They are inclusive of all additional provisions decided by the European Council. Technical assistance at the initiative of the Commission is included in the national allocations. Amounts under the "European territorial cooperation" objective include the contribution of the ERDF to the financing of crossborder and seabasin programmes on the external borders of the Union.
