Course Concept
1.1.1 Target group / Requirements / Acknowledgement
Target group / Requirements
The Course is mainly directed at the economics students from all Universities, in
particular the business management courses. Ideally you are currently in the main
study period and are focusing on e.g. marketing, foreign trade etc.
This overseas study is also suited for political economics and other faculties such as
industrial engineering.
This program is also recommended for graduate students from all faculties, as it
gives a unique opportunity and extra qualification that can be used as a “stepping
stone” before entering the workplace.
The lectures are held in English, therefore good English skills are required.
Acknowledgement
You can achieve international standard credit points for this semester. A total of 30
ECTS points for each semester.
Requirements for this are as follows:
(1.) attendance of at least 75% and
(2.) Passing the end of term examinations.
The participation will be credited and all results from each subject will be declared as
a grade (international scale) and percentage in your certificate.
At some German Universities an external semester is already integrated into the
course timetable. As since 1997 all courses at the OUC – Ocean University of China
have been approved without restrictions by all Universities.
Each student should ask their university if the performance certificates achieved in
Indonesia are accepted. We advise to check with the subject tutor / examination
authority if recognition or compensation for prior course requirements need to be met
(e.g. Seminars, obligation lectures, examination requirements). This is important as in
Germany there is no federal structure that provides a universal standard. Our
experience has shown that commonly 2-3 certificates are accepted.

1.1.2 Founder and the Idea
How did it come to this study course?
In the 1990’s the DMV (Deutcher Marketing-Verband) invited 80 managers and
professors to a conference. The agenda was to discuss how the course structure for
students could be optimised to meet the changed requirements, in order to give the
manager of tomorrow the best specifications.
These are:
1. a relatively short graduation time
2. relatively good notes (soft skills such as interpersonal skills and emotional
intellect are now more important)
3. language skills (multilingual)
4. foreign country experience
Parallel to this the AFM had also picked up on this subject, discussed the necessity
and problems accompanying the residence in a foreign country. The background
thought of the BDI was not to forget the markets of tomorrow, to accompany this idea
it occurred to install the possibility of studying in a foreign developing country. This
encounter should also solve the problem of students lacking career qualifications in
reference to these countries, especially through a lack or missing intercultural
expertise.
As a solution to the new requirements on our graduate students by the industry, we
intend to sensibilise the students for other cultures and markets. A “studium
generale” was conceived to accommodate these new demands. Already in 1997, the
first 15 students flew to China and in 1999, 22 students to Indonesia. Up to 2006
around 2000 students from 130 different universities (Uni 55% / Fh 45%) have taken
part in this program since. These learning opportunities are the largest in the Federal
Republic of Germany. The program has been on a number of occasions on TV, radio
and in newspapers.
The founders of this program are: Prof. Dr. Egon Heil from the University Rodenheim,
Prof. Dr. Stephan Passon from the University of Applied Science Dortmund. Prof. Dr.
Passon is currently coordinating the courses.
1.1.3 Course structure
Program duration
The course embraces one complete semester. The semester contains 12 lectures for
each subject.
The following timetable shows that a minimum duration of 14 weeks are necessary to
completion.

In the last week there are examinations.

A half day, in some exceptions 1 day for curriculum relevant excursions, which are
part of the course.

A Compulsory attendance of 75% is expected.
Examinations
At the end of term there will be a written examination in each subject (100 minutes).
Allowance to write the exam is only obtained with a physical attendance of minimum
65%.

The results will be certified and declared by international guidelines.
Dress code
At the University of China is seen upon to maintain a standard of dress I. e. No
shorts, no slippers, no mini-skirts.
This means:
- no low cut blouses (no thin straps)
- long trousers or skirt (no mini) – not “navel-free”
- Gents: closed shoes (no slippers or flip-flops) sneakers are okay
- Gents: on official occasions (e.g. Welcome / Final ceremony), jacket, white
shirt and tie
- Ladies: Pumps or slippers
- Fundamentally: name plate / sticker
1.1.4 Empowerment
All students should work in project groups, with the intention of maintaining an
optimised structure. This structuring serves the self organisation and to increase the
standard of satisfaction throughout the course and residence. Beyond this it is aiming
at improving the social skills and decision making capabilities.

