Minutes of the Monthly Meeting held on12th January 2015.

The Chairman wished everyone a Happy New Year.
142. Apologies for Absence. Mr. D.R. Davies and Mr. L. Thomas.
143. Declarations of Interests. The Chairman in item no. 150.
144. Mr. Paul Hinder – New 3G Field Turf Pitch.
Banwen RFC wished to replace the existing Astroturf with a new 3G Pitch
including floodlighting to the new Pitch and existing field. The lowest quotation
of the 3 sought for the Pitch work and floodlighting amounted to £108,175. The
estimated cost of a 3 phase supply from WPD was £5,600 making a total of
£113,775 including VAT (cannot be reclaimed). The cost also included a
machine for maintenance and 4 visits by a specialist maintenance company.
Mr. Hinder was preparing the application for the RFC and hoped to fund the
project from the following sources:£

Mr. Hinder requested that this Council contribute the £7,775 shortfall from reserves
with the proviso that any savings in the estimated cost of the 3 phase supply would
reduce this figure. Mr. Hinder informed Members that the new facility would be for
community use and not for the exclusive use of the RFC and he proposed that a
Community Use Agreement be set up to ensure this. The facility could also be used
by soccer/rugby clubs outside the area thus generating income for its
management/maintenance. Members suggested that this income be set aside in a
separate bank account.
At this point Mr. Hinder left the room.
Following a short discussion it was unanimously agreed that this Council contribute
£7,775 towards the project.

145. Policing Matters.
(i) A letter of introduction had been received from Joanna Williams, the new Chief
Inspector for the Neath, Pontardawe and Port Talbot area.
(ii) The clerk informed Members that a P.C. had been appointed for the Dulais Valley
based at Glynneath.
(iii) Crime statistics were no longer being received and crime maps were no longer
available on ourbobby.com. The clerk to complain to the police.
146. To confirm the minutes of the Monthly Meeting held on 8th December 2014.
It was RESOLVED that the minutes were a true record of the meeting.
147. Matters Arising.
(i) Byelaw at the Pond.
Awaiting advice from David Michael at NPT CBC.
(ii) Drop kerb at Roman Road. Awaiting a reply from NPT CBC.
(iii) Ty Maesmarchog.
A letter of thanks for the £50 donation.
(iv) R of W 34 Cross Road.
Jon Griffiths of NPT CBC and a contractor were to meet on Friday to see whether
anything could be done to improve the walking surface.
148. Benefits Fund update.
(i) Applications for co-option onto the Benefits Panel had been received from
Mr. D. Cawsey, 20 Main Road and Mr. J. Evans, 20 Roman Road. It was decided
that both be co-opted.
(ii) The next Panel Meeting is on 4th March 2015.
149. MUGA Update.
Work was due to commence on 16th February 2015.
150. Pantyffordd Hall.
(i) The rubber surfacing had been carried out. Painting of the old swing frames
would be carried out when the weather improves.
(ii) A meeting to discuss the feasibility of the Film Club had been postponed due to
the advisors sickness.
151. Clerk’s Report.
It was RESOLVED that the expenditure for December 2014 be approved.
152. Outside Bodies. No meetings attended.
Correspondence.
153. Lloyd’s Bank.
Confirmation had been received that the Chairman was now a cheque signatory.
154. Planning Matters.
None.
155. Making up of R of W 33.
The clerk had applied to the Washery Fund for £1587 as match funding for the
Benefits Fund grant application.

156. Main Road Playground.
The clerk had met with a representative of Wicksteed (the contractor at
Pantyffordd) for his advice. He saw no defects in the climbing frame as
constructed and stated that the cost of any work carried out by his company would
not be less than the £3000 quoted by the original installer. The clerk to contact
NPT CBC with a view to meeting a member of its staff experienced in the risks
involved with play equipment. The Chairman commented that any alterations to
the equipment could result in liability falling on this Council in the case of an
accident.
157. Any Other Business.
(i) The clerk to report the following to NPT CBC.

The flooding onto Main Road from Heol Bryn Seion.

The surcharging of the stormwater sewer running from Highland Cresent to
the new Ty Maesmarchog site.

The storing and burning of timber at the rear of Heol Gaer following a
complaint from a resident.
(ii) The clerk to speak to someone at Ty Maesmarchog regarding a Christmas tree
disposed of on Washery land.
