Minutes of the postponed Ordinary Cantt Board meeting held on 16.09.2015 at 11.00
a.m. in the office of the Cantonment Board, Meerut.

At the outset of meeting CEO informed that the Hon’ble MP who is a special invitee
in the Board meetings has sent a letter by email questioning the holding of meeting without
giving sufficient time. CEO also placed before the PCB a letter received from 03 Elected
members namely Shri Anil Jain, Shri Dharmendra Sonkar and Shri Vipin Sodhi wherein the
elected members also, quoting Business Regulations, had stated that no sufficient notice
was given to them for the meeting. Both the letters were read out by CEO. CEO explained
the relevant regulations and informed that the provisions of Business Regulations have
strictly been adhered to with regard to the meeting. The PCB expressed satisfaction &
allowed the progress of meeting. The PCB advised CEO to send appropriate reply to the
Hon’ble MP.
The CEO welcomed all the members in the Board and commenced the meeting with
the permission of Chair.
4.
ADMINISTRATION OF OATH TO MEMBER SECRETARY
To administer oath of office and secrecy to Shri Rajeev Shrivastava, CEO on
becoming of Member Secretary of the Board in accordance with the provisions u/s 17 of
Cantonments Act, 2006.

Withdrawn and considered in Special meeting held on 01.09.2015.
5.
ADMINISTRATION OF OATH
To administer oath of office and secrecy to the District Magaistrate on becoming of
Member of the Board in accordance with the provisions u/s 17 of Cantonments Act, 2006.
5. Resolution
Shri Pankaj Yadav, District Magistrate, Meerut did not attend meeting & therefore
oath as member of the Cantonment Board in accordance with provisions under section 17
of Cantonments Act, 2006, could not be administered to him. Hence the agenda point is
pended for next meeting.
6.
ADMINISTRATION OF OATH
To administer oath of office and secrecy to Brig. JS Bishnoi on becoming of Ex-Officio
Member of the Board in accordance with the provisions u/s 17 of Cantonments Act, 2006.
6. Resolution
Brig. JS Bishnoi, SEMO took oath as Ex-Officio Member of the Cantonment Board
delivered by PCB in accordance with provisions under section 17 of Cantonments Act, 2006.
7.
ACTION U/S 26 OF CANTONMENTS ACT, 2006.
1.
To note the action taken by the CEO with the prior approval of PCB dated
04.04.2015 under section 26 of Cantonments Act, 2006 regarding approval of fee to Shri
Sanjay Jain, ASG at Delhi High Court @ Rs. 75,000/- per hearing for appearance, Rs.
15,000/- per conference + 10% clerkage over and above the abovementioned amount.
2.
To note the action taken by the CEO with the prior approval of PCB dated
08.04.2015 under section 26 of Cantonments Act, 2006 regarding extension of agreement
for next 03 months to continue the services of security guards during election period.
3.
To note the action taken by the CEO with the prior approval of PCB dated
02.05.2015 under section 26 of Cantonments Act, 2006 regarding hiring of
Bus/Car/Tentage/Lighting/ Videography/Food packets/Lunch/Breakfast/Tea etc at an
expenditure of Rs. 4,90,000/- during the election of Cantonment Board, Meerut.
4.
To note the action taken by the CEO with the prior approval of PCB dated
14.05.2015 under section 26 of Cantonments Act, 2006 regarding payment of honorarium to
polling staff deployed for election of Cantonment Board Meerut on 17.05.2015, total
expenditure of Rs. 4,69,000/-.
5.
To note the action taken by the CEO with the prior approval of PCB dated
11.05.2015 under section 26 of Cantonments Act, 2006 regarding payment of remuneration
for preparing electoral roll by the staff of the Cantt Board, total expenditure involved Rs.
47,393/-.
6.
To note the action taken by the CEO with the prior approval of PCB dated
07.05.2015 under section 26 of Cantonments Act, 2006 regarding payment of fee of Shri KV
Vishwanathan, ASG, Supreme Court @ Rs. 2.20 lac for conference and appearance.
7.
To note the action taken by the CEO with the prior approval of PCB dated
02.06.2015 under section 26 of Cantonments Act, 2006 regarding payment of contractual
staff provided to the DEO, Meerut Circle @ Rs. 10,000/- per worker to 02 skilled workers.
8.
To note the action taken by the CEO with the prior approval of PCB dated
12.06.2015 under section 26 of Cantonments Act, 2006 regarding auction of parking stand
near Nayyar Sons Lal Kurti @ Rs. 5,51,000/- per annum.
9.
To note the action taken by the CEO with the prior approval of PCB dated
27.06.2015 under section 26 of Cantonments Act, 2006 regarding expenditure of Rs. 5.00
lac for payment to M/s Ravindra Mohan Garg on account of laying of interlocking tiles in
resumed B. No. 173, Abu Lane.
10.
To note the action taken by the CEO with the prior approval of PCB dated
13.07.2015 under section 26 of Cantonments Act, 2006 regarding engagement of
Draughtsman on daily wage basis.
11.
To note the action taken by the CEO with the prior approval of PCB dated
13.07.2015 under section 26 of Cantonments Act, 2006 regarding expenditure of Rs.
45,630/- for payment to M/s Ravindra Mohan Garg on account of laying of interlocking tiles
in resumed B. No. 173, Abu Lane.

To note the action taken by the CEO with the prior approval of PCB dated
07.07.2015 under section 26 of Cantonments Act, 2006 regarding contractual engagement
of teachers for one month w.e.f. 13.07.2015 to 14.08.2015 at an expenditure of Rs.
2,45,000/13. To note the action taken by the CEO with the prior approval of PCB dated 13.08.2015
under section 26 of Cantonments Act, 2006 regarding purchase of sweets (Laddoo) for
celebration of Independence Day. M/s Ram Nath Laddoo Wale has quoted lowest rate @
135/- per kg. The total expenditure comes to Rs. 54,000/- was approved.
7. Resolution
Noted and approved.
Resolved that in respect of item at Sr. No. 7 necessary agreement be got executed
from the highest bidder at the earliest. In respect of Sr. No. 9 a detailed report regarding
executed work of interlocking tiles in B. No. 173 be put up to the PCB for information.
8.
CONSTITUTION OF CIVIL AREA COMMITTEE
To consider constitution of Civil Area Committee for Cantonment Board Meerut in
accordance with the provisions under section 47 of Cantonments Act, 2006.
Board is informed that while constituting the Civil Area Committee following
composition is to be kept in view by the Board:
(a) The Health Officer and the Executive Engineer.
(b) All the elected members of the Board.
It is also informed that the Vice President of the Board shall be Chairman of Civil
Area Committee under sub-section (2) of section 47 of Cantonments Act, 2006.
Board may consider and take suitable decision in the matter.

Board is requested to consider and approve the bills of advertisements as mentioned above.
18. Resolution
Considered. Payment of bills worth Rs. 2,32,904/- on account of advertisements is
approved. CEO is authorized to make payment. Also resolved that such matters falling within
the financial powers of the CEO need not be referred to Board. The Board also authorized
CEO to have full discretionary powers to choose newspapers for advertisement depending
on nature of advertisement to be published.

