Terry and Kelley Pillow/132 Calhoun Street/CT-style stone fence relocation to behind tree line.
Mr. Hollinger opened the Public Hearing at 7:00 PM to consider the application for a Certificate
of Appropriateness submitted by Terry and Kelley Pillow/132 Calhoun Street/CT-style stone
fence relocation to behind tree line. The Legal Notice that appeared in Voices Newspaper on
August 12 and August 13, 2015 was read by the clerk. Mr. Hollinger seated Alternate Louise
Van Tartwijk for Jane Boyer and Sally Woodroofe for George Krimsky. Mr. Rod Pleasants
represented the owners.
Mr. Pleasants displayed and then explained the McIver-Morgan Inc. Proposed Site Plan A-001
dated 08/12/15. The owners are requesting that the crumbling and overgrown stone wall now
located sitting along the street side of the property be relocated and then erected behind the tree
line. Member’s questions and comments:






Comment - The wall is directly on the road and rocks do fall onto the. Want to also be
sure that the wall will not be square in appearance.
Answer – Wall will not be square
Question - Are the openings that are currently in the wall pre-existing?
Answer - No, the openings were created for this construction.
Question - Will the holes be closed?
Answer – Except for the 12 ft. wide opening required by the Fire Department code, the
holes will be closed.
Question – Describe the opening – Will there be columns?
Answer - No columns, no change in height, no changes in width. Wall is only be
relocated behind the tree line.
Question - Will the height of the wall be the same as the wall on 144 Calhoun Street?
Answer – Will be the same.
Question - Where are you going to get the stone?
Answer – There are some stones already there; the remainder needed will be the same as
the old.

Mr. Hollinger asked if there were any more questions or comments. There were none.
MOTION:
To close the Public Hearing to consider the application for a Certificate of
Appropriateness submitted by Terry and Kelly Pillow, 132 Calhoun St., for
a CT-style stone fence relocation along street-side of property. By Mr. Hollinger,
seconded by Ms. Gilchrist, passed 5 to 0.
Mr. Hollinger closed the Public Hearing at 7:15 PM.

Louis Patrick Moxey and Bernadette Cruz, 156 Calhoun St., application to add a screened porch,
terrace extension, rear section of home re-clad in barn siding exterior lighting.
Mr. Hollinger opened the Public Hearing at 7:17 PM to consider the application for a Certificate
of Appropriateness submitted by Louis Patrick Moxey and Bernadette Cruz, 156 Calhoun Street
for a screened porch, terrace extension, rear home re-clad with barn siding and several exterior
lanterns and sconces. Mr. Steven Kalur represented the owners.
Mr. Kalur started his presentation by submitting the information requested by the HDC Secretary
Alison Gilchrist during her review:




detailed drawings of proposed columns, drawings (sections) showing the profile of the
cornice and fascia of the proposed porch
detailed drawings of the proposed columns including bases and caps
renderings of the proposed railing for terrace extension (mahogany & steel tube)
proposed new exterior lighting fixtures and needed to be described and documented on
the plans
Topics discussed included:






screening texture for the porch – texture and visibility.
the age of the home
what portion of the addition would have a roof and what materials will be used
standing seam metal roofing vs. cedar shake
the “mass” of the home, comments on whether the HDC considers mass.
the days when Calhoun street was farmland and how it has changed

Mr. Hollinger asked if there were any questions or comments. There were none.

MOTION:
To close the Public Hearing to consider the application for a Certificate of
Appropriateness submitted by Louis Patrick Moxey and Bernadette Cruz,
156 Calhoun St. for a screened porch, terrace extension, exterior lighting.
By Mr. Hollinger, seconded by Ms. Gilchrist, passed 5 to 0.
Mr. Hollinger closed the Public Hearing at 7:40 PM.

