Role Summary
The Deputy Registrar contributes to the effective operational management of a suburban registry
under the direction of the Supervising Registrar to provide administrative support to the
Magistrates Court.
The role is located in the (Christies Beach, Elizabeth, or Pt Adelaide) Magistrates Court of the
Court Services Division.
Key Relationships
The role reports to the Supervising Registrar of the Magistrates Court and maintains close working
relationships with the Listings Manager and senior managers across the Courts Administration
Authority (CAA).
The role includes leading and managing a team of administrative staff working in the Registry and
customer services and supporting the Supervising Registrar in the undertaking of statutory and
quasi judicial functions.
Context
The Magistrate’s Court has both judicial and administrative functions. The Magistracy is led by the
Chief Magistrate and adjudicates matters of dispute whilst court administrators are led by the
Director Court Services/Principal Registrar – Magistrates Court and provide managerial and
administrative support to the Magistracy.
The Magistrates Court registry is committed to provide a high level of service to the judiciary which
includes the preparation of daily court list, management and maintenance of court records,
financial management of monies paid to the court, and liaison with the magistracy, legal
practitioners, justice sector agencies and members of the public.
Key Accountabilities/Responsibilities
1. Operational management of registry operations

Contribute to the achievement of business and operational objectives, service
standards and performance targets for the registry by supporting the Supervising
Registrar with management of daily registry operations.

Under the direction of the Supervising Registrar implement policy and procedural
changes for the Magistrates Court which ensure service compliance with applicable
legislation, rules of court, and government guidelines.

Manage a team of administrative staff to deliver the services necessary for the proper
administration supporting the Magistrates Court, through appropriate management
practices, undertaking performance management and upholding the objects and
principles of the Public Sector Act 2009 and other relevant legislation.

Ensure a high quality of customer service by the registry to court users from diverse
backgrounds, in a manner that engenders public trust and confidence in the courts.

Establish and maintain effective working relationships with the Magistracy, and senior
managers across CAA and key stakeholders within the justice sector.

Model and encourage a culture of service excellence, innovation and continuous
improvement within the Registry.

Measure and report on performance against agreed service standards and implement
appropriate corrective measures if required.

Exercise a range of human resources and financial delegations.

Provide advice and recommendation regarding appropriate work group staffing levels,
performance targets, staff performance, training and development.

Adhere to the provisions of relevant legislation including, but not limited to the Work
Health and Safety Act 2012, and associated Regulations, in particular the requirements
of due diligence in Division 4, “Duty of officers, workers and other persons” of the Act
and the Return to Work Act 2014.

Encourage and foster a positive culture and safe work environment with regular review
of performance against CAA WHS&IM Management System objectives, targets and
key performance indicators.
2. Technical consultancy/advisory for registry operations

Manage and resolve escalated complex matters within the suburban registry as
prescribed in its scope and delegated authority.

Review and improve systems and work flow practices to achieve quality, efficient and
effective outcomes for registry operations.

Participate in projects and committees relevant to Magistrates Court administration
and/or across the Courts Administration Authority.

Provide technical and procedural advice to internal and external stakeholders in
relation to civil and criminal jurisdiction to the Magistrates and Youth Court.
3. Statutory, judicial and quasi-judicial functions

Regularly contribute to the provision of judicial, quasi-judicial and statutory services by
undertaking those activities authorised by legislation or rules of court as statutory
functions of a Deputy Registrar.
ESSENTIAL SELECTION CRITERIA

Extensive knowledge of the civil, criminal systems and the associated legislation conferring
jurisdiction to the Magistrates Court and Youth Court or the ability to quickly obtain this
knowledge;

Demonstrated ability to interpret and apply legislation and to assess the impact of legislative
change;

Experience in dealing with and resolving conflict, influencing others and utilising negotiation
skills;

Demonstrated ability lead and manage a team providing administrative and professional
services to a broad range of clients from diverse backgrounds;

Demonstrated ability to deliver a high standard of service through continuous improvement
strategies;

Experience in effective resource management (human, financial, physical and technological).

Ability to lead and manage change.

Understanding the requirements of AS/NZS 31000:2009 Risk Management Principles and
Guidelines to identify, evaluate and control safety risks.
Qualifications
There are no essential qualifications required to perform the duties of this position.
DESIRABLE CAPABILITIES

Knowledge of the Courts Administration Authority structure and the principles of judicial
independence.
Special Conditions
The following special conditions apply to this position:
 Engagement is under the Courts Administration Act 1993. Terms and conditions of employment
are governed by the Public Sector Act, 2009.
 Appointment is subject to a satisfactory Child Related Employment Screening (National Criminal
History Record Check) prior to employment and subsequently every three years.