APPROVAL OF ANNUAL CONSOLIDATED ACCOUNTS FOR THE YEAR 2014-
To consider and approve the Annual Consolidated Accounts for the year 2014-15 of
Cantt Board Meerut.
OFFICE REPORT :
1.
The committee/Board is informed that the Annual Consolidated Accounts have been
prepared showing the receipts and expenditures made during 2014-15, classified under
several major and minor heads contained in the budget estimates under Rule 40 of Cantt
Account Code 1924 and have been compared with the Budgetary provisions for the year
2014-15 and balance shown in the Bank Pass Books as on 31.03.2015 and are correct.
2.
The Annual consolidated Accounts of the Cantt Board are to be forwarded to the
Directorate of DE HQ CC duly approved by the Board under Rule 41 of the Cantt Account
Code 1924.
The Annual Consolidated Accounts are placed on the table.
Board is requested to consider & approve.
19. Resolution
Considered the Annual Consolidated Accounts for the year 2014-15 are approved,
the same be forwarded to the Dte DE Central Command under rule 41 of the Cantonments
Account Code, 1924 for laying before both houses of Parliament.
20.
PAYMENT OF HOUSE RENT ALLOWANCE TO THE EMPLOYEES OF CANTT
BOARD MEERUT WHOSE SPOUSE IS ALSO A GOVT SERVENT & RESIDING IN THE
SAME HOUSE.
To consider and approve the provision of waiving earlier condition of stopping House
Rent Allowance of those employees whose spouse is also a Govt. servant & are residing in
the same house as per UP Govt GO No.V20105/G-1=01/das/2015-226/2008/TC-II dated
11.02.2015.

Board is informed that UP Govt vide GO No.V20105/G-1=01/das/2015-226/2008/TCII dated 11.02.2015 has waived the condition of earlier GO dated 15.12.1981,
28.04.2000 regarding grant of HRA to any one of the spouse who both are Govt
servant and are residing together in one house.

As per revised GO dt 11.02.2015, HRA will be admissible to both the
husband & wife w.e.f. date of issue of GO i.e. 11.02.15 and no previous cases will
be reviewed/re-considered. .

As per clause 14 of Memorandum of Settlement, the pay & allowances
(including HRA) is being paid to the Cantt Board employees at the same rate & terms
conditions as specified by the UP Govt. in r/o of State employees. Now, all such employees
whose spouse is a Govt. employee and are not allotted Govt accommodation are also
entitled to get HRA on the parity of other employees of the Cantt. Board Meerut duly
sanctioned by the GOC-in-C, CC conveyed vide Directorate DE letter No.34238/Gen dated
19.08.2009.

Board is also informed that as per GO dt 11.02.15, there is no revision in rates of
HRA only some employees ( 10 approx) whose HRA was stopped in last few years on the
basis of previous GOs dt 15.12.1981, 28.04.2000, will now be entitled to get HRA on the
same approved rates in revised pay structure at the parity of other employees of the Board.
In this connection, applications have also been submitted by 05 employees of the Cantt
Board Meerut.

Budget provision has been made in the revised budget estimates 2015-16 in the
respective heads of Establishment.
Board may consider and approve the payment of House Rent Allowance (which was
stopped earlier) to the all entitled employees of Cantt Board Meerut in terms of UP Govt. GO

20. Resolution
Considered and resolved that the payment of HRA be regulated as per UP Govt GO
mentioned in the agenda to the eligible Cantt Fund employees. Necessary approval be
obtained from the competent authority under provisions of Cantt Account Code, 1924.

Chand Pant, Jr. Grade Clerk and Smt. Kiran Sharma, Sr. Grade Clerk respectively, requesting
to grant benefit of IIIrd ACP.
Office report
Board is informed that as per the UP Govt GO No. Ve-Aa-2-773/Das-62(M)/2008
dated 05.11.2014 (which has now been circulated vide Dte DE letter No. 82562/Ruling/LC6(837) dated 24.07.2015) those employees who were not granted IIIrd ACP on completion
of 26 years service & have appointed/promoted to a direct recruitment post in class III
cadre after Ist appointment. Now, as per the UP Govt GO No. 08/2015--Aa-2-190/Das62(M)/2008TC-1 dated 03.03.2015, those employees who were appointed/promoted to the
direct recruitment post in class III cadre after Ist appointment are entitled for IIIrd ACP on
completion of 26 years satisfactory service for the date of appointment or w.e.f. 01.12.2008
which- ever is later in the same cadre of promotion post by direct recruitment.
Board is also informed that Shri Naveen Chand Pant, was appointed on 04.02.1986
on the post of Fireman on compassionate ground and after 17 years service he was
absorbed on the post of Junior Grade Clerk on compassionate ground as per sanction
accorded by the Dte of DE, HQ, CC letter No. 9892/LC6/VI dated 08.01.2003. As such, the
office had granted IIIrd ACP of Rs. (5200-20200 + GP 2800) to him on completion of 26
years service in class IVth cadre as per previous UP Govt GO dated 04.05.2010 and dated
17.11.2011.
Board is also informed that Smt Kiran Bala was appointed on 23.10.1986 on the
post of Library Attendant and after 05 years service she was appointed on the post of Junior
Grade Clerk vide Office order No. 148 dated 30.04.1991, as such, the office had granted
IInd ACP of Rs. (5200-20200 + GP 2800) to her on completion of 16 years service from the
date of appointment in clerical cadre as per UP Govt GO dated 04.05.2010 and dated
17.11.2011.
Board is further informed that the 3rd ACP in pay band Rs. 9300-34800 + GP 4200/has been sanctioned to the clerical cadre vide PD DE letter No. 34238/MRT/LC6-6/51 dated
23.01.2014 and this office had granted IIIrd ACP in Clerical cadre in pay band of Rs. 930034800 + GP Rs. 4200/- on completion of 26 years satisfactory service from the date of
appointment or w.e.f. 01.12.2008 which- ever is later.
In view of the above, benefit of IIIrd ACP of Rs. 9300-34800 + GP 4200/- as per UP
Govt GO No. 08/2015--Aa-2-190/Das-62(M)/2008TC-1 dated 03.03.2015 to the above
employees on completion of 26 years service or w.e.f. 01.12.2008 whichever is later in the

To consider & note the sanction for revision of rate of Dearness Allowance from
107% to 113% on Basic & Grade pay w.e.f. 01.01.2015 to CB Employees accorded vide

OFFICE REPORT:
1. Board is informed that proposal for grant of sanction of revision of rate of DA from
107% to 113% on basic pay w.e.f. 01.01.2015 to the employees of Cantt Board
Meerut as per UP Govt GO No./2015/Ve –As-1-1600/Das-2015-42(M)/2008 dt
08.06.2015 was forwarded to the Directorate DE CC Lucknow vide this office letter
No.104/A/Revision of DA/255 dt 17.06.2015.
2. The PD DE vide letter under reference has accorded sanction under FR 44 read with
para 14 of the Memorandum of Settlement for grant of DA W 113% on Basic &
Grade Pay w.e.f 01.01.2015 to the employees of the Cantt Boards. Further, sanction
under Rule 19 (b) of the Cantt Account Code 1924 to incur the expenditure on
payment of amount on a/c of DA @ 113% was also accorded.
3. The PD DE vide para 4 has further directed to all CEOs to first place the matter
before the Cantt Board to pay the enhanced rate of DA to employees and only after
obtaining the approval of the Cantt Board, the amount be paid the employees and a
copy of CBR be forwarded to the Dte DE.
4. Board is informed that there is financial implication on a/c revision of rate of DA is
Rs.4,81,844/- per month w.e.f.01.01.2015.

