BACKGROUND

PURPOSE
FHI 360 wishes to identify a video consultant to assist in the filming and production of two video
products for an internal leadership meeting taking place in early March.
SCOPE OF WORK
The Contractor will provide video production services including scripting, story boarding, filming, post
production and editing to FHI 360’s Corporate Communications Department within the Strategic
Development and Communications Group.
FHI 360 will be hosting a global leadership meeting March 9-13. The Communications team will be
helping shape the conversation by creating two videos as an opening and closing to the meeting. The
videos will utilize both internal and external video.
The opening video should lay out the state of International Development today, with an eye towards
future challenges. The closing video should speak to FHI 360’s capabilities and positioning to meet the
challenges of International Development going forward.
The services of the Contractor include, but are not limited to:
1) Helping to create concepts, scripts and storyboards for two videos – Opening and Closing
2) Delivery of the opening video by March 7
3) Support in some onsite filming
4) Perform on-site production and next day turn-around
5) Delivery of the final video to be shown at the end of the meeting on March 13.
Contractors should cost out each video separately. Each video should be designed as a stand-alone
entity. That is, each should be able to be a coherent whole without the other, but also both should fit
together if shown back-to-back (cover similar themes etc.) FHI 360 may choose one contractor for both
videos or different contractors for each video, or may choose to produce only one of the two videos.
DESIRED CANDIDATE PROFILE
The ideal Contractor will possess the following profile:
1) Proven experience in video production and story telling
2) Bachelor’s degree or higher
3) Ability to work with a fast-paced team, adapting quickly to changing needs
4) Work experience in global development a plus
5) Working knowledge of FHI 360 a strong plus
6) Available between Feb 11 – March 13 for pre-planning and execution.

Proposals are due by Midnight on Minday, February 10, 2014.
Quotes received after this date and time may not be accepted and shall be considered nonresponsive. FHI 360 will acknowledge receipt of your quotation by return email.
Any questions or requests for clarification must be submitted in writing to mhenry@fhi360.org and
BKinyon@fhi360.org. no later than Friday, February 7, 2014. Inquiries and answers to inquiries will be
shared with all applicants and posted with the solicitation on the FHI 360 website. Consultants are
responsible for review of the terms and conditions provided in the attachments and listed below.
SUMISSION REQUIREMENTS
Quotations should include the following information:
 Proposed hourly rate.
 CV or Resume highlighting relevant experience
 2-3 professional references we may contact

2-3 samples of your work
List experience with international development partners with whom you have worked (eg:
USAID, UN organizations, NGOs, etc.) including FHI 360
Signed FHI 360 Biodata form
EVALUATION CRITERIA
Evaluation will be based on:
 Quality of work (based on samples and references): 30%
 Proposed rate: 30%
 Knowledge of FHI 360 and international development: 25%
 Years of experience: 10%
 Flexibility: 5%
Award is expected to be made to the offeror who best meets the specifications in this RFQ. Please DO
NOT begin work until a contract has been signed between FHI 360 and the consultant.
DISCLAIMERS
1. FHI 360 will not compensate individuals for preparation of their response to this Solicitation.
2. Issuing this Solicitation is not a guarantee that FHI 360 will award a contract.
3. FHI 360 reserves the right to issue a contract based on the initial evaluation of offers without
discussion.
4. FHI 360 may choose to award a contract for part of the activities in the Solicitation.
5. FHI 360 may choose to award contracts to more than one offeror for specific parts of the
activities in the Solicitation.
6. FHI 360 may request from short-listed offerors a second or third round of either oral
presentation or written response to a more specific and detailed scope of work that is based
on a general scope of work in the original Solicitation.
7. FHI 360 has the right to rescind the solicitation, or rescind an award prior to the signing of a
contract due to any unforeseen changes in the direction of FHI 360’s client (the US
Government), be it funding or programmatic.
8. FHI 360 reserves the right to waive any deviations by offerors from the requirements of this
solicitation that in FHI 360's opinion are considered not to be material defects requiring
rejection or disqualification; or where such a waiver will promote increased competition.
9. Data produced by this consultancy belongs to FHI 360 and USAID. Any distribution of data
must first have written authorization from FHI 360 or its designated representative.
