Requirements to admission of an operator and rules on its exemption
from production operations at Domodedovo Airport
2013
Chapter 1. Terms, Definitions and Abbreviations
DCS – Departure Control System.
Lost&Found – baggage search service.
SGSA - Standard Ground Servicing Agreement.
SLA - Service Level Agreement.
STD – scheduled time and date of departure.
MAAS (Meet and Assist) – a category of passengers requiring individual accompanying.
MCT - Minimum Connection Time.
UM - Unaccompanied Minors.
PRM – a passenger with the reduced mobility.
AS (aviation security) – the state of civil aviation security against the unlawful interference in the
domain civil aviation activities.
Airport Emergency Plan - instructions for organizing and carrying out the rescue operations at the
airfield and search and rescue operations in the area of responsibility of CJSC "Domodedovo
International Airport".
DPT – Domodedovo Airport Passenger Terminal.
ARLN – an airline.
MASS – a multipositional airfield surveillance system.
ABHS – an automated baggage handling system.
Assistant Shift Supervisor – an assistant to an airport shift supervisor.
Airfield– a certain land or water area, including objects on its surface, such as the engineering
systems (engineering infrastructure), as well as the equipment fully or partly designed for take-off,
landing, taxiing and parking of the aircraft and other flying machines on this surface as well as their
maintenance, fenced (marked) in accordance with the design standards of the airfields (airports).
Airport –a complex of objects, including an airfield, air terminal and other facilities, the set of
infrastructure for receiving, maintenance and departure of the aircraft and other flying machines, air
freight maintenance, passengers service, cargo, baggage, mail handling provided by one or several
legal entities (operators), regardless of their organizational and legal form and ownership, and
having for these purposes all the necessary equipment, aviation staff and other employees.
BCC – a baggage and cargo compartment.
FC – flight catering.
SSP – a spring&summer period.
RW (runway) – a part of the air-strip specially prepared and equipped for take-off and landing of
the aircraft.
A/C – an aircraft.
APU – an Auxiliary Power Unit.
CA – civil aviation.
POL – petroleum, oil and lubricants.
Traffic controller of the control center – an air traffic controller of the launch and control center
"Tower", a command-and-control office of the Domodedovo center of the District Department of
Internal Affairs.
RTA – a road traffic accident.
CJSC “CAAD” – the commercial agency of Domodedovo Airport.
Civil airfield and airport infrastructure – includes the airfield infrastructure facilities, air
terminal building facilities (air terminals), utility infrastructure, centralized infrastructure facilities
of ground servicing and other infrastructure facilities (of information technologies, air safety
(perimeter fencing, patrol roads, systems), located at the civilian airfield and airport.
IMS – improved surfaces.
IS – information systems.
ATCT – an air traffic control tower.

TCA (terminal control area) - a part of the airport, including the airfield, critical areas with radio
beacon landing systems, air traffic control facilities, radio and electro lighting airfield equipment,
aviation fuel warehouses, freight terminals, warehouses for dangerous goods, as well as adjacent
territories and buildings, structures or their parts, to which access is controlled by the airport
security service.
ULO - Unclaimed Luggage Office.
PPC – a pocket personal computer.
Flying field – a part of an airfield as planned engineering facility that hosts one or more runways,
taxiways, airsides, separate parking areas for aircraft (at airfields of joint deployment and use) and
the area for special purposes.
IA – international airlines.
GH – ground handling.
TR– a taxiing route of an A/C on the airside.
PP (parking place of the aircraft) - a part of the airside (selected area on the airside), or a specialpurpose site of the airfield out of the airside, designed for aircraft parking for its maintenance,
storage.
Shift Supervisor - a senior official of the airport complex shift, providing operational management
of production activities under the daily flight plan, aviation safety management, adherence to the
technological schedule of the aircraft maintenance.
Aviation safety management – a complex of the regime-protection activities aimed at ensuring the
safety of passengers, aircraft crews, staff and other individuals located at the airport territory
(airfield) and their facilities, as well as ensuring the safe functioning of all civil aviation activities.
Provision of passenger, baggage, cargo and mail handling services – a complex of the
organizational and technological measures stipulated by the federal aviation regulations and
allowing for the air transport to carry out a safe boarding (landing) of passengers, handling, storage
of baggage, mail and cargo loading (unloading) of baggage, mail and cargo on board (out-of-board)
the aircraft.
Cargo (mail) handling – a complex servicing and (or) works on the loading (unloading), reloading
(transshipment) of cargo (mail) and (or) luggage from one mode of transport (aircraft type) to
another mode of transport (aircraft type) for transport operations in the direct and indirect
international routes, direct and indirect mixed traffic, including the movement of cargo (mail)
within the boundaries of an airfield or airport and the technological accumulation and preservation,
or transshipment of cargo (mail) without their technological accumulation from one mode of
transport (aircraft type) to another mode of transport (aircraft type).
Air traffic service (management) – a set of measures for the flight information, advisory
dispatching service (management) of the air traffic, and emergency notification.
AWP – an autumn & winter period.
GHO – ground handling operations.
Operator – an economic entity engaged in the activity at the airport under the contract with the
main airport operator.
TIF –transport infrastructure facility.
OMS - operational and maintenance service.
Passengers of a special category – a category of passengers requiring individual accompanying,
unaccompanied minors, crews, passengers who were denied in entry to the territory of the Russian
Federation.
A/CW – an aircraft wreck.
Airside – a part of the airfield, prepared and designed for aircraft placement for boarding and
deboarding, baggage, mail and cargo loading and unloading, as well as to perform other services.
Frontline staff – employees who interact directly with a client when performing their official
duties.
Maneuvering area – a part of the airfield, excluding the airside (parking area) available for takeoff, landing and taxiing of an A/C.
RA/Cs – Russian A/Cs.