To consider for demolition of old dilapidated toilet behind Land/Building branch in the
campus of Cantt Board office.
Board is informed that old toilet behind Lands/Building branch in the campus of the
Cantt Board office is in very shabby state and dangerous for users besides it is a nuisance
also. Considering the location of toilet adjacent to the office rooms it requires demolition and
replacement at some other suitable place.
The toilet has lost its life an also it is not entered in the property register maintained
by the Cantt Board.
Board may consider and take suitable decision in the matter.

CMWP NO.15627 OF 2015 NAZIM HASSAN V/S CANTT BOARD,MEERUT &
OTHERS
To comply with the order dated 27-03-2015 passed by the Hon’ble High Court,
Allahabad in the matter of Nazim Hasssan V/S Cantt Board, Meerut & others.
Board is informed that the court vide order under reference has quashed the
order/notice dated 04-04-2008 & 24-04-2008 passed by the Cantonment Board and order
dated 09-01-2015 passed by the Appellate Authority/Jt. Director DE CC, Lucknow in appeal
No. 36 of 2014 / Nazim Hassan V/S CEO and remanded back the matter to the Cantonment
Board, Meerut with direction to consider specific objections raised by the petitioner and pass
appropriate order in accordance with law.
The order of the Hon’ble High Court was forwarded to the Appellate Authority by this
office vide letter No.Legal Cell/WP/168 dated 21-04-2015.The Appellate Authority vide
letter No.54262/LC2 dated 07-05-2015 addressed to Shri Nazeem Hasan and copy to this
office informed and fixed the appeal for hearing on 27-05-2015. The PD, DE vide letter
No.55158/Gen/LC-2 dated 01-06-2015 has advised to take necessary action as per direction
given by the Hon’ble High Court, Allahabad.

It is further informed that in the matter of serial No.2, 4,7 and 28 cases are pending
before the Civil Court, Meerut but no stay has been granted by the court. In serial No.17 the

29. Resolution
Noted and resolved that necessary notices u/s 320 of Cantonments Act, 2006 be
issued to all the offenders wherever no stay has been granted by the Civil Court/Hon’ble
High Court, giving 07 days time to the offenders to demolish/remove the unauthorized
constructions. In case of non compliance, the same be demolished by the agency of the
Board through necessary police help and expenditure incurred on demolition be recovered
from the offenders. All other administrative/legal actions as per legal provisions be also
taken and CEO is authorized to take all such actions.

MOTION

development fund in accordance with provisions u/s 119 (1) & 119 (2) of Cantonments Act,
2006 for development in Cantt area.

31. Resolution
Considered. CEO explained the Board that there is already a Development Fund
Account maintained by the Board and whenever the Govt of India, Min of Defence allocates
the funds for development, the same are kept and utilized through the said account only.
CEO also informed that Elected Members have been apprised of this separately also by the
office.
32.
ENGAGEMENT OF COUNSEL ON PANEL FOR DISTRICT COURT, MEERUT.
Reference CBR No. 9 dated 26.02.2015.
Board is informed that the Board vide CBR No. 296 dated 28.07.2014 resolved that
Shri Prashant Jain, Advocate be taken on panel of the Board on temporary basis for six
months on the same terms and conditions as applicable to the other advocates for which he
will not be paid monthly honorarium except required expenditure/legal charges.
Thereafter, Shri Prashant Jain vide application dated 30.10.2014 informed that he is
contesting more than 40 cases of Cantonment Board Meerut in various Courts as allotted to
him including case in National Commission of Minority in Delhi and also requested to
consider his empanelment as advocate of Cantonment Board Meerut on permanent basis
since July 2014.
The matter was placed before the Board and the Board vide CBR under reference
resolved that matter be deferred for scrutiny of records as well as residential address of Shri
Prashant Jain, Advoacte, thereafter the matter be put up in the next Board meeting.
The resume of Shri Prashant Jain shows his address and working experience etc. His
residential address is 195, Police Street, Meerut Cantt is shown in Aadhar Card No.
469021473592 & in experience and character certificate issued by Bar Association of
Meerut,. There is nothing in record showing his address or action against Cantonment Board
Meerut.
The counsel is regularly contesting the cases before the District Court, Meerut for
and on behalf of Cantonment Board Meerut.

Board is requested to consider and take a decision in the matter.
32. Resolution
Pended for further study by CEO. Members were of the unanimous view that the
Board should have a panel of competent lawyers/advocates who could give better results in
the interest of Board. Also resolved that payment of fee of Counsels on the panel of Board
be also considered on the rates applicable to Central Govt Counsels, as per Ministry of Law
& Justice regulations. CEO to study this and apprise the Board in due course. If necessary,
existing panel may also be enlarged by a committee set up by PCB.
33.
CONSTRUCTION OF MULTILEVEL PARKING ON RESUMED LAND OF B. NO.
173 BY MEERUT DEVELOPMENT AUTHORITY
Reference CBR No. 416 dated 26.11.2014.
To consider the letter No. 2084/VC/MDA/15 dated 06.07.2015 received from the Vice
President, Meerut Development Authority, Meerut with the request for issuing NOC
alongwith intimation of availability of land for construction of multilevel parking in 173, Abu
Lane.
The Board is intimated that the resumed land in B. No. 173 comprising Sy No.
357/1703 has been identified by the MDA for construction of multilevel parking and
construction is proposed on part of open land out of resumed land in B. No. 173. The Board
vide CBR dated 26.11.2014 has already considered the issue of Multilevel parking through
the funds of MDA to ease the traffic congestion of Abu Lane, Begum Bridge and surrounding
area.
MDA has further intimated the proposed terms for handling over the open land to
MDA for the purpose as;
1. Multilevel parking will be constructed by Meerut Development Authority and
amount for the purpose will be incurred by MDA on it’s own resources.
2. The proper operation of Multilevel parking shall be conducted by Cantonment
Board Meerut after construction of the same.
3. The 70% and 30% of the income from the Multilevel parking shall be of Meerut
Development Authority and Cantt Board respectively.
4. Above arrangement will be applicable upto 20 years.
5. The maintenance of construction and complete operation shall be done by Cantt
Board.
6. After 20 years Cantt Board shall have the right over complete income from the
Multilevel parking.
The resumed land as per GLR is classified as B-4 land comprising Sy. No. 357/1703
described as resumed site out of Sy No. 357/1751 and No. 357/1751/1 Abu Lane Sadar
Bazar, Meerut Cantt and for the time being is being used as parking. For the purpose of
multi level parking, change of purpose sanction of competent authority (MoD) shall be
required.
Relevant file alongwith letter dated 06.07.2015 from MDA, GLR extract and plan of
the site is put up on the table.
Board may consider and take suitable decision in the matter.
33. Resolution
Pended for study of the project to be undertaken by the MDA. The authorities of the
MDA be asked to submit detailed drawing and design of the project and in the next Board
meeting a presentation by MDA may also be arranged, so that Board may appreciate the
project.
CEO also informed that the execution of project will require prior reclassification of
land from B-4 to C. Resolved that simultaneously a proposal be sent to competent authority
for reclassification of land from B-4 to C and its utilization for commercial purpose through
permissible channel only after study report presentation by MDA.
34.
AUCTION OF UNSERVICEABLE STORES
To consider for auction of unserviceable stores on the charge of Cantt Board lying in
Central Stores as well as hospital/CAB Inter College/Primary Schools and other units.
Board is informed that huge unserviceable stores is lying in Central Stores and other
branches for the last more than 04 years, which has resulted into shortage of space for
keeping regular store items.
Board may consider for auction of all unserviceable stores which has already been
condemned by the Condemnation Boards formed from time to time. Similarly the old stock
of material lying in store for last many years which is not in use these days may also
auctioned and removed from the stock ledgers. A detailed list of such items is put up on the
table.
Board may consider and take suitable decision in the matter.
34. Resolution
Considered and resolved that all unserviceable stores on charge of the Cantt Board
be auctioned through a committee comprising following:1. Shri Anil Jain
2. Shri Neeraj Rathore
The committee shall also prepare MRP of the unserviceable stores and approve it
before auction. The committee shall also ensure that the items of unserviceable stores which
can be reutilized by Board in any of its civil or other works be segregated and not included
in the list of material prepared for auction.
The sale proceeds of auction be deposited in the Development Fund and used for
development works.
35.
EXTENSION OF TIME FOR SUPPLY OF STORE ITEMS.
Reference: CBR No. 67 dated 24.03.2015.
To consider the report of Store Keeper dated 21.08.2015 stating therein that
extension of time for supply of store items was approved by the Board vide CBR under
reference upto 30.06.2015.
Since, the tender for the subject work are to be done through e-tendering process as
per directions of DG DE, New Delhi. As first time tenders are to be called online, hence the
tender documents are under process and will take time to publish for online tendering. In
the mean time general store items group A to G and medicine are to be purchased as per
requirement of the office/hospital.
In view of the above, it is recommended that the time for supply of store items may
please be extended till the finalization of tenders for the year 2015-16.

