Sam Tsima established Cometsa on the 1st August 1997, as a football develop academy in Hillbrow,
Johannesburg. The organization has since grown into a diversified development group covering

In June 2009, Sam Tsima left employment to become a full time President & Chairperson of

General Human Resources responsibilities:

Staff Management

Launched a medium term project to restructure HR in Sub-Sahara Africa in view of limited
budgetary resources. The aim was to create the capacity in the department to be able to partner
business strategically

Recruitment, especially the sourcing of candidates (introduced the non-traditional service providers
in an effort to increase competition among the suppliers of talent)

Developed HR model for Sub-Sahara Africa to respond to the diverse labour markets in the subregion. Appointed a Pan African Consulting company, Phillips Consulting South Africa, to manage
employment compliance issues and payroll administration in these countries (this was necessary
since Motorola did not have legal entities in all these countries and therefore could not employ
directly)

Retained iCAP Transformation Partners and Empowerdex advisory services to assist Motorola in
formulating the Employment Equity strategy within the context of the Broad-Based Black Economic
Empowerment (BBBEE). Worked with iCAP to formulate Employment Equity Accelerate Program
and project to address the employment gaps at all levels. Empowerdex advisory services helped
Motorola to develop scenarios at the various implementation stages of the Employment Equity
Accelerate Program

Internal communication: Develop, implement and manage internal communications plan

Established the first Motorola South Africa Employment Equity Forum as part of compliance with
the Department of Labour Code of Good Practice in Employment Equity. The Forum worked with
HR and iCAP to formulate and launched Motorola South Africa Employment Equity Charter and EE
and Recruitment Policy

Participated in the Motorola Inc Global Broad - Based Black Economic Empowerment Virtual team
to produce Motorola South Africa Equity Equivalence Program and Business Plan to be submitted to
the Department of Trade & Industry. The objective was to obtain exception from selling equity in the
Motorola Southern Africa (Pty) Ltd. Worked on the three elements of the score card, namely
Management and Control, Employment Equity, and Skills Development

Introduced the Commercial Advancement Training Scheme (CATS) to Motorola in 2005 as the very
first commercial learnership. This is the scheme that was introduced to South Africa by the Southern
African German Chamber of Commerce and Industry and its member companies in 1985. It is now a
division and the offering of the newly established Southern African German Training Services ( a
training company of the Southern African German Chamber of Commerce and Industry)

Introduced the first technical and engineering learnership, namely Engineers In Training Program
(EIT). This is the program that recruits the engineering graduates from the Universities of
Technology, Higher Universities, and FET Colleges to undergo two years of in the company
telecommunications technical and engineering training to complete their P1 and P2 practical work.

Employee relations, liaise with stakeholder, provide guidance on policies and procedures, monitor
and encourage fair and equitable HR Management practices, identify and monitor employee
movement trends, analyze issues and recommend solutions.


Fulfilled the roles of being Sub-Sahara Regional HR Manager, South Africa In-Country Manager
and In-Business HR Partner, until he decided to appoint a potential successor as HR Manager for
South Africa. Established West African HR Sub-Region and promoted the then contractor into full
employment, then promoted him from being a Nigerian HR Manager into West African Regional HR
Manager and made him report directly to the MEA Regional HR Director in Dubai.

Drafted the first Sasol Group Employment Equity Charter






This was officially signed off and launched by the then Group Chief Executive, Peter Cox
Appointed GIBS as the business school partner to Sasol Accelerated Leadership Development
Program (ALDP)
This program was for the black MBAs and Engineering graduates that were identified and appointed
to undergo an Accelerated Leadership Development Program (ALDP) to improve the management
profile of Sasol Group over time
The candidates are appointed into permanent jobs and allocated mentors and coaches for support.
GIBS appointed external mentor to give objective support.
The participants had to complete certain modules at GIBS, including international business tour to
Singapore to learn from reputable companies and institutions

Position: Group Consultant - Employment Equity and Diversity Management
Duties
 Sam Tsima was headhunted from Siemens with the specific objective to come and develop a new
training program for black high school graduates along the lines of the famous German DualTraining model ( a combination of college and in-company rotational learning). He launched the
program and called it Candidate Bank Technician (CBT). The participants and graduates of this
program were appointed in the commercial banking branches of the group
This program was so successful that today it has been given over to the BankSeta as its first
learnerhsip. Sam Developed many other black accelerated development programs at higher level,
with the total support from Absa Group Senior Leadership, including the then Group CEO, Nallie
Bosman.
Managed Absa Group Employment Equity Program:
 Employment Equity Consultation Process; Absa Group Employment Equity Forum; Drafting of
Employment Equity Plans; Consolidation and Submission of Absa Group Employment Equity
Report; Configured SAP System Planning and Reporting Module on Employment Equity, and
Member of Public Sector Banking Tendering Committee, responsible for EE Submissions for tenders
Introduced the following Affirmative Action Programs
College Partnership Program (CPP):
 Fostering relationship with the colleges and schools that supplied Absa with candidates for the
Candidate Bank Technician program.

