The City Government of Olongapo (CGO), through its Bids and Awards Committee (BAC), will
undertake a Small Value Procurement for the Procurement of Consultancy Services for License Appraiser
in accordance with Section 53.9 of the Revised Implementing Rules and Regulation of Republic Act no.
9184.

Interested suppliers are required to submit their Eligibility Requirements, Curriculum Vitae, valid License
Appraiser and Statement of all its ongoing and completed government and private contracts, including
contracts awarded.
Please submit Submission of Letter of Intent with corresponding Eligibility Requirements on or before
5:00 p.m. of October l5, 2015, at the 2nd Floor General Services Office (GSO) Olongapo City Hall,
Olongapo City.
The criteria and rating system are:
1. Applicable experience of the firm
2. Qualification of personnel
3. Job Capacity
- 50%
- 30%
- 20%
“Applicable Experience” pertains to the overall experiences of the firm and the individual experiences of
the principal and key staff including the times when employed by other Consultants.
“Qualification of personnel” pertains to the personnel who may be assigned to the job vis-à-vis extent and
complexity of the undertaking.
“Job Capacity” means the absorptive capacity of the Applicant to do additional works other than those
currently undertaken.

TERMS OF REFERENCE
A. Background
The City Government of Olongapo shall procure consultancy services for license appraiser for the
scrap value of various government building at Olongapo City Marikit Area. The following
buildings are Gordon College Building, Red Cross Building, Old Medical Society Building, City
Museum, CDRRMO Building, Olongapo City Convention Center.
B. Objectives
The objective of the procurement is to establish fair and reasonable valuation of the properties of
scrap value of the building residuals.
C. Scope of the Services
The appraiser shall consider the following current market fair value of the scrap and rental
value of the equipment for demolition.
1. Salvage value of scrap and other residuals of the building.
2. The appraiser shall include the cost of removal, dismantling and hauling of the government
equipment to be transferred to other government offices.
3. Demolition costs which include rental of heavy equipment and salary of manpower. Gather
construction cost for labor and contractors overhead.
D. Study Reports
Submit program of work for the cost estimate of all building salvageable scrap including the cost
of demolition.
E. Study Schedule
The detailed program of works shall be completed and submitted to the BAC for at least for a
period of seven (7) calendar days upon receive of Notice to Proceed (NTP).
