INTRODUCTION
GCLME Strategic Action Programme
This Strategic Action Programme (SAP) for the
Guinea Current Large Marine Ecosystem is
a negotiated policy document which identifies:
• policy, legal and institutional reforms and
•
investments needed to address the priority
problems of a transboundary nature
investigated in the Transboundary
Diagnostic Analysis (TDA).
Objectives, Rationale and Priorities for the
SAP
GCLME Strategic Action Programme
• The primary goal of the Strategic Action
Programme (SAP) is to mitigate or ameliorate the
current rate of environmental degradation and
restore eventually the health of the GCLME and
its natural resources.
• The SAP contains priority actions that need to be
undertaken at both national and regional levels
by a variety of stakeholders.
• Set out measurable and quantifiable performance
indicators for implementation of programme.
•

• The preparation of the SAP has been a
cooperative process among the
participating countries.

THE CHALLENGE
The real challenge is to
develop systems and structures
to address the naturally highlyvariable and potentially fragile
nature of the GCLME and its
coastal environment to:
•
reverse declines of fish
stocks
and
non-optimal
harvesting of living resources;
•
loss of ecosystem integrity
arising from changes in
community composition;

• threats to vulnerable species and
biodiversity;
• introduction of invasive alien
species;
• deterioration in water quality from
land and sea-based activities;
• harmful algal blooms;
• habitat destruction and alteration
including modification of sea bed

coasts capes and coastline erosion.
