This guide, in conjunction with applicable portions of references listed below, establishes the basic responsibilities for the Cadet Officers and Cadet Noncommissioned Officers of the Montgomery Public Schools Junior Division ROTC units. b. Purpose: a. To ensure that each cadet occupying a leadership position clearly understands his own duties and responsibilities, and is familiar with the duties of his or her subordinates. b. To assist in the accomplishment of the above, cadet leaders must first be familiar with the following terms: (1) Unity of Command: Within the command structure, or at any level of command, there can be one and only one commander. He is responsible for everything his unit does or fails to do. His responsibility is matched by the authority necessary to carry out his responsibilities. While he can delegate the authority to take an action, he cannot delegate the responsibility for that action. (2) Span of Control: One commander can only control a given number of subordinate leaders effectively. Normally the maximum span is six and the ideal span is three subordinate leaders. 2012 (3) Chain of Command: The succession of leaders through which command is exercised is called the Chain of Command. It enables the commander to retain unity of command within the maximum span of control. The Battalion Commander assigns tasks to the unit commanders and holds them responsible for the successful execution of the assigned tasks. Company Commanders use the same procedure with the Platoon Leaders and the Platoon Leaders the same procedure with the Squad Leaders. Note: The words “he,” “him,” and “his,” when used in this publication represent both the masculine and feminine genders, unless otherwise specifically stated. (4) Staff Authority and Responsibility: The staff of a unit consists of those officers who assist the commander in the exercise of his command. They are advisers to the commander and they supervise and they supervise the execution of plans and orders only within the specific areas assigned them by the commander. Staff Officers keep the commander advised of matters within their area of responsibility, which may require his attention. 3. Cadet Officers: General responsibilities of cadet officers are shown below. Specific details are shown in Annexes “A” through “L.” a. Battalion Commanders: Is responsible for everything that his battalion does or fails to do. He exercises control of his staff through the Battalion Executive Officer and control of subordinate units through the Unit Commanders. (Annex A) b. Battalion Executive Officer (XO): Supervises and directs the staff to prevent overlapping efforts and to ensure that the commander’s desires are understood and achieved. He keeps the staff informed of the commander’s policies and keeps the commander informed of the status of projects assigned to the staff. He assumes command in the absence of the commander. (Annex B) c. Battalion Adjutant (s-1): Responsible for assigning cadets to the various companies, maintains a record of their specific assignments, preparing unit orders and request for unit orders, maintain a current record of all the cadets in the unit and maintains the cadet merit and demerit records, and prepares the weekly strength report. Specifically, he maintains the unit manning board, keeps attendance records, maintains the cadet records and files and performs other administrative details as the Cadet Battalion Commander and the ROTC instructors may direct. (Annex C) d. Battalion Intelligence Officer (S-2): Is given the responsibility for the information center and is normally assigned the duties of Public Information Officer; may be designated as Morale and Welfare Officer and Unit I.G. (Annex D) e. Battalion Operations and Training Officer (S3): Is responsible for assigning areas for outdoor training and or ensuring that classrooms are available and prepared for instruction. Under the supervision of the ROTC instructor, he prepares the weekly training schedule. He maintains the training portion of the cadet records. He keeps the commander advised of the progress in training and prepares the drill field for ceremonies. He supervises the activities of the Battalion Communications Officer. (Annex E) f. Battalion Supply Officer (S-4): Under the supervision of the Senior Instructor & Military Property Custodian, the battalion Supply Officer determines supply requirements, maintains a running inventory of property, requisitions, procures and stores supplies, and collect and disposes of excess and salvage equipment and clothing. He supervises the activities of the Battalion Ordnance Officer. (Annex F) g. Battalion Communications Officer (assist S3): Under the supervision of the Battalion S-3, the Battalion Communication Officer sets-up, cares for, and maintains records on all signal equipment issued to the ROTC Department. He must ensure that all signal equipment is operational at all times, and that spare parts and maintenance publications are on hand. (Annex G) h. Headquarters Commandant: Where a Headquarters Company is organized within the Battalion, the Headquarters Commandant will normally command it. He will also be responsible to the Battalion Commander for the overall maintenance and cleanliness of the ROTC Department. He will perform additional duties as prescribed by the Battalion Commander. He must be expert in all phases of drill, especially company drill. (Annex I) i. Company Commander: Is responsible to the Battalion Commander for everything that his company does or fails to do. He keeps the Battalion Commander advised of the state of training of his unit and especially any areas where additional or make-up training is required. He ensures that his subordinate leaders are prepared for training on the drill field and he constantly supervises the training to ensure that it is conducted