Subject: Battalion Standard Operating Procedures
1.
Effective immediately, this Standard Operating Procedure, SOP, is in effect for all staff, cadets
and students assigned to the Bulldog Battalion.
2. Any changes to this SOP must be approved by the Senior Army Instructor.
3. Recommendations for changes should be submitted through the cadet chain of command to an
Army Instructor and then the Senior Army Instructor for approval.

Training

S3 is in charge of all training in the battalion.

Cadet in charge goes to the S3 to schedule any event, or training.

S3 puts event in the training calendar after approval by Battalion Commander

Team schedules are done by the team Commanders

Special Team Commander schedules team training beginning at 2:30pm after school and end by
4:00pm

Special team practices are limited to three days per week, except two weeks before the
competition in which case the team commander can schedule training all week long. If a team
has no competition scheduled in the current 60 day period, practices will be limited to twice per
week.

Team Commanders can extend practice time beyond 4:00 PM, two weeks prior to a
competition, with the approval of the battalion Commander. (Rifle Team may be scheduled to
practice until 4:30 PM every day due to range set up). All team members should be aware of
extended practices one week prior to training.

Team practices must be scheduled one week prior to the start of the practices.

Changes to the training plan/calendar must be made one week prior to the event; i.e.
cancellations, additions, length of training.

All training will have a risk assessment completed prior to training

All training will be monitored by an assigned cadre member

S3 will determine frequency of training meetings

Rosters will be kept for all after school training by Special Team Commander or Cadet In Charge
(these rosters will be filed in the S3 files in the staff room)

Training/practices are for team members only. Cadets not involved will be asked to leave the
first time and then will be reported to the SAI for disciplinary actions.

Early dismissal or absences from training must be communicated to the Team Commander and
Cadre member responsible for the team
Training Meetings

Will be run by the Battalion S3

All Special Teams and companies will be represented.

All Staff Members will be represented.

Will be conducted at a minimum monthly.
Try-outs

Every Special team must have try-outs during the school year.

Follow the Integrated Curricular Activity Policy (Policy Letter 1) see Annex A.
Event Schedule
Battalion Communication

The Battalion Commander briefs the principal at the beginning of the school year (no later than
one month after school begins) with all known major events and objectives for approval and
discussion.
Monthly Awards Ceremonies

Monthly Award Ceremonies will be determined by the first week of school for the entire year
and recorded by the Battalion S3 on the master calendar (Sep, Oct, Nov, Jan, Feb, and Mar)

The Battalion will not conduct a Monthly Award Ceremony in April due to the CMS Awards
Ceremony

The Battalion will not conduct a Monthly Award Ceremony in May due to the end of the year
ceremony

Monthly Award ceremonies should be rotated monthly from A to B Days and morning and
afternoon so cadets do not miss the same class for consecutive months.

Monthly Award Ceremonies should be scheduled on a normal uniform wear day (Wed or Thu)

There will be only one uniform wear day the week of a Monthly Awards Ceremony. All cadets
should be in uniform for the Awards Ceremony.

Battalion Commander is responsible for the all award ceremonies.

Battalion Commander will determine the appropriate uniform for award ceremonies

The January Award Ceremony will serve as the First Semester Award Ceremony and include all
appropriate awards for the cadets
Competition

CMS Competition/Events will be treated as mandatory events and transferred to the Battalion
Master Training Calendar after receipt of the CMS JROTC Activities Calendar.

Battalion Commander and Special Team Commander will determine the appropriate number of
competitions per team by Sep 15th of the school year.

S3 will place all approved competitions on the Battalion Training Schedule

CMS events are determined by the CMS DAI office.

Additional competitions can normally be found on the 4th Brigade JROTC website under the
competition tab; http://ajrotc.us/

An additional competition on the same day as a CMS event/competition will only be approved
by the SAI.
Transportation

Transportation is requested via the CMS Intranet through non required field trips at minimum
14 days prior to event.

