2 is responsible for collecting and filing the proposals and to call the meeting in the Project Research Committee (PRC). 2. Short-listing of the received research topics by the PRC The PRC is an informal committee consisting of the NPD, STA, PC and TLs that will meet on ad hoc basis. All proposals, selection criteria used, and conclusions by PRC shall be documented in minutes from the meetings. The research topics will be selected by the PRC based on their relevance to the modern, large-volume, marine fish cage farming sector’s needs and especially if they contribute to the success of the pilot farm. Among the received concept notes the PCR will select the topics, which clearly addresses researchable issues of relevance. Thus issues focusing on small-scale farming/species only will be rejected. 3. Open call for submission of full Research Project Proposals on the shortlisted research topics. 5 The Component 2 Team leader will anonymise the research topics and put them for a second announcement, which will be an open call for submission of full Research Project Proposals within the identified research topics. Any individual or organization can submit Research Project Proposals within the shortlisted topics. The application and budgeting principles will follow those used when applying the ministries for a research project. 4. Evaluation and prioritization of the received research proposals based on the scientific approach, budgets and research team competence by RIA-1 Scientific Committee. The TL 2 will gather the incoming proposals and forward to the RIA-1 Scientific Committee those proposals addressing the topics announced (if in doubt PRC will be consulted). This Scientific Committee is a standing committee, with established role in evaluating research proposals and project achievements at the institute. The mandate of the Scientific Committee in this ‘modern marine fish cage farming’ project context is to evaluate the scientific substance of the proposals based on the criteria that mentioned above. The Scientific Committee shall not comment the research topics since they have been selected by the PRC based on the relevance to solving issues relevant to the scope of the Project and in specific to the pilot farm Within each above criterion the Scientific Committee will make a 1-5 scoring of the proposals. 5. Final selection by PRC of the shortlisted research proposals according to available funding The PRC will select the final projects to support based on the scoring list of the Scientific Committee as well as according to available funding. In case of no proposals of each research topic are forwarded within the deadline, the PRC will invite one competent organization to develop the proposal that will be evaluated by the Scientific Committee according to the above criteria. Based on this scoring list the PRC will select 2-4 research proposals within the budget frame allocated for that specific year. The number of research projects granted depends on the number of qualified proposals received as well as their budget requirements. The PCR may abstain from supporting a proposal if their budget requirement is too high. 6. Revision of the budgets of the research proposals and signing of proposals by Project Chief Accountant The Project Chief Accountant will check the budgeting principles used and each budget line of the selected proposals, and may request the proposer to revise budget lines to adhere to Government principles/law or the budgeting procedures decided by the Project Management Board. 6 7. Entering research contracts After the approval of the proposals by the Project Chief Accountant the TL 2 will develop research contracts with the research proposal winners. The contracts will include terms of payment related to deliverables where appropriate. The Contracts will be signed by the NPD on behalf of the Project. 8. Project implementation During implementation of the research projects the team leader of the research projects may be requested to send midterm progress reports and during the execution of a research project the TL2 or someone appointed by TL2 may visit to inspect/monitor the research project implementation. 9.
