CyberTac is a Veteran–Owned Small Business (VOSB), Service Disabled
Veteran-Owned Small Business (SDVOSB), and Minority Owned Small Business
(SB), headquartered in Miami, Florida.
Our senior corporate leadership represents over 50 years of military,
Department of Defense staff, and corporate experience. CyberTac

Obie Spratling, US Army, Lieutenant Colonel, Ret.
Co-Founder and President
Obie A. M. Spratling is a Co-Founder and President of Strategic Operations and Foreign Partner Solutions
at CyberTac Inc. He is a retired Lieutenant Colonel with a combined 28 years of active duty and Army
National Guard experience in Emergency Management, Operations, and Strategic Planning. Mr.
Spratling is a native of Jacksonville, Florida. His military career began after receiving a Reserve Officers
Training Corps (ROTC) scholarship at the University of Kentucky (UK). He received his commission and
graduated in 1985.
Mr. Spratling recently served as Peace Keeping Operations of the Americas (PKO-A) exercise planner and
Deputy Branch Chief, Joint Training, United States Southern Command from 2010 to 2012. He also served
as Branch Chief, National Guard Bureau (NGB), Crisis Operations Branch, Deputy Branch Chief,
Operations Officer, Team Chief, and Deputy Team Chief with that same branch supporting the NGB Joint
Coordination Center starting February 2007. Prior to being assigned to the NGB Joint Staff and NGB J3
Directorates, Mr. Spratling deployed to Afghanistan in January 2006, where he served as an Embedded
Training Team (ETT) Advisor with the 53rd BCT, Integrations Officer Combined Security Transition CommandAfghanistan (CSTC-A), and the Aide De Camp & Executive Officer for the Commander, (CSTC-A).
Mr. Spratling’s Military Education Includes: Joint and Combined War fighting School (JCWS), Command
and General Staff College-Intermediate Level Education (ILE), Command and General Staff CollegeCombined Arms Service and Staff School (CAS3), Joint Fire Power Control Course, Field Artillery Officer
Advance Course, Field Artillery Officer Basic Course, and the Junior Officers Pre Command Course.
Mr. Spratling honorably retired after 28 years of service as a Lieutenant Colonel. His awards and
decorations include The legion of Merit, Bronze Star, Defense Meritorious Service Medal (w/ oak leaf
cluster); Army Commendation Medal; Army Achievement Medal (w/ Oak Leaf Cluster); Afghanistan
Campaign Medal, National Defense Service Medal (w/Oak leaf cluster; Global War on Terrorism Service
Medal; Army Reserve Components Achievement Medal, Overseas Service Ribbon, Army Service Ribbon,
Armed Forces Reserve Medal w/ M device, NATO Medal, Joint Meritorious Unit Award; Army Superior Unit
Award (w/Oak leaf cluster); Army Staff Identification Badge. Mr. Spratling is also an Honorable Order of
Saint Barbara award recipient from the US Army Field Artillery Association.
Mr. Spratling holds a Bachelor of Business Administration degree (BBA) in Business Administration from the
University of Kentucky and an Masters of Business Administration with a concentration in Marketing from
National University, San Diego, California. He is currently a Ph.D Candidate in the field of Emergency
Management with an emphasis on Homeland Security at Capella University.

