Welcome
Tracy Rolstad, TSS Chair, called the meeting to order at 1:00 pm on August 20, 2014. A quorum
was present for the conducting of business. A list of attendees is attached as Exhibit A.
Enoch Davies reviewed the WECC Antitrust Policy.
Attendees introduced themselves.

Review Agenda
The Agenda was reviewed with minor changes.
3.
Approval of Meeting #166 Minutes of Previous Action Items
Lesley Kayser-Sprouse reviewed the minutes from the last meeting.
APPROVAL ITEM:
Pamela Mclean made a motion to approve the minutes that was seconded by Joe Seabrook. The
motion passed unanimously.

NWE Accelerated Trend Relay (ATR) Efforts
Eric Bahr discussed the status of the ATR. He will seek TSS approval at the next meeting.
ACTION ITEM:
Eric Bahr will get the ATR model specification report to the Modeling and Validation Work Group
(MVWG) before its next meeting.

1. SRWG to bifurcate the representation log to show distinction between the exceptions list
and the rep log. The rep log is to show which units have Power System Stabilizer (PSS) but
no model, and generators that don’t have a model because they don’t have a PSS.
2. Tracy Rolstad will request a cost estimate from WECC to perform the GMD/GIC studies.

ACTION ITEMS:
1. PG&E (Anu Pandey) will check to see if they have an epcl that checks for the mwcap.
2. The MVWG will go back and work on the WECC Testing Policy to align it better with the
new standards.

Modeling SPS and Relays Ad Hoc
Joe Seabrook discussed the following topics:


Amos Ang discussed the Current Relay Model Specification.
Jonathan Young discussed the Node Breaker topology and an associated white paper,
Reconciliation of Base Case Coordination System and West-Wide System Model with
Integrative Node-Breaker Method.
ACTION ITEMS:
1. Robert Jackson will talk to Peter Mackin concerning the Montana-Alberta tie line RAS.
2. Joe Seabrook will send the white paper to the TSS for review and possible approval.
APPROVAL ITEM:
Joe Seabrook made a motion to approve the differential relay specification that was seconded by
David Franklin. The motion passed by a verbal vote with 1 no vote and 2 abstentions.

Node Breaker Development/West-Wide System Model (WSM)
Slaven Kincic shared the status and next steps of the Node Breaker development in relation of the
WSM.
ACTION ITEM:
Slaven Kincic will send the long ID naming convention methodology to the TSS.
10. Joint User Group (JUG)
Tracy Rolstad discussed the disestablishment of the Modeling SPS and RAS Ad Hoc Task Force
(MSRATF) as of January 2015 and the future of any existing work under JUG.
ACTION ITEM:
Enoch Davies will establish the JUG website. For now, he will post the JUG charter under this
meeting location on the WECC site.
11. Review TSS Charter
Tracy Rolstad held a quick discussion of the changes necessary to incorporate new and/or
revisions of NERC Standards.
12. FERC/NERC/WECC Activities
Philip Augustin discussed the following topics:


ACTION ITEMS:
1. Tracy Rolstad and Philip Augustin will get a GMD workshop together for members to
attend.
2. Philip Augustin to make changes to the TSS member-created guideline for CIP-014 studies
and send the document out for electronic vote. Post meeting update: This guideline was
sent to Peak Reliability to use in a white paper.
13. Changes to Project Coordination
Tracy Rolstad shared that the Progress Report Procedures, along with the Reliability Coordinator
and Path Rating documents were updated and approved by the PCC.
