-I attended a few meetings with member. My Shop Steward and Facility Rep have
been joining me when necessary to gain experience.
-we are short staffed in many departments especially the kitchen staff
-Our maintenance man Howard Rust has retired. We wish you all the best
-I attended a Multi-site supervisor meeting with Brian and Donna
-lab had some questions and I have been in close contact with them trying to
answer all their questions and calm their concerns

The month of October was busy for both facilities; workload is the main cause of
concern. We now have a place to secure files in BDCC & I attended the SFL
conference in Saskatoon which was very informative.

3 attendance meetings attended by Lois
Lois attended a meeting concerning Issues in Baking, outcome member would be
job shadowed for a day with senior personnel and re-evaluated.
I had a meeting with member concerning Harassment, outcome awaiting
paperwork, dates etc.
Numerous questions answered concerning Workload, Scheduling, holidays, and
redirection of staffing, correct form filling procedure, overtime and general
inquiries.

Cheryl attended a meeting concerning probation, outcome extension of probation.
I attended 2 meetings concerning attendance Attended a meeting concerning

For the month of Oct. I submitted two first step inquires/grievances in regards to
not getting position award. Also answer numerous questions in regards to
language with relief positions and multi-site positions. Just made myself available
to all staff for all questions. Forward workload concerns to union office. Nothing
else to report at this time. Cindy
 Investigated job awarding at BMHC. It was awarded wrong, correct person
offered position.
 Investigated LPN off sick, told to apply for DIP. Compensation denied her.
 Bereavement leave paid to employee. Needed 6 days as over 500 kilometers.
 Attended meeting with member at Primary Health, answered questions.
 Riza attended investigation meeting with me at primary health.
 Lillian met with 3 employees and employer, 2 on client complaints and one on
cell phone complaint.
 Sharon Barton doing DTA for housekeeping employee. Trying to schedule
meeting with supervisor.

October 29th – (w/Bernita)
Meeting w/ the PHC- Office staff re. Work Etiquettes and Common Respect at

I just had the 4 LPN meetings in October regarding their treatment and utilization
in the ER. The outcome is still being planned but a memo did come out regarding
giving the LPN report (wasn’t being done by some staff) and the role of LPN to
be working with the RN on rooms. By Bobbie
TURTLEFORD BRANCH REPORT FOR OCT 2015
EDAM - Employer is not willing to have housekeeping staff work on Xmas Day,
there is concern as to when the staff member will be able to work her hours.
There is going to be a meeting in this department to discuss the issues.
- The Nursing temp position has been extended to end of January.
- Casual postings and hires have taken place in housekeeping and Dietary.
ST WALBURG - The employer and the Union meet for Labour relation issues,
with some success for the employees and employer as well.
- Concerns were brought forward in regards to staffing levels on weekends.
- LPN's are checking and making sure they are receiving team leader pay on
weekends
- Questions were brought forward about working Xmas and New Year’s.
TURTLEFORD - Dietary is in the process of developing a new roto.
- CCA's had a meeting with the Employer to discuss the shift hours change, and
have agreed to return to original hours.
- Questions were answered on awarding of positions, along with several others
questions
- Variable Hours application approved and posting has taken place
October has been a busy month; I have attended several meeting throughout the
Branch, the employees are all happy with the Mask/Flu policy, and not having to
wear a mask if not taking the flu vaccine. I attended a meeting on a work
assessment evaluation with a member. I was privileged to attend the SFL
convention in Saskatoon.
I have had several phone calls and texts from members with concerns and
questions.