correctly. He recommends assignment, reassignment, promotions and reductions of personnel within his unit. He must be expert in all phases of drill, but especially in company drill. (Annex J) j. Company Executive Officer (XO): Is responsible to and assist the Company Commander. He must be prepared to assume command during the absence of the Company Commander. The company XO also advises the Platoon Leaders on their assigned duties and responsibilities. He must be and expert in all phases of drill. (Annex K) k. Platoon Leader (Plt Ldr): The Platoon Leader’s responsibilities to the Company Commander are the same as the Company Commander’s to the Battalion Commander. He must be expert in all phases of drill. (Annex L) 4. Cadet Non-Commissioned Officers: General responsibilities are shown below. Specific duties are shown in Annexes “M” through “Q”. a. Sergeant Major: Is responsible to the Battalion Commander for supervision of the NCO members of the battalion staff. Submits absentee reports to the adjutant. He assists the Battalion Commander and the Battalion Executive Officer in matters pertaining to enlisted cadets. He is the senior NCO in the battalion and in this capacity is responsible for initial battalion formations. The Battalion Sergeant Major is also responsible for the conduct of Promotion Boards. (Annex N) b. First Sergeant: Responsible to the Company |Commander for administrative matters or to the Company XO if the company commander is not present. Is responsible for company formations and submits absentee reports to the Battalion Sergeant Major. He keeps the Company Commander informed on all matters pertaining to the unit. Checks all merits and demerits with Company Commander before submitting to the ROTC office. (Annex O) c. Platoon Sergeant: Is responsible for the formation of his platoon. Submits absentee reports to the Company First Sergeant. Keeps the Platoon Leader informed on all matters pertaining to the platoon. He assists the Platoon Leader in training the platoon and must be prepared to assume command of the platoon during the absence of the Platoon Leader. He must be thoroughly familiar with all aspects of platoon and company drill. (Annex P) d. Squad Leader: Is responsible for the formation of his squad. Submits absentee reports to the Platoon Sergeant. Assists in the training of his squad. Must be thoroughly familiar with squad drill. (Annex Q) e. Guidon Barrier: Under the supervision of the Company 1SG, maintains the company guidon, is trained on the handling of it, and ensures that it is present at all company formations. (Annex S) 5. Staff Non-Commissioned Officers: Cadet Non-Commissioned Officers on the staff such as, Operations Sergeant, Supply Sergeant, Ordnance Sergeant, and Communications Sergeant assists the Cadet Staff Officer in such duties as may be directed. 6. Additional Leader Positions: If warranted by cadet strength and concurred by the Group SAI, additional cadet officer and noncommissioned office positions may be established. In this event, cadets occupying these additional positions will be notified of their specific duties and responsibilities by the Group SAI and the ROTC instructor. Annex “A” DUTIES OF CADET BATTALION COMMANDER The Cadet Battalion Commander is appointed to this position because of their demonstrated leadership ability, potential, and reputation. This is the most demanding position in the entire Cadet Corps. It required the use of good common sense and judgment. The person appointed to this position must be mature and willing to accept responsibility, delegate authority, supervise subordinates and stand by their convictions. The following are his specific responsibilities: 1. Command the battalion at all formations. 2. Prepare for and conduct the training of the battalion on drill days. 3. Maintain a direct and personal relationship with the company commanders and staff. 4. Encourage company commanders to deal directly with them whenever they feel it is desirable. 5. Use his staff to assist him in giving information and preparing plans for training and controlling the battalion. 6. Designate staff officers (thru the Bn XO) to assist in the supervision and execution of orders. 7. Ensure that a feeling of mutual respect and confidence exist between the staff and the companies, and that the staff is capable understand their responsibilities. 8. Through the Cadet Chain of Command, ensure compliance with Lanier & JROTC Regulations. 9. Execute all responsibilities in the name of the SAI. 10. Seeks advise from and carries out all orders issued by the SAI and the Instructors. 11. Supervises ALL JROTC activities, to include School/Community Services, Fundraising Events, Drill Meets, Mass Formations, etc. 12. Schedules, supervises, and conducts promotion boards. 13. Personally plans, coordinates, schedules, conducts and participates in all JROTC Events, to include—Military Ball; Drill Competition; Sports Days; Saber Day, etc. Annex “A” Annex “C” Annex “B” DUTIES OF THE CADET BATTALION EXECUTIVE OFFICER (XO) The Cadet Battalion Executive Officer is the principal assistant and adviser to the Cadet Battalion Commander. He coordinates and supervises the details of training and administration, thereby, enabling the battalion commander to spend more time on the broader aspects of command. The primary duty of the Executive Officer (XO) is supervision of the Staff. The following are their specific duties: Assumes command of the battalion during the absence of the Battalion Commander. Sees that required reports are prepared and submitted on time. 3. Ensures that the staff is engaged in future plans. 4. with Ensures that instructions and orders issued to the battalion are in accordance the established policies of the Battalion Commander. 5. Ensures that the staff is properly organized and works as a team. Reports all violations of orders to the Battalion Commander. 