Scope of work for phase 3 (previous phase)
 To identify need for change, if any, in existing offshore oil and gas standards related
to risk management of major hazards for operations in the Barents Sea.
 Risk management of major hazards is here understood as controlling the risks
related to major hazards through
- developing safe design
- use of risk assessment techniques as a tool in the design process

Objective and scope of RN03 work in Phase 4
 Objective: Ensure that best international practice of risk management and risk assessment is
efficiently used for planning and development of oil and gas fields in the Barents Sea.
 Scope of work:
- Task 1 – Outline and plan two risk management seminars
- Task 2 – Prepare and carry out risk management seminar for Russian authorities, oil and gas
companies and designers, with emphasis on concrete cases typical for installations in the Barents Sea.
Cases reflecting both the usage of risk management and risk assessment in the development process,
and actual recent accidental events (e.g. Mexican Gulf) will be used to illustrate the risk management
process.
- Task 3 – Prepare and carry out seminar / workshop with focus on experience exchange and comparative
analysis of efficiency of methods and software for risk assessment in arctic conditions, as well as
required databases to increase safety of offshore operations in the Barents Sea. This may include:
- Modeling of hydrocarbon leaks, including dispersion and impact of natural and mechanical ventilation on generation of explosive mixtures;
- Modeling and assessment of explosion and fire risks at process facilities for enclosed and open designs, including effects
of active weather panels.
- Comparison of Russian and Norwegian databases on incidents, accidents, failure and reliability data for use in risk
assessments
- Human factors in the arctic – discuss influence on risk assessment methods

Deliverables and mode of operation
 Deliverables:

2 seminars which should enable dialogue between Russian and Norwegian experts and
executive authorities (regulatory bodies) about risk management and risk assessment in
the offshore design process for the Barents Sea, and application of functional safety
standards. This shall contribute to ensure that best international practice is used efficiently
for planning and development of oil and gas fields in the Barents Sea.
Mode of operation:
-
Russian and Norewegian experts meet in 24.-25. August to define target group, format,
contents, potential lectureres, cases etc. and timing of the seminars.
Lecturers contacted, format and contents developed during Sept – Nov.
Experts can be involved in producing and/or reviewing seminar contents, and may also
stand as lecturers.
1st seminar tentatively to be arranged between 6.-10. December in Moscow.
Group web-site will be created for uploading of documents. Proposal: Establish a Google
Group
