284-4. BUILDING PLAN OF CAPT. J.P.S DHARIWAL
To consider the building application dated 9.4.2014 of Capt JPS Dhariwal R/o Sector 21
A, House No 114, Chandigarh Punjab on Khasra No 437 Bharuwala grant Pargana Central
Doon. Capt Dhariwal has submittd the sale deed, revenue mutation, Astt. Collector/SDM
Dehradun order, Distt Magistrate order, revenue deptt report and site plan prepared by revenue
authorities.
It is submitted that Shri C.P.Sharma R/o Society area, Sh J.P.Sharma and Sh Taradutt
Ojha R/o Society area are also claiming for the title of the land and have raised objections for
the plan submitted by Capt. Dhariwal. None of the objectors had submitted their mutation papers
of the land.
It is also submitted that Capt JPS Dhariwal started unauthorized construction on the plot
for which Cantt Board has issued a show cause notice u/s 239 of the Cantt Act 2006 on 3rd May
and 6th May 2014. At present the work has been stopped by Capt Dhariwal. The detail of

284-4. RESOLUTION
The PCB asked CEO to study the documents in more detail and the building plan of Capt.

285-5. BUILDING PLAN OF SHRI G.S.BASERA
To consider the building application dated 17.4.2013 of Sh G.S.Basera R/o 144/1 Society
Area Clement Town on Khasra No 446 M Bharuwala grant Pargana Central Doon. Shri Basera
has submitted the sale deed, revenue mutation on his name& Chain of documents of previous

It is also submitted that 02 building plans, one of Smt. Kusumlata and one of Shri. Prem

of Shri. Deepak Kumar was sanctioned in 2001 on the portion of land and it may be cancelled as
the ARO Dehradun report dated 28.10.2002 has already been received in the matter. The detail

285-5. RESOLUTION
The Board considered and resolved to seek a legal opinion in this regard and the matter
will be put up in the next Board Meeting for further action in this regard.

The office report of the Revenue Clerk to the effect that:(i)

Public notice for inviting objections has already been published for mutation of
property mentioned in agenda Sl. No.1 to 8 on 20.03.2014 in the Dainik Jagran

286-6. RESOLUTION
Considered and resolved that the property mentioned in the agenda be mutated in favour
of transferee under Section 81 of Cantonment Act, 2006. This mutation is not a proof of
ownership of property. This is done only for recovery of taxes. The records of the Board be
amended accordingly.

287-7. RESOLUTION
Considered and approved.
The PCB asked the Elected Members to give list of the public works to be carried out in
their respective wards and the same will be considered by the Board in next Board Meeting.
288-8. RESTRICTED AREA
To consider the representation submitted by Elected members of Cantonment Board and
residents of restricted areas of Cantt requesting for lifting of restriction imposed in the area u/s
181(2) of Cantonment Act, 1924.
As per office record the Restrictions in the area was imposed by the order of GOC-inChief Eastern Command Letter No 4799/10/LC-3,dated 8.11.1941 Later on the request of
general public the restrictions were lifted vide order of GOC in C Central Command vide order
dated 26.3.1968, 7.3.1972, 22.1.1974. Now the restriction is left in village Inderpuri, Dourwala,
Dacota, Lal Dhang and Camp (part). The purpose of levying restriction at that time was to create
sanitary cordon around the prisoner of war camp.
Matter is placed for consideration of the Board.
288-8. RESOLUTION
Reference PDDE, CC, Lucknow letter No. 36672/Clement Town/LC2 dated 29th April,
2014 was put up for the consideration of the Board. The Elected Members were in favour of
removing the restrictions. The CEO briefed about the background of the case. The restrictions
were lifted part by part on three different occasions and still large piece of land in the
Cantonment, which is private are still under restriction imposed by the GOC-in-C. The
nominated member Col. Gaurav Kaushal, Col. Q, HQ 14 Rapid(s) & Col. S.P Singh, Adm
Commandant, Stn. HQ expressed their grave concern that removal of these restrictions would
adversely affect the security and development of army area. The PCB opined that continuation of
the restriction or its withdrawal must be seen in the light of Works of Defence Act separately.
The decision for removal of these restriction or withdrawal must factor in the concern of LMA.
The Board decided to reply to the PDDE letter encompassing the merits & demerits of the
withdrawal of these restrictions.

289-9. EXTENSION OF TIME FOR COMPLETION OF BUILDING
To consider following applications requesting for extension of time for completion of
building for which the building plan was sanctioned vide CBR noted against each. The building
could not be completed within the stipulated time and hence requested for extension of time as
per provisions contained under section 245 of the Cantonment Act 2006.

289-9. RESOLUTION
The Board considered and approved from Sr. No. 1 to 6 to give an extension of 01 year
for completion of construction of building.
290-10. DE-LIMITATION OF WARDS
It is submitted that as per Cantt. Electoral Roll 2013 the number of electorate in different

As per guidelines issued by DG DE contained in letter No.76/38/Cantt.
Act/C/DE/2007/Vol-II, dated 22-08-2007 the variation in number of voters may be within 10%
limit hence in order to ensure parity in the relative number electorate of different wards Cantt.
Board has proposed to revise the boundaries of wards. The detail sketch showing all the
proposed seven wards is placed on the table.