TS (taxi strip) - a part of the airfield specially prepared for the aircraft taxiing and towing.
FD (Flight Director) –Head of the Domodedovo center of District Department of Internal Affairs
Flight as the branch of "MC AUVD" Federal State Unitary Enterprise "State Corporation for Air
Traffic Management in the Russian Federation.
Aviation security service — a system of security units at airports carrying out, within its remit,
the function of ensuring aviation security of the Russian Federation.
GSF – ground support facilities.
BHS – a baggage handling system.
DFP – daily flight plan.
EU – an engine unit.
The scheme of the traffic arrangement and organization - scheme for traffic organization of
the aircraft (A/C), special motor transport and mechanic means at the airfield of Domodedovo
Airport.
PTS (place of temporary sediment) – a place of the A/C temporary sediment designed for an
A/C short-term parking, with its subsequent retowing to its parking place for maintenance.
BWSR – a bowser.
TAMS – a technological aircraft maintenance schedule.
Airfield territory – the fenced (marked) land or water areas in accordance with the design
standards, as service and technical area with the airfield infrastructure facilities.
Airport territory – the territory, including both the airfield area and adjacent service and technical
area (land area or a part of water area), where the infrastructure air terminal building (air terminals),
utility infrastructure facilities, centralized infrastructure facilities of the ground service and other
infrastructure facilities (IT, aviation security (perimeter fencing, patrol roads, systems), as well as
other areas containing infrastructure facilities, managed by the Operators.

allowing to keep the records of the provided services or ensuring the

Requirements for information transmission
Operator is obliged to inform the concerned services of the airport (and other
GS participants):
- about the fact and start time of the ground handling operations;
- about the fact and final time of the ground handling operations;
- about the fact and amount of the expected deviation of the ground handling
operations and their reason (preliminary);
- immediately, as it became known, but not later than the GSO end time
according to the flight preparation plan - 10 minutes, or the set time of
resources delivery for GSO.) Adjusted reason can be given within 8 working
hours;
- about all abnormal situations during the ground handling operations.
Obligation to provide information on the production events affecting the flight
safety according to the requirements and time limits specified by The main
operator.
Participation of the Operator’s representative in the investigation of A/CW and
RTA. Unconditional execution of the system and prompt measures.

industrial hygiene, environmental protection, construction rules and
regulations, Sanitary Regulations and Norms, interindustry job safety rules,

2. Staff involved in maintenance and repair of technological equipment must
have Russian citizenship and have certification for occupational health and
safety, be provided with passes in accordance with the organization of the
access control of the airport.

exploitation.

from them prior convictions.

not possible to print the CL out of the DFP:

