H-MET & Cardiology Interest Group Lecture - Social media and opportunities for health services research
Bio for Raina Merchant:
Dr. Merchant is the Director of the Social Media and Health Innovation Lab at the Penn Medicine Center
for Health Care Innovation as well as other prominent appointments including the US Department of
Health and Human Services. Her work involves development and testing of health related mobile apps
and evaluating health communication on sites like Facebook, Yelp, Foursquare, and others. She also runs
a Twitter lab which analyzes tweets related to resuscitation, critical care, and public health/policy. In
2012, she was recognized by the Robert Wood Johnson Foundation as one of the ten most promising
health care leaders in the nation under the age of 40.

Safeguard Scientifics)

Bio for Gary Kurtzman:
Safeguard Scientifics is a venture capital firm cited in 2013 one of the significant investors in the Digital
Health space. Dr. Kurtzman began his career with Gilead Sciences, Inc.—at the time, a pre-IPO
biotechnology company—as virology group leader. He has authored more than 40 research articles,
book chapters and reviews, and is credited as inventor on twelve issued United States patents.

Dr. Schmidt is an Assistant Professor of Medical Ethics & Health Policy at Penn and a Research Associate
at the Center for Health Incentives and Behavioral Economics. His research interests are centered
around personal responsibility for health, public health ethics and fairness in resource allocation. His talk
will provide an overview of current policy initiatives and identifies key ethical issues that are at stake.
The interactive presentation will include discussion of the following issues:
Should obese people pay more for health insurance? Should employers offer health risk assessments
and biometric screening for all employees, to improve the prevention of chronic conditions? Should
employers go further and reward the uptake of health screenings with financial incentives? Should they
penalize employees who do not use them? Or should they require use of health screenings as a
precondition for enrollment? These are not merely abstract questions inviting reflection of issues
around the ethics of personal responsibility, scientific evidence, and the scope and limitations of health
policy. Through action or inaction at the policy level, employers providing health insurance answer them
on a day to day basis, and some fraction answers each of the questions affirmatively. Their responses
therefore have very direct consequences for around 50% of the population who are covered by
employer health insurance. However, it is not straightforward to say which policies are justified and
which ones are not.
Dr. Schmidt did his Ph.D. at the London School of Economics and Political Science’s LSE Health. He
previously studied Philosophy at the Universities of Bremen, Oxford and Münster. Before coming to
Penn he was a Commonwealth Fund Harkness Fellow in Health Care Policy and Practice at the Harvard
School of Public Health, and for seven years served as an Assistant Director of the UK’s Nuffield Council
on Bioethics in London.