The primary means of transportation are CMS Activity Buses

POV’s may be utilized with the SAI approval
Event Entry Forms/Payments

Team commander and Cadre Sponsor are responsible for filling out entry forms by the desired
due date

Payments for competitions will be done primarily through the JROTC CMS financial account.

Tax ID numbers are required from the sponsor of the event for all payments to be made.

In emergencies the SAI will request payment for events by the Butler JROTC Booster Club

Team Commanders and Cadre member are responsible for all special paperwork for the
competition
Event Credits

Team Commanders/Cadet In Charge are responsible for rosters of all participants the day of the
event.

Team Commanders/Cadet In Charge will provide rosters to the S3 no later than 2 days after
completion of the event

The S3 and S1 are responsible for entering data into JUMS for event credits no later than 5 days
after conclusion of the event.

Paper copies of submitted rosters will be stored in the S3 Training files for the entire SY. (Cadet
rosters can be destroyed at the beginning of the following school year)
Uniform for Events

Team Commanders/Cadet in Charge are responsible for cadets being in the appropriate uniform

Team Commanders/Cadet in Charge are responsible for special equipment for the event (i.e.
Battalion Banner for all parades)

Cadets attending the event as a spectator will wear appropriate uniform or battalion T-shirt
after checking with the Cadet in Charge of the event.
Individual Awards/Team Awards

Team Commanders/Cadet In Charge are responsible for providing all awards to the S1 no later
than second day after completion of the event

S1 is responsible for inputting all award information into JUMS no later than 5 days after
completion of the event.

Awards will be recognized at the first available Monthly Awards Ceremony.

Special team recognition awards will be determined at the Monthly Awards Board.
Permission Slips


The S2 will prepare permission slips for all cadets participating in after school events which take
place off campus at a minimum 4 days prior to the competition or event.

Permission slips must be turned in by all participating cadets prior to the event to the Cadet In
Charge of the Event.

The Cadet in Charge of the event will maintain the permission slips until the event and
transportation is complete.

A cadet with no permission slip is not authorized to participate in the event.
Teams

There are three main teams: Marksmanship, Raiders, and Drill.
-See policy letter 1.

Athletics/Academics/Orienteering competitions are open to all cadets.
-Commanders will designate try-outs and practices.

AI’s and SAI will be assigned to specific teams to mentor throughout the year as the team
sponsor.
Service Learning
Requirements

The Battalion will perform a minimum of 1 Service learning project per School Year,
which directly affects the Battalion, School, and community.

SAI is required to update the project status on JUMS throughout the project for proper
credit

Approval of the Service Learning Project must be sought through the cadet Battalion
Commander, SAI, principal, and appropriate community leaders if necessary.

Wall of Fame: An annual induction is conducted by the battalion for all Butler
graduates who have provided photo and graduation dates from AIT, WO school, or
commissioning source. Ceremony normally conducted during 1st semester awards
ceremony.

Pictures must be received no later than the first week of January

SAI orders gold plate for service member

SAI orders 3x5 frames for cadet painting
2. Memorial Garden: The memorial garden must be checked at least once per month for
needed updates and revisions. If an update is in order, a community service event must
be scheduled by the community service coordinator, AI/SAI, an S3.

If an individual passes and is to be added to the brick walk, the SAI orders the
brick from Polar Engraving

The Battalion will coordinate the appropriate time and date to add bricks to the
walk
Battalion Logisitics
Uniforms
Army Service Uniform

The preferred uniform and main uniform for cadets will be the Army Service Uniform or ASU.

The authorized headgear for the ASU will be the gray beret

Unless stated by the Battalion Commander, the uniform will be the complete ASU with necktie
for boys and neck tab for girls(Class A Uniform).

Cadets will wear the uniform in accordance with all guidance stated in CC Reg 145-2.

Wear of ribbons, awards, and medals will be in accordance with CC Reg 145-2 and the CMS DAI
Awards Guidance.
Army Combat Uniform

Raider Team cadets are authorized to wear the Army Combat Uniform (ACU) with Tan boots for
practices after school, demonstrations, and competitions.

