(U) Task Organization: ASU ROTC Red Wolf Battalion, 5th BDE ROTC, Cadet Command
1. (U) Situation.
a. (U) Area of Interest. Arkansas
b. (U) Area of Operation. ASU Beebe Campus, AO Samson, Camp Joseph T. Robinson,
Jonesboro.
(1)
(U) Terrain. Wooded areas, hardened road surfaces, pedestrian walkways, indoor areas,
impact areas, and military designated training areas.
(2) (U) Weather. Temperate weather, mostly cold with moderate rainfall moderately cold winter
months with a chance of snow and ice.
c. (U) Enemy Forces. Political and religious extremists, foreign and domestic terrorists,
and others that would do harm to the United States of America.
d. (U) Friendly Forces. ASU Cadets and Cadre.
(1) (U) Higher Headquarters’ Mission and Intent.
(a) (U) Cadet Command (USACC).
1 (U) Mission. The U.S. Army Cadet Command selects, educates, trains and
commissions college students to be officers and leaders of character in the Total Army; instills
the values of citizenship, national and community service, personal responsibility, and a sense
of accomplishment.
2 (U) Commander’s Intent. The Commander's Intent is to provide good
leadership training and development to transform university and college students who are
proven scholars into commissioned officers, prepared to excel during Basic Officer Leaders
Course II (BOLC II) and lead small units upon arrival at their first unit of assignment.

(b) (U) 5th BRIGADE ROTC.
1 (U) Mission. The U.S. Army Cadet Command commissions officers to meet the
Army’s leadership requirements; and provides a citizenship program that motivates young
people to be strong leaders and better citizens.
2 (U) Commander’s Intent. The Commander’s Intent is to select and train cadets
to, and beyond the standards through physical fitness, leadership development, and tactical
training; and commission them as officers into the United States Army.
(2) (U) Missions of Adjacent Units. Other ROTC Programs located within the Arkansas Area of
Operation will mentor, train, and develop cadets to predetermined cadet command standards.
e. (U) Interagency, Intergovernmental, Non-Governmental Organizations. Beebe Police
Department, University of Beebe Police Department, Arkansas State Police, White County
Sherriff’s Department, and ASU Faculty and Staff will play important support roles and aid in
coordination/safety in Red Wolf Operations.
f. (U) Civil Considerations. Coordination must be made to ensure that training areas are
available, and to ensure safety of cadets and cadre during operations.
g. (U) Attachments and Detachments. Civilian Faculty/Staff
h. (U) Assumptions. Weather and safety conditions are conducive to operations.
2. (U) Mission. To train and prepare cadets for success in their future military careers through
well planned and executed training opportunities, leadership development, and mentorship.
3. (U) Execution.
a. (U) Commander’s Intent. It is my intent that cadets within the Red Wolf Battalion will
develop confident, competent, and agile leadership skills and abilities through deliberate and
concise individual and group training. Each Military Science Level class will learn and develop
the basic tactical and technical abilities in combination with planning procedures in order to
excel in future personal and professional endeavors. See Annex A B Co Red Wolf Battalion
Training Model
b. (U) Concept of Operations. This operation is to be conducted in eight, two week,
phases set according to the Cadre approved training schedule. There will be weekly labs on
scheduled on Friday at 1300, and one monthly APFT scheduled on the last Wednesday of each
month at 0530 (Standards/Expectations see Annex H). Physical training sessions will be held 3

times a week on Monday, Wednesday and Friday mornings at 0600. Additional training
operations will be held according to the training schedule and will include: Field Training
Exercise (FTX), Small Arms Familiarization, Platoon Tactics, Land Navigation, Field Craft,
FATS/EST training, and forming a color guard team. See Annex M for Master Calendar
Schedule.

c. (U) Scheme of Movement and Maneuver.
(1) (U) Scheme of Mobility/Counter mobility. Cadet movement to and from
training sites for leadership labs will be coordinated through the cadet chain of command with
the primary mode of transportation being POV, cadets with no means of transportation should
be instructed to exhaust all available carpooling options before coordinating for Cadre driven
transportation. Cadets will be responsible for their own transportation to and from the Military
Science Building (MSB) for all training events to include morning physical training sessions.
Transportation in the form of a bus or 15 passengers GSA van for training outside a distance of
50 miles will be provided.