- The type of an A/C;

schedule;
- № of the aircraft board;
- № of the PP;
- ETA - Estimated Time of Arrival of an A/C
When issuing a CL, the Traffic controller is
obliged to put down the time of issuing the
document.
Filling the title page of the checklist (hereinafter CL)
"A/C placement to a PP." This line indicates the
actual time of arrival of an A/C to the PP. The
arrival of an A/C to the PP is the time of turning
the engine of a turbojet aircraft off; a complete
stop of the rotors of a turboprop aircraft or a

"Work of the Aviation Security Service." This line
indicates the actual time of arrival of the Aviation
Security Service employee to the PP when serving
the international flights.
"Work of the military-industrial complex,
customs." This line indicates the actual arrival
time of the border and customs squad to the PP,
and on a departure - the actual time of arrival and
departure of the border and customs squad to /

"The arrival of the crew." This line indicates the
actual time of arrival of the flight engineers, flight
attendants on board the aircraft in case of
passenger flights and the arrival of a co-pilot or
navigator to the automated control point in case of
a cargo flight.
"Passengers". The actual start and end time of the
operation is indicated. The start of the operation is
the time of exit / entry of the 1st passenger to the
passageway for boarding / unloading from an A/C.
The end of the operation is the time of exit of the
last passengers (arrival) / time of giving a drawn
up experience and inpayment records for a
signature of the crew (departure).
"Baggage." On an arrival in the line "Baggage"
the actual start and end time of the baggage
unloading operation is entered. Start of the

disembarking of the first baggage unit from the
aircraft. End of the baggage unloading operation is
the time of the last unloading operation. On a

operation. On a departure in the line "Mail" the
actual start and end time of the mail loading
operation to an A/C. Start of the mail loading

"Flight catering." On an arrival in the line "Flight
catering" the actual start and end time of the
leftovers unloading operation is entered. Start of
the catering unloading operation is the time of
pulling up of a highloader to the board an A/C.

of leaving of the highloader. On a departure in the
line "Flight catering" the actual start and end time
of the catering loading operation to an A/C. Start
of the catering loading operation is the time of
pulling up of a highloader to the board an A/C.
End of the cargo loading operation
is the time of signing the departure bill of loading
by a flight attendant.
"Cleaning of an A/C." This line indicates the
actual of start and finish time of an A/C cleaning.
Start of the A/C cleaning operation is the time of
arrival of the first member of the DEH washers
team on board the aircraft. End of the cleaning

operation is considered to be the moment of exit
of the last member of the DEH washers team from
board the aircraft.
"Aviation fuels and lubricants tanking." This line
indicates the actual start and end time of the A/C
tanking. Beginning of the A/C tanking is the time
of supply of aviation fuels and lubricants to the
A/C. End of the A/C fueling is considered to be
the time of the supply termination of aviation fuels
and lubricants to the A/C.
"A/C readiness for boarding." This line indicates
the actual time of the A/C readiness to board
passengers. Readiness to board passengers is
considered to be the permission to board
passengers received by the Agent of the airside
services given by the pilot-in-command, a
foreman of flight attendants or a Representative of
the Airline.
"Document Delivery." This line indicates the
actual time of the document delivery to the PP. In
case of delay of the documents transportation,
there is an entry indicating the reasons of the
breach of the TAMS in the column "Note".
"Passageway." Placing of the passageway is the
moment of fixing the supports for electric
passageways and passenger steps, the touch of the
A/C board for the jetways and the touch of the
artificial surface for the integral airstairs.

Retraction of the passageway is the moment of
leaving for electric passageways, passenger steps,
and jetways and the beginning of raising for the
integral airstairs.
"A/C departing." This line indicates the actual
time of beginning of the A/C movement from the
PP / start point under its own power for the
Russian ARLN. For the foreign ARLN beginning of the movement from the PP.
"Takeoff of an A/C". This line indicates the actual
A/C take-off time .The data on the actual A/C
take-off time is entered to the CL by the Operator
working with documents on the basis of the
information transmitted by the system of internal
airport alert "Berezka" or the data of the DFP.“
Filling in the page number 4 of the Checklist.
This section of the Checklist contains all
suggestions, comments, and detected violations
the A/C service, with the time and reason as well
as the facts of non-compliance with the instruction
of the Officer. In case of a flight delay, a full
written report on the reasons of the delay and a
report on the measures taken to prevent flight
delays are prepared.