Marksmanship Team cadets are authorized to wear the ACU for practices and competitions.

Cadets attending JCLC will wear the ACU with Tan boots.

Color Guard members are authorized to wear the ACU for special ceremonies when approved by
the SAI.
Battalion Special Clothing


T-shirts and Sweat shirts will be made available for cadet purchase each school year. Cadets are
encouraged to purchase so that the battalion can wear similar clothing for special events.

Special Teams can purchase authorized (for certain competitions) uniforms or uniform parts for
their team members.

Drill Team Cadets will be authorized to wear Drill Team Polo Shirts and/or Jackets the week of
competitions and uniform inspections by the team so that dry cleaning costs are kept at a
minimum for drill team members.

The battalion will provide athletic shirts for cadets during athletic competitions.
Cords for Uniform

Awarded annually to cadets after participation in the specified activity. The cord is worn during
the SY when the cadet is an active member of the specified team/organization.





The ARC will be a permanent award once received by the cadet.

Arcs will be worn IAW with CC Reg 145-2 on the right breast of the Class A Uniform.


INSTRUCTOR
1. Directs new cadet to complete personal data sheet (see Annex B)
2. Must inform S1 of new cadet
3. Provides S1 with name, student ID, and personal data sheet immediately upon
completion to the S1 In Box in room 519
S1
1. Provides each instructor with an in-processing packet for newly assigned cadets after
the SY begins.
2. Gives instructor Privacy Act/Health Statement for new cadets to complete after entering
personal data into JUMS. (see Annex B-2)
3. Informs battalion staff of new cadet (Admin update during staff call)
4. Assigns cadet to a company
S4
1. Issues new cadet a uniform within 5 calendar days
2. Enters information into JUMS
3. New cadet and parent/guardian signs hand receipt within 5 days of receipt of clothing
(see Annex C)
Out-Processing

Instructor receives notification regarding dropped cadet

Instructor provides lists of dropped cadets to the S1 by COB of the school day.

S1 dis-enrolls cadet from JUMS, and Battalion Roster. Also eliminates Health Statement and
Privacy Act from S1 files.

S4 does inventory of uniform for the dropped cadet, and settles discrepancies. Eliminates hand
receipt from S4 files.

Uniforms turned into Registrar must be immediately inventoried for completeness by the S4 or
Instructor if S4 unavailable.

School Financial Secretary is informed of all uniform shortages within one school day of dropped
cadets so a financial hold may be put on their student ID.
Cadet Discipline
Discipline (School Punishment) (Merit/Demerit System)

If cadet gets disciplinary action at any point throughout the month, he/she is automatically not
eligible for promotion/awards that month.

Instructors are responsible for monitoring and providing the list of all disciplinary issues of
cadets to the Battalion CSM on promotion/awards board.

The cadet Battalion CSM will maintain the Merit/Demerit monthly status for all cadets.
Battalion Awards Program

All awards will be administered IAW CC Reg 145-2 and the CMS Order of Precedence guidance.

Awards will only be presented during Monthly/Semester/Annual Awards Ceremonies or by the
direction of the SAI or Cadet Battalion Commander.

Monthly Awards Boards will be conducted by the Cadet Command Sergeant Major.

Criteria for earning awards is IAW CMS JROTC Cadet Award Precedence unless specified below:
N-1-7: Cadet of the month ribbon awarded monthly to top cadets approved by the
Cadet Battalion Commander. Award can be received only once per year.
N-1-8: Awarded annually to top performing cadet in specific event (i.e. CMS Volleyball)
by Team Commander
N-3-14: Awarded annually for 12 hours of Community Service. Credits given in JUMS
for every 6 hours of service.
N-2-5: Awarded annually to a cadet who performs in a staff role or function in an
exceptional manner. Cadet does not have to be a Staff Member.

