Job Title:
Finance Manager

Base:
Cardiff Bay
Annual leave:
25 days plus bank holidays plus five discretionary days
Travel:
Use of public transport is preferred; when this is not convenient
staff may use their own vehicles or use the car rental system.
Mileage rates are paid in accordance with recommended Inland
Revenue rates.
Hours:
35 hours per week. A flexi time scheme is in operation and
time off in lieu is permissible for any work required to be
undertaken outside the normal hours.
Superannuation:
The post will attract a maximum contribution of 9% of annual
salary to an approved pension scheme or membership to the
local authority final salary pension scheme.
Language skills:
Welsh Language is desirable but not essential to the post.
Essential Qualifications: A recognised financial qualification (membership of ACA,
CIMA, ICAEW or ACCA)
Aim of the Post
To manage the day to day operation of the finance team within WCVA including payroll,
purchase ledger, sales ledger, general ledger, cash management and banking.
To develop the budget and cash flow systems in order to more accurately model WCVA’s
future and to contribute to WCVA’s business plan.
To work with the Director of Finance, Risk and Resources to ensure that WCVA’s financial
practices are robust and meet best practice standards.
To work with the Director of Finance, Risk and Resources to maintain the highest
standards of financial management and control, and fully meet the requirements of
external partners/funders, including Welsh Government and the Wales European Funding
Office.

Main duties

Take the lead in implementing and monitoring WCVA’s new financial management
system including continually updating and developing the system to establish fit for
purpose financial controls to fully meet the requirements of external partners/funders,
including Welsh Government and the Wales European Funding Office.

Lead the financial reporting process across the organisation ensuring financial controls
and segregation of duties are maintained.

Lead regular reviews of WCVA’s budget and forecasting processes.

Work with project teams across WCVA to complete all project reconciliations and
financial claims.

Prepare WCVA Group Annual accounts for annual audit liaising with external auditors.

Manage and support the development of WCVA’s finance team.

Manage and develop Pay Connect, WCVA’s payroll service for the third sector, to
include:
o Ensuring Pay Connect meets contractual commitments with existing clients to
required standards
o Marketing the Pay Connect service in order to increase its client base and income
o Ensuring Pay Connect manages WCVA’s own payroll

Provide appropriate management information in a timely manner to drive business
efficiencies.

Work with the Director of Finance, Risk and Resources to review options to develop
and market back-office support services for other third sector organisations; to
generate new sources of income.

Person specification
The following are essential skills: (candidates who cannot demonstrate these skills will not
be short listed)
1. A recognised financial qualification.
2. Demonstrated experience of managing financial systems, accounts, and payroll for a
small to medium sized organisation.
3. Ability to operate in and /or lead dynamic high performing teams to deliver projects
including working across all teams within an organisation.
4. Demonstrated experience of producing organisational accounts to audit stage.
5. Demonstrated experience of preparing budgets and forecasts with non financial staff.
6.
Ability to solve problems in a practical and cost effective manner.
7. Good writing skills including experience of producing board reports and briefing papers
and demonstrated experience of using both technical and non-technical language to
deliver practical results.
The following are key skills: (these skills are needed for the role but could be acquired on
the job or through training within 6 months of appointment)
1. An empathy with and knowledge of the voluntary sector and the confidence to ensure
that the needs and views of the voluntary sector are paramount and are not overlooked
in any action, discussion etc.
2. Experience of working with Welsh government departments, political representatives,
voluntary and community sector organisations.
3. A working knowledge of European operations as it relates to the business of WCVA, its
impact on the third sector and future impacts to WCVA.
4. A commitment to WCVA’s purpose and its equal opportunities and Welsh language
policies.
