TITLE: FINANCE DIRECTOR
JOB SUMMARY
This position is located in the CATG Administration Office in Ft. Yukon. The purpose of the
job is to maintain and manage the CATG fund accounting system in compliance with applicable
Federal, State, and local laws and regulations and CATG financial policies and procedures. The
Finance Director manages finance section staff that includes four (4) staff in procurement/travel,
payroll, accounts payable and budget monitoring. Maintains and implements finance policies and
procedures on an annual basis.
Finance Director works under the direct supervision of the CATG Executive Director. Duties
are performed independently with periodic consultation with the Executive Director to ensure
that goals are being met. Reports all variances in the financial systems to the Executive Director.

MAJOR DUTIES AND RESPONSIBILITIES
Accounting Functions and Systems
Reviews, manages and oversees all functions (procurement, a/p, payroll) that involve the
financial aspects of the organization. Includes approving and denying procurement requests,
ensuring funding for requests and forwarding to appropriate staff for processing. Supervises and
manages all accounting functions for CATG.
Performs maintenance tasks as needed with CATG’ S accounting system.
Maintains appropriate accounting records including General Ledger, Accounts Payable,
Accounts Receivable, Payroll and Billing.
Maintains chart of accounts and assign new codes as required for contracts and grants.
Maintains payroll system and supervision of the bi-monthly payroll and taxes.
Supervises receivables and payables (including vouchers).
Monitors the accounting, budgetary, and cost controls of the system.
FINANCIAL REPORTING
Prepares and presents appropriately timed financial reports for the CATG Board, Executive
Director and funding agencies.
Assists the Executive Director and Department Directors in monthly review of operating budgets
compared to actual expenditures using revenue/expense reports and transaction details. Assist
Department Directors in making budget modifications.
Prepares Federal, State and other types of financial reports for contracts and grants as required by
each funding organization.
Prepares all fiscal cumulative quarterly and annual reports in strict compliance with grant
regulations and timelines.
Develops specialized and/or periodic reports for the Executive Director which show cross
program category expenditures and agency totals.

BUDGETS
Develops and presents fiscal budgets 90 days prior to fiscal year end with input from Program
Directors, Executive Director and Board.
Develops new program and project budgets with input from Program Directors, Executive
Director and Board prior to grant submission.
Prepares and presents for approval all line item budget revisions in compliance with grant
regulations.
AUDIT
Develops and implements internal audit procedures that insure accuracy, effectiveness and
legality in handling cashier funds, bills and vouchers for payment to vendors, consultants,
employees, contract facilities, construction contractors and for fund control, etc.
Organizes and prepares for annual financial audits.
Prepares documents for the auditor to insure that audits are done in the most efficient manner.
Performs tasks as assigned by auditors to adjust and close fiscal periods.
STAFF SUPERVISION
Has full supervisory authority over CATG accounting, procurement, and travel staff. Includes
conducting job interviews, making hiring recommendations, assigning work, recommending
promotions, performing annual evaluations, recommending disciplinary actions, and when
necessary, recommending terminations of accounting employees.
Provides backup for accounting staff absence.
Ability to abide by all generally accepted accounting principles
Ability to maintain confidentiality.
KNOWLEDGE AND SKILLS
Knowledge of applicable computer system software programs.
Knowledge of general ledger and journal entries, account reconciliation, account payables and
account receivables.
Knowledge of financial budget account analysis, tracking, and reporting.
Knowledge of job cost accounting, fixed assets and depreciation, audit preparation, deferred
revenue sharing, and allocation funding.
Knowledge of the regulatory requirements and policies and procedures of accounting
Skill in working independently to plan, coordinate and implement projects and to complete
projects on schedule.
Skill in problem solving, financial analysis, statistical analysis, interpersonal relationships in the
workplace and conflict resolution.
Skill in communicating effectively at all levels, speaking in front of groups and communicating
in writing through policies, procedures, memoranda and training materials
Skill in establishing and maintaining cooperative working relationships with others.
Skill in effectively leading staff, and delegating tasks and authority.
Skill in assessing and prioritizing multiple tasks, projects and demands.
MINIMUM EDUCATION QAULIFICATION
BA or BS degree from an accredited college or university with a major in Accounting or
Business Administration.

An AA or AS Degree from an accredited college/university in Accounting or Business
Administration.
MINIMUM EXPERIENCE QUALIFICATION
Six (6) years’ work experience in computerized fund accounting (BA or BS)
OR
Eight (8) years’ work experience in upper level financial management position (AA or AS)
An equivalent combination of relevant education and/or training may be substituted for
experience.
PERFERRED EXPERIENCE QUALIFICATION
Certified Public Accountant (CPA) preferred but not required.
Work Experience with a non-profit organization preferred but not required.
ADDITIONAL REQUIREMENTS
May be required to work outside of traditional work schedule.
OTHER
Preference will be given to individuals with knowledge of the people and communities of the
Yukon Flats region, with previous experience living and working within such a region, working
with tribal service delivery, and with demonstrated written and verbal communications skills.
Under the authority of P.L. 93-638, Indian Preference shall be given to the applicant(s) who meet
the minimum qualifications.
As a Federal contractor, CATG is required to show compliance with the Drug Free Workplace
Act of 1988. CATG has initiated and maintained a Drug and Alcohol Testing Policy that
includes pre-employment and random anonymous testing thereafter.