N-4-1: Awarded annually to cadets for marching in 2 parades.
N-4-4: Awarded to top 3 cadets who generate the most income during a battalion
fundraiser. Award can be received only once per year.
BULLDOG AWARD: Awarded annually to the most outstanding Senior Cadet in the
battalion. This cadet exemplifies excellence in the classroom, battalion operations, and
the community. Voted on by the Awards Board and Instructors at the end of the SY.
Promotions

Battalion Commander will establish promotion criteria for cadet enlisted personnel prior to the
beginning of the school year.

Battalion Command Sergeant Major will run the promotion program

Promotions will be done monthly in an organized Promotion Board

Enlisted cadets will not be promoted in consecutive months.

Promotions will be conducted during the monthly Awards/Promotion Ceremony. No promotion
will take place otherwise unless the Senior Army Instructor and Cadet Battalion Commander
approve.

Promotions and ranks will be done IAW CMS DAI Policy and CC Reg 145-2 as far as rank eligibility
by LET Level. Highest ranks for LET Levels are as follows; LET 1—SGT (E5), LET 2—CPT (O3), LET
3—MAJ (O4), and LET 4—LTC (O5).

Cadets being moved into new positions at the beginning of the School Year (Squad Leader,
Platoon Sergeant, Platoon Leader) will be promoted at the beginning of the SY by the Battalion
S1 after the Battalion Commander approves. These promotions should take place prior to the
first Awards Ceremony.
Demotions

The Senior Army Instructor is the only individual who will demote cadets.
School Communication
Principal:


Informed of all external agencies coming to the JROTC Battalion
Pledge:

S5 is in charge of morning announcements and pledge of allegiance for school.

A list should be made available to instructors and the cadet chain of command on who will be
doing the pledge each day

The S5 will coordinate with the main office to find out what days the pledge will not be done;
i.e. Finals, ACT Test Days, etc.

Cadets performing the pledge should take the pledge book with them the morning of the
pledge.

Cadets performing the pledge should have materials and be ready by 7:10am
Battalion Newsletter:

Written by the S5

Goes out on the last day of the month and is emailed to all booster club members.

Appearance and material of the newsletter is left to the discretion of the S5
Website:

The S5 updates Weekly Announcements on the battalion WIKI page:

S5 receives signed/approved message(s) from the Battalion Commander or other Battalion


S5 is responsible for all recruiting events

The battalion will visit all feeder Middle Schools at least twice during the academic year.

Organizer gives to S1 to put into JUMS

Organizer must be present at Awards Board to present list of Participants
Outside JROTC

In order to receive credit for recent community service independent of the battalion, cadets
must bring a signed document from the leader with the number of hours completed

Cadet must bring this to the S1

S1 reviews community service document with Battalion Commander and SAI for credit.

Memorandum For Record
Subject: POLICY LETTER #1, Cadet Participation in Integrated Curricular Activities
1. The purpose of this memorandum is to clarify to all JROTC Cadets in the Bulldog Battalion the
policy on cadet activities outside the classroom.
2. In accordance with JROTC Curriculum and US Army CC Regulation 145-2, the Bulldog Battalion will
field teams in Drill, Marksmanship, and Raiders during the school year.
3. The instructors and cadet cadre will create an atmosphere to maximize cadet participation in all
Integrated Curricular Activities.
4. It is now necessary with the best interest of the battalion, to increase cadet participation, and to
make sure cadets do not “MAJOR” in JROTC that I will limit the number of teams cadets may
participate during Integrated Curricular Activities to one team out of the three mentioned in #2. This
policy does not include athletics, academic competitions, or book study events.
5. Cadet Team Captains will hold tryouts in a reasonable amount of time after the beginning of
school, but not to exceed 60 days. Rosters will be verified by NCO Mentors, signed by Team Captains,
and presented to the C/Battalion Commander for approval and the Senior Army Instructor. Team

Captains can run two rosters for their teams, both an A and B Roster if it does not jeopardize filling
another team within the battalion.
6. Cadets who make a team after tryouts are obligated to that team through the school year. Cadets
should consider this commitment prior to trying out for any team. There will be no additional tryouts
during the school year unless approved by the Senior Army Instructor and C/Battalion Commander.
7. Cadets failing to fulfill their obligation with one team will not be authorized to participate with
another team without the Senior Army Instructor’s approval. Cadets who do not fulfill their
obligation with one team will not be considered for any type of award, to include Varsity Letter, with
the new team.
8. This policy is effective immediately.

