What is a CC activity? Scarce resources need prioritisation

What challenges and opportunities do you see in working
with other stakeholders / partners to strengthen the overall
access and delivery of finance to respond to climate change at
the local level?
• Nepal: CSO Coordination issue at all levels (CSO outside
government systems, working in isolation). Delivery of quality
projects because of very low human capacity (e.g.
monitoring). No locally elected body. Opportunity for better
partnerships, ownership and sustainability
• Lao PDR: Low capacity and mandates at local administration.
Participation of CSOs for local development. Opportunity
improving coordination horizontally and vertically
What challenges and opportunities do you see in working
with other stakeholders / partners to strengthen the overall
access and delivery of finance to respond to climate change at
the local level?
• Bangladesh: Accessing resources; influencing local government adversely
(MPs, central govt.); build organisational capacity to build resources. CSOs
would like more resources from government, and more influence on
policies.
• Cambodia: Using national system for funds transfer. Local mainstreaming
pilots should be upscaled to national level. Local government better to
mobilise funds from CSOs for CC issues
• Myanmar: Strengthening local and central government. Establishment of
various development committees which now need strengthening.

• Nepal: Awareness is very high, good policy
frameworks, energised forum for dialogue,
institutions in place, lots of indigenous
knowledge,