7. action Conducts a daily inspection of the ROTC Department and takes necessary to see that it is maintained in a high state of cleanliness and neatness. 8. Ensures that the Officer of the Day/Sergeant of the Guard is/are performing Perform such duties as may be directed by the Battalion Commander. Annex “B” DUTIES OF THE CADET BATTALION ADJUTANT (S-1) The Adjutant is the administrative assistant to the Battalion Commander. His duties and responsibilities include: The Adjutant is the administrative assistant to the Battalion Commander. Their duties and responsibilities include: 1. Assist in aligning the unit at formations. 2. Receives the report from the Company Commanders. 3. Receives names of absentees from the Sergeant Major and turns them in, in accordance with instructions from the JROTC instructors. 4. Collects, consolidates, posts, and maintains all merit and demerit reports and records, to include the Merit/Demerit Booklet. 5. Maintains school JROTC Department offices in a high state of neatness and orderliness. 6. Keeps manning board posted and up to date. 7. Coordinates with Company Commanders and Staff Officers on recommendations to JROTC instructors on reassignments and organization. 8. Prepares weekly strength reports under the supervision of the JROTC instructor. 9. Performs such duties as may be directed by the Battalion Commander or Battalion Executive Officer. 10. Maintains the JROTC scrap book. 11. Track, record and post awards and awards orders. 12. Maintains the awards order book. 13. Assembles awards/ribbons for issue. 14. Track and updates awards for cadets (with input from CDR’s). 15. Prepares promotion orders resulting from monthly promotion boards. 16. Post and maintains cadets records on JUMS. 17. Ensures all new cadets are entered into JUMS or removed as appropriate. Annex “C” Annex “D” DUTIES OF THE CADET BATTALION INTELLIGENCE OFFICER (S-2)/(S-5) 1. The Cadet Battalion Intelligence Officer assists the JROTC Instructor and is responsible to the Battalion Commander in the enforcement of security and the publication of JROTC news. His duties include: 2. Makes periodic inspection of security of weapons.(S-2) 3. Makes periodic inspection of security of the Supply Room and equipment storage areas.(S-2) 4. Makes necessary on-the-spot corrections resulting from security inspections and a. keeping JROTC instructors informed.(S-2) 5. Reports incidents that occur which are prejudicial to good order and discipline a. and submit report to JROTC instructors and to Battalion Executive Officer. )S-2/S-5) 6. Make recommendations to improve morale and welfare. 7. Keeps abreast of newsworthy events in the Cadet Battalion and prepares articles a. for publication in appropriate news agencies. Articles must be submitted to JROTC instructor personnel for approval prior to publication.(S-5) 8. Maintains Cadet Information board in current state showing news events of local, a. National, and international interest.(S-5) 9. Performs such duties as may be directed by the Battalion Commander or XO. 10. Contact outside agencies to schedule JROTC events.(S-5) 11. Maintains the JROTC events participation booklet. (S-5) 12. Ensures weapons/sabers are property secured and accounts for. (S-2) 13. Maintains the weapons sign out booklet (forms, etc). (S-2) 14. Maintains the JROTC bulletins/picture board.(S-5) 15. Inspects the basement (JROTC) areas daily to ensure the back door and classrooms are secured. (S-2) Annex “D” Annex “E” DUTIES OF THE CADET BATTALION OPERATIONS OFFICER (S3) The Cadet Battalion Operations Officer assists the ROTC instructor and is responsible to the Battalion Commander in the conduct of training and general operation of the Battalion and ROTC Department. He supervises the training and operation of the battalion. His duties include: 1. Conduct of manual of the sword/saber training for cadet officers. 2. Preparation of weekly training schedule for drill days and assigns cadet officers and non-commissioned officers as instructors and assistant instructors. 3. Posting of weekly training schedule on Cadet Bulletin board not later than Thursday prior to week of training. 4. Inspection of drill field and necessary preparation prior to use by the Battalion. 5. Ensures that the drill field is left in a high state of police upon completion of the JROTC training period. 6. Ensures that the Operations Sergeant is fully trained and capable of performing all facets of his duties. 7. Prepares Programs (Operations Order) for all JROTC events, to include Saber Day, Drill Competitions, Awards Day, etc. 8. Coordinates with outside agencies to schedule the Gym, Parade Field, Auditorium, Cafeteria, etc for JROTC Events. 9. Prepare, publish, post and file a monthly bulletin that outlines upcoming events within the battalion. 10. Performs such duties as may be directed by the Battalion Commander or Executive Officer. 11. Commands the Battalion in the absence of the Bn Cdr or Bn XO. Annex “E” Annex “F” Annex “G” DUTIES OF THE CADET BATTALION SUPPLY OFFICER (S-4) The Cadet Battalion Supply Officer assists the ROTC instructor and is responsible to the Battalion Commander in the maintenance, security, records, issue and turn-in of all property except ordnance. His duties include: 1. The Cadet Battalion Supply Officer assists the JROTC instructor and is responsible to the Battalion Commander in the maintenance, security, records, issue and turn-in of all property except ordnance. His duties include: 2. 1. Enter all required data on Cadet Clothing Records in JUMS/JUISS. 3. 2. Maintaining security of all items of clothing and equipment in the Supply Room and Training Aids storage area. 4. 3. Makes weekly inventory of all items of supply. 5. 4. Keeps running inventory record of all supplies and informs JROTC instructor personnel immediately of any discrepancies noted. 