The result of your residence is fundamentally dependent of how well you work and
how well your team works. On a weekly basis there is an operation meeting for team
speakers. This is aimed at creating transparency over all activities. Apart from this
there is also a weekly achievement protocol that needs to be submitted and a final
report with the updated work folder to be submitted at the end of term.

Guest lecturers from different areas (trade, service, management) round of this

Lecturing days are: Tuesday, Wednesday, Thursday and Fridays. They start at 8:00
hrs and end at around 15:00 hrs. On Wednesdays there are subject drawn
excursions. On Fridays are the operation meetings (Empowerment).
The lecturing language is English. Please bear in mind that the lecturers are Chinese
and although most have studied in Australia, the spoken English will take a little
getting used to. It will take some time before you have adjusted.
At the beginning of term there will be a language test (Attendance), from which you
can see how good your English is. There is the possibility to take part in advanced
English courses for a fee.
The timetable will be distributed at the welcome ceremony.

Everyone that is registered at a university in their country of residence can take part.
Faculty:
Business studies, economics, business management, engineering sciences,
journalism and all other faculties with a reference to economics in the foundation
course.

To support your decision a small hint: Anyone who is thinking of an extra qualification
in an emerging country, should stay in that culture for at least one term. It does not
matter if the chosen country is China, India (in preparation for 2008), Argentina (in
preparation for 2008), Brazil (in preparation for 2008), Russia (in preparation for
2008) or Indonesia. The important thing is: go for it!
1.2
IBSN Overseas Study at the UOC – University of China, Qingdao
1.2.1 University and Campus
The Ocean University of China (OUC) in Qingdao is a state university and was
founded in 1924. Since 1960 it has become part of the 3% elite universities of the
country and is controlled by the central government in Beijing. In the Peoples
Republic of China there are 2000 universities, 10 of which are private.
The OUC is structured like any other modern university, with over 1800 lectures in 23
faculties and institutes. Currently there are 27000 matriculated students. The
admittance is managed in a central selection procedure in Beijing. Only around 20%
of applications are admitted.
Geographically the OUC is spread over three campuses. The historical “old” campus
Yushan is situated in the town centre, the Fushan campus is in the new town of
Maidoo and the Laoshan campus is just outside town (construction is still underway).
On the campus live the many thousands of students as the university site measures
200 hectares. The IBSN study program is held on the old Yushan campus. This site
is especially beautiful due to its old architecture, which was widely influenced by the
Germans but also for its parks and its stadia. There are many hotels (also for
international students), a restaurant, many small shops and snack bars which provide
a comfortable atmosphere.
International Education Centre
Das IBSN study program is since 1996 supervised by the International Education
Centre (IEC). Here are around 1200 international students which study at different
institutes coming from 30 different countries. The IEC offers Master degrees, Ph. D.
and Diploma courses.
In its important role as a key Chinese university it takes part in scientist exchanges
with over 120 universities worldwide. The university works very closely together with
the University of Cambridge (U.K.) and the University of Western Australia.
International Business Studies Network China – IBSN
The IBSN (formally CBP – Chinese Business Program) is based upon contracts from
1996 and has been held since 1997 every semester.
1.2.2 Lecturers and Staff
The names of the lecturers are liable to changes. Around 14 different lecturers /
tutors teach in the IBSN program and nearly all of them have studied overseas
(Australia, USA, UK, and NZ). A list of current lecturers will be disclosed at the
beginning of the course.