35. Resolution
Considered and resolved that time for supply of store items on the approved rates
for 2014-15 under group ‘A’ to ‘G’ and medicine be extended till 1st December 2015 so that
the public works are not suffered adversely. The terms & conditions of contract/supply in
each case shall remain same as earlier. Meanwhile, the office shall expedite finalization of
process of extending before this date (01st Dec 2015). There shall be no extension of the
contract after 01st Dec only e-tendering shall be followed/adopted thereafter.
36.
REVENUE SHARING BY STATE GOVT.
To consider PD DE letter No. 56518/Points with CSUP/29 dated 04.02.2015.
Board is informed that the DG DE vide their letter No. 56518/Points with CSUP/3
dated 04.11.2013 directed the CEO Meerut that:
1. Every Board is a deemed municipality under sub-section (2) of section 10 of the
Cantonments Act, 2006 and covered under clause (e) of Article 243P of the
Constitution. However, the status of Cantonment Board as a deemed municipality
had so far not been recognized by the Government of Uttar Pradesh probably since
this issue had not earlier been taken up by the Cantonment Boards with State
Government. As a result, the Cantonment Boards have not been receiving their share
of net proceeds of State Government taxes and other grants given by the State
Government to Municipal bodies in the State. As a result, the Cantonment Boards
suffer from a weak and inadequate revenue base.
2. Though the Cantonment Boards are not under the administrative control of the State
Government, yet the residents of Cantonment area pay all taxes levied by the State
Government. They need to be treated, therefore, at par with the residents of
municipalities in the matter of receiving the share of tax proceeds.
3. In terms of provisions of Article 243 X read with Article 243 Y of the Constitution and
recommendations given by the successive State Finance Commissions, municipalities
of the State have started receiving the share of net proceeds of the taxes, duties,
tolls and fees levied by the State. Besides, municipalities are also being assigned
certain taxes, duties and fees. This is apart from Grant-in-aid given to Municipal
bodies out of the consolidated fund of the State. It was also directed to the CEO to
take proactive action to present their case of the Board before the Uttar Pradesh
State Finance Commission on top priority.
Board is also informed that the CEO Meerut had presented the case of Cantonment
Board Meerut before the Uttar Pradesh Finance Commission vide letter No. dj@jkT; foRr
v;ksx dated 05.02.2014. It is also intimated that in order to make effective submission
before the Finance Commission, The PD DE vide letter 56518/Points with CSUP/44 dated
03.04.2014 directed the CEO Meerut to collect the data on certain taxes that collected by
the concerning department of the State Govt in last 03 years. On the basis of data collected
by the Cantonment Board Meerut it is found that the State Govt of UP had collected VAT,
Entry Tax, Entertainment Tax, Stamp Duty under Transfer of Property Act and UP Excise
duty on liquor in tune of Rs. 8000 lacs (approx) against which budget may be released for
Cantt Board Meerut being a deemed municipality under clause (e) of Article 243 of
Constitution of India. In this regard, a letter bearing No. dj@jkT; foRr v;ksx/1133 dated
03.06.2014 had also been sent to the Pramukh Sachiv, Uttar Pradesh Shasan, Bapu Bhawan,
Lucknow but there was no response from State Govt of UP till date.
The PD DE vide letter No. 56518/Points with CSUP/29 dated 04.02.2015 has directed
the CEO Meerut to put up before the Board being an example the matter of Govt Telangana
issuing budget release order and administrative sanction for allocation of percentage of
share to Secunderabad Cantt Board from the funds released to municipalities considering
the Board as deemed municipality under clause (e) of Article 243 of Constitution of India
vide Lr. Roc. No. 65770-13th FC/9c/2012-13 dated 19.12.2014 alongwith annexures.

36. Resolution
Considered and resolved that the matter of sharing of revenue be taken up with the
State Govt at the level of Chief Secretary as well as Secretary local bodies, UP State Govt as
there was promise made by the UP Govt to the Cantonment Boards in the year 1990 when
the Octroi was abolished from the state of UP. The contrary recommendations of the UP
State Finance Commission stopping the revenue share to the Cantt Boards are not accepted
and efforts should be made to convince authorities of UP Govt in the matter.
Further resolved if no fruitful result comes out within 03 months a writ petition may
be filed in the Hon’ble High Court against UP State Govt in consultation with Sr. Counsels for
bringing the Cantt Board within the ambit of revenue sharing process.
Smt Beena Wadhwa, Vice President, Smt Rinni Jain, Smt Bushra Kamal, Smt Manju
Goel and Shri Neeraj Rathore submitted a letter in the matter with suggestions which is
taken on record.

Technology Meerut has quoted lowest fee for 08 courses i.e. Desk Top Publishing, Computer
Accounting, Website Designing, Data Entry Operator, Computer Teacher Training, Cyber
Security, Multimedia Animation, Auto Cad.
M/s AISECT,New Delhi has quoted lowest fee for only one course i.e. Computer
Hardware. The firm has also mentioned in the financial bid that service tax and cost
incurred during establishment of infrastructure is exclusive from fee, therefore,
lowest fee may not be accepted.
M/s Shubham Computer Education, Meerut has quoted lowest fee for 03 courses i.e.
Computer hardware ,Computer Net Working ,Mobile Repairing. The firm has mentioned in
financial bid that 14% Service Tax and Rs. 1000/- as certification will be extra from
the aforesaid fee. If we include the service tax and certification in the aforesaid fee, the
lowest fee as mentioned by M/s Shubham Computer Education, Meerut will excess from
second & third lowest bid, therefore, fee for courses i.e Computer hardware ,Computer Net
Working ,Mobile Repairing quoted by M/s Shubham Computer Education, Meerut ,which may
not be accepted.
M/s Shah Info Tech, Meerut has quoted lowest fee for 03 courses i.e. Computer
hardware ,Computer Net Working ,Mobile Repairing may be considered. M/s Zee-Net
Institute of Computer & Mobile Technology Meerut who has also quoted lowest fee for 08
courses and is also existing contractor may also be considered but the contract can not be
given to two firms. Therefore, if M/s Zee-Net Institute of Computer & Mobile Technology
Meerut submits his willingness for lowest fee for another 03 courses, the contract may be
given to M/s Zee-Net Institute of Computer & Mobile Technology Meerut, If he fails, said
chance may be given to M/s M/s Shah Info Tech, Meerut.
The existing contract has been expired on 30.6.2015 but in the interest of student,
the existing contractor M/s Zee-Net Institute of Computer & Mobile Technology Meerut
requested to continue his services till finalization of tender proceeding. The then CEO vide
order dated 30.6.2015 agreed and allowed to continue their services on existing terms and
conditions till the decision of ensuing Board meeting.

