A SELECTED BEST PRACTICE EXAMPLE: PROMETEUS PROJECT, ROMANIA
Romania: social economy realities
Social economy – a new old field
•History
of SE in Romania before 1989 Revolution (1835 – one of the first
form of SE in Romania; 1885 – crowd source investment applied by Literary
Society “Romanian Athenaeum” – national public subscription “Give 1 Leu
for Athenaeum”)
• SE concept has been launched in the public arena in Romania by the
European Social Fund - Operational Programme for Human Resource
Development.
•SE actors: associations, foundations, coops, credit unions, sheltered
workshops
•CIRIEC report 2012:
a country with scant or no recognition of the
concept of SE, Romania has a rather small ratio of paid employment in the
social economy compared to total paid employment - of 1,77% of
workforce employed
•a long debated draft Law on Social Economy; to be adopted in 2014
Romanian social entrepreneurs
needs:
•To
understand the sensibilities of the concepts –
social entrepreneurship/social economy/social
business – social enterprise
• To position themselves in Romanian social
economy; to be visible
•To gain experiences from other European social
entrepreneurs; to embrace more models of SE;
• SE Models: replication vs adaptation vs
creativity?
• Start-up funding
•To understand economic dimension of social
business/social enterprises
• Support for economic sustainability on long
term
