Answer
IP Rights of the product is the
vendors. You write that any
developments done specially for
the tender are the IP of the MOH.
Please clarify that that is the
situation, that it only pertains to
custom modules and not specific
to the Adult Cardiac Module or
the product.
We cannot turn over our intellectual
rights to our software solution. While
hospitals do own their data, we do not
turn over commercial control of the
product to hospital entities.
The 0.9.2 article was changed: Any
development of a custom module that
can be separated from the core product
carried out at the Ministry’s request is
owned by the Ministry.

Are you only interested in Adult
Cardiac for this proposal and not
the other two STS modules?

Is it possible to postpone the
delivery date of the bid due to
Jewish holiday's and working

the 2 other modules are optional for

Prices
User interface (2.4)
Is it possible to show other
implementation projects? Not on
the STS database software but BI,
DWH and Big data projects?
Future payments by milestones
are converted from dollars to NIS
on date of invoice? Or date of
submission of bid?
Does the user interface have to be
in Hebrew? Required, nice to
have or not needed
The bidder shall submit at least two
sources of recommendations for at least
two projects in which the proposed
product, or similar projects, is applied"
By "similar projects" we mean project
that have similar characteristics but with
different products.
For payments, dollars will be
converted to NIS on the date of
invoice. For the purpose of evaluating
the bid - dollars will be converted to
NIS on the date of submission of the
bid.
Hebrew UI is a "Nice to have" and will
have minor influence on the UI score
in the table of evaluation.
Payments
Interfacing
Connection to MOH
infrastructure
Can payments be paid to local
partner even though he isn't the
bidder? (then VAT must be
added)
It appears that there are 3 to 5
different hospital systems
throughout the hospitals. Are we
to quote ADT interfaces to push
patient demographics to the STS
software. If yes, it says standard
interface. Does each system
capable of sending standard HL7
or is there another standard?
In the bid it says "The product
shall connect to MOH's interface
infrastructure (Tibco)". Can they
describe how we need to interface
with Tibco? What data do they
want us to send or receive and do
they have a specification?
The bidder should submit a bid for the
tender and should comply with all the
administrative thresholds.
If he wins, he should sign the attached
contract with the MOH and all
payments will be made to him.
The bidder may hire subcontractors
according to the relevant articles in the
tender.
To remove doubt – payment will be
made to the winning bidder.
Yes, the bidder should quote the price
for interfaces with the local EMR in
the participating organization as
mentioned in the Price Table. Not all
the EMRs support HL7 format, but
they all will send files at a standard
format - like CSV or XML.
Tibco is the interface infrastructure, so
it will be used for input and output
interfaces. There are no special
specifications at this stage, the
specific form of work will be
determined at the detailed design.
de-identification

Appendix
B
POC
Contract
The product
shall Integrate with deidentification component before
sending raw data to output
interfaces. Can they explain this
and do they have a specification
or are they just asking us if we
have the capability to send deidentified data?
Assume this means Proof of
Concept; Does the MOH have a
current plan or scope for a POC?
If so, can you please send.
Is the MOH willing to negotiate
certain language within the
Contract, and if so, what that
process is? And when that would
occur?
Is it possible to get more detail on
the EMR’s named in this section?
Vendor, Version, etc?
2.2.1.2
The MOH has a de-identification
solution, the proposed product should
use the solution's API to convert
identified data to de-identified when
sending raw data to output interfaces
As mentioned in the tender conducting
a POC is optional, at the discretion of
the MOH. The detailed scope of the
POC will be determined after a winner
will be selected. In general, the
intension of the POC is to test the
ability of the product to meet the main
requirements detailed in the tender.
The tender does not have a negotiating
phase. Yet, the bidder can send
specific rephrased articles as
clarification questions. The MOH's
will answer if he accepts the update or
not.
The vendors were added to the list.
However, the integration would be via
a standard format interfaces, that will
be defined for each EMR's
application..

2.2.1.1
4.0
Is it possible to get a Spec on the
ADT of the EMR’s? And does
the MOH have an EMPI or
Master Patient Index across these
EMR’s? Or is the MOH planning
to add an EMPI?
If no EMPI, is there a common
ADT feed format across the
EMR’s?
May we get more information on
the BI tools used by the MOH?
Brand, version, etc?
Can we get the Spec’s for the
(Tibco) interface infrastructure
please? Standards, i.e. HL7, IHE,
etc?
"Integration with the local
Clinical, Administrative and
surgery System at each surgery
unit."
Do you have the general
specifications of these systems?
Can you provide more detail on
these and the expected
integration?
The identification of the patients is
done using the national ID number that
exists for all citizens of the State of
Israel.
The MOH's current BI tool is Tableau
version 9, the main ETL tool is
Microsoft SSIS.
The specifications will be defined
during the detailed design, however it's
required to support standard file
formats like CSV, XML etc.

Does the MOH have detail on the
referred “legal instructions”
above?
The article was changed to be: "The
Supplier will bear liability or any
damage incurred due to any
malfunction…"