MERIT/DEMERIT SYSTEM
Chain of Command Level of Authority:
Battalion Commander: Allowed to give merits or demerits to any cadet within
the Battalion.
Command Sergeant Major/ Company Commanders: Allowed to give Merits or
Demerits to any cadet within the Company level.
Executive Officer: Allowed to give merits or demerits to any cadet in the
coordinating staff and at the company level.
Battalion Staff: Allowed to give merits or demerits to any cadet below the rank
of Captain.
Company Executive Officer: Allowed to give merits or demerits to any cadet at
or below his/her rank.
Company 1ST Sergeant: Allowed to give merits or demerits to any cadet at or
below his/her rank.
Platoon Leader: Allowed to give merits or demerits to anybody at or below
his/her rank, or at the platoon level.
Platoon Sergeant: Allowed to give merits or demerits to any cadet at or below
his/her rank, or at the platoon level.
Squad Leader: Allowed to give merits or demerits to any cadet below his/her
rank, or in his/her squad.
Team Commanders: Allowed to give Merits or Demerits to any cadet in his/her
Team, at the time of practice or competition.
-IMPORTANT: Battalion Commander may pardon one cadet of all his/her
demerits once per semester.
- A cadet is not allowed to give herself/himself a merit or demerit.

Distribution of Merits/Demerits
Battalion Commander: 50 merits and 50 Demerits monthly
Command Sergeant Major/ Company Commanders: 40 Merits and 40 Demerits
monthly
Executive Officer: 40 Merits and 40 Demerits monthly
Battalion Staff: 35 Merits and 35 Demerits monthly
Company XO/ Company 1st Sergeant: 30 Merits and 30 Demerits monthly
Platoon Leader: 25 Merits and 25 Demerits monthly
Platoon Sergeant: 20 Merits and 20 Demerits monthly
Squad Leader: 15 Merits and 15 Demerits monthly
Team Commanders: 30 Merits and 30 Demerits monthly
- If by any means a cadet passes his/her amount of merits or demerits the
CSM may choose which merit or demerit to delete so that the cadet
doesn’t pass his/her amount of merits or demerits for the month.

Merit/Demerit Transference Chain of
Command
Battalion Commander gives the report slips straight to the CSM, than to the S1
CSM gives the report slips straight to the CSM, than to the S1.
Battalion Executive Officer gives the report slips straight to the CSM, than to
the S1.
Battalion Staff gives the report slips straight to the CSM, than to the S1.
Company Commanders gives report slips straight to the CSM, than to the S1.
Company XO, and 1st SGT. Give report slips to his/her respective Company
Commander and then it is given to the CSM, than to the S1.
Platoon Leaders and Platoon Sergeant give report slips to his/her respective
Company Commander and then it is given to the CSM, than to the S1.
Squad Leader gives report slips to the Company Commander and then it is
given to the CSM, than to the S1.
Special Team Commanders give report slips straight to the CSM, than to the S1.
-The report slips must be given to the S1 before there is a promotion/award
board meeting.
-If the report slips are not given before the promotion/award board meeting, the
report slip is deleted. The report slips are not allowed to pass from one month to
the other.