Junior Management Training Program (JMT):
 The program introduced identified bank administrators with potential to assume supervisory roles in
the branches and regional offices to management functions and roles.
Senior Management Program (SMT):
 Middle management staff with abilities to study further were enrolled at a number of business
schools to do MBA programs and transferred to senior roles within the group, especially strategic
functions like Public Sector Banking, Credit Centres, Business Banking Centres, Corporate Banking
Division, and International Banking Division.
Heati'd The Future Program (Israel):
 Employees at the provincial head offices of ABSA with strong community work inclination were
invited to apply to for this program. This was a four months leadership development program in
Israel. The program was facilitated by the Mizrachi organization and each participating company
covered the costs. Upon return the graduates identified a project in their communities and partner in
the implementation. During the annual follow up workshops the participants report back to the
steering committee
Financial Services Training Program (FST):
 The International Foundation for Education and Self - Help (IFESH) was established by the late
Reverend Leon Sullivan (African - American Baptist Civil Right Movement activist, famous for his
The Sullivan Code) with the aim of partnering the US with the world, especially Africa in
developing skills, opened the office in Johannesburg to assist South Africa after the 1994 Democratic
elections. They chose the Financial Sector. Enrolled Absa Group in the Financial Services Training
Program that was run in partnership with the USAID, and Institute of Technology.
The Best and Brightest - African Bankers Program (USA):
 IFESH coordinated an exchange program between the African and US Banks. The South African
Bankers, including those from Absa participated in this prestigious program. The highlight of the
program was when Sam and other banking HR officials were sponsored by the USAID to undertake
a study tour of the US in 2000. The study tour covered New York, Washington DC, and
Philladelphia.
Banking Career Management Program (Kaya FM Talk Show):
 From the CBT, Sam realized that many young black South African high school graduates did not
have information on career opportunities in banking. He launched a bi-weekly banking career radio
talk show that ran over two years at Kaya FM. Sam was a co-host with Kaya FM DJs and invited
Absa bankers to the show to share the information with the learners. This contributed to a number of
young blacks joining banking industry

Absa Group Orientation Program:
 New entrants into banking, especially a big bank like Absa, found the environment to be complex. In
order to simplify their career beginning at Absa, Sam ran a monthly new employee orientation and
information sharing sessions at the Absa Group Auditorium. Even the old employees of Absa found
the sessions informative and attended the sessions. He would also do the same at the Absa TV
Channel to talk to the whole group. The program was also supported by regular articles in the Absa
Group Staff Magazine, called Abacus
International Exchange Program (Holland):
 Registered Absa in a once off exchange program with a college in Holland. Two Absa participants in
the Junior Management Training Program were sent to Holland for four months
Commercial Advancement Training Scheme (CATS):
 Absa became the biggest participant in the CATS program, with big centres being Johannesburg,
Pretoria, Durban, Cape Town, Port Elizabeth and East London
Launched the first Absa Group Employment Equity Program, and Forums:
 Each Business Unit had its own Employment Equity Forum. Introduced Provincial Employment
Equity Forums which contributed to the Absa Group Employment Equity Forum. He became the
Absa authority and spokesperson on Employment Equity, Skills Development and Diversity
Management and was nominated to be a standing member of Absa Public Sector Tendering
Committee
Participated in the following high profile tendering projects for the Government accounts:
 Gauteng Provincial Government (Johannesburg), Eastern Cape Provincial Government (Bisho),
Limpopo Provincial (Polokwane), Kwa-Zulu Natal Provincial Government (Pietermaritzburg), Free
State Provincial Government (Bloemfontein), Mpumalanga Provincial Government (Nelspruit),
Johannesburg Metropolitan Council, Tshwane Metropolitan Council, City of Cape Town Council.
External involvement:
 He was a member of the Board of the Institute of Bankers in South Africa (IOB) on behalf of Absa.
 Participated in the Inter Bank BEE Committee on behalf of Absa.
 Appointed to the Board of the Bank SETA on behalf of Absa.
 Received the Absa Group CEO (Nallie Bosman) for his voluntary soccer community development
program at the Hillbrow flatlands.
 Established a development soccer club called Cometsa which is now having volunteer projects all
over the country. It has its own website, and Sam is still its Chairman/President. It is run by a group
of volunteers.
