CITY OF RHINELANDER
PLANNING COMMISSION MINUTES
TUESDAY, JANUARY 22, 2013
MEMBERS PRESENT: Mayor Dick Johns, Mark Pelletier, Russ Brown, Sandra Bergman, George
Kirby, Laurie Goscha and Jim Leschke.
MEMBERS ABSENT: None
OTHERS PRESENT: Fire Chief Terry Williams, Administrator Blaine Oborn, John Riopel, Kyle
Rogers and Mark Sturm.
CALL MEETING TO ORDER: The meeting was called to order by Chairman Dick Johns at 4:00
P.M., noting there was a quorum present to conduct business, the media had been properly notified and
the agenda duly posted.
APPROVAL OF MEETING MINUTES OF DECEMBER 4, 2012. MOTION BY
BERGMAN/LESCHKE TO APPROVE MEETING MINUTES OF DECEMBER 4, 2012. 6 AYE, 0
NAY, 1 ABSTAIN (GOSCHA) MOTION TO APPROVE CARRIED.
UNFINISHED BUSINESS:
Comprehensive Plan – Housing Chapter 3. Bergman passed out the proposed change and will
discuss at February 2013 meeting date. Discussion took place regarding amending all chapters of the
plan and if there was a schedule to have this completed. TABLED UNTIL NEXT MEETING.
NEW BUSINESS:
Conditional Use Permit – Discuss/Revise Conditional Use Permit for AT&T/Cingular Wireless
located at 143 South Courtney Street (municipal parking lot - RH9106-0400), approved for the
purpose of the use of the property and the approval of the height exceeding 45’. Mayor explained that
there was a problem with the flag and issues have been resolved and Mark Pelletier will now take this
issue over under the parking advisory board.
Certified Survey Map – Approve/Disapprove Certified Survey Map for property located at 1306
Lincoln Street, Rhinelander, RH9105-1604. Williams explained that the proposed owners would like
to remove the easement that is currently on the property allowing for ingress and egress. Williams
spoke with Public Works, Knuth and Gilman, that were in favor of each lot having its own curb cut
and will work on ingress and egress point for safety. Goscha confirmed that the utility easement will
remain. Brown stated that he thought that the original one was done with the easement to allow for
pass from lot to lot. MOTION BY PELLETIER/KIRBY TO APPROVE CERTIFIED SURVEY MAP
FOR PROPERTY LOCATED AT 1306 LINCOLN STREET, RHINELANDER (RH9105-1604). 7
AYE, 0 NAY, MOTION APPROVED CARRIED.
Certified Survey Map – Approve/Disapprove Certified Survey Map for property located off of
Eisenhower Parkway, Rhinelander, RH9104-0908 & RH9104-0909 (previously PE46-7 & PE46-13)
POSTPONED UNTIL FUTURE MEETING DATE.
Site Plan – Approve/Disapprove Site Plan for proposed Kwik Trip for property located off of
Eisenhower Parkway, Rhinelander, RH9104-0908. POSTPONED UNTIL FUTURE MEETING
DATE.
Comprehensive Plan – Discuss/Update/Approve Chapter 2 Natural Resources; Historic portion of
Comprehensive Plan as submitted by Historic Preservation Commission. Goscha explained that this
went through Historic Preservation and would like to have approval by the Planning Commission for
the addition to the Comprehensive Plan. Committee made minor changes and will be taken to Council
for the approval. MOTION BY GOSCHA/BERGMAN TO APPROVE CHAPTER 2 NATURAL
RESOURCES AS SUBMITTED AND CHANGED. 7 AYE, 0 NAY, MOTION TO APPROVE
CARRIED.
Ordinance Change – Discuss/Review/Approve Watchman’s Quarters; definition of, requirements of
and/or allow or not to allow this type of living quarters. Williams explained to the Committee the
history of why this issue as come about. The issue of a watchman’s quarters has come up again in a
building located within the City; It was suggested that watchman’s quarters be removed from the
ordinance and not be an allowance within the Ordinance and Williams would like to see it be removed.
Mayor stated that it would need to be set for public hearing. MOTION BY KIRBY/LESCHKE TO
SET FOR PUBLIC HEARING THE APPROVAL TO REMOVE WATCHMAN’S QUARTERS AS
AN ALLOWED USE WITHIN THE CITY OF RHINELANDER MUNICIPAL CODE. 7 AYE, 0
NAY, MOTION TO APPROVE CARRIED.
Certified Survey Map – Approve/Disapprove Certified Survey Map for property located at 1022 &
1044 Lincoln Street, RH3049-V & RH3049-X. Riopel explained that the property lines need to be
changed to allow for clean lines and make sure that 1022 Lincoln Street was not over the line that
belongs to 1044 Lincoln Street (about a 20’ lot line change). Williams felt this would benefit the City
by cleaning up lot lines. MOTION BY LESCHKE/GOSCHA TO APPROVE CERTIFIED SURVEY
MAP FOR PROPTERY LOCATED AT 1022 & 1044 LINCOLN STREET, RH3049-V & RH3049-X.
7 AYE, 0 NAY, MOTION TO APPROVE CARRIED.
MATTERS OF EMERGENCY/INFORMATIONAL NATURE:
 Williams presented an example of a check list that will be used for all Conditional Use Permits,
Certified Survey’s, Map Amendments/Annexations. Committee would like to see the checklist
included with the packets.