REGULAR MEETING
Mr. Hollinger called the Regular Meeting to order at 8:00 PM and seated Ms. Boyer and
re-seated Alternate Sally Woodroofe.
Pending Applications/Pending Business
Martignetti/10 Kirby Rd. /change exterior light fixtures, replace 7’ 2” high fence between house
& shed.
Mr. Martignetti presented pictures of various fixtures that they would like to use and informed
the Commission that he and his wife went to the Town Zoning Enforcement to verify if these
selections would comply with the town’s outdoor lighting requirements. The Enforcement
Officer confirmed the fixtures were appropriate given similar lighting fixtures already in use on
the Green. Considerable discussion ensued regarding exterior light fixtures in general in the
town’s three historic districts. Commission members expressed concern about light fixtures and
the zoning regulation pertaining to approved lighting.
Mr. Martignetti showed a picture of a lattice top fence which he thought would work. Several
members were concerned about the solid fence. The original picture of a fence with open work
lattice was shown again. The question was asked if the Martignetti family considered a picket
fence. Mr. Martignetti was receptive to that alternative. Everyone present agreed that a picket
fence would be appropriate.
Mr. Hollinger asked if there were any questions or comments. There were none.
MOTION:
To approve the application for a Certificate of Appropriateness submitted by
Bailey and Tom Martignetti, 10 Kirby Road, for the demolition of the existing
7’ 2” high lattice work fence between the house and the shed to be replaced by a
picket fence which will replicate the existing picket fence on the property at no
higher than 4 feet. Included in this motion is approval for exterior lighting using
25 watt candelabra bulbs as per the Town Zoning Officer. By Mr. Hollinger,
seconded by Ms. Gilchrist, passed 5 to 0.

B. Terry and Kelley Pillow/132 Calhoun Street/CT-style stone fence relocation to behind tree
line.
Mr. Hollinger asked the commissioners if they had any concerns or questions further to what was
discussed in the Public Hearing. There were no additional comments.
MOTION:
To approve the application for a Certificate of Appropriateness submitted by
Terry and Kelley Pillow, 132 Calhoun Street, to relocate the CT-style stone fence
along the street side portion of the property to behind the tree line which will be
open/broken only where the driveway meets the street. Work is to be done
according to McIver-Morgan Inc. Proposed Site Plan A-001, by Joshua Harper
dated 08-12-15. By Mr. Hollinger, seconded by Ms. Gilchrist, passed 5 to 0.

C. Louis Patrick Moxey and Bernadette Cruz, 156 Calhoun Street for a screened porch with
a standing seam metal roof to be located on the existing stone terrace.
Mr. Hollinger asked the members for their comments on this application:
Ms. Woodroofe – Objects to the metal roof on the porch. Doesn’t feel it is appropriate in the
historic district.
Ms. Mills – Has no problems with the metal roof or the proposed railing.
Ms. Gilchrist – The metal roof and rail design differentiate in a subtle/positive way and she does
not have a problem with either.
Ms. Boyer – Commented that the house was very massive, sprawling.
Mr. Hollinger – Prefers cedar shake roofing rather than metal roofing. If the Commission allows
the metal railing design, this would be a modernistic approach.
Mr. Hollinger asked the commissioners if they had any concerns or questions in addition to what
was discussed in the Public Hearing. There were no additional comments.

MOTION:
To approve the application for a Certificate of Appropriateness submitted by
Louis Patrick Moxey and Bernadette Cruz, 156 Calhoun Street for a screened
porch with a standing seam metal roof to be located on the existing stone terrace,
a terrace extension completed in stacked New England stone per Drawings 156
Calhoun: Rendering View #1, 156 Calhoun: Rendering View #2, 156 Calhoun

Rendering: View #3 and Drawing L.01, Drawing A.04 dated 8/12/15. Included in
this approval is the re-cladding of the rear section of house in vintage grey brown
siding and 6 exterior light fixtures: 2 customized Cape Cod style wall
lantern/sconces and 3 customized Cape Cod style deck mounted wall lanterns
which must conform to the town lighting ordinance which states that bulbs must
not be visible and the light generated by the bulbs must shine downward.
Passed 3 to 2.
YES Votes: Ms. Mills, Ms. Gilchrist, Ms. Boyer
NO Votes:
Mr. Hollinger – Prefers cedar shake roofing to metal roofing and is
concerned about the mass of the residence.
Ms. Woodroofe - Prefers cedar shake roofing to metal roofing and
stated that metal roofing is inappropriate in the historic district.

D. The First Congregational Church, UCC, 6 Kirby Road, to install a hand rail on the walkway
from the Meeting House to the Parish House.
Mr. Hollinger asked the commissioners if there was further discussion on the installation of
the handrail. There were no additional questions or comments.
MOTION:
To approve the application for a Certificate of Appropriateness submitted by
The First Congregational Church, UCC, 6 Kirby Road, to install a hand rail on the
walkway from the Meeting House to the Parish House. By Mr. Hollinger,
seconded by Ms. Gilchrist, passed 5 to 0.

