Texas State University is committed to the highest ethical standards in

businesses. The university is determined to increase HUB participation
in the procurement of all goods and services, including construction.
Things to know….
 Any government entity that spend $10 million a fiscal year is
required to have a HUB Program within their organization. Currently
there are 180+ government entities and you will need to know their
processes in doing business with them.
 Report HUB Expenditures on a semi-annual and annual basis to the
state.

Procard/Small Dollar Purchases - $5,000 and less
• Department buyers make non-restricted purchases directly from
vendor.
Informal - $5,000.01 to $25,000
• Certified purchasing buyers request three quotes. 2 quotes from
HUBs.
Formal - $25,000.01 and Up
• Formal bidding is posted on the State’s Electronic State Business
Daily (ESBD). Notices are sent to minority-owned businesses and
woman-owned businesses, if possible.
• Bids over $100,000 require HUB Subcontracting Plans (HSP).
Group Co-operatives
• These are purchasing forums that supersede the threshold. We use
several including TXMAS, BuyBoard, TCPN, Choice Facilities, US
Communities, etc.
