Volunteer Division
The Volunteer Division did not have a chair for the year but informal
meetings were held on the third Tuesday of most months. United
Way of Decatur and Mid Illinois and Easter Seals hosted the
meetings. Discussions centered around the new Volunteer Portal
sponsored by the Education Coalition and United Way and various
issues involved in dealing with volunteers. Jennifer McMillan with
the Education Coalition provided monthly updates regarding the
Volunteer Portal’s use by agencies publicizing volunteer projects
and individuals searching for volunteer projects.
The group used its grant funds to help agencies send employees to
the annual volunteerism conference held in Springfield in June.
The group also set aside funds to publicize the Volunteer Portal on
Facebook to increase its reach.
Disabilities Division
The purpose of the Disabilities Division is to be a catalyst for
changes and projects in the community that would benefit persons
with disabilities by providing a networking opportunity for
representatives of agencies that serve persons with disabilities and
by organizing focused events. In 2013-14 the Disability Division
was chaired by Teri Moore (Easter Seals Central Illinois - ESCI).
For 2014-15, Teri will again chair, and Paul Rosenberger
(Member-at-Large) will again serve as secretary. All meetings for
2014-15 will be held at ESCI in the community room.

to Easter Seals-Central Illinois to help purchase supplies Speech
and Language therapy at ESCI.
This year we had some news members join. We always welcome
new members and anyone is invited to come visit to see if they
would like to join. If anyone would like more information they can

2013-2014 BOARD COMMITTEE REPORTS
PROGRAM UPDATES
Membership and Public Relations
Teddy Bear Dental Care Fund
The purpose of the Membership and Public Relations Committee is
to seek out and encourage agencies and organizations with
programs related to human services in Decatur and Macon County
to become members of HSAC.
The Teddy Bear Dental Care Fund was founded in 1999 by a group
of individuals who attended the HSAC Health Division monthly
meeting. A huge lapse in dental care was being felt within the
Human Service Agencies of Decatur. As a result, the Teddy Bear
Dental Care Fund was established and to date over $353,000 has
been raised over 600 children in Macon County have received
assistance for much needed dental work. For the 2014 fiscal year
Teddy Bear Dental Care Fund has paid over $13,000 in dental bills
for low income families of Decatur. If you would like more
information about the program or would like to make a donation,
feel free to contact Michelle Boatman at 425-1500 ext. 1313.
Documents
This committee shall review the by-laws, policies and procedures,
and other HSAC documents and recommends to the membership
or the board appropriate changes. At least once every five years,
beginning in 2000, this committee will review and make new
recommendations concerning the divisional structure.
A new website was developed with a new address:
www.hsacdecaturil.org.
Updates are always accepted from
members.
Grants
Jerry Andrews, one of the founders of HSAC, chaired this
committee for many years. Jerry’s passing two years ago has left
a void in our organization, and particularly in this committee. Plans
are underway to offer a grant search service available currently at
the University of Illinois – Springfield at a public location in
Decatur..
Professional Development
The purpose of the Professional Development Committee is to
research and recommend programs for leadership development
and inclusiveness, offering workshops, seminars, speakers, and
training events for professional development enhancement.
This year, as in the past few years, the committee concentrated
exclusively on providing meaningful topics at the monthly HSAC
General Meetings.