6. 5. Maintains Supply Room in a neat and orderly fashion at all times. 7. 6. Submits weekly reports to JROTC instructor as to condition of equipment. 8. 7. Directs and supervises Supply Sergeant to ensure that he is familiar with and capable of performing all required duties in Supply Room. 9. 8. Performs such duties as may be directed by the Battalion Commander or Executive Officer. 10. 9. Post cadet clothing issue & turn in on JUMS/JUISS Annex “F” DUTIES OF THE CADET BATTALION COMUNICATIONS OFFICER The Cadet Battalion Communications Officer is responsible to the Cadet Battalion S-3 and the ROTC instructor for the maintenance and safeguarding of all signal equipment issued to the battalion. His duties include: 1. Care, cleaning, and storage of all signal equipment in accordance with current directives. 2. Maintains required records on all signal equipment. 3. Installation of any signal equipment needed for classrooms, drill field, parades or ceremonies. 4. Responsible for security of all signal equipment. 5. Submits weekly reports to Cadet Battalion S-3 on status of signal equipment. 6. Performs such duties as may be directed by the Battalion Commander or Executive Officer. Annex “G” Annex “I” Annex “H” DUTIES OF THE HEADQUARTERS COMMANDANT DUTIES OF THE CADET BATTALION ORDNANCE OFFICER The Cadet Battalion Ordnance Officer assists the ROTC instructor and is responsible to the Battalion S-4 for the issue and turnin of weapons on drill days or as directed. AT ANY TIME A WEAPON IS MISSING, AN IMMEDIATE REPORT WILL BE MADE TO THE ROTC INSTRUCTOR AND A SEARCH INITIATED. His duties include: The Cadet Headquarters Commandant duties are the same as prescribed in Annex “J” when he is assigned to command the Headquarters Company. In addition, he is responsible to the Battalion Commander and assists the ROTC instructor in the maintenance and cleanliness of the ROTC Department. Specific duties include but are not limited to: 1. As listed in Annex “J”. 1. Coordination with S-3 and S-4 for training requirements for use of weapons. 2. Inspecting the ROTC Department in respect to the upkeep and cleanliness of all areas. 2. Ensures compliance with directed procedures for issue and turnin of all weapons. 3. Preparing maintenance request under the direct supervision of the Senior NCO instructor. 4. After inspection of area, notify the officer concerned of any deficiency and take necessary staff action to ensure the correction of noted errors. 5. Keeps Arms Room clean and orderly at all times. 5. Request maintenance and cleaning details for the Cadet Battalion Adjutant as required. 6. Receives assistance in his duties from the officer of the Day/Sergeant of the Guard. 5. Performs additional duties as may be directed by the Cadet Battalion Commander. 3. Makes weekly inspection of weapons for serviceability. Tags any unserviceable weapons and reports status to ROTC instructor. 4. Maintains discipline in Arms Rooms. 7. Request maintenance details as required. 8. Makes required serial number inventories of weapons and reports results to ROTC instructor. 9. Maintains weapons assignment roster. 10. Maintains weapons cleaning records. 11. Performs such duties as may be directed by the Battalion or Executive Officer. Annex “H” Annex “I” Annex “J” DUTIES OF CADET COMPANY COMMANDER The company commander is solely responsible for everything that does or does not happen within the company. 13. Track and updates awards for cadets (with input from CDR’s). 14. Prepares promotion orders resulting from monthly promotion boards (Pass to S1). 15. Post and maintains ALL cadet records in JUMS. 16. Ensures all new cadets are entered into JUMS or removed as appropriate (Daily). The following are specific duties: Appendix “J” 1. Command the company at all formations. 2. Consult the training schedules, study the drill references, and ensures subordinates are prepared to instruct. 3. Keep the Executive Officer informed so that they can assume command of the company in event of the absence. 4. Make on-the-spot corrections, at any time, and ensure that all members of the company understand and comply with Cadet Regulations. 5. Ensure all members of the company know and use the Chain-ofCommand. 6. Take an interest in the problems of the cadets and make an effort to solve them; make each cadet an effective member of the team. 7. Conduct a short inspection at each formation, make on-the-spot corrections and follow through during the next inspection to ensure that the cadet is not making the same mistake. 8. Execute the orders of the Battalion Commander even though you may not agree with those orders. 9. When you encounter a problem to which you don’t know the answer, seek advice, first from the Battalion Commander; if they don’t know the answer, get his permission to discuss the problem with the JROTC Staff. 10. Select, train, and recommend cadets for promotions. 11. Ensure that promotion packets are completed, and presented to the Cadet Battalion Commander & President of The Board PRIOR to a promotion board. 12. Participate in “ALL” JROTC functions & events. Annex “K” DUTIES OF CADET COMPANY EXECUTIVE OFFICER The Cadet Company Executive Officer assists the Cadet Company Commander in the training of the Company and performs such administrative duties as designated by the Company Commander. He is the company supply officer. He functions in a relationship similar to the Company Commander as for Battalion Staff officers to the Battalion Commander. He should be well versed in all the functions of command and be prepared to assume command during the absence of the Company Commander. Annex “K” Annex “L” DUTIES OF THE CADET PLATOON LEADER General: The platoon leader is the senior leader in the platoon. He is supervised by the company commander and advised by the company XO. He directly supervises the platoon sergeant in, leading, training, instructing and controlling the platoon. The following are the platoon leader’s primary duties: 1. Organize and maintain an effective Chain-of-Command in the platoon. 