Qualifications




Competencies







Direct supervisor
University degree;
At least 5 years of experience communications and events
organizing, project management and coordination;
Knowledge of the UN work is an advantage;
Knowledge of Belarusian context is an advantage.
Fluency in English;
Good working knowledge of Russian (or Belarusian);
Excellent communication skills;
Excellent organizing, coordinating, planning skills;
Excellent networking skills;
Proficient using the latest versions of Microsoft Word, Excel,
PowerPoint, and mail merges; email and web searches, social
networks;
Knowledge of graphics-related software is an advantage.

General background information on the context of the engagement:
In 2015 the UN is approaching an important milestone - the world will commemorate the
70th anniversary of the United Nations’ founding. The string of commemorative events
will culminate on the 70th anniversary of the entry into force of the UN Charter – 24
October 2015. UN70 is also an opportunity to glance back upon the UN’s history and its
successes, as well as a chance to look ahead, both to the promise of the Sustainable
Development Goals, to be launched at a global summit in New York this September, as
well as to the many individual areas of positive difference.
In Belarus, 2015 is a year when the UN embarks on a journey together with the
government, civil society, and the private sector in implementing an ambitious United
Nations Development Framework (UNDAF). UNDAF 2016-2020 revolves around a
number of thematic fields: good governance, economic development, environment, and
sustainable human capital. These areas have been aligned to the priorities included in the
National Strategy for Sustainable Socio-Economic Development of Belarus until 2030.
The commemoration of UN70 in Belarus will be centered around a number of
communication and outreach activities, implemented by the Government of Belarus in
partnership with the United Nations and will conclude with a flagship joint initiative: the
UN70 Belarus Express inspired by the UNDP Beijing Express of 1995. It will involve
Government of Belarus, UN staff and a wide range of partners and stakeholders travelling
across Belarus on a special train during a week in October 2015.
The UN Belarus Express provides a chance to raise awareness about the new UN
development agenda – the post-2015 Sustainable Development Goals, as well as foster
discussions with partners and beneficiaries on issues related to the development
priorities of Belarus. An important element of the project is the involvement of both
resident and non-resident UN agencies in an outreach campaign to interact and discuss
the joint implementation of the new UNDAF, dwelling on achieved results and looking
onto the new challenges, as well as foster new partnerships and generate new ideas.
Taking into account that 2015 is officially declared in Belarus a year of youth - UN Belarus
Express will also promote broad involvement of youth in all activities, as well as support
an active participation by the UN Youth Advisory Panel (UNYAP) in planning and
implementing the initiative. UNCT and the UNYAP will also look into the participation in
the event of the UN Secretary General’s Envoy on Youth, who has previously expressed
his interest in visiting Belarus.
The UN Belarus Express will offer an opportunity to promote Belarus abroad, highlighting
investment potential and touristic attractions. The organizers of the UN Belarus Express
campaign will therefore seek to involve Belarusian celebrities, UN goodwill ambassadors,
as well as artists in joint cultural events, artistic exhibitions, concerts etc.

Objective of the assignment:
In consultation and coordination with the interagency UN Communication Group and
the UN Resident Coordinator’s Office and reporting to the UNCT the Communication
and Coordination Consultant is expected to:
 develop a full scaled visualization of the UN Express;
 prepare a detailed implementation plan, including a budget calculation and
breakdown based on the research of available opportunities;
 develop a resource implementation plan and lead its implementation.
 oversee and coordinate the timely and efficient preparation and implementation
of the UN Express initiative;
Duties:
Within the scope of their duties, the Communication and Coordination Consultant will:
 Establish close cooperation with the UN Communication Group and the UN
Resident Coordinator’s Office, liaise with its members on a regular basis to
coordinate the efficient implementation of the objectives of the assignment;
 Develop detailed visualization concept for the UN Express Initiative within two
weeks from commencement of the assignment, based on the general concept
note prepared by the UNCT, including but not limited to:
- Itinerary;
- General theme for the UN Express;
- Composition, content and thematic scope of the train;
- Role of each UN agency;
- Role and involvement of national and international partners;
- Events and activities at each of the itinerary stops (by thematic areas and
agencies);
- Logistical arrangements for the duration of the whole initiative;
- Visual support of the initiative;
- Media coverage of the whole initiative;
 Coordinate the concept with the UN agencies and present it to the UNCT for
approval;
 Develop a detailed plan for mobilizing resources for the UN Express Initiative and
present it with the UNCT;
 Lead the implementation of the resource mobilization plan;
 Calculate the budget with a detailed breakdown of the costs and present it to the
UNCT;
 Prepare a detailed Implementation plan for the event upon the approval of the
detailed concept by the UNCT upon the agreed timeline, including but not limited
to:
- a detailed description of the preparation stages;
- human resources required;
- distribution of responsibilities;

timeframes and deadlines;
financial resources required in compliance with the calculated and approved
budget;
In close cooperation with the UN Communication Group coordinate the event
visibility materials design, production and dissemination;
Coordinate the dissemination of the information about the UN Express to
partners;
In close cooperation with the UN Communication Group and the UN resident
Coordinator’s Office ensure the timely and efficiency implementation of the
developed plan, including coordinating and monitoring event timelines and ensure
the deadlines are met;
Prepare the Terms of Reference for subcontractors to provide suitable venues,
meals, equipment, other logistical and technical needs during the events related
to the UN Express Initiative in all itinerary stops;
In close cooperation with the UN Communication Group and UN Resident
Coordinator’s Office coordinate the media coverage and liaise with media outlets
prior and during the event;
Liaise with partners during the implementation of the UN Express initiative;
Coordinate the implementation of the UN Express Initiative during the actual
period of the train journey at all itinerary stops;
Report to the UN Country Team on a regular basis about the progress of the
preparation of the UN Express Initiative.

Deliverables:
1. Detailed visualization concept of the UN Express Initiative is developed and
presented to the UNCT;
2. Budget calculation with a detailed breakdown of costs is conducted and presented
to the UNCT and detailed Implementation Plan for the preparation and
implementation of the UN Express Initiative is in developed and monitored,
distribution of responsibilities, timelines and deadlines are clear and agreed upon
with the UN agencies;
3. Terms of Reference to hire subcontractors to provide all the relevant logistical
support to the UN Express Initiative are prepared;
4. Resource mobilization plan is developed and implemented;
5. The implementation of the UN Express Initiate is monitored and coordinated,
including coordination of the event management company responsible for
technical implementation, monitoring of other subcontractors performance,
liaison with the media outlets for the coverage of the event, coordination of
production and dissemination of visibility products, close monitoring of the

implementation plan at each itinerary stop.
