Text for the tender of the eu.bac system
Background:
The objective of this tender document is to define the technical system that ensures the highest
operational efficiency and sustainability for the building. Building owners and users have growing
requirements for the building automation systems that is to be installed to perform and ensure costeffective building management throughout the whole lifecycle. The focus is on possibilities for
energy-efficient operation of the building systems and thus possibilities to reduce energy and
operational costs.

A functionality list based on ISO 16484 Part 3 (all functions) part 7 (only energy efficiency functions) /
EN15232 Table 1 can be found in the appendix of this document. The offer for the building
automation system shall include a completed eu.bac System checklist that corresponds to the
requested functionality. The vendor-neutral eu.bac System checklist is a method to make building
automation comparable and its value / efficacy measurable.
The offered building automation system shall feature the following eu.bac System key performance
indicators (KPI’s). (selection from the following list)
a. 2.1 Energy KPIs
b. 2.2 Room / Zone KPIs
c. 2.3 Heating Group KPIs
d. 2.4 Cooling Group KPIs
e. 2.5 Air Handling Units KPIs
f.
2.6 Fan Coil Units KPIs
The system supplier shall provide eu.bac - related advice and support during the tender phase.
5. Implementation and commissioning (additional text)
The programming and parameterization of the building automation system shall be executed
according to the eu.bac Checklist from the tender phase.
At system hand-over to the building operator, the building automation system shall be audited and
certified applying the eu.bac System method. (Optional: and shall be rated at minimum xx points).
This will validate the installed system rating as required in the specification. The system label that is
part of the certificate creates transparency about the functionality of the installed system according
to EN15232.
The eu.bac System audit checklist in the original format, including all captured data and comments,
shall form part of the building documentation and shall be handed over electronically to the general
contractor and the building operator.
eu.bac recommends after the Defects Liability / Warranty period or after 3 years (whatever is
soonest) a retest to be conducted.
6. Operation and maintenance (additional text)
During the operation phase, the building automation system shall be re-audited every 3 years
applying the eu.bac System method. In doing so, deviations from system status at the end of the
Warranty period or deviations from current use could be identified, and modifications could be
implemented. This could save energy and operation costs and ensures an efficient and sustainable
operation along the whole lifecycle. The offered maintenance contract shall allow for these services.
Building alterations such as change in use, renovation and extension require up-to-date system
documentation. Therefore, the complete documentation, including the eu.bac System checklist and
certificate, shall be made available at the hand-over of the modified system.