2. Ensure that all cadets know and understand where they fit into the Chain-of-Command. 3. Utilize the Chain-of-Command to accomplish all assigned tasks. i. Specifically, supervise and work with the Platoon Sergeant and the Squad Leaders. 4. Learn the names of all the cadets in the platoon and use them when addressing individual cadets. 5. Conduct a short inspection of the platoon at each formation. Emphasize personal appearance and cleanliness. 6. Assign a subordinate to conduct instruction for those not proficient in drill. 7. Make frequent inspections of the weapons assigned to the members of the platoon. Ensure that weapons are clean and maintained in a superior manner. 8. Ensure that all members of the platoon have their authorized clothing, equipment and that it is being maintained as prescribed. 9. Be thoroughly familiar with JROTC and Montgomery Public School Regulations. 10. If a member of the platoon asks a question and you do not know the answer, state that you do not know the answer, but that you will find the answer for him. Then find the answer to his question and at the next formation, inform the entire platoon of the question and the answer. You are not expected to know everything, but it is expected that you will be able to know where to look for information. 11. Enforce all orders and instructions from the Company Commander even though you may not personally agree with them. 12. Do not complain, especially in the presence of your subordinates. 13. Ensure that the Platoon Sergeant forms the platoon in the prescribed area at the appointed time. 14. Develop a spirit of teamwork in the platoon so that you get willing obedience and cooperation. 15. Be thoroughly knowledgeable of all phases of drill and ceremonies (FM 3-21.5). Be able to supervise or conduct squad and platoon drill. If you are the senior officer present, you must be able to conduct company drill. Always be prepared to teach a class. It is most embarrassing to try to teach a class when you are unprepared. 16. Make an effort to resolve all leadership, training, and disciplinary problems at the platoon level. If you cannot solve a problem, seek the advice of your Company Commander. 17. Remember, the success achieved by the cadet battalion depends primarily upon the Platoon Leaders and the Squad Leaders. Set a high standard of personal appearance and duty and demand that all of your cadets meet that same high standard. Annex “L” Annex “M” Annex “N” DUTIES OF THE CADET BATTALION SERGEANT MAJOR The Cadet Battalion Sergeant Major is the senior NCO of the Cadet Battalion. As such, he supervises the other NCOs on the battalion staff as well as the company non-commissioned officers. His duties include: 1. Receiving lists of absentees from cadet Company First Sergeants and turning them in to the Adjutant. 2. Assisting the Adjutant in the formation and alignment of the Cadet Battalion. 3. Assisting subordinate NCOs, the Battalion Executive Officer, and the Battalion Adjutant in administrative details. 4. Assumes command of the Cadet Battalion in the absence of all officers. 5. Prepares and conducts promotion boards in coordination with the President of The Board of Review. 6. Prepare questions for weekly inspections. Annex “M” DUTIE OF CADET COMPANY FIRST SERGEANT The Cadet Company First Sergeant is the senior NCO of the company. His duties include: 1. The Cadet Company First Sergeant is the senior NCO of the company. Their duties include: 2. Responsible for initial formation and alignment of the Cadet Company. 3. Receives absentee report from Platoon sergeants and submit to the Sergeant Major. 4. Ensures that all members of the company are properly uniformed. 5. Assists Company Commander and Executive Officer in administrative details as directed. 6. Becomes thoroughly familiar with all phases of drill and ceremonies. 7. Assumes command of the company in the absence of all officers or during NCO formations. 8. Select and train the company guidon barrier. 9. Track and updates awards for cadets (with input from CDR’s). 10. Prepares promotion orders resulting from monthly promotion boards (Pass to S1). 11. Post and maintains ALL cadet records in JUMS. 12. Ensures all new cadets are entered into JUMS or removed as appropriate (Daily). Annex “N” Annex “O” DUTIES OF CADET PLATOON SERGEANT Annex “P” DUTIES OF CADET SQUAD LEADER The Cadet Platoon Sergeant is the first supervisor above the Squad Leader in the Chain-of-Command. He works directly for the platoon leader and with the Squad Leaders. He should know the weaknesses and strengths of each cadet within the platoon. The Platoon Sergeant must set the example and must be a superior instructor. The primary concern of the Platoon Sergeant is the training of the platoon and supervising the Squad Leaders. Some of the specific duties of the Platoon Sergeant are: 1. Enforce the orders and instructions of the Platoon Leader. The Cadet Squad Leader is the most important individual in the Chain of Command. In the classroom or on the drill field, the success of the unit depends upon you. Since you are responsible for a squad of cadets, your job is never done. You must set the example at all times; you must convince the other members of your squad that you are the most capable member of the squad. The success of the squad, the platoon, the company, may be even the entire battalion may depend upon your performance as Squad Leader. Here are some of your specific duties: 2. Know and be prepared to perform all duties outlined for the Platoon Leader. 1. Inspect your squad’s personal appearance at each formation. 3. Supervise the Squad Leader’s inspection at formations. 