As the course commitment takes 14 weeks it is advisable to plan at least 15 weeks
residence in China.
Essentially:

On the 1st Sunday / term beginning, there will be a highly official welcome banquet,
where faculty members will be attending.
Minimum: 15 participants. If there are more than 40, they will be split into groups,
with maximum 40 students in each group.
Pre / Post tours China
There is the possibility to extend your stay in China or other Southeast Asian
countries, to have time to explore the region. Fundamentally, it is possible to travel
through China all year round, however it needs to be considered that the climate
varies a lot. In winter it is very cold in the north (Hotels are often not heated), the
summer in the south is very hot and has a tropical climate (not all accommodations
are air conditioned). For your travels it is best to extend the summer term (term ends
around June) and in the winter term to arrive earlier to accommodate for your travels.
Essentially it is proven to arrive at least 4 days earlier to visit the grand city of Beijing,
the very busy Shanghai and its great surroundings or a visit to Hong Kong.
Commonly the participants have coordinated their arrival so they can travel together.
Notice: Tibet is only reachable in the summer. The 48 hours train trip (24 Euro’s) with
the new Tibet Express is very attractive. This trip should be planned in advance as
entry to Tibet is only allowed with a group visa. For the neighbouring regions,
Thailand, Burma and Vietnam the best time is November until March (dry season).
The reason for this is that the monsoon displaces itself throughout the year from the
northern hemisphere to the southern hemisphere. Accordingly, it offers to extend the
winter term and visit Southeast Asia afterwards (middle of December).

www.ctrip.com or www.elong.com. National flight tickets can be deposited as Etickets or delivered via mail if you have an accommodation in China. If the ticket
cannot be payed with cash, credit card payment is available. In such a case a
verification fax will be sent from the agent who then needs to be signed and returned
via fax. All the staff speaks very good and fluent English.

Living and studying in China
Qingdao and the Province Shandong

Qingdao is an attractive and cultivated seaport city, which is situated directly next to
the Yellow Sea. The city has around 7 million inhabitants. 2.5 million Live in the city
and the rest in the surrounding outskirts. Administratively, Qingdao belongs to the
economically strong Province of Shandong. In 1903 a German brewery was founded
which produces the well known Tsingtao beer. The brewery is one of the most
significant businesses in the city. Its turnover in 1994 was around 456 million RMB.
The brewery which is today producing all over the country was one of the first
Chinese companies to sell shares on the Hong Kong stock exchange.

From a historical point of view, the untypical Chinese city was strongly influenced by
the German colonial period. This is noticeable in the many buildings in the city that
were built in a German architectural style. Its development from a small fishing town
only took 16 years, in this time it became a considerably large trading town. This was
due to the large amounts of money spent to improve its infrastructure. For more

As the city is directly situated at the water front, its climate and its restaurant menus
are positively influenced. The region is renowned in the whole country as a cultivated
health resort and in the summer it is commonly seen as a good holiday resort by the
Chinese. This is comprehensible as the nice beaches, clean air and the nearby
mountains make it very attractive. Due to the outstanding conditions for water sports
the Olympic Sailing Competitions of 2008 were held here. Principally, the tourist
economy is very important for the region. Next to water sports and countless
beaches, there are numerous other activities available.

