THE CHALLENGE
THE FACTS
9 million Americans are unemployed, with another 2 million who
are marginally employed.
5 million disengaged millennials are not actively seeking employment.
4 million U.S. jobs are left unfilled because of a mismatch between
the skills workers possess and those employers need.
95 percent of Business Roundtable member CEOs indicated that
their companies suffer from skills shortages.
Many industries offer workforce development solutions, such as
industry-recognized credentials, but they are not linked and leveraged
economy-wide.
4
ROADBLOCKS
BUSINESS
Businesses of all sizes struggle
to find workers with the necessary
skills to fill available jobs.
INDUSTRY
Industries have
distinct approaches
to solve the skills gap,
but have yet to combine
their efforts.
WORKERS
Workers have not
been provided with the
necessary skills and
training needed to
succeed in today’s
evolving economy.
EDUCATION
STUDENTS
Education and workforce
development are not
preparing students for
current and future jobs.
There is a chaotic
marketplace in which not
all degrees nor credentials
lead to meaningful careers.

THE SOLUTION
2
THE NATIONAL NETWORK OF BUSINESS AND INDUSTRY
ASSOCIATIONS
America needs to build a new learning and workforce development
system that prepares students for the jobs of today and tomorrow and
provides adult workers opportunities for lifelong learning.
That’s where we come in. Our mission:
To improve economic opportunity and quality of life for
Americans by better connecting the working world and the
learning world.

OUR WORK
The National Network is developing a framework of
knowledge, skills and abilities that will serve as the foundation
for success. These include:
• Identifying competencies and promoting credentials
that lead to work;
• Creating more work-and-learn opportunities across
the economy; and
• Encouraging more employers to use competencybased hiring practices.
11
OUR WORK
The National Network is connecting with working learners by:
• Providing clear information to workers about the
knowledge, skills and abilities needed to succeed in the
workplace; and
• Encouraging business and higher education institutions
to work together to create competency-based programs.
12
PROGRESS TO DATE
The National Network has developed and released tools to begin rebuilding
the outdated workforce development infrastructure. Initial tools include:
A framework of common employability skills workers need to
succeed, regardless of industry;
A blueprint for industry organizations to create standards-based
credentials; and
A guide that helps employers understand and develop
competency-based work-and-learn models (under development).
13
PROGRESS TO DATE
The National Network has encouraged incubator projects that will inform
multiple industries and provided support to members who have developed
tools to share across the member network. These include:
A video for employers on the value of credentials for the
renewable energy industry;
Upgraded health care industry and welding industry career maps;
The first competency model for the restaurant industry; and
Updated math, science and communication skills requirements
in hiring materials for the automotive industry.
14
CUSTOMIZABLE MEMBER SLIDE
[Insert something specific to your organization]
Example: The National Restaurant Association Educational
Foundation has successfully created the first-ever
competency model for the food service industry.
15
THE ROAD AHEAD
PATHWAY TO SUCCESS
INDUSTRY
BUSINESS
Employers access and advance
talent through practices that support
working learners, including a new
approach to hiring.
EDUCATION
Education and workforce development
provide industry-recognized credentials
and training programs aligned to how
businesses hire.
Industries work together
to develop a common set of knowledge,
skills and abilities.
Working and learning are integrated.
Individuals have the knowledge,
skills and abilities needed to
succeed in today’s evolving
workplace.
WORKING LEARNERS
17
BUILDING AWARENESS IS KEY
•
We need to spread the word to the education and
workforce communities.
•
We need buy-in and support from all industry associations
and employers of all sizes.
18
VISION FOR THE FUTURE
The National Network envisions a world in which students
and workers have clear pathways to learning and working in
meaningful careers, and employers have a skilled
workforce focused on performance, growth and opportunity.