2. Inspect each cadet for authorized clothing and equipment and ensure that each is being maintained properly. 3. Inspect all weapons assigned to your squad. Ensure that each cadet is issued a weapon and that he knows the serial number of that weapon. 4. Report to your Platoon Leader any loss or damage to school or government property. 5. Assist members of your squad who may be having difficulty with drill or other subjects. 6. Establish a chain of command within your squad. 9. You must know, and require the members of the platoon to know ROTC Regulations, Montgomery Public Schools. 7. Use your Fire Team Leaders to the maximum of their ability. 10. Be prepared to assume command of the platoon during the absence of the Platoon Leader. 8. Report to your Platoon Sergeant any failure to obey orders or regulations. 4. Ensures the Squad Leaders inspect their squads as to uniforms, fit, cleanliness and conditions. 5. Form the platoon in the prescribed area at the appointed time. 6. Know and follow correct procedure for forming the platoon and receiving the report form the Squad Leaders. 7. Develop a spirit of teamwork in your platoon. 8. You must have a thorough knowledge of drill and ceremonies (FM 3-21.5). Annex “O” 9. 10. 11. 12. You must know ROTC Regulations, Montgomery Public Schools. If you are asked a question to which you cannot answer, so state, but find the answer and inform the cadet and the squad at the next opportunity. Never try to “bluff” your way through a question or answer. Prepares your Squad and participates in Best Squad Competition. Remember, you are the doer; you are the person who gets things done. You must ensure that each cadets learn what is expected, does what is expected, and conducts himself as expected. If you can accomplish this with your squad, then you will have the best battalion in the Montgomery Public Schools’ Cadet Corps. Annex “Q” PRESIDENT, BOARD OF REVIEW 1. Works directly for the SAI. Performs all duties outside the cadet chain of command. 2. Prepares and conducts reviews board for cadet misconduct. 3. Investigates allegation of ethics or code violation by cadets. 4. Prepares promotion board packets for monthly promotion board (in conjunction with the Bn CSM). 5. Monitors promotion boards to ensure consistency between companies (class period). Annex “P” 6. Advise the SAI on improvements and implementation of policies within the JROTC program. 7. Maintains the JROTC cadet handbook and SOP. 8. Submits promotion board result to the S1 for publication of cadets promotion orders. Annex “Q” Annex “R” MERIT AND DEMERIT SYSTEM General. A system of merits and demerits is in effect to provide incentive for cadets to strive to meet established standards and to excel. Merits earned by cadets affect their grades favorably, while demerits affect their grades unfavorably. Therefore, each cadet should do his/her best to earn merits and avoid receiving demerits. Merits and demerits cancel each other on a one for one basis. Merits will be awarded by JROTC instructors as a just reward for outstanding efficiency, exceptional performance of duty, noteworthy achievement, additional time spent working for the Cadet Corps or Military Science Department, and participating in. certain activities. b. Cadet officers and cadet noncomissioned officers in grade of sergeant first class or higher may recommend the awarding of merits by using the INDIVIDUAL MERIT REPORT form provided by the JROTC Department. Recommendations must then be viewed by the Cadet Company Commander of the potential recipient and turned in to the JROTC office. c. JROTC instructors will carefully review all recommendations submitted to insure that they are given fairly and impartially and that the number is appropriate for the act or achievement. d. Guide for awarding merits: Willingly volunteering to help with JROTC business 2 Taking the leadership responsibility of a higher level 2 Well above average performance during leadership 2 Outstanding Academics in JROTC 3 Outstanding demonstration of leadership (anytime) 3 Perfect attendance at JROTC classes and drill during nine weeks period (All absences 3 count except those in conjunction with school activities) Satisfactory book report of a book approved in advance by the cadets JROTC instructor 6-10 Satisfactory paper (500 or more words) on a great American military leader 6-10 Participation in parades, ceremonies, and any other JROTC extracurricular 5 Activities during non-school hours other than (14) through (18) above 3 Other acts or achievements - number of merits awarded will be at the discretion of the SAI Demerits. a. Demerits will be assessed against Cadets by JROTC instructors for infractions of rules and regulations’ and for indifference, inattention, poor performance and other violations and acts prejudicial to good military discipline and order within the JROTC program. b. Cadet officers and cadet noncommissioned officers in grade of sergeant first-class or higher may recommend assessment of demerits against subordinate Cadets by using the “Individual Demerit Report” form provided by the JROTC Department. Recommendations will be turned in through the appropriate company commander, to the JROTC office. c. The JROTC instructors will carefully review all recommendations submitted by cadet officers and cadet noncommissioned officers to insure that they are assessed fairly and impartially and the number is appropriate for the offense or violation. of the SAI. d. When a cadet repeatedly commits one of the above infractions or acts, the SAI may assess an increased number of demerits. Cadets guilty of flagrantly repeating offenses will be required to report to the SAI for action he deems necessary. INFACTION OR ACT NUMBER OF DEMERITS Serious misconduct such as cheating, cutting, skipping or leaving without permission. 