Meadow Lake Branch Report for November 10, 2015
Regional Orientation has been moved to North Battleford for new employees in
Meadow Lake
Problems with Regional orientation are - no driver's license, No care
for children who need to be cared for. No credit card to book rooms, travel time,
meals
The have been forwarded to management, HR and David Fan for review.
Possible solutions are to use video conferencing, train others to do TLR in other
workplaces.
Phone call re-education mandatory. Employee from Goodsoil went to
Lloydminster and traveled total 60 klms stayed with her sister instead of in a
hotel. Manager refused to pay the mileage for the 60klms. I told her to resubmit
and file a grievance.
Labor management needs to discuss the cost to employees / what are they paying
for?
Homecare question about changing of shifts. Explained by scheduler that the
worker was 2 hours over and was scheduled for a later shift, which did not put
her over hours. The employee was asked to submit her problems in writing so it
could be looked into. So far no written documentation,
Issues arising with employees working in more than one facility. How do they
get time off? One place gives time off then the other books them on because they
are off. Asked member to bring the written documentation. Nothing yet.
Temp office admin homecare posted. 9Applications have gone in and closed.
Waiting the awarding of the position,
RTW being done for dietary. Cook returning as per agreement with RTW,
manager Lori Graupe, and Marilyn Goll in charge dietary, CUPE Rep Rachel
Chatelaine.
Laundry changes from NSL to KABRO linen. Very different supplies are not
available, exchange products for similar items or receive nothing. Quality of
linen being sent or returned to us is not as good as NSL. OR greens scrubs are
wrinkled, thin, and not very professional. Lab Coats came back clean but they
were all folded and packed in a bag, which made them wrinkled and
unprofessional. They were put into the clothes dryer to remove the wrinkles.
NPL did not receive their order last week Monday. They are still very short of
linen and need to put more into the supply. They apparently anticipated more
linen to take over from NSL however they were not ordering more and it
wore out the supply was depleted and subs were done. KBRO has ordered more
supply and hopes to have enough very soon,
Two Meetings attended by Rachel Chatelaine with members,
Marlene Ouellette posted the posters for caregiver week,
NPL there will be new rotations made up for dietary, as there will be open
positions coming with retirements in January. The plan is to maximize perm
part time to as close to full time as possible,
Interviews have been done for MLH ES department. Due to illness of several in
the department there has been shortages of staff at the present time. There will
be 3 casuals hired to avoid staff shortages.
Deb Wells reported for Loon Lake Kelly wants to change rotation and hours the
activity worker. She may have Saturday in the rotation,
NO activity worker has been hired to fill the position yet.
No cook has been hired
Dale Bualer hired perm part time in housekeeping he also works in maintenance
part time.
Meeting October 21 was cancelled with Terry and DEB Wells. Terry resigned
her perm part time position on Oct 23, 2015
Colleen Cowan did not have a casual position in housekeeping. Her 90 days is
up for her position in Dietary,
Hired part time in activities Gale Hakes and Pearl Martin,
Joanne Stoebich reported for Goodsoil. There is a problem with the stats. Some
are always over and have a minus. Checking the rotations to see if they are
correct. These are 12-hour rotations for full time employees,
I spoke to Jenny Ross about the problems getting workers in housekeeping and
in dietary departments. Jenny was invited to Cutknife to the reserve to talk to
residents there. Pat Lariviere went with her and spoke to them about her
experience and about jobs available in Health Care. I talked to Jenny again to
see if she had any ideas about finding workers in the Turtleford area. He is going
to the reserve there and will attempt to find workers who are interested in
positions in housekeeping, dietary.
Workload
Marilyn Goll attended the OH&S educational in Regina, which was an invite to
the
Provincial Workload Committee. This was very interesting to learn how our
OH&S
Committees have the obligation to talk about workload at their committee
meetings.
If they do not get resolved in the facility grievances can be files as per the
collective
agreement. Troy Winters presented this course and it would be very good for
our local to put on for OH&S CUPE committee member.
Marilyn Goll has spoken to Lori Graupe about the dietary and housekeeping
shortages in The Region. All of the workload processed bundled up to go to the
mangers where the forms came from. Branch VPS will get copies and we will
meet
with the mangers to attempt a resolve. Please continue to send your workload
reports in. I will be meeting with the workload committee in November and I will
be forwarding copies of all reports to be presented at a meeting to the ministry.
Meanwhile workload is an OH&S issue and can be taken to your local committee
as
per the collective agreement,
Keep reports coming. Whenever you are short staffed, when workload is too much
due to heavy workloads, when there are not enough workers to follow the policies
example persons requiring 2 lift person and there is only one.

6. President’s Report:
1) Wall of Remembrance final approval. Motion #2015-116 to support this. M/S
Brian/Bruce. Carried
2) Materials Management changes Re-Org Article 24. Brian and Bruce will meet
with the employer to discuss on Mon, Nov 16th. Discussion was had. Suggestion
that the employer post Working Supervisor and Purchasing Agent positions.
3) Mix of 12 and 8 hour shifts Lloydminster Hospital Surgery. Draft LOU shared
for review by executive.
4) Request from SHNB to extend TFT 8hr Rotos and TFT CLD positions until
June 2018. Motion #2015-117. M/S Donna/Marilyn to agree to the extension.
Carried.
5) Motion #2015-118 M/S by Megan/Perry to maximize the PPT Lloydminster
Pharmacy Tech positions. Carried
6) Repayment issues. Process is to be followed. Current practice:
a) A letter will be mailed to the member, e-mail to the local president. E-mail will
then be forward to the branch VP to check if there are any issues.
b) If the member contacts payroll and they are agreeable, a repayment schedule
will be set up. The member is notified in the letter that they have the right to have
union representation.
c) If the member does not respond, payroll or designate manager, will contact the
member, either a repayment is set or a formal meeting can be set up. Not every
case will require a meeting; it will depend upon the circumstances.
7) Cutknife MSW request. Discussed.
8) Partnership meeting. Will be held on November16th. The four table officers
(Brian, Nancy, Bruce, Linda) will attend.
9) L/M changes. E-mail of changes was shared. Discussion on the format of these
meetings were discussed to better utilize our time.
10) Pharmacy Techs – A work in progress. New regulations, registration, new
classification. Discussion was had.
11) Posting for relief. Instead of percentages, the employer would like the number
of shifts available. This is at the discussion stage.
12) How can we reduce wait times in the ER? Ideas to be sent to Brian or Gord.
13) Scheduling issues. Schedules only being posted two weeks in advance in
Meadow Lake Homecare.
7. New Business
7.1 Shop Steward Training. Nancy has e-mailed the CUPE Education Rep,
awaiting response. Donna will send Nancy information on SLS courses that this
local has completed so that further training can be booked.
7.2 Office Coverage for Dec and Jan 2015. Done
7.3 Scholarships. By-Laws need to be reviewed as per eligibility prior to
awarding.
7.4 Executive Meetings. Start time for winter. There will be no change to hours.
7.5 CUPE Apparel. Samples of hoodies and jackets purchased at National
Convention were displayed and discussed as to possible ordering for our local.
7.6 Project Poinsettia. Dates have been tentatively set for Nov 20th to start then
Nov 27th and again Dec 4th. Radio ads may commence during the week of Nov
20th.
8. Treasurer’s Report. Bruce presented his report. Motion #2015-119 M/S
Bruce/Marilyn to adopt. Carried
9. Grievance Report.

Marilyn gave update on Workload.
LPN Committee needs a new member to replace Deb Haftner. Brian will do up a
Poster for members.