Due to the economic reform and the opening of foreign trade, Qingdao has become
an important part of this process. In 1994 the foreign trade turnover summed up to
2.3 Million US Dollars. This is one fourth of the total turnover of the province
Shandong. The city is one of the 14 “opened” on the Chinese coast. Apart from this
Qingdao is able to make decisions that normally only a province can make.
On the west coast of the Jiaozhou-Bay, opposite the city Qingdao exists since 1984
the economical and technical development zone of Qingdao. About 8 million RMB
were invested between 1985 and 1995, to improve the infrastructure and basic
composition of the 1599 km² zone. Among other things a passenger and vehicle ferry
transfer was implemented. In 1994 a motorway connecting the city with the zone was
opened. Two tunnels of six and eight kilometres in length are projected. 2300
businesses were counted at the end 1995, 700 of which cooperate internationally. In
1992 it was declared as a free trading zone and until 1994 about 125 businesses with
international involvement moved here. Among them the well known German
company Bayer, with its daughter company Rheinmetall and Degussa Chemical Co.
Ltd, and other smaller companies such as Digatron Industrieelektronik GmbH.
Between Qingdao and Germany there is a time difference of +7 hours in winter and
+6 hours in summer.
Climate
The climate is very similar to the German climate. The winter however is not so
harsh. The temperature rarely falls below zero degrees although the winds can get
very strong, due to Qingdao being by the sea. The summer is in general somewhat
warmer, making air conditioning sometimes necessary.
Currency
Currency in the People Republic of China is Renminbi, RMB (the peoples currency),
usually known as Yuan or Kuai. 1 Yuan = 10 Jiao (or Mao) = 100 Fen. 1€ = around
10 Yuan (04/2007).
Shandong
Shandong belongs to the eastern provinces near the coast. Due to this it is among
the most developed regions of China and nearly allows a western living standard.

Qingdao has enough sightseeing possibilities to keep you occupied throughout the
term. The majority can be done in a leisurely two day tour because of the small range
around the campus.
Governor’s palace
The palace is now a museum and used to be from the German governor during the
colonial era. It is mostly still in its original state and therefore architecturally very
interesting.
Badaguan
Beach promenade – Very nice outlook and jogging path. Reachable with the Bus
lines: 15, 26, 31, 202 and stop at the Wushenguan Lu (2006).
Lighthouse
On beach No. 6 on a small island. There is an entry fee to the island, unfortunately
the lighthouse cannot be entered but the visit is still worth its while.
TV-Tower
The restaurant in the tower provides a rich lunch buffet for around 40 Yuan / 4€ and
you save the 30 Yuan entry fee. The tower stands on the Taiping Hill and is therefore
348 meters high. From up there you can enjoy the beautiful view over the whole bay.
Reachable with the Bus lines: 1, 36, 368 and stop at the Taiping Shan Lu (2006).
Temple
Directly at the mountain of the TV-tower there is a Chinese Temple with a beautiful
park complex which can be entered for free. The temple can also be seen but there is
an entry fee.
Churches
From the colonial time there still exists a Protestant and a Catholic church. There is a
Christian community and there are regular church services.
Botanical garden
Built in 1976 it lies at the base of mount Taiping. In the park you will find the Senlin
Amusement Area. Entry fee 10 RMB. Bus lines: 206, 310, 370, 604 and stop
Yueyang bus stop (2006).
Fortress / Bunker
Built by the German colonial occupants it can be visited, the entrance is well
concealed but can be found easily. The bunker is surrounded by a wonderful park
that makes a trip worthy.
Qingdao Ocean World
Ocean World is situated near the campus site and is an ocean museum with many
aquaria. Entry fee: 40 Yuan. Bus lines: 317, 501, 11, 102, 104 and stop at the
Wangjia Maidao bus station. Performances begin at 10:30, 13:30 and 15:30 hours.
REDSTAR
Is a monthly event magazine for Qingdao in English. You will find it at most Hotel
receptions and in many bars and restaurants. Apart from containing the places of
interest and important addresses it also contains many suggestions for clubs, bars,
restaurants, other events, prices and bus times. Another benefit is that it contains
addresses in Chinese, so when you need a taxi, it makes things easier.

Sightseeing in Shandong
The province of Shandong offers a large variety of places to see. For example the
pulsating capital of Jinan and the ancient Gufu, the birth place and memorial place of
the philosopher Konfuzius. Also the Tai Shan, one of the five holy mountains of
China. The town of Dali-an has been largely influenced by Russian architecture. This
can be seen by the many houses built in a Russian style.