If the proposal is accepted by the Board, the proposal will be submitted to Central
Government for necessary Gazette notification, after inviting and considering objections from
the public.
290-10. RESOLUTION
Considered and approved the proposal for delimitation of wards. The matter be sent to
the Central Command for necessary action.
291-11. SANCTIONING OF BUILDING PLANS IN MOTHROWALA
Reference CBR No. 267-3 dated 31.07.2013 and CBR No. 258-27 dated 26.02.2014.
In reference to above mentioned CBR the matter for sanction of building plan in close
proximity of survey No 69 ( B4 defence Land) was taken up with the Directorate Defence
Estate Central command Lucknow. The Dte Defence Estate vide letter No 51569/ Clement
Town/ Cantt/ R.K/22 dated 7th March 2014 has issued necessary directions in this regard. The
letter is placed for consideration of the Board.
291-11. RESOLUTION
Considered and resolved that the restrictions imposed vide CBR No. 261-3 dated
31.07.2013 and CBR No. 218-27 dated 26.02.2014 are hereby removed.

293-13. PURCHASE OF COMPACTOR.
To consider and approve the purchase of 01 No. of steel compactor. In order to safeguard
the old record, compactors are to be installed in the office. In this connection it is intimated that a
steel Compactor (Double Bay) made of powder coated MS sheet making two single side and one
double side storage compartments making total eight almirah space which are fitted on heavy
duty rails with steering operation is required for the J.E. section. The quotations has been called
for the compactors and the lowest rate has been quoted by Kendriya Bhandar, Dehradun (Society
under the aegis of Ministry of personnel, public grievances and pension Govt. of India). The total
cost of compactors is Rs.165000.00/- (Vat Extra).
The matter is placed for the approval of Board.
293-13. RESOLUTION
Considered and approved. The CEO is authorized to incur the necessary expenditure for
purchase of the Compactor on the rates quoted by Kendriya Bhandar, Dehradun.
294-14. ENGLISH MEDIUM SCHOOL TEACHERS
Reference CBR No. 244-13 dated 26-02-2013.
It is submitted that the Board has resolved to upgrade the English Medium School till
Class-IV. As per the resolution, the necessary order has been issued to appoint one teacher to the
contractor of English Medium School @ Rs. 8750/- per month as per the contract agreement.
The financial implication involved in this matter is Rs. 8750/- per month. The Board may note.
294-14. RESOLUTION
Noted and approved.
295-15. DIFFERENTLY ABLED CHILDREN SCHOOL
Reference CBR No. 160-19 dated 24.06.2013.
A School for differently abled children in the Clement Town Cantonment is required to
enable the disabled children. In this regard, the office has requested the Elected Members to
submit ward wise list of differently abled children, if any. No list has ben submitted by the
Elected Members from their respective wards till date. The Board may decide what action may
be taken in this regard.

295-15. RESOLUTION
Considered and resolved that by the next Board Meeting, all members are requested to
forward the names of differently abled children. In the absence of any such information or
children the same may be forwarded to the Higher Authorities.
296-16. APPOINTMENT OF ASSISTANT FEMALE PHYSIOTHERAPIST FOR LADY
PATIENTS.
Reference CBR No. 240-9 dated 26.02.2014.
It is submitted the Board has already approved a Assistant Female Physiotherapist for
lady patients in Hospital. It is proposed to appoint Assistant Female Physiotherapist at Rs. 5000/for a period of 6 months, which can be further extended for a period as specified by the Board.

297-17. PURCHASE OF COMBINED DESK AND BENCHES
To consider purchase of combined Desks & Benchs for Cantt. Junior School as
demanded by Principal Junior High School. The rate of said items obtained from Kendriya
Bhandar is at Rs. 2950/- each set + VAT. Kendriya Bhandar is authorized to supply demands to
Govt. Institutions / Organisations without tender process. A total of 80 desk and benches have to
be bought.
297-17. RESOLUTION
Considered and approved. The CEO is authorized to incur the necessary expenditure for
the items mentioned in agenda side.
298-18. DOOR-TO-DOOR GARBAGE COLLECTION
To consider Door-to-Door Garbage Collection and segregation in Civil area vide CBR
No. 247-16 dated 26.02.2014, resolved that due to not fulfillment of terms and conditions by 3
tenderers, an extension upto 30th April, 2014 be given to existing firm M/s Aakansha Enterprises
with rates quoted Rs 1,80,000/- per month.
In this regard tenders were invited again through Newspaper advertisement vide this
letter No. 35/CBC dated 28.02.2014 which was published on 1st March, 2014 in The Pioneer
English and Amar Ujala Hindi edition. Tender was opened on 27th March, 2014, where out of 3
tenders, 2 tenders did not fulfill the Terms and Conditions and one tenderer i.e. M/s Aakansha
Enterprises fulfilled the Terms and Conditions with rates quoted Rs. 2,55,000/- per month. The
tender has been called twice but the contract could not be awarded for the reasons above. The
Board may decide for further appropriate action.
298-18. RESOLUTION
The Board resolved that M/s Aakansha Enterprises be given extensions till 30th June,
2014. The Board also resolved to re-tender the contract of Door-to-Door garbage collection only

for ward No. 1, 2, 3 & 7. The Board also resolved that the condition that the contractor should
own four registered vehicles for garbage collection should be relaxed to two vehicles.
299-19. PURCHASE OF SHOES AND CHAPPALS TO CANTT. FUND STAFF
To consider purchase of shoes and chappals to Cantt Fund employees for the year 201415. An application has been received from Chavani Karamchari Sangh to supply BATA
Company shoes and Chappals.
BATA Shoe store, 17 Old Cannaught Place, Dehradun is willing to supply Shoes and
Chapplas to the Cantt. Board at Company price rates.

after rectification. The matter is placed for consideration of Board.

301-21. REVISION OF DEARNESS ALLOWANCE TO CANTT. FUND EMPLOYEES
To consider the Dte. Defence Estates, HQ Central Command, Lucknow letter No.
9334/DA/Uttarakhand/LCP dated 9th May, 2014 sanctioning the grant of Dearness Allowance @
100% of Basic Pay plus Grade Pay w.e.f. 01-01-2014 to the Cantt. Fund employees as per the