Considered and resolved that the lowest rates of fee to be charged from the students
quoted on the agenda side by M/s Zee Net Institute Computer & Mobile Technology is
approved. Necessary willingness of the said firm be obtained for another 03 courses at par
of the rates quoted by M/s Shah Infotech, Meerut as it is not feasible to permit two different
agencies. In case of refusal those 03 courses may not be introduced in the academic
session. The term of contract be kept one year.
Further resolved that the agency be asked to give concession of 50% to the children
of residents of Cantt area recommended by the members of the Board for vocational
courses. Necessary condition be incorporated in the agreement.

USE OF BHAINSALI GROUND

regarding use of Bhainsali Ground.

directed to the Manager/Principal of all educational institutions of Meerut that the college
building / play ground cannot be allowed for any type of fare, marriage functions and any
commercial purposes, if found any complaint, strict action will be initiated.
It is further informed that Bhainsali Ground is play ground of CAB Inter College and
maintained by the Cantonment Board Meerut.
The Board vide CBR No. 302 dated 21.12.2011 allowed utilization of Bhainsali

In this regard Board may consider the request of the Ram Leela Committee
alongwith the order issued by the District Magistrate/Education Department banning use of
School playground for any other purpose.

39. Resolution
The letters dated 04.06.2015 from District Magistrate, Meerut and letter dated
06.06.2015 from DIOS were read out by CEO. The CEO informed that as per GLR the said
ground is a sports ground. The Board considered and resolved that henceforth, in terms of
stipulation, the school play ground will not be given for any type of fare, marriage functions
and any commercial activity.
CEO informed that Ram Leela Committee vide letter dated 18.08.2015 has requested
for use of this ground for Ram Leela from 25.09.2015 to 31.10.2015. All the elected
members stated that celebration of Ram Leela on this ground is a very old & customary
affair and therefore Board should permit Ram Leela Committee to organize Ram Leela as
requested by the committee. It is resolved that request of Ram Leela Committee be
forwarded to the District Magistrate for his comments/views/clearance in the light of his
letter dated 04.06.2015 by which District Magistrate has imposed a ban. In case, the District
Magistrate permits the use, NOC may be issued by CEO permitting use of ground to Ram
Leela Committee for Ram Leela purpose.
40.
OPERATION AND MAINTENANCE OF PUBLIC LAVATORY UNITS
Reference : CBR No. 312 dated 21.12.2011.
To consider request dt. 31.03.2015 received from M/s Saral Sugam Seva Society
requesting the extension of operation and maintenance of seven PGLs/Urinals being
maintained through the said agency on the terms and conditions approved by the Board
vide resolution under reference.
OFFICE REPORT
The Board vide CBR under reference entrusted the work to Saral Sugam Seva Society
on the lowest rates i.e. @ Rs. 2/-per user, for three years w.e.f. date of signing of Contract
(MOU) and the contract agreement was executed on 13.01.2012.
The term of contract agreement has expired on 13.04.2015 but due to general
elections on 17 May 2015 of Cantt. Board, the tender/EOI could not be invited.
As per clause-I of the contract agreement the term of the contract may be extended
by the first party i.e. Cantt Board Meerut at its discretion.
The Sanitary Supdt. has recommended that the work of the agency is satisfactory.

The above proposal vide this Office letter No. 30/7/T/Revision of Rates/1558 dated
15-04-2013 was forwarded for gazette notification through Dte Defence Estates Central
Command Lucknow.
The Dte Defence Estates CC Lucknow vide letter dated 16-05-2013 have informed
that there was no necessity to seek approval of the Government in connection with above
referred revision of House Tax, Water Tax, Show Tax in terms of provision of Sub-Section(2)
of Section 66 of Cantonments Act, 2006 . It was also informed that the Cantonment Board
Meerut may revise rates of House Tax, Water Tax, Show Tax and Dog Tax at its level.
The CEO, further, vide letter No. Tax/Revision of Rates Taxes/122 dated 21-02-2014
had requested the Dte Defence Estates CC Lucknow to re-consider the issue in the light of
section 72 of the Cantonments Act, 2006 seeking approval of Central Govt/necessary
Gazzette Notification for the purpose.
The Dte Defence Estates CC Lucknow vide letter No. 56361/MRT/Tax/Cantt/4 dated
07-03-2014 redirected to act in the subject matter as per direction issued vide their letter
No. 56361/MRT/Tax/Cantt/2 dated 16-05-2013.
Board may consider and take suitable action to revise the rates of taxes, keeping in
view the above mentioned advice and correspondence in the matter.

ENGAGEMENT OF CONTRACTUAL TEACHER FOR CAB INTER COLLEGE &
PRIMARY SCHOOLS
To note contractual engagement of Lecturers/Asstt Teachers for CAB Inter College &
Primary Schools maintained by Cantt Board Meerut.
Board is informed that there are vacancies of Lecturer/Asstt Teachers on regular
basis as per sanctioned establishment which are not being filled up on permanent basis
besides certain sections in various classes have increased due to introduction of Nursery,
Lower KG & KG classes in Primary Schools. Therefore, to run the schools temporary
engagement on contract of staff is being made since last many years. The office has got
published a notice dated 05.06.2015 inviting applications for various posts, the interview is
yet to be conducted. Meanwhile, to carry on the schools the previously selected candidates
have been given extension w.e.f. 13.07.2015 to 14.08.2015 & 18.08.2015 to 17.09.2015 has
been granted with the prior approval of PCB dated 01.07.2015 and 14.08.2015 respectively.
Total 134 number of applications have been received from the candidates. There is
requirement of total 32 number of Lecturer/Asstt Teachers.

Considered. The CEO has informed that he has already conducted written
test/interview by having an independent interview committee and results are being finalized.

RENEWAL OF CONTRACTUAL ENGAGEMENT OF DENTIST IN CANTT
GENERAL HOSPITAL, MEERUT CANTT
To consider issue of renewal of contractual engagement of Dr. Richa Gupta, Dentist
in Cantt General Hospital, Meerut Cantt on sharing basis.
Board is informed that Dr. Richa Gupta, BDS was engaged by the Board on
04.07.2014 on sharing basis, the ratio of sharing of profit is 70:30 i.e. 70% share of Dentist
and 30% share of Board in fee. The period of engagement is over on 09.07.2015. The RMO
has recommended for renewal as the performance of individual is satisfactory.
The engagement has continued satisfactorily. Dr. Richa Gupta has requested for
renewal for another period of one year on the same terms and conditions.