Language
In every province, there is a different Chinese spoken. The standard language that is
also taught at schools is Mandarin. Those who can’t speak Mandarin, use the uniform
Chinese characters. As part of your course you will have a Mandarin language
course on two days. The experience of the last semester showed that although at the
beginning rather difficult, the results were satisfactory. This is possibly one of the
reasons why the subjects Taiji and Mandarin, are the most popular among the IBSN
students.

Beach
In Qingdao and its surrounding area there are various beaches. These can be
compared to the beaches of the North Sea. Most beaches are public, on a few, a
small entry fee is required.
Sport
On the Campus there are a number of facilities allowing you to play Football
(Soccer), Volleyball, Basketball and Tennis.
The tennis courts are covered with sand or grit granulates. The fitness gear can be
used for 2 Yuan but the equipment is tweedy. Alternatively there are some Hotels like
the Dong Fang that have a very good fitness room (around 300 Yuan per month but
this can be negotiated).
A bowling alley can be found in the Grand Regency hotel as well as Squash courts
(reduced rates in the morning).

Nightlife
There are several bars and discos that have western standards. Male students
should respect that not all ladies will greet you with a smile or are personally
interested.
Due to the construction of western style Hotels there has been an increase in
prostitution. Please be aware that not every massage is actually one. Nearly every
hairdresser has more employees than chairs but instead a back room. The best is to
inform yourself with the REDSTAR magazine which bars fit your undertaking.
An assortment
Bars
A German bar with German food in Shangri-La, a meeting place for foreigners with
good music and large screen television.
Alice Bar
A small bar behind the Dong Fang Hotel, a good place to meet in the evenings.
Britney and Fiona both speak English.
Gulin Bar
Opposite the Italian lies a small nice bar, the owner speaks English.
Club Honolulu
A hotel bar in the Dynasty Hotel with its own live band each night. Cultivated
atmosphere and highly frequented. Prices are rather dear (around 30 Yuan / beer).
Participants of the IBSN > China/ ICBP obtain a discount.
Woods
Lies between the Dong Fang Hotel and Tor 4. The barman offers popcorn and nuts
etc. Also he is a fan of 80’s music, which he plays at full volume and with various
VCDs.
French-bar
Bar in Pingdu Road, close to the Parksons. Quiet atmosphere with ambient music
and occasional events (live band).
Gentlemen’s Bar
Small bar, nice ambiance, near Gate no. 1.
Discotheques
The disco landscape changes very rapidly. Some of the stated discos are possibly
not open anymore or have a different name.
Boys & Girls Club
Near the Jusco. The music is mostly techno and at a later hour changes to pop
music. The atmosphere is good and a lot of foreigners come here.
Hao Shi
The best way to get here is by taxi. It is a small club that is well visited. The
atmosphere is frolicsome and the music varies but it tends to go in a techno direction.
At around 2 o’clock there is a singing presentation that lasts about two hours,
afterwards it’s back to normal.
Paradise
A large disco that usually fills at later hours.
Meeting points
Many foreigners meet in the Alice bar behind the Dong Fang Hotel on the old campus
of the Ocean Uni.
In the Haitian Hotel there is an Irish-pub, in which many foreigners meet. The
atmosphere is good and the prices are hotel standard.
Tuesdays:
With the German subject students from the Qingdao University can be met weekly.

Fridays:
On Fridays meeting in the so called “English Corner” in the Jusco supermarket.
Chinese and foreigners who want to speak English come together here. It provides a
good opportunity to get in touch and maybe get some Chinese coaching.
Every Saturday and Sunday:
There is a tea buffet in the Shangri-La Hotel for 48 RMB and every day a good lunch
buffet for 110 RMB. In the German Pub you can get good food and original HB
weissbier.

