Letter of Intent countries Human Resources Directors in Armament Network

international armaments cooperation and international
institutions (EDA, OCCAR, NATO) demand standardized
leadership training and intercultural competence

History
Based on the LoI-HRDN paper "Skills and
Requirements for a European Acquisition
Manager" Germany and France volunteered
to set up a pilot program consisting of:
• EDAMIC - European Defence Acquisition
Manager Intercultural Course
• STAMP - Seminar for Top Armament Manager Personnel
To prepare personnel to manage projects and
programmes in an international environment effectively

Briefing on EDAMIC
• EDAMIC is proposed for officers and civilian equivalents at
the level of LTCol.
• This course for prospective armament acquisition managers
and officers has been jointly set up by CHEAr and BAkWVT.
• The course is open to LoI countries plus Belgium, the
Netherlands, EDA and OCCAR.
• EDAMIC has been scheduled for 2 weeks:
1 week in Paris & 1 week in Berlin.
• The course is proposed for 7 participants each from
Germany and France plus 1 participant from each of the
other invited countries / organisations.

General aim of HRD-LoI nations for
EDAM European Defence Acquisition Manager
•
Create a system of leadership training courses for a
European Defence Acquisition Manager (EDAM)
out of national Defence Acquisition Managers.
•
To train them in managing intercultural differences:
- in the personal and professional behaviour,
- in procurement procedures,
- in the decision making process.
•
Build up an international network of EDAM.
•
The participants should be officers and civilian equivalent at the
level of a LTCol who are foreseen for an international program,
working group or assignment.

Briefing on STAMP (1)
• STAMP is proposed for officers and civilian equivalents at the
level of Brigadiers or higher.
• This course for high level armament acquisition managers
and officers has been jointly set up by CHEAr and BAkWVT.
• The course is open to LoI countries plus Belgium, the
Netherlands, EDA and OCCAR.
• STAMP has been scheduled for 4 days within one week:
2 days in Paris & 2 days in Berlin.
• The course is proposed for 4 participants each from
Germany and France plus approximately 4 participants from
the other invited countries.
