National Values and Principles of Governance
are the fundamental norms and beliefs of
Kenyans that guide choices, actions, relations
and behaviours of citizens.
Values influence the way individuals relate with
one another, how communities engage, and how
citizens and government interact in promoting
national cohesion, integration, peace and
development.

National Cohesion and Integration is a
process and an outcome of instilling and
enabling all citizens to have a sense as well
as a feeling that they are members of the
same community engaged in a common
enterprise , facing shared challenges and
opportunities.

In its Preamble, the Constitution of Kenya,
captures our pride in ethnic , cultural and
religious diversity and our determination to live
in peace and unity as one indivisible nation.
The Preamble further recognizes the aspirations
of all Kenyans for a government based on the
essential values of human rights, equality,
freedom, democracy, social justice and the rule
of law.
Article 4 (2) provides that “The Republic of Kenya
shall be a multi-party democratic state founded
on the national values and principles of
governance.”

Article 10 (1) of the Constitution provides that
the national values and principles of governance
bind all State organs, State officers, Public
officers and all persons whenever any of them:
a) Applies or interprets the
Constitution;
b) Enacts, applies or interprets any law;
or
c)Makes or implements public policy
decisions.

National values and principles of governance
in Article 10[2] are patriotism, national
unity, sharing and devolution of power, the
rule of law, democracy and participation of
the people, human dignity, equity, social
justice, inclusiveness, equality, human rights,
non-discrimination and protection of the
marginalized, good governance, integrity,
transparency
and
accountability
and
sustainable development.

 Article
132 (1) (c) provides that the President
shall once every year, report in an address to
the nation, on all the measures taken and the
progress achieved in the realisation of the
national values, referred to in Article 10. The
President is further required to publish in the
Kenya Gazette the details of the report

Issues related to the equity dimension are also taken
into account by the Constitution. As an example, the
Constitution provides for semi-autonomous counties
that will receive equitable grants from Treasury based
on the recommendations of the constitutional
Commission on Revenue Allocation
The Constitution also provides for the Equalisation
Fund, which is set aside “only to provide basic
services including water, roads, health facilities and
electricity to marginalised areas to the extent
necessary to bring the quality of those services in
those areas to the level generally enjoyed by the rest
of the nation, so far as possible” in Article 204 (2

On land management, the National Land Commission is
established to manage public land on behalf of the
national and county governments, and to provide the
national government with recommendations on land.
Article 60 (1) principles of land management include
equity and efficiency of use and sustainable production.
On abuse of human rights, the Bill of Rights provides for
equality and freedom from discrimination. In addition, it
guarantees the basic economic and social rights of all,
while encouraging respect for diversity, and fostering a
sense of belonging
To operationalize the Constitutional Provisions discussed
above , the Government has formulated two key policies

Article 234 (h) requires the Public Service
Commission to evaluate and report to the President
and Parliament the extent to which the values and
principles referred to in Articles 10 and 232 are
complied with in the public service.
Article 249 (1) (b) requires all constitutional
commissions and independent offices to secure the
observance of democratic values and principles by all
State organs.
Therefore, all public institutions and officers are
required to play a primary role in the promotion of
the realization of national values and principles of
governance.

Document “A” Approved by Cabinet
 The Policy framework include broad goals,
policies and strategies the Government will
strive to achieve in realization of NC & I.
 In the Sessional Paper No.9 of 2013 on
National Cohesion and Integration, the
government isolates eight key strategies for
promoting National Cohesion [ Pages vi, vii
and viii and Page 26].
 In Paragraph 75 Page 26(vii) One
of the
Policy objectives is to ..... Mainstream
National Cohesion into development progms.


Mainstreaming of National Values and
National Cohesion in MDAs’ performance
contracts is meant to ensure that all public
institutions play their role effectively in the
promotion of the same.
 Specifically
[Paragraph 80 page 27] The
Government
shall
mainstream
national
cohesion
and
integration
in
all
its
development policies and strategies amongst
other issues.

 Also approved by Cabinet and forwarded to the
National Assembly, as Sessional Paper No. 8 of
2013 and is currently awaiting discussion and
adoption.
 Among other things, the policy requires that
public institutions make reports which shall
include assessment of the promotion and practice
of values, measures taken, progress achieved and
identification of any challenges encountered.


 This
policy provides broad goals, objectives and
guidelines to government, non-state actors and
citizens to develop action plans to mainstream
National Values and Principles of Governance, as
provided in the Constitution, into their
programmes and
activities, and ultimately
ensure that the values become a way of life for
the Kenyan people.
 The policy provides a framework for fostering
national unity, inculcating patriotism, redressing
marginalization,
and
promotion
of
an
accountable and democratic Kenyan society.
 It is meant to ensure equitable distribution of
resources and opportunities, and promote and
protect the objects of devolution as enshrined in
the Constitution.

national

National values and cohesion will become a

for sustainable development as envisioned in
