MINUTES OF THE LAST MEETING: (held on 7th August 2013) These were agreed to be a true and accurate record and were signed by the ViceChairman. Matters arising from the minutes. Correspondence relating to League Referees Officer Proposal and Funding Agreement. A meeting took place on 22/08/13 to clarify all targets within the agreement. The paperwork was handed to Nick Dunn for the KFA to sign on behalf of the League. 3. CORRESPONDENCE: K.C.F.A. Ltd. League statements of player suspensions dated 21/08/13, 28/08/13 and 4/09/13 A number of players are suspended by the KCFA from the start of the season. It is important to remember to check eligibility of players if they are new to your team or if you are unsure as the suspension will have been notified to the player, League and previous club. F.A. age groups. Advice that age groups within the various mini soccer formats will again be reviewed within the SCOR for 2014-15 season. F.A. Funding for Leagues criteria for 2013-14 season. The League is eligible to apply this season to a maximum of £1,200 towards computer equipment etc.. Ian will establish needs and prioritise. CHAIRMAN’S REPORT: Not applicable 5. VICE-CHAIRMAN’S REPORT: I wish everyone an enjoyable and successful season it presents new formats and challenges so as said before please be patient and supportive things are new to us both also remember the minutes are our communication with you so please ensure all information contained therein is past on as required. Please do not assume things if in doubt please check minutes, handbook or ask also make sure you have a players completed registration before playing him/her- finally would like to thank the committee for their time and effort I know they burnt the midnight oils in getting all in place and ready for the season. Would all secretaries please remind managers of the guidance for marking referees (pages 129-130 of the KFA handbook.) Please remember a mark of 60 or lower requires a report within 7 days of the fixture and should be sent, in the first instance, to the age group registration secretary. ie; 60 and below - The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game. Vic Smith 6. SECRETARY’S REPORT: E-mail: Please ensure that the subject line of your message reflects the subject of the email. Due to the large volume of messages I am currently receiving I cannot continue to deal with messages that require me to identify the age group/division and in some cases the club. It is particularly frustrating when clubs do not identify the team properly when they have more than one in an age group. Already, I have to remind you that your club contact with the League is the club secretary. I would like to thank all these club secretaries who, like all the various League secretaries have been working like mad to ensure the administration is all in place for the start of the season on 8th September. I’m sure there are few people that appreciate the workload unless they have done the jobs and believe that it is as if by magic that everything is in place for each new season. I always maintain that on the first morning of the season the phones should stop ringing and then we have done a good job. I hope everyone involved with the MMYL, especially the players, have an enjoyable season. If you foresee any problems with Medway Council pitch sharing please let me know a minimum of 7 days beforehand. I am very disappointed in the number of corrections/amendments notified to me at late notice. I actually wrote to clubs prompting updates close to the print deadline. Please ensure that you make the necessary amendments to your booklets. The onus is on the club to deal with any problems arising from incorrect information supplied to me prior to the issue of the booklets. Chris 7. AGE GROUP SECRETARIES ALL AGE GROUPS - REMINDERS Age group secretaries will not process the following unless they are endorsed/signed by the club secretary:Requests for postponements Transfers De-registrations Non Played Fixture Forms Before the start of the season managers should check they have a registration card for every player. Do not field any player unless you have a registration card or have confirmation from the age group secretary that the player is eligible (Rule 8S). All registrations should now have an s.a.e. enclosed (Rule 8R). Registration secretaries will accept registrations until 9 p.m. Saturday, 7th September 2012 for eligibility on Sunday, 8th September but after that all registrations must be received by the appropriate registration secretary by Tuesday 9 p.m. prior to a fixture (Rule 8B). RESULT CARDS/ MATCH CARDS – send to registration secretaries NOT fixture secretaries Cards must be