(2) (U) Scheme of Battlefield Obscuration. None

(U) Information Awareness and Assessment. Sector sketches, terrain maps, OPORD
shells, PT Expectations, Jonesboro’s Mater Calendar, PT Schedule, Drill Dates and route plans
will be included in all operations..

d. (U) Scheme of Intelligence. Cadets will include up to date weather moon cycle
information in the planning of their operations.
e. (U) Scheme of Fires. None
f. (U) Scheme of Protection. OICs will coordinate with local law enforcement agencies to
ensure safety of cadets during training, and the safety of civilians located near training areas.
OICs will also include a completed risk assessment for every operation.
g. (U) Stability Operations. OICs will contact local law enforcement agencies to inform
them of our intent to train in specific areas IOT provide said agencies with appropriate
information to disseminate to concerned civilians in the vicinity, and thereby reduce confusion
and concern.
h. (U) Assessment. OICs will provide deliberate risk assessments. During each training
operation, Cadet Captain Hunton will gather information pertaining to the strengths and
weaknesses each of cadet based on their performance in training opportunities. This
information will be transferred to the BN S-3 for evaluation and assessment, which will be used
to adjust the training schedule to meet the needs of the cadets.
i. (U) Tasks to Subordinate Units. Staff Officers will support operations in accordance
with their specific sectional duties. Designated OICs will coordinate with the S-3 section in order
to prepare CONOPs for the individual training opportunities listed in the training schedule
located in Annex S. The company commander will publish operations orders in accordance with
this base order and subsequent fragmentary orders that will be issued based on the training
schedule located in Annexes M and S . The operations orders published by the company
commander will be used in order to publish subsequent platoon level operations orders in
accordance with Troop Leading Procedures. The S-1 will gather and organize performance data
each during each training opportunity for analysis by the cadet leadership. The S-3 will
coordinate with the OIC in order to facilitate staff cooperation and a well-prepared mission. The
S-4 will prepare equipment in accordance with the CONOP developed by the OIC, and
coordinate with the S-3 section in order to schedule required duty details. The S-5/6 will
coordinate with the Executive Officer, and S-3 section in order to schedule required recruiting
details, and pass information through electronic means. The cadre and MSIVs will also be
responsible for chronicling events in which cadets are involved through photography.

j. (U) Coordinating Instructions.
(1) (U) Time or condition when the OPORD becomes effective. Publication date
will be based upon approval by LTC Stanger.
(2) (U) Commander’s Critical Information Requirements (CCIR). Cadet or cadre
alcohol related incident, failure to meet height/weight or APFT standards, failure to meet
minimum academic standards, any family or health/welfare issues (i.e. child marital financial),
legal issues, medical issues (i.e. change in medical status, diagnosis of prescription meds),
critical events that cause failure in a major event, missed or near missed suspense’s, cadre
issues that cannot be resolved internally, courtesy email of anything going to higher
headquarters. See Annex I
(3) (U) Essential Elements of Friendly Information (EEFI). ROTC, Astate Officials.
Local NG, and Reserve units. Refer to Annex J
(4) (U) Fire Support Coordination Measures. None
(5) (U) Air Space Coordination Measures. Air space coordination for weapons
familiarization conducted at Camp Joseph T. Robinson will be conducted through CJTR Range
Control and ASU Cadre.
(6) (U) Rules for the Use of Force (ROE). ROE will be followed in accordance
with ASU ROTC SOPs, and guidelines set forth by Cadet Command.
(7) (U) Risk Reduction Control Measures. Risk assessments will be developed
prior to training sessions, and safety violations will be brought to the attention of the chain of
command immediately by the first cadet to witness the infraction. During training periods
conducted in low light situations, near traffic bearing roads and paths, cadets will wear reflective
belts and/or chem-lights/road Guard flashlights. Chain of command will ensure cadets are
hydrated prior to training events. OICs of training events will ensure that they possess the
contact information for the nearest medical facility. Cadets will be familiar with buddy aid
procedures, and the appropriate situations in which to perform those actions.
(8) (U) Personnel Recovery Coordination Measures. Initial personnel recovery
operations during training events will be conducted by cadet leadership and cadre. If initial
personnel recovery operations fail, coordination with emergency services will be conducted by
the Cadre POC.
(9) (U) Environmental Considerations. Cadets will police up any items including
trash, equipment, and non-biodegradable items upon completion of training. All fighting
positions requiring digging will be simulated for training purposes. Vehicles will be parked only in
designated areas in order to avoid oil and fuel leaks into non-hardened surfaces. There will be

no caustic or environmentally dangerous liquids (i.e. Paint, paint thinner, fuel, or oil products)
disposed of by dumping or any other illegal means.
(10) (U) Information Themes and Messages. Information flow will be conducted
through email, social media, telephone, text message and other approved forms as deemed
acceptable by the PMS. All public affairs matters will be coordinated through LTC Stanger for
review and preparation for approval.
(11) (U) Other Coordinating Instructions.
Uniforms:
The uniform for tactical labs (designated uniform ‘T”) will consist of the complete Army Combat
Uniform (ACU), Load Bearing Equipment (LBE) or other issued/approved load carrying
equipment, paper and pen/pencil, Patrol cap
unless otherwise instructed), Eye
Protection, Assault pack/MOLLE or ALICE Pack (as needed), Camelback (or canteens).The
uniform for physical training sessions will consist of the complete Army Physical Fitness Uniform
(APFU) designated based on the date of training in relation to the time of year and in
accordance with the AR 670-1. APFU winter level will consist of the Army short sleeve/long
sleeve APFU t-shirt, black APFU trunks under APFU pants, white socks that extend past the
ankle with no logos, running shoes, foliage green fleece cap, black gloves and reflective belt.
The uniform to be worn on lab days (Fridays) is the complete ACU with patrol cap and all issued
patches and insignia. Paper and pen/pencil is a mandatory part of the uniform. This uniform is to
be worn throughout the day to all classes.
Civilian clothes:
While at the cadet’s discretion, will be worn to standard (i.e. no sagging pants, ripped or torn
clothing). When worn as a uniform to an event, civilian clothes will consist of clothing that will be
conducive to light physical work, and contain no offensive wording or images. Footwear will be
closed toe
and conducive to walking or marching. Hair, including facial hair will be groomed
in accordance with AR 670-1 during all ROTC events.
4. (U) Sustainment.
a. (U) Logistics. Logistical support will be coordinated through the S-4 section, and the
ASU Cadre. If at any time a cadet needs equipment, they must report to the S-4 cadet at that
time. Refer to Annex K as required.
b. (U) Personnel. Personnel support will be coordinated through the S-1 section, and the
ASU Cadre/Faculty/Office Staff.
c. (U) Health System Support. Health System support will be coordinated through the
cadet chain of command; emergent medical situations will be coordinated through ASU Cadre
and directed to the nearest local medical facility.
5. (U) Command and Control.
a. (U) Command.

(1) (U) Location of Commander. LTC Stanger office can be found in the ROTC
office.
(2) (U) Succession of Command.
During garrison operations, the succession of command is as follows: c/MAJ Toro, c/CPT
Hunton and c/CPT Smith. See Annex L for Succession of Command Layout. During training
operations, the succession of command is the OIC of that training operation.
(3) (U) Liaison Requirements. Cadets will coordinate contact with landowners
involving the use of training areas. All media coordination will be conducted by the S-5 section
in accordance with the direction of the cadet Battalion XO, and the Cadre.
b. (U) Control.
(1) (U) Command Post (CP). During garrison operations, the CP will be located
at the MSB. During training events, the CP will be located as designated by the OIC of that
training event.
(2) (U) Reports. PERSTAT (Personnel Status) will be forwarded from the S-1
section to the executive officer on a weekly basis (after lab), PT/height and weight failures, will
be determined, annotated, and forwarded to the executive officer on a monthly basis following
the APFT, Cadet performance reports will be collected on a weekly basis and forwarded to the
S-3 section for compilation into a concurrent cadet performance rubric that will then be
forwarded to the executive officer, SITREPs will be sent to the executive officer in the event of
any of the CCIR event’s occurrence, Attendance will be reported to the S-1 at all training events.
c. (U) Signal. Communication will be conducted in accordance with the PACE plan listed
in Annex Q.
ACKNOWLEDGE. If this order is received through electronic means, acknowledgement of
receipt and understanding will be through email. If received in a physical situation, no
acknowledgment of receipt is required, though all questions regarding the order should be