REPLACEMENT OF SODIUM LIGHTS WITH LED LIGHTS IN CANTT AREA.
To consider the report dated 21.08.2015 of CEE & JE (E&M) proposing replacement
of sodium lights (Street lights) 70, 150, 250 watt and high mast lights 400 watt with that of
LED lights.

CEE & JE (E&M) have reported that the Board maintains 2297 Sodium lights of (70,
150, 250 watt) and high mast lights 400watt. The electric bill paid to the UPPCL is increasing
day by day. The replacement of LED lights will save energy as well as the there will be
reduction in electricity bill. It is suggested that initially few roads may be under taken for
replacement of LED lights and for further extension of feasibility.
The finance committee has already recommended for purchase and to install LED
lights in each ward vide finance committee resolution No. 12 dated 23.01.2015. The Board

AG 0192 (2007) staff car has been downgraded due to mechanical condition poor and
vintage and mileage completed. Vehicle has been certified beyond economical repair (BER)
by O/C Station work shop.

Board is also informed that presently Board is hiring an Innova as staff car @
54569/- per month for official use as and when required as approved vide CBR No. 326(2)
dated 30.08.2014. The Board had also resolved that proposal seeking sanction for purchase
of a new vehicle be forwarded to the GOC-in-C, CC after obtaining necessary details of the
vehicle from authorized supplier on DGS & D rates.

Accordingly, authorized dealer of Toyota was contacted who vide invoice dated
07.08.2015 has stated that Toyota Kirloskar Motor DGS & D rate contract has expired on
31.07.2015 and it will take unknown time to renew this contract. The prices of 03 models of
Innova along with details terms & conditions are provided which are placed on the table.
Budget provision is being made in revised budget estimates for 2015-16 under head A-4.

47. Resolution
Considered. Resolved that staff car UP 15 AG 0192 be auctioned due to its being
Beyond Economical Repair with due certification by Officer Commanding the Station
Workshop, Meerut Cantt. The Board noted that there is urgent requirement of staff car for
use by CEO as the existing car has become BER. A new staff car may be purchased with the
approval of the GOC-in-C, Central Command, Lucknow under rule 17 of Cantt Account Code,
1924. Resolved that instead of Toyota Innova, another suitable car may be purchased and
for the Maruti Ciaz, VDI (white colour) amounting Rs. 8,45,414.99 on DGS&D approved
rates was suggested as an appropriate car. Board authorized CEO to take further action in
this regard send proposal. Budget estimate has been made in RE 2015-16. Accordingly,
necessary proposal seeking sanction of the competent authority be forwarded to the Dte DE,
Central Command, Lucknow.

EXTENSION OF TIME FOR TENDERS OF TERM CONTRACTS/AMCs/RATE
CONTRACTS.
To consider the report of CEE dated 21.08.2015 stating therein that extension of
time for the tenders of maintenance works were approved by the Board vide CBR 356 dated
27.09.2014 & CBR No. 71 dated 24.03.2015 for execution of contracts.
Since, the digital signature has not been obtained by the designated staff for
etendering process, for which action in hand will take some more time, it is proposed to
extend the existing contracts already extended once and other contracts which are expiring
in the month of Aug & Sept 2015, by another terms of three months and till the finalization
of e-tendering process
The tender proceedings for the subject works are to be under taken through etendering process as per directions of DG DE, New Delhi. As first time tenders are to be
called online, hence the tender documents are under process and will take considerable time
to publish online and to complete the e-tendering process.
In the interest of general public and for carrying out essential works it is
recommended that the time for the tenders, AMCs and rate contracts for maintenance works
may be extended for a period of 03 months on the already approved rates of the Board for
the year 2014-15 or till the finalization of tenders for the year 2015-16.
All the contractors have rendered their willingness, which is also placed for
consideration.

Considered and resolved that time for AMC’s and rate contracts for maintenance
works are extended at the rates approved for 2014-15 till the finalization of tenders for the

expedite finalization of process of extending before this date (01st Dec 2015). There shall be

NOTE:
A decision to use vacant land of B.No. 173 for shifting the Central Parking of Abu
Lane market was taken earlier and for the time being, parking of vehicle is also being done
to some extent using Cantt Board staff at this site. However, as per GLR the land of B.No.
173 Abu Lane is B-4 land (vacant) and is under the management of Cantonment Board,
Meerut, which requires re-classification to class ‘C’ by competent authority before using as
permanent parking or for other purpose of Cantt Board.
Board is further informed that the mid road parking has been shifted but the local
peoples and the shopkeepers parked their vehicles in front of their shops and also in the
above two parking sites developed by the Board. The situation of Parking of vehicles in front
of the shops of Abu Lane created the congestion of the traffic system of the Main Road of
Abu Lane, Meerut Cantt.
However, the Board has provided parking in resumed land of B. No. 173 and other
parking slots alongwith Abu Nala approximately having one km long space and both the
parking are free of charge w.e.f. 21.06.2015. The Board has made proper lighting
arrangement, sanitary services and sufficient staff to look after the vehicles parked.
A letter dated 21.08.2015 received from Abu Lane Vyapar Sangh (Central) requesting
for opening of B.No. 180 as paid parking for customers vehicle on approved rates of Board is
also placed on the table.
The estimates prepared by Shri Arvind Gupta, JE (E&M), Shri AK Yadav, JE (Civil) &
verified Shri Anuj Singh, CEE are placed on the table.
Necessary budget provisions exist in respective budget head D2 in the original
budget estimates for the year 2015-16.
After completion of the work of urinal mentioned at S. No. 2 above the facility will be
provided to the general public on pay and use basis.

Shri Anil Jain stated that from Begum Bridge to Veer Bala Path behind Karnail
Restaurant the UP Power Corporation has encroached on Govt land blocking the road and
constructed a power station. If same is got vacated there will be smooth flow of side
parking/road. CEO informed that pending proceedings under PP Act will be expedited for
removal of encroachment. Meanwhile, PCB will discuss the matter with MD, UPPCL.

Shri Vipin Sodhi stated that he has perused the record and found that the solvency
certificate issued by the District Magistrate is of lesser amount than the amount of contract
and the same is upto the period ending Dec’15. He was of the view that at the time of
execution of the agreement the contractor be asked to submit revised solvency certificate
equivalent to the amount of contract and the validity of the certificate should also be
extended upto the end of the proposed contract.
Shri Anil Jain stated that it is normal complaint that the contractor charges higher toll
than the approved rate, in case of any such complaint the contract be terminated forthwith
and security be forfeited. CEO assured that such actions shall be taken in case complaints
are received & found true on verification, in terms of contract.