received by the age group registration secretary by Wednesday following the fixture. Please refer to Rule 11 for instructions regarding completion of the cards. When sending Registrations forms through can you please make sure that if there is more than one team per age group that you make sure that the full team name is written on it so I register these to the correct team. Kim Under 16 Secretary No report received 8. TREASURER’S REPORT: Please refer to Rule 5(I) regarding notice and payment of all fines and charges. Meopham Colts still have not paid fees Vice-Chairman advised he issued a charge sheet (number 21 on 8th August) for this breach of Rules 2B and 5H. The Vice-Chairman has had no reply to this charge. Decision of the Committee: That if payment is not received by Ian on Friday, 6th September 2013 by 9 p.m. at the latest the relevant age group fixture secretaries will be advised that fixtures for this club will be withdrawn and any points from those games will be awarded to opponents. League secretary to notify club in the morning. 9. REFEREES SECRETARY’S REPORT: I can only call the start up this year as being utter chaos, far exceeding anything I have experienced since I have been doing this job. Changes of venues,changes of kick off times, problems with referees. The preponderance of 1030 kick offs caused problems from the start but it now appears that clubs have not done their homework and there are not enough pitches available at this time, hence many of the changes. Hopefully all is now sorted and we can get on with playing football. Many thanks to the Rochester and District league with whom we now have a working partnership. We have been able to help each other with referees for the first week end so long may it continue. Ray 10. ASSISTANT REFEREES SECRETARY’S REPORT: I am starting this new season with a few new referees joining us, at least 9, who are going to be mentored, but then I have at least 2 Club referees who need to be mentored so a busy start is planned. During the mentoring process the KCFA state that new referees have to referee 6 matches, and of which 2 must be mentored, but I have spoken to Nick Dunn over the summer, but I am going to mentor ALL of the new referees in 3 matches, and the third will be as assistants and this cost will be met by the League. Nick has supplied me with all of the names of referees who have attended, and passed courses, over the summer so hopefully we should have a few more joining us soon. Good luck to you all for the new season. Steve Mcmanus 11. RESULTS SECRETARY’S/WEBMASTER’S REPORT: A little activity on the website with regards to recruitment this month. Still some aspects to learn from Graham before I have it all under my belt, but getting there. Eagerly awaiting the first barrage of emails on Sunday with results, so will know the role a little better in a couple of weeks time. Just a reminder for Clubs to ensure they submit their results in a timely manner. Russ 12. RESPECT OFFICER’S REPORT: I am all ready to receive and collate the referees report forms. Margaret 13. CUP COMMITTEE Dates of cup finals are to being agreed with the Garrison Ground and will be notified to all as soon as possible. Cup rounds have not been scheduled until after the Christmas break with the exception of the U/10s age group as indicated in the fixture lists. The cup draws for all age groups will take place on 6th November at Lordswood Leisure Centre at 7.30 p.m.. In accordance with Rule 25(C) the following clubs are invited to attend as adjudicators; New Road, Meopham Colts and Rainham Kenilworth Vice-Chairman and Maria to visit Aford awards next week to select trophies for this season. 14. PUBLIC RELATIONS OFFICER’S REPORT: Nothing to report 15. LEAGUE WELFARE OFFICER’S REPORT: Good Luck to all for the season. Reminder to managers they must not use under age linespersons and as regards to the Respect Campaign start as you mean to go on and hopefully will be a trouble free season Mark 16. ANY OTHER BUSINESS Futsal coaching/referees instruction event to be organised. Venue and arrangements to be confirmed to include Richard McHugh KFA. Aim to hold within first 2 weeks November. Maria agreed to collate a suitable handout. Sporting Awards U/7, U/8 and U/9. In view of the change of fixture arrangements for these age groups the sportsman awards 2013-14 will be awarded to the 3 teams receiving the highest number of votes in each age group, nominated by other clubs in the whole age group and across the whole season. This will include any teams encountered in trophy events etc. The meeting closed at 9.25 p.m.. The next MMYL Committee meeting will take place on Wednesday, 2nd October 2013 at 7.30p.m.