Cost overview
The total costs for the semester (14 weeks) including Flight costs, residence
(standard double room) and tuition fees will be at least €4.000,- (depending on
exchange rates).
Not included:
Visa fees, multi entrance visa (only on demand / application on location, around
€120), vaccinations, health insurance, learning material, excursion fees, as well as all

Tuition fees
The fees for the UOC sum up to a total of €1.350. Containing all fees for application,
tuition and final exams. NOT included is learning material (ca. €50), excursions (ca.
€60). Also see > Applying / Registration / Services
With your application you need to transfer €45 registration fee. This fee will not be
returned if your application is successful. It can be free of charged transferred to a
different term if necessary. We insistently advice that students need to transfer the
tuition fees in a full amount with declaration of their full name and participants
number. All bank fees are at your expense.

Notice:
The tuition fees have been fixed for this IBSN course (5/2006). Only “foreign
students” can participate in the IBSN. The fees differ from those paid by the Chinese
students. These can start at around US$ 900 to US$3000 (MBA) for an academic
year.
However even in Europe there is a difference between “home students” and
“international students”. For example the tuition fees at the National Goldsmith
University of London for “home/European” students, flat 1.200 pounds sterling and
for “international students” depending on their country of origin and subject +/- 8.000
pounds sterling per term.
Scholarship / Student loan
There is the possibility to apply for various scholarships / students loans. For one you
can get an overseas loan, also at the DAAD or other organisations.
Student loans
Student loans can be applied for at the promotion of vocational training bureau in
Niedersachsen. The study course IBSN at the OUC completely fulfils the
requirements. Principally every German student can apply for a student loan. Our
experience has shown that students, who have already received a student loan, have
good chances. On application you need to consider that basic language knowledge
of the visiting country need to be certified. These certificates can be earned by
attending preparation courses at the VHS. This means starting around half a year
before applying for the IBSN to accommodate. In exceptional cases the needed
certificates can be done with the compulsory language course at the OUC. Although
the student loan agency will declare that the needed language skill will be achieved
at the earliest three weeks after arriving, the loan will also be delayed for this period
of time.
The DAAD also gives scholarships: for one you have the possibility to receive
financial support for your travel costs and the tuition fees. Further information:

Visa
The necessary F-Visa will be granted on the grounds of being part of the IBSN
program. To ensure that it is punctual, the application deadline is the 15th June for
the winter semester, and the 15th December for the summer semester. At the same
time it is also the deadline for paying the tuition fees (€1.350,-). The payment is a
requirement to be invited to the OUC for which the visa needs to be requested.