10-15 Insubordination or direct disobedience 10-15 Use of profane or obscene language. 5 Making degrading comments about another person 3 Inattention or indifference during class or drill 5-10 Chewing or eating during class or drill 2 Failure to observe military courtesy 3 Moving or talking in ranks while at position of attention, parade rest, or stand at ease 2 Talking in ranks while at position of at ease 2 Deliberate or careless misuse, damaging, or destruction of government or school property (In addition, may be required to pay for the. property) 10 Writing or marking on desk, chair, or walls 5 Unauthorized removal or posting of items on the JROTC or classroom bulletin board or defacing items thereon 5 Failure of cadet officer or cadet noncommissioned officer to make correction(s) of subordinates 5 Misconduct outside of JROTC. 3-15 Other acts prejudicial to good order or discipline (Number of demerits assessed will be at the discretion of the SAI) 5 Appeal of demerits recommended by cadet officers or cadet noncommissioned officers. a. The cadet battalion commander at the beginning of the school year will appoint an appeals board. The board will consider appeals of demerits assessed against cadets. The senior member of the board will be its President. Each board shall consist of sufficient members to provide for the following: (1) A minimum of three cadet officers to consider appeals submitted by cadet officers. (2) A minimum of two cadet officers and one cadet noncommissioned officer in grade of Sergeant First Class or higher to consider appeals submitted by cadets other than cadet officers. b. In the absence of the board president, the senior member of the board present shall preside over the board meeting. If desired, a new board may be appointed at the beginning of the second semester for the remainder of the school year. c. It is the responsibility of the cadet receiving demerits to appeal any he/she may question. This will be accomplished by checking “YES: to the right of “DOES THE CADET RECEIVING DEMERITS DESIRE TO APPEAL?”, on the INDIVIDUAL DEMERIT REPORT form prepared by the cadet assessor. In addition, the cadet receiving the demerits will be required to sign the form in the appropriate space. Cadets appealing demerits assessed for flagrant violations just for the purpose of creating problems for the appeals board and JROTC instructor personnel or for any other unjustified reason, will be required to report to the SAI for disciplinary action he/she deems appropriate. d. The JROTC instructor will forward appeals to the president of the appeals board. The board shall act on all appeals within five (5) school days after receiving them. Justification for failure to act on any appeal within this time limit will be submitted to the SAI by the president of the board. e. It is the responsibility of the president of the board to insure that the cadet appealing the demerits, the cadet officer or noncommissioned who assessed the demerits, and witnesses are notified when and where the board will meet so that they may be present. Notification will be made not less than two (2) school days prior to the board meeting. Cadets who fail to appear before the board, after being notified, will be required toe report to the SAI for action he deems appropriate. The board has the authority to call before it for questioning any cadet who may have information bearing on the case being considered. f. Upon appointment, members of the board will become thoroughly familiar with the merit and demerit system and procedures and chapter 7 (THE JROTC HONOR SYSTEM) of this handbook. Members having questions concerning either of these systems or procedures will contact the SAI. g. The purpose of the appeals board is to review all facts concerning incidents win which cadets are assessed demerits by cadet officers and cadets appealing demerits, cadets assessing the demerits, and witnesses will be questioned but will be reminded of the JROTC Honor Code in effect in the Montgomery Public School System by the president of the board or presiding member. Questioning will be for the purpose of obtaining facts on the case will be used for no other purpose. Information obtained from cadets appearing before the board will not be for public review. h. After obtaining all the facts, the board will review its findings to determine if the demerits were assessed fairly, impartially, and do not exceed the number specified in the merit and demerit system for the offenses, infraction, or act. Ruling of the board on determinations shall be by secret ballot, two-thirds of the members of the board present must agree for a determination to be carried. i. The record of demerits previously assessed against a cadet appealing demerits will be available in the JROTC office for review by board members prior to each board meeting. A brief record of the facts and recommendations of the board will be made and submitted to the SAI. The recommendations of the board, for each case, shall be one of the following. (1) Demerits assessed are approved. (2) Number of demerits assessed is considered excessive and should be reduced to ______. (3) Demerits assessed be disapproved for the following reason(s): _______________________________________________________ _______________________________________________________ _________________________________________________________ (4) Demerits assessed are disapproved and the cadet officer or cadet noncommissioned officer assessing them is required to report to the SAI for a review of the Merit and Demerit System. (5) Demerits be approved and further disciplinary action be considered against the cadet for the following reason(s): ___________________________________________________ ___________________________________________________ j. The SAI will make the final determination and notify cadet(s) concerned of his decision. k. If