George Bratcher, US Army, Major, Ret.
Co-Founder, Vice President Global Intelligence
Solutions, Security Programs
George Bratcher is a Founder and Vice President of Global Intelligence Solutions as well as Security
Programs at CyberTac Inc. He is a decorated US Army officer, and a highly recognized manager in
the government and industry with over 25 years of experience in national security. Mr. Bratcher
enlisted into the United States Army in May 1991, as a Legal Specialist in the Judge Advocate
General’s Corps (JAG). Mr. Bratcher spent his first six years of enlisted service in various assignments,
which included the 5th Special Forces Group (Airborne), Fort Campbell, Kentucky as the 3rd Battalion
legal specialist from 1991 – 1995; United States Army Special Forces Command (Airborne), Fort Bragg,
North Carolina as the Non-commissioned officer in charge (NCOIC) Military and Operational Law
from 1995 – 1998.
In 1997, Mr. Bratcher was selected for Officer Candidate School (OCS) and was commissioned a
second lieutenant in the Military Intelligence Corps in April 1998. After graduating from the Military
Intelligence Officer Basic Course at Fort Huachuca, Arizona he was then assigned to the 902d Military
Intelligence Group, Fort Meade Maryland, where he served as an Assistant Group S4 and later as the
Group Commander’s Executive Officer.
Subsequent assignments included various military intelligence positions to include Company
Commander, Battalion/Brigade S2 at Fort Campbell, Kentucky, Chief, Afghanistan / Pakistan Support
Team, Theater Ground Intelligence Center, 297th Military Intelligence Battalion, Fort Gordon, Georgia
(Jan 2010 – Apr 2010) and Battalion Executive Officer, 202nd Military Intelligence Battalion, 513th Military
Intelligence Brigade, Fort Gordon, Georgia (Apr 2010 – Jul 2011).
Mr. Bratcher is a graduate of Intermediate Level Education (ILE) - Command and General Staff
College; Combined Arms Staff Service School; Officer Candidate School; Military Intelligence Officer
Basic and Advanced courses, Army Jumpmaster School, Counterintelligence Agents’ Course and the
Electronic Warfare and Signals Intelligence Course.
Mr. Bratcher honorable retired after 25 years service as a Major. His awards and decorations include
Bronze Star (2d award); Meritorious Service Medal (3rd award); Army Commendation Medal (with 5
Oak Leaf Cluster); Joint Service Achievement Medal; Army Achievement Medal (with 4 Oak Leaf
Cluster); Joint Meritorious Unit Award; Army Superior Unit Award; Army Good Conduct Medal (2d
award); National Defense Service Medal; Global War on Terrorism Service Ribbon; Korean Defense
Service Medal; Non-commissioned officer professional development ribbon; Combat Action Badge;
Air Assault Badge; Senior Parachutists’ Badge and Canadian Parachutists’ Badge. He is also a
recipient of the Knowlton Award for Military Intelligence Professionals from the Military Intelligence
Corps Association.
Mr. Bratcher holds a Bachelor of Science degree (BS) in Political Science from Austin Peay State
University and a Masters of Business Administration with a concentration in Public Management (MBA)
from Touro University International (TUI) in Cypress, California.

Jeff P. H. Cazeau, US Navy Veteran, Lieutenant Commander
Co-Founder, Vice President Business Solutions,
General Counsel - Contract Law
Jeff P. H. Cazeau, Esq., is a Founder and Vice-President at CyberTac who is responsible for
procurement and legal compliance matters. He is an attorney specialized in representing local
governments, private businesses and individuals in government procurement matters. He specializes
in helping clients navigate the application process for the various local, state and federal
certifications available to small, minority and women owned businesses. He also assists clients in
resolving government contracts and procurement issues, including bid protests. Additionally, he
represents municipal clients, developers, general contractors and subcontractors in construction
matters.
Before attending law school, Mr. Cazeau served nine years in the United States Navy first as an
Electronic Warfare Technician and later as a commissioned officer. During his naval career he held
several positions including Anti-Submarine Warfare Officer, Legal Officer, and Navigator aboard USS
ELLIOT (DD 967) and Politico-Military Affairs Officer at United States Southern Command
(USSOUTHCOM). While assigned to USSOUTHCOM, he served in the J5 Policy, Planning and Strategy
Directorate as the Haiti Desk Officer, Mr. Cazeau was required to maintain a broad knowledge of the
Republic of Haiti and was responsible for maintaining relationships between USSOUTHCOM, the
Government of Haiti and the U.S. State Department. In addition to the Haiti Desk, Mr. Cazeau was
responsible for the British, Dutch and French dependencies in the Caribbean and South America. In
addition to two Naval Achievement Medals, Mr. Cazeau is the recipient of the Defense Meritorious
Service Medal.
During law school, Mr. Cazeau served as President of the Student Bar Association and was a recipient
of numerous awards, honors, and scholarships. Most notably, Mr. Cazeau is a member of the
prestigious Iron Arrow Society and is a recipient of the Roger Sorino Award; an award that designates
one student as the most outstanding graduate in their class. Mr. Cazeau remains active in several
civic and professional organizations including the Haitian Lawyers Association, Dade County Bar
Association and the University of Miami Law Alumni Association. He has won numerous awards as an
attorney and has been recognized as a “Legal Elite” by South Florida Trends Magazine in 2011 and
2012. He has also been recognized as a “Superlawyer” in 2010, 2011, and 2012.