Orga
The flight needs to be organised by you. In any case an “overseas” health insurance
is needed and a travel cancellation insurance. Vaccinations need to be discussed
with your doctor. Information is also available from: www.auswaertige-amt.de.
Money / Currency
Currency
Currency in the People Republic of China is Renminbi, RMB (the peoples currency),
usually known as Yuan or Kuai. 1 Yuan = 10 Jiao (or Mao) = 100 Fen. 1€ = around
10 Yuan (04/2007).
A mix of payment capabilities seems reasonable. As well as a credit card, debit card
and traveller checks have been found useful. Although the following should be
considered: you can only pay in a few shops by credit card (Jusco, Carrefour,
Parkson and Hotels). Here it is favourable to use a credit card (signature, passport
copy) than collecting the money from an ATM.
ATM – Credit card
Withdrawing money from an ATM requires a PIN, even when using a credit card. You
can receive yours from your bank. Remember that fees will be held for these kinds of
transactions.
Notice: Amex cards are not recommended, as they are mainly not accepted.
A free and fee free (ATM’s worldwide) visa card is currently available from the DKB
Berlin (12/07). www.dkb.de
ATM – debit card
With a debit card you will only be able to withdraw money at ATMs from the “Bank of
China”. The card has a limit of 2000 Yuan / € 200 at some ATMs. Fees for each
transaction are around 3,60€. Traveller checks in EUR / USD can also be exchanged
by the “Bank of China”, branches can be found in the whole country.
Citibank: In Shanghai there are ATMs. Here you can withdraw cash, fee free, from
you German Citibank account and you can check your account balance. You can
also check your account balance online, providing you have an account by the
Citibank. This is also possible by the Deutsche Bank, they also have an ATM in
Shanghai.
Bank:
You can also withdraw money from the counter. This is time-consuming and can be
expensive. The bank personnel are not informed that withdraw authorisation can be
given via telephone. In case of an emergency be persistent and provide the
telephone number, just to be on the safe side.
Bank – money transfer
At the Hong Kong Bank you can open a Euro account. The money is referred to an
account by the Hong Kong and Shanghai Banking Cooperation’s (HSBC) daughter
company Trinkaus and Burkhard in Dusseldorf. This allows you to withdraw cash, fee
free in Qingdao. With USD accounts this is not possible as the transaction is carried
out via the USA. Principally, all cash transactions are carried out in the country’s
currency Yuan.
Notice:
At home: You need to able to perform online banking.
In China: It is advisable to keep all currency exchange receipts to be able to prove
how your trip was financed. This can be demanded on your departure.
Which means of payment should I take with me?
With cash it is best to have Euro than USD as the exchange rates are better. It is
best to have 500 US$ extra in travellers checks with you, as a reserve.
What costs what?
The flight is a middle value with China Eastern Airlines. In the past some students
chose a travel package with flights and 5 days stay in Peking inclusive Hotel and a
city tour for ca. €800 (Flight: Muc-Pek-Tao-Pek-Muc).
In restaurants you can dine for ca. 2-3€ including drinks. At MacDonald’s you can get
a menu for ca. 1,7€ (17,50 Yuan).
A bus ride costs 1 Yuan in Qingdao, depending on the distance. If you want to travel
in China, you can choose between flying and travelling by train, the train is mainly
cheaper. Train tickets can only be bought at the station of departure. From Qingdao
to Peking for example the trip will cost ca. 10€. A flight costs around 30 and 60€.
Cheap flights can be booked here: www.elong.net. Further advantages are that the
tickets are delivered to your place of residence.
In any case you should take an extra 500€ as China is a shopping paradise!
Flights – long distance
The ticket discounter online (expedia, opodo, statravel etc.) offer low prices. Although
if you want to buy an annual ticket its very expensive. Comparing prices pays off.
CTS
Besides, you probably want to be able to choose your return more spontaneous
because you are not sure whether to return via Beijing, Hong Kong or Tibet. One
solution is to book via CTS (Chinese Travel Service Berlin, tel: 030-3934068). Next to
tickets from international airlines they offer cheap tickets from China Airways and
Rail&Fly or a transfer flight with Lufthansa from your base airport. With one-waytickets you receive an official return booking, this is required as you confirm your
return home to the Chinese authorities. Another advantage on long distance flights
you can take 30kg of baggage with you (flight one-way from Frankfurt to Qingdao
from €350). Via CTS you can also apply for you visa (€18), this takes 5 working days.
Shopping
In Qingdao you can buy everything you can in the west. Western products have
unfortunately western price tags. You have to bargain almost everywhere. The aim is
not to pay more than 50% of the first offer. Some manage to pay even less!
In the tourist shopping malls of Shanghai or Beijing like “The Silk Road” which has
the largest Feak warehouse in the world, the 1st offered price is 10 times higher (e.g.
A Laptop bag von Louis Vuitton, 1st price €200, in real €20. Watches 1st price €100, in
real €25.).

Transportation
Taxi: The basic price by the 1.20 taxis in Qingdao is 7 RMB. The first 3km are
included in this price. Be careful, there are 10 RMB and 1.60 taxis, the prices are
always displayed left or right in the rear wind. It is advised to avoid these taxis as the
price is not justified. In the late evening hours there are more complex tariffs.
Travelling from the campus (old part) to the new part of town costs between 12
(Carrefour) and 13 (Shu Cheng) RMB. To the Zhong Shang Lu