President’s Message: We think you will find the December 8, 2011 workshop very informative, especially in today’s economy when Government budgets are increasingly constrained. Since the 2008 elections, government has mandated increased oversight and transparency, inspiring movement towards a focus on Firm Fixed Priced (FFP) contracting. What does this all mean for Government contractors? Kent Wong, Director of Contracts for Raytheon Technical Services Company (RTSC), will be presenting an overview on contract types, and the management and risks associated with different types. If you have any specific related topics you’d like to address as part of the discussion, please feel free to forward to a committee member in advance of the meeting, so it will be incorporated into the presentation. As always, we are open to suggestions on useful and worthwhile topics. Fogelman President, NCMA Mid-Florida Chapter Kent Wong Director of Contracts Raytheon Technical Services Company LLC 12792 Research Parkway Biography Kent Wong is the Director of Contracts for Warfighter Support Services (WSS) business area in Raytheon Technical Services Company LLC. WSS provides world-wide integrated training support services, operations, maintenance, sustainment, instruction and training for devices, simulators, simulations, Combat Training Centers and ranges. Since joining RTSC in June 2008, Kent is responsible for all contract negotiations, contract management and execution matters under this business area that includes “Warfighter FOCUS”, an $11.2 billion, 10 year indefinite delivery – indefinite quantity (IDIQ) contract vehicle. Kent brings many years of successful experience with diverse commercial and government customers (international and domestic) and has held various management positions of increasing responsibilities in several Raytheon’s businesses. Kent re-located to the Florida area in July 2007 for Raytheon Network Centric Systems (NCS) to assume and provide capture lead subject matter expertise for proposal, negotiation strategy and contract formation supporting Middle East Region Initiatives for potential border security and border guard development pursuits in the Middle East. Joining NCS in 2004, Kent directed contracts and supported new business pursuits for Border and Homeland Security, International Air Traffic Management, and Highway Transportation Management Systems product lines. Through his innovation and diverse experience, Kent pioneered the captures of several “first of its kind” contract awards to NCS for TxDOT open road tolling and perimeter protection/detection system for the Port Authority New York/New Jersey. Prior to NCS, Kent was on Raytheon Global Headquarters (GHQ) – Contracts staff where he supported negotiations and led the close out of various commercial issues on Orlando, FL 32826 USA outstanding project contracts in the Philippines and in Everett and Weymouth, Massachusetts. He also provided subject matter expertise in contracts to Raytheon Company Evaluation Team (RCET) as part of a small hand-picked team of highly experienced professionals chartered to assess organizational effectiveness for the CEO and Business Leaders on a wide range of business or enterprise issues Based in New York City, from 1997 to 2000, Kent performed as the Director, Contracts for the Infrastructure business unit of Raytheon Engineers & Constructors, Inc. (RE&C), headquartered in Princeton, New Jersey and served as Vice President, Contracts for Raytheon Infrastructure Inc., a wholly owned subsidiary of RE&C in New York City’s World Trade Center. Kent began his career with Raytheon through its Leadership Development Program in contracts management. A member of and an advisor to Raytheon Asian Pacific Association (RAPA), Kent is also a Boston Chapter member of National Association of Asian American Professionals (NAAAP) and life member of the Chinese Institute of Engineers (CIE) – USA, Dallas/Fort Worth Chapter. He has volunteered time to Leadership Education for Asian Pacifics, Inc. (LEAP) as a RMHC college scholarship evaluation committee member for promising high school Asians and is a graduate of LEAP’s leadership development program. Kent was born in New York City. He received his Bachelor of Science (BS) degree in finance and marketing from Boston University. Kent earned his Master in Business Administration (MBA) degree with honors from Boston University’s Executive MBA program. NCMA Certification Study Group’s for NCMA Certification Exams to begin in January 2012 The Mid Florida NCMA Chapter will be forming Study Groups to prepare for the Certified Federal Contracts Manager (CFCM) or the Certified Professional Contract Manager (CPCM) Exams to begin in January 2012. The scheduling format and meeting locations for the Study Group’s can be flexible and determined based on the interest of the candidates which sign up. The CPAG is made up of the Program VP's or Presidents from the Orlando Area Defense Professional Associations Chapter. The primarily purpose of the group is to address issues of mutual interest and coordinate program activities. Prior to her employment with Nova Technologies, BJ held the position of Contract Manager and Manager of Trade Shows and Exhibits for Raytheon Technical Services Company (RTSC) in Orlando, FL and Contract Manager at Lockheed Martin for many years, starting her career in Defense contracting at Singer Link, Flight Simulation Division, Binghamton, NY. Her specialization is in simulation, training and services contracts, both Service Contract Act and production types. BJ's education includes an Associate Arts and Science degree in Accounting from Broome Community College, Binghamton, NY, a Bachelor of Arts in Business Administration (Management and Marketing) from Jacksonville University, FL, graduate courses from Binghamton University in the School of Business & the Thomas J. Watson School of Engineering - Simulation and Modeling, and numerous certificate courses in the field of Defense Contracting.
