Newcastle CVS events
Working together in Newcastle 2014: CCGs and the VCS
Last month Newcastle CVS facilitated an event between key CCG representatives and the
wider voluntary and community sector. Over 55 voluntary and community organisations
were represented and able to hear about the key issues for the CCG Alliance, and also
respond from their perspectives. The participants also discussed the impact on their
services of the increasing number of people identifying with mental health difficulties.
The key points identified were:





There is a lack of ongoing and regular structures in which to engage, to develop
work between the voluntary sector, GP practices, NHS providers, and the CCGs
The solutions offered by much of the voluntary sector which could help to meet
service quality and improvement targets are little understood are not taken up by
the NHS
The need not to just shore up statutory services; there could be an option of some
disinvestment from them to allow voluntary and community innovation and ingenuity
to deliver better and cheaper services or options
Increasing demands are being made of voluntary organisations which include more
referrals and work with people with more intense complex needs.
As statutory thresholds are shifting there were fears about losing the safety net of
community sector services

Participants had concerns that people in Newcastle have unrecognised needs, and
there are gaps between services, and the overall level of need is increasing
The voluntary and community sector response involves finding solutions and setting
up new services
On a positive note it was pointed out that those people who volunteer, perhaps to
enhance employability find that volunteering improves their health and mental
health.

Newcastle Clinical Commissioning Group updates
Specialist mental health services in Newcastle Gateshead
Newcastle Gateshead Alliance (the name for the three NHS Clinical Commissioning
Groups, CCGs) is holding a consultation about the future of adult specialist mental health
services in Newcastle and Gateshead. The process, set out in ‘Deciding Together,
developing a new vision for mental health services’ is in two stages. There is a call for
views now about:







Access to services and getting care urgently
Specialist community health services (services outside of hospital)
The current adult inpatient units in Gateshead and Newcastle, and the need to
reduce bed numbers overall
Ensuring a place of safety – section 136 suites
Services for people with especially complex mental health needs
Services for older people including memory services (Newcastle only)
Transition from children’s services to adult services
Following this stage of the consultation there will then be a consultation about any
proposed changes to services later in 2015, after the general election.
Newcastle Gateshead Alliance is seeking voluntary sector involvement over the coming
months. There are: events which started with the launch on 12 November; a survey; and
a request for voluntary organisations to run focus groups for a small payment.

Newcastle City Council commissioning updates
Market Position Statement for Day Care Opportunities
Newcastle City Council has produced an updated version of the Market Position Statement
(MPS) for Day Care Opportunities in Newcastle. These opportunities can range from
services such as luncheon clubs and day care centres to arts organisations and
organisations that support people to form their own interest groups. The MPS was
originally published in April 2014 and has since been updated with comments and
information raised following various forms of consultation.
The City Council is once again seeking views from people who provide day opportunities
and those who use day opportunities and their carers to tell us about the types of services
they would want to see being provided in Newcastle.
The Market Position Statement is on the Let’s Talk Newcastle website, and you can make
your comments publicly on the Let’s Talk Newcastle website. The deadline for comment is
Wednesday 3 December 2014.

Newcastle Care Act implementation
An update on Newcastle City Council’s progress in the implementation of the Care Act
2014 was taken to the November Newcastle Health Scrutiny Committee. The report sets
out the new requirements and provides a snap shot of current action and future plans.
While the report highlights a significant risk that the new funding will not be enough to
meet the new obligations, much of the expected change and level of uptake of new rights
is uncertain.

NHS England is holding a review / consultation about congenital heart disease standards
and service specifications for adults and children.
The review will consider the whole lifetime pathway and its aims are:



Securing the best outcomes for all patients, not just lowest mortality but reduced
disability and an improved opportunity for survivors to lead better lives;
Tackling variations so that services across the country consistently meet
demanding performance standards and are able to offer resilient 24/7 care; and
Improving patient experience, including how information is provided to patients and
their families, and consideration of access and support for families when they have
to be away from home.

Implementing Think Autism – consultation on statutory
guidance
The government has launched a consultation on the statutory guidance to local authorities
and the NHS who will be implementing Think Autism, the updated national autism strategy.
There are accessible versions of the consultation document and the response forms,
including in contrasting colours and easy read.
The closing date for the consultation is Friday 19 December.

Safeguarding Adults training October to December
Newcastle Safeguarding Adults Board offers free training to organisations active in
Newcastle. There are a variety of courses, from half day level one to full day level three
courses. There are on-line learning options and a workbook. There is also a course written
for service users to raise awareness of safeguarding procedures.
Courses are free to most organisations working in Newcastle but there is a £30
cancellation charge. For the October to December programme visit

Guidance flowchart on sexual exploitation

Northumbria Police has produced a guidance flowchart for agencies receiving information
on child sexual exploitation (CSE) and sexual exploitation of vulnerable adults. The chart
sets outs the various routes that can be taken by practitioners if they are aware or have
concerns that a child or vulnerable adult is involved or at risk of sexual exploitation. The
basic message is to follow multi-agency safeguarding adults and safeguarding children
procedures.

Useful resources training events
International Day of Disabled People 2014
Wednesday 3 December 2014, 12.00pm to 6.00pm, Sage Gateshead,
Disability North is working with Sage Gateshead to present a regional celebration of the
International Day of Disabled People. Throughout the afternoon of 3 December 2014,
there are a series of workshops, performances and talks on a variety of topics around the

Preventing Benefit Sanctions workshop
Tuesday 9 December, 9.15am to 12.00pm at Byker Community Fire Station
Newcastle City Council and Jobcentre Plus are working together to help reduce the
number of sanctions applied to unemployed people in the city by improving compliance
with the requirements for receipt of benefit. They are jointly holding quarterly workshops on
supporting residents to avoid benefit sanctions. This session will cover:





Information about what benefit sanctions are and why they are awarded
Find out how we can prevent benefit sanctions from happening
Find out about the roles and responsibilities of benefit claimants, for example the
Claimant Commitment
Help you to better support the people you work with
Raise awareness of the different support available in Newcastle, including benefit
and debt advice services
The workshop is free but places must be pre-booked in advance. To book a place, or to