To consider highest bid of Rs.62,500/- per annum offered by Shri Rajesh Kumar for
period of one year in respect of auction of collection rights of parking charges from parking
stand at Chat Bazar, Meerut Cantt.
OFFICE NOTE
The auction for collection rights of parking charges from parking stand at Chat Bazar,
Meerut Cantt. was conducted after wide publicity in newspapers on 17.08.2015, for a
period of one year in the office of Cantt Board Meerut. In the said auction on 17.08.2015,
three bidders participated after depositing the earnest money of Rs 5,000/- (each) in which
the highest bid of Rs. 62,500/- was offered by Shri Rajesh Kumar for the said auction for a
period of one year w.e.f 01.09.2015 .The auction proceeding are entered at page No 240 in
the auction register. As per terms and conditions of auction, the highest bidder has
deposited Rs.5,000/- as earnest money and Rs.15,625/- as 25% of bid amount vide receipt
No.1838399 dated 17.08.2015 in the treasury of Cantt Board, Meerut.
The present contract was given @ Rs.59,500/- w.e.f 01.08.2015 for a period of one
year which was expired on 31.07.2015, meanwhile auction was invited after wide publicity in
newspaper on 25.07.2015 & 05.08.2015 but bidder was participated. The auction
proceeding has been taken to safeguard the financial interest of the Board. The new
contract if approved, shall be effective w.e.f 01.09.2015.

Considered and resolved that highest bid offered by Shri Rajesh Kumar @ Rs.
62,500/- per annum for a period of one year on account of collection rights of parking
charges from parking stand at Chat Bazar, Meerut Cantt. Necessary agreement be got
executed before commencement of the contract.
At this stage of the meeting Shri Vipin Sodhi requested the PCB to declare the
meeting for discussion on the agenda point No. 60 in camera. The chair agreed. All staff and
media were asked to leave the conference room.

REPRESENTATION OF SHRI ANUJ SINGH FOR ASSIGNMENT OF DUTIES OF

To consider representation dated 21.07.2015 & 13.04.2015 for assignment of duties
Board is informed that he has been divested of his duties of CEE by the Board vide
CBR No. 91 dated 26.11.2013. The Board while considering his request earlier vide CBR No.
372 dated 26.11.2014 has resolved to defer the assignment of duties till recording of
witnesses of PO is completed. All the witnesses of the department have recorded their
statement on 09.06.2015. The IO Smt Shobha Gupta, Director, DE Central Command vide
her letter dated 28.02.2015 have stated that the issue of assignment of duties is to be
decided by the competent authority as the same is not in her purview.

60. Resolution
The matter was discussed w.r.t. previous decisions taken by the Board. The CEO
read out previous resolutions and explained the contents. The present status of inquiry
proceedings was informed to Board alongwith the letter of Inquiry Officer received with
reference to previous decision of Board regarding restoration of duties to CEE. The PCB
desired opinion of Elected Members. Shri Vipin Sodhi, Elected Member was of the view that
duties be not restored to CEE quoting certain legal issues. Shri Anil Jain & Shri Dharmendra
Sonkar supported him. Other 05 elected members including Vice President were of the view
that duties be restored to CEE as it was an administrative matter within the powers of CEO.
After long deliberation, the members authorized the PCB to take a decision in the matter.
The PCB directed CEO to obtain a legal opinion from Advocate at High Court Allahabad on
the issues raised by Shri Vipin Sodhi within one week and thereafter a final decision shall be
taken by him. Shri Vipin Sodhi shall give his views in writing.

DISCIPLINARY PROCEEDINGS AGAINST DR. ANURADHA GUPTA : CLAIM

The Stn Hqr. vide letter dated 22.01.2015 nominated Col. A.K. Vaid. The inquiry
could not be completed. Meanwhile, Smt. Mamta Gupta, Elected Member of the Cantt Board
retired as member of the Board due to efflux of time of the Board. In view of the above a
new committee replacing Smt. Mamta Gupta is to be constituted.
Board is also informed that proprietor of M/s Baba Medical Store is also requesting
for release of amount vide application dated 08.05.2015. The relevant documents have
already been forwarded to the Presiding Officer of the inquiry committee.

APPEAL UNDER RULE 13 OF CFSR, 1937 PREFERRED BY SHRI VINOD
SHARMA, LECTURER C.A.B INTER COLLEGE.
To consider appeal dated 29.07.2015 preferred under rule 13(1) of CFSR, 1937 by
Shri Vinod Sharma, Lecturer C.A.B. Inter College against penalty imposed by the CEO.
Board is informed that a complaint dated 08.05.2015 was received against Shri Vinod
Sharma, Lecturer Chemistry, C.A.B. Inter College, Meerut Cantt in connection with
harassment of students studying in C.A.B. Inter College. The CEO inquired into the matter
and a show cause notice was issued to Shri Vinod Sharma. The reply dated 15.06.2015
submitted by Shri Vinod Sharma was not found satisfactory by the CEO and a penalty of
withholding of three increments with cumulative effect was imposed vide order dated 02
July 2015 upon the individual.
In addition of filing of appeal above mentioned, the individual had challenged the
order dated 02 July 2015 before the Hon’ble High Court, Allahabad through CMWP No.
48702 of 2015, Vinod Sharma V/s Cantt Board Meerut & Others. The Hon’ble High Court
dismissed the writ petition vide order dated 01.09.2015 holding that under service rules
remedy of appeal and second appeal is provided and already the petitioner has filed appeal
therefore, the writ petition is not maintainable, however, the court observed that the first
appeal will be decided by the Board as expeditiously as possible preferably within 03 months
from the date of production of certified copy of the order dated 01.09.2015.

DISCIPLINARY PROCEEDINGS AGAINST DR. ANURADHA GUPTA, LADY
RMO, CANTT GENERAL HOSPITAL (ALLEGATION OF MOLESTATION
AGAINST MOI/C).
Reference : CBR No. 25 dated 17.01.2009.
To consider appointment of new Inquiry Officer in place of Col. Savita Tevatia posted
out on permanent posting.
Board is informed that Dr. Anuradha Gupta has raised allegation against Lt. Col.
Piyush Jaiswal, the then MOI/c, Cantt General Hospital, Meerut Cantt regarding molestation.
The matter was investigated against Lt. Col. Piyush Jaiswal by a court of inquiry constituted
by the then Commander, Hqr. Meerut Sub-Area appointing Brig. Harender Singh, the then
Commandant MH, Meerut. The court of inquiry found the allegations as false against Lt. Col.
Piyush Jaiswal. Dr. Anuradha Gupta had also filed a criminal complaint under section 156(3)
of CRPC in the court of Chief Judicial Magistrate.
The Board sought legal opinion from CBLA and on the basis of opinion of CBLA the
Board resolved vide CBR No. 25 dated 17.01.2009 to serve necessary charge sheet to Dr.
Gupta. A memo of charge sheet dated 18.02.2009 was served upon the individual.
Col. Arvind Mahajan, SSO, Lands Stn. Hqr Cell, Meerut Cantt was appointed as
Inquiry Officer vide order dated 13.10.2009. He could not complete the inquiry. Thereafter,
Col. T.R. Devgun, SSO, Lands was replaced in place of Col. Arvind Mahajan vide order dated
18.05.2011. Col. T.R. Devgun also could not complete the inquiry and ultimately Col. Savita
Tevatia, Commanding Officer, 322 Field Hospital was appointed as Inquiry Officer.
Col. Savita Tevatia vide letter dated 17 June 2015 returned the file due to her
permanent posting from Meerut.