a cadet is not satisfied with the results of his/her appeal as approved by the SAI, he/she may request, in writing, a joint conference with a parent and/or administrator and the SAI. The appeal must be submitted within five (5) school days. Appeal of demerits assessed by JROTC Instructors. Cadets desiring to appeal demerits assessed by JROTC instructors may do so by submitting an appeal in writing through the SAI, to the Principal. The appeal must be submitted within five (5) school days. Nullification of demerits. Cadets may have demerits nullified by performing extra duty. Cadets desiring to do this should report to the JROTC office for extra duty assignments. Extra duty satisfactorily performed for one hour will nullify three (3) demerits. Merit/demerit records. The JROTC instructors maintain the official records of merits and demerits on their students. Cadets desiring to confirm the number of their recorded merits and demerits may do So at any time during the semester or at the end of the semester by checking with their JROTC instructor. Obviously, it is desirable on the part or the cadet, to check prior to the end of each nine weeks period in order to make an effort to nullify any demerits he/she may have received. Notification of cadet receiving merits and demerits. It is the responsibility of the cadet officer or cadet noncommissioned officer and JROTC instructors to notify cadets of being awarded merits, assessed demerits, and the number they are receiving and the reason for the award or assessment. Effect of merits and demerits on grades. Merits and demerits become a permanent part of the cadets JROTC record and are evidence of his/her performance, interest and aptitude to some degree. The number of merits awarded and demerits assessed each cadet will be considered in determining his/her nine weeks and semester grades. Based on the grading system outlined in chapter 4 of this handbook, the maximum number of merits that can be used in conjunction with other grades in determining nine weeks grades will not exceed thirty-three (33). There is no limit on the number of demerits to be considered in determining each nine weeks grade. Merits increase the cadets grade while demerits decrease the grade. Cadet Promotion Procedure 1. The purpose of the promotion board is to assess a cadet’s qualification for promotion to the next higher grade and to teach basic knowledge that ever JROTC cadet should process. The following guide will be use for selecting JROTC cadet for promotion considering, appearance before a promotion board, and promotion to the next higher grade. a. b. c. d. e. f. g. A cadet who has a balance of demerits is not eligible for promotion. A cadet who has a grade point average below a 2.0 on their latest report card, is not eligible for promotion above the rank of staff sergeant. A cadet who has a grad point average below a 1.5 on their latest report card is not eligible for promotion above the rank of corporal. A cadet, who has a grade point average below a 1.0 on their latest report card, is eligible for promotion above the rank of private first class. A cadet who fails to wear the designated uniform on a mandatory uniform day more than ONCE in a nine week period, is not eligible for promotion. Failure to attend a mandatory battalion activity during the current nine week period, without turning in an approve request for excusal, disqualifies a cadet from appearing before the promotion board. Any other incident of inaptitude or misconduct also disqualifies a cadet for promotion to the next higher grade and may result in loss of current rank. 2. In the order to be promoted, a cadet must meet the above listed criteria, be recommended (in writing) by his/her company commander, appear before the promotion board (in military uniform unless not issued), and receive a favorable recommendation from 80% of the board members. 3. The board will consist of, as a minimum, one JROTC Instructor, the battalion commander or executive officer, President of the Board of Review, two company commanders, the cadet command sergeant major or a designated staff Officer/NCO. 4. The cadet appearing before the board will be evaluated on the following: a. Criteria listed in paragraph one. b. Military bearing, to include wears and fit of the military uniform. c. Knowledge of prior and current LET level instructions (Drill/Ceremonies; First Aid; Leadership & Communications; Citizenship and History; Current News/ Events). d. Knowledge on current news events (elections, military events, etc). e. Knowledge on local issues (gangs, school violence). f. Knowledge on JROTC creed, School policies, etc. 5. Knowledge on Drill and Ceremonies commensurate with the current grade and the grade/position for which they are recommended for promotion. A study guide will be provided to all cadets prior to appearing before the promotion board. 6. Promotion boards will normally be conducted on Thursday’s during the normal JROTC class periods. 7. The President of the board or the sergeant major will pass out promotion packets to the company commander. 8. The company commander will select individuals in which he or she wants to promote. The individual must agree to appear before the promotion board and be willing to assume the responsibility. 9. The company commander will fill out recommendation sheet and get the battalion commander to sign it (if he/she agree with the promotion). After the battalion commander has signed the recommendation sheet, the cadet’s LET Instructor must also sign. 10. The company commander will return the recommendation form to the president of the board of review. 11. The cadets chosen will then receive their promotion packet for study. 12. The company commander and president of the board are responsible for ensuring the recommendation is signed and available at the promotion board.