E. Guttman/21 Kirby Rd. /Carriage House changes, repairs, construct 2-story addition
north wing, new masonry fireplace, siding, wall & roof shingles, miscellaneous repairs.
Mr. Hollinger asked commissioners if there was any further discussion on this application.
Ms. Woodroofe asked the Guttman representative is there was an issue with the property sale and
Mr. Lindores replied there was no issue as paper work will be final 9/22/15. Ms. Boyer asked if
it would be more productive to include the garage in this hearing since the Commission knows
that in the future it will be presented to the HDC. Mr. Hollinger pointed out that the Commission
could not vote on a garage since a garage is not included in this current application.
Mr. Hollinger asked if there were any more comments or questions. There were none.
MOTION:
To approve the application for a Certificate of Appropriateness submitted by
Steve and Kathy Guttman, 21 Kirby Road, Washington, for changes to the
Carriage House as shown on the Sachs Lindores Architecture Interiors
Drawings H-001.2 A-000.2, A-101.2, A-103.2, A-201.2, A-202.2 A-203.2, A-

401.2, A-402.2, A-403.2, A-404.2, A-900.2 dated 8/31/15 as presented to
commission at the 9-21-15 meeting. By Mr. Hollinger, seconded by Ms. Boyer,
passed 5 to 0.

Consideration of the Minutes
August 17, 2015
Members reviewed the minutes and determined there were no revisions or corrections.
MOTION:
To approve the August 17, 2015 minutes as written. By Ms. Mills, seconded by
Ms. Boyer passed 5 to 0.
MOTION:
To include subsequent business not already on the agenda: 1) Discussion Deborah Eldridge home, 4 Parsonage Lane, exterior home paint stripping, 2)
Discussion - Changing HDC meeting start time from 7:30 PM to 7:00 PM, 3)
Discussion - A proposed meeting between Chair Tom Hollinger and Member
George Krimsky with Washington Zoning Enforcement Officer Mike Ajello
regarding several Zoning/Historic District issues, 4) Discussion regarding
Attorney Fisher representing Peter Klemm, 11 Ives Road – October 19, 2015
agenda, 5) Discussion - Greg Farmer, the Circuit Rider for the Connecticut Trust
for Historic Preservation, HDC Workshop 10/26/15. By Ms. Woodroofe,
seconded by Ms. Mills, passed 5 to 0.
Subsequent Business Not on the Agenda
1) Discussion - Deborah Eldridge Home, 4 Parsonage Lane – Sally Woodroofe
Ms. Woodroofe observed that the home was in the process of having the paint stripped. There
could be problems if suddenly there is no paint on the house. Mr. Hollinger asked if there was
any lead abatement done. Members did not have an answer. A concern was that if the home
was power washed other problems could be discovered such as rot, mold etc. Ms. Boyer said
she would find out what department in town should be notified about the paint stripping and
how the lead testing would be done if necessary.
2) Discussion - Change in HDC Meeting Time
Mr. Hollinger polled the members that were present regarding changing the start time for future
HDC meetings from 7:30 PM to 7:00 PM. The time change was acceptable to members in
attendance.

3) Discussion - Proposed meeting between Chair Tom Hollinger and Member George Krimsky
with Washington Zoning Enforcement Officer Mike Ajello regarding several Zoning issues.
Topics would include the Zoning Department working with the HDC in regard to such issues as
residents going to the Zoning Officer for approvals with applications that come before the HDC
and other related Zoning-HDC procedures.
4) Discussion regarding Attorney Fisher representing Peter Klemm, 11 Ives Road –
October 19, 2015 agenda
Mr. Hollinger informed the members that Attorney Fisher asked to be placed on the
October 19, 2015 HDC agenda to discuss the proposed placement of a violation on
Peter Klemm’s property located at 11 Ives Road.
5) Mr. Hollinger confirmed that Mr. Greg Farmer, the Circuit Rider for the Connecticut Trust for
Historic Preservation, has agreed to attend an HDC workshop October 26, 2015 to answer the
commissioner’s questions on Design Guidelines.
Other Business – Jane Boyer
Ms. Boyer commented on the massive amount of unauthorized temporary signs around town. A
conversation ensued where Zoning regulations were discussed.

Temporary signs are allowed without a zoning permit for a 2-week period. If the sign is
to be posted for longer than 2 weeks or the non-profit is not based in the Town of
Washington a Zoning permit must be obtained.

All temporary signs must be set back 10 ft. from all property lines and maybe posted
ONLY if permission is obtained from the property owner and does not interfere with
street or driveway signs.

Temporary signs must be removed immediately after an event.
MOTION:
To adjourn. By Mr. Hollinger, seconded by Ms. Boyer and passed 5 to 0.
Mr. Hollinger adjourned the meeting at 9:00 PM.