64. SCANNING/DIGITIZATION OF RECORDS
Reference:- CBR No. 77 dated 26.08.13.
To consider the scanning/digitization of 601 files containing 25,000 (approx.) pages
in phase II on pre-approved rates.
OFFICE REPORT
Board is informed that sealed tenders were invited for scanning/digitization of
records in which rates quoted by M/s Patel Microdata Pvt. Ltd. as A4 /A3 size= Rs. 3.49/-,
A2= Rs. 4.49/-, A1= Rs. 5.49/- and A0 size=Rs. 7.49/- were approved vide CBR No. 77
dated 26.08.13.
A work order for 7 lacs (approx.) pages was issued to vendor on 13.09.2013 and scanning
work was started on Nov ’13. Second work order on approved rates for 1,40,000 pages was
issued to the vendor on 20.05.2014 and the work has been completed.
Now, there are still 25,000 (approx.) pages (contained in 601 files) left which are to
be scanned/digitized as per prescribed list of documents for scanning/digitization. The
vendor has also agreed to scan/digitize the remaining 25,000 (approx.) pages on preapproved rates.

64. Resolution
Considered and resolved that remaining documents left for scanning/digitization as
mentioned on the agenda side be also got scanned/digitized through M/s Patel Micro Date
Pvt Ltd on the rates earlier approved by the Board vide CBR No. 77 dated 26.08.2013 for
which the firm has given its consent. CEO is authorized to make payment. Also resolved that
if more such documents are found in the process, the same be also got scanned/digitized &
CEO shall make payment in all such cases without reference to Board, as this is a project
work assigned to Board by DG DE.
65. ENGAGEMENT OF DAILY WAGES SAFAIWALAS
To consider engagement of 85 safaiwalas on daily wages.
Board is informed that 119 posts of safaiwalas are vacant and the same are not to
be filled up. On 17.06.2015 85 safaiwalas were engaged for 89 days, the engagement
period has expired on 13.09.2015. In the interest of sanitation it is necessary that 85
safaiwalas are engaged for 89 days w.e.f. 14.09.2015 so that the sanitary services may go
on smoothly. Board is requested grant expost facto approval for engagement of 85
safaiwalas w.e.f. 14.09.2015 for 89 days.

REPRESENTATION OF GURDWARA SATSANG SADAR BAZAR, MEERUT
CANTT
To consider representation dated 08.09.2015 submitted by Shri Gurudwara Satsang,
Sadar Bazar, Meerut Cantt regarding constructions of Public Toilet.
OFFICE NOTE
Board is informed that President Shri Gurudwara Satsang, Sadar Bazar, Meerut Cantt
has requested that there was a public toilet constructed for general public which was in very
dilapidated condition. Shri Gurudwara Committee has sought the permission to reconstruct
the public toilet on their own cost. They have also stated that the rights over the subject
property will remain with the Cantonment Board, Meerut Cantt. Shri Gurudwara Committee
has also enclosed the proposed plan alongwith photographs of old existing toilet for the area
measuring 29.71 Sq.Yards.
As per office report of Engg. Section, there was an old toilet block existing at site
and the same was being used by the general public.
Board is also informed that the site in question is classified as B-4 land comprising
Sy. No. 357/1703 situated inside notified Civil Area in Sadar Bazar, Meerut Cantt under the
management of Cantonment Board, Meerut Cantt.
Board may consider and take suitable decision in the matter.
66. Resolution
Considered. The PCB informed that B-4 land cannot be utilized for requested purpose
without reclassification. CEO also explained this rule position. Resolved that request of
Gurudwara Satsang Meerut can be accepted only after land use is changed by competent
authority. The Board asked the CEO send proposal to competent authority for
reclassification. However, the place may be used for requested purpose on temporary basis
by using portable/mobile urinal facility on need basis till land use change is permitted by
competent authority.

PREPARATION OF ANNUAL ELECTORAL ROLL OF CANTONMENT BOARD
MEERUT FOR THE YEAR 2015-2016.
To consider issue of preparation of electoral roll for the year 2015-2016.
Board is informed that annual revision of electoral roll in accordance with the
provisions under rule 10 of Cantonment Board Electoral Rules, 2007 has to be taken every
year in the month of April-May and after completion of revision work a notice is published on
1st July.
The general election to the Cantonment Board was held on 17/05/2015 and election
results were declared by returning officer on 18/05/2015. Under these circumstances work
of revision of electoral roll couldn’t be initiated. The matter was place by the office vide
office note dated 10/06/2015 before the then Chief Executive Officer who ordered that there
was no requirement of revision work.
In view of the above final publication of electoral rolls as required under rule 17(2) of
Cantonment Board Electoral Rules, 2007 couldn’t be made on 15/09/2015. The Dte DE vide
letter No. 11034/Election/2013/Cantt/162 dated 10.09.2015 had issued directions for
publication of electoral rolls on 15.09.2015, to which the office has replied by informing
abovementioned position. The Dte DE, CC said letter and office letter No. ernkrk
lwph@2015&16@347 dated 14.09.2015 are placed on the table.
Board is also informed that in such circumstances under the provisions of section
27(4) of Cantonment Act, 2006 “if new electoral rolls is not published in any year on the
date prescribed in Central Government may direct that the old electoral roll shall continue in
operation until the new roll is published”.
In view of the above the matter may be referred to the Dte. DE, Central Command
for taking it up with Central Govt for notification under section 27(4) of Cantonment Act,
2006.

Considered and resolved that matter be referred to the PD DE Central Command for
consideration if necessary the Central Govt be requested to issue orders in accordance with
the provisions u/s 27 (4) of CA, 2006 regarding electoral rolls of Meerut Cantonment Board
for the period 2015-16.
Shri Vipin Sodhi suggested that the electoral rolls of Cantonment Board should have
photographs of the voters with their name as exist in general voter list in the District. CEO
stated that under the Cantonment Electoral Rules, 2007 a proforma is prescribed & there is
no provision for pasting/printing photograph. However, the higher authorities will be
consulted in the matter.

LEVY OF CHARGES FOR USE OF OPEN PLOT OF LAND IN BC BAZAR KNOWN
AS SHAHID MATADIN FOOTBALL GROUND.
To consider to levy of charges for use of open land known as Shahid Matadin football
ground developed by the Cantt Board, Meerut situated at BC Bazar, Meerut Cantt

The Cantonment Board, Meerut has developed the Shahid Matadin Football Ground at
BC Bazar, Meerut Cantt comprising Sy. No.183/735/part classified as B-4 land admeasuring
an area 95568.5 Sq.ft , described as open plot in BC Bazar and under the management of
Cantt Board, Meerut .The said ground is being used on free of cost basis for last several
years and in some cases only nominal fee is charged by the Cantt Board, Meerut. Now, this
subject ground has been developed by the board . The ground has been described as “
open plot in BC Bazar” in the GLR and is under the management of Cantt Board. The office
proposed to levy some charges for use of this ground on use by public , to regulate its use

With the permission of chair, the CEO informed the Board about a request made
by Dr. Anuradha Gupta, Lady RMO for issue of NOC for renewal of passport. He
informed that the request for grant of NOC for renewal of passport made by Dr.
Anuradha Gupta was referred to the legal advisor for opinion as earlier her
requests were rejected by the Board and now she has made report on the
ground that her husband required medical treatment at USA and she has to
accompany him. PCB considered the opinion and found that the same is sketchy
and not clear. It is resolved that fresh opinion from counsel at High Court
Allahabad be obtained. Thereafter, matter will be considered for decision.
(ii)
The Vice President and members raised the issue of mosquito menace in Cantt
area. The CEO requested for view of SEMO. The SEMO expressed the need for
using of fogging machine in Cantt area. Resolved that fogging be undertaken
immediately in entire Cantt area in consultation with the SHO.
