Guests
a. Dr. Francisco Cigarroa, University of Texas System Chancellor
i. Introduced by Cameron Crane. SG is very important. Both Preisdent of Health
science and as chancellor, SG voice is always very important in deliberations. All
about students. Halls inspire you to do very best. The sacrifice for those who
support you is also very important. Speaking from the heart tonight. Hard to
believe 6 year tenure is coming to end. Handing keys to Adm. McRaven.
Amazing how time goes by. In order to excel in administration, you have to set
priorities. System is so large. Has my tenure made the system better? Brought
together presidents of all campuses together to add value to UT. 5 themes- All
the campuses are very different. Everyone agreed that we need to position UT
Austin as the finest public institution in the nation. Needed to improve the
health of texas. UT Austin/TAMU can’t be the only 2 research intensive public
schools in the state. Need the others to become AAU universities. Plant a larger
goals in south texas. Underserved area. Become leader in energy and engineering.
Well, what did we do?- In order for UT Austin to succeed, needed a school of
medicine. Key ingredient. Facilities of Cockrell school of engineering were
diminishing- risked losing competitive edge. Got board of regents to make long
term commitment to school of medicine- $25 mil perpetuity + $5 mil faculty
recruitment. Didn’t expect tuition bonds to fail- board needed to support
Powers. Need data and facts. In order to meet demands, we need addl 9000
engineers for the next few years. Board unanimously approved. Utilized reports
as means of getting legislature to support South Texas medical school efforts.
Have improved health of Texas. Have to support all schools- instill competitive
spirit between institutions. Board matched philanthropic gifts. Want AAU

institution outside of Austin/TAMU. Plant large flag in ST- divorce between UT
Brownsville and local community college. Panhandle/Brownsville not eligible for
permanent university funds. Need to execute our visions. After 3-4 hours of
deliberation, parliamentarian says to create new university. Combine universities
under 1 umbrella and get 2/3 approval from Legsilature. Able to get legislature
to get united on this front and voted unanimously. Educate more engineers.
Establish energy research group in Houston. I’d like to step down when you find
a recruitment. Will be director of pediatric transplant center in San Antonio.
Bystanders, enhance safety, great place to teach and do research. Keep tuition
below CPI. Q/Patrick- what focuses will set apart Dell from other medical
schools across state? Starting from scratch- when I walk into this room, what is
the physiological response? Learn vision, hearing, brain synthesis, pathologyinterdisciplinary. First med school built at existing AAU in 7 decades. Can take
courses at other colleges at UT Austin. Be great leaders in academic medicine.
Austin zone of innovation. Q/Cavazos- thanks for ST initiatives. What do you
see for UT RGB in future? Hope all enhance aspirations. Aim high, raise the bar.
Recruit great faculty. Dean of medical school is having a ball with all efforts.
Energized a community. Q/Rosales- UT Austin focal point. How do we bring
student talent to level of Ivy league? Want a diverse student body. Faculty needs
diversification too. Inadequate when you look at level of deans/presidents. Want
kids to pursue careers in education administration. Q/Nalley- What are
McRaven’s greatest challenges? He’s got a full glass- needs to work with
Legislature. Rebuild bridges. Gets to find Bill Powers’ successor. Build on great
things he did. Beautiful challenges. Q/Sacks- expansion of research beyond UT
Austin? About scholarly contributions AND education. Want frontline research.
Emerging universities. Support campuses that don’t get lots of state supportboard has to allocate funds as their lifeline.
Open Forum
a. Marsha Reardon- new to UT and Austin. Student Philanthropy Coordinator and Special
Campaigns. Thanks Day November 6th. Will have cool things for you. Get involved in
social media. 10-2 at Gregory Plaza. If UT Austin relied on tuition only, it wouldn’t last
past November. You’ll get a t-shirt if you’re an ambassador. Leaving handouts for you.
Shoot me an email or call.
b. Max Williams- SComm is bad. Lee Leffigwell message- lots are deported because of
political problems. Most deported are not violent criminals. Unnecessarily reduces
revenue.
c. Brandon Lonn- Latino Jewish Coalition- speaking about SComm. If you look back at
your family lineage, your family was probably a stranger in a foreign land. Provided
opportunity and safety. It doesn’t practically help either. Secure community undermines
trust between police and immigrant community.

all this. Q/Barth- who drew the legal conclusions? Court of NW US circuit. One
includes a UT law professor interpreting SComm. Q/Crane- Ut Board
Rules/Reg- Member Max Patterson can’t put to vote by attaching title. Also, not
directly University-related issue. Requires “not opinion of UT” statement.
Instilling of fears on this campus because many aren’t willing to come forward.
Focusing on working on issues- intent of ensuring student representation.
Students are terrified of committing minor violations that can cause deportation
to faraway countries. If we’re not the voice of students, who is. First Whereas,
voice of students in assembly are not the beliefs of the system. Not putting an
end to this legislation- point of order- structurally wrong with legislation.
Commissioner’s court- would push it afterwards- would we be able to talk about
before committee. Speaker- will consider fast track at later date. Point of order
has been removed. Q/Vaughn- approx. how many are affected on UT campus?
Demographic/age based breakdown. Have not been able to find that data
because not all coming forward. Examples of students here at UT, Daily Texan-

more than 5 are directly here. Need to take action because of magnitude.
Q/Vaughn- was Obama specifically talking about Scomm? No, he was talking
about comprehensive immigration reform. Large population of undocumented
students. Quite large effects here on campus. Don’t want others to know they
are undocumented. SG has interest in representing this. Q/Long- will it be CIR
or Scomm or both? We as authors want it to represent a stance against all.