Uniform Merits
Correction of uniform (2 merits) (Except on Check-Ins)
Outstanding appearance (3 merits)
All check-ins for the whole month (3 merits)
Cadet does pledge on the TV or Award Ceremony (1 merit) (Done by the
Standards) (Given by cadet in charge)
-Description of correction of uniform: If a cadet sees another cadet fixing the
uniform or helping another cadet with any uniform issues, if the cadet can,
he/she must give the cadet a merit.
Uniform Demerits
Improper wear of uniform (3 demerits each)
- No Hat (In any Formation)
- No tie
- No belt
Cadet does pledge on the TV or Award Ceremony (1 Demerit) (Not done by the
Standards) (Given by cadet in charge)
Poor Appearance (3 Demerits)

Awards for Merits
Uniform pass (when cadet reaches 15 merits)
Promotion (wavering the monthly rule) (When cadet reaches 35 Merits) (up to
C/MSG)
Most merits for the Year award (Undefined)
-Description of most merits for the year award: One cadet in each LET level
with the most merits in his/her LET level class receives a commendation ribbon
at the end of the year.
-Description for Promotion: The cadet is eligible to get promoted two months in
a row but still has to comply with all the other promotion standards.
-Merits are not reset every month.
Punishments for Demerits
No promotion for the month (When cadet reaches 15 Demerits)
Demoted one rank (Except Officers) (When cadet reaches 20 Demerits)
-Demerits reset every month.
Rule
A cadet who falsifies a merit or demerit by giving it to himself/herself or
someone else using the name of some other cadet without his/her consent, will
get removed from his/her leadership position and demoted four ranks. If the
cadet is not in a leadership position, the cadet is demoted four ranks and is not
allowed to get promoted for the next two award ceremonies.

Extra-curricular Activities Merits
Attend New Cadet Orientation (3 Merits) (Given by cadet in charge)
Participate in parking (2 merits) (Given)
Assist an instructor (voluntary) (2 merits)
Try-out for a JROTC Special Team (1 merit) (Given)
Winning a Competition (1 Merit) (All Competitors)
-Description for trying out for a JROTC Special Team: Any cadet trying out for
a team must be given a merit by the team commander, even if the cadet doesn’t
make the team.
-Description for assisting an instructor: It is the cadet’s responsibility to
describe the assistance given to the instructor and have the instructor signs off
on it. Than the report slip is given straight to the S1 by the cadet.
Extra-curricular Activities Demerits
Failure to show to an event (3 Demerits)
Quitting a team (No Promotion)
-Description for failure to show to an event: If a cadet signs up to participate in
an event (Service Learning Project, Christmas Party Decoration, Rifle Team
Detail, EST.) and doesn’t show up, the cadet in charge of the event must give
him/her a demerit. (This may be waived if the cadet has a reasonable excuse;
this is at the discretion of the Cadet in charge.)

Tutoring another cadet (2 merits)
Dedicated/Motivated cadet (2 Merits)
Outstanding Leadership (3 Merits)
-Description for Dedicated/Motivated cadet: A cadet that shows dedication or
motivation in the program by trying out for many teams, doing community
service repeatedly, staying after school to help out the instructors or another
cadet in any way.
-Description for Outstanding Leadership: Any cadet that has accomplished a
goal for the program by influencing others to follow him, and using teamwork
as a way to achieve the goal.
Behavior Demerits
Insubordination/Disrespectfulness (3 Demerits)
Improper Conduct in uniform (2 Demerits each)
- Cursing
- Insulting
-Description for Insubordination: Within reason of the Battalion standards, and
the conjunction with a witness, any cadet who provides an attitude harmful to
the general welfare to the corps of cadets.

A cadet takes over formation (2 Demerits)
-Description for a cadet taking over formation: If a cadet takes over a formation
when the cadet in charge is not present, than the cadet suppose to be in charge
must give the cadet that took over 2 merits

ROUTINE USES:Used to comply with U.S. Army requirements to provide a chronological record of the cadet's progress in Junior
ROTC.Information is used to prepare the following: school transcripts, promotion/reduction orders, awards and decorations. It is
also used as a record of positions held, extracurricular activities, parental permission, and physical condition.
Information is used as the basis for preparing Cadet Command Form 134-R (Certificate of Training)

Disclosure of some information is voluntary, other is mandatory; failure to provide mandatory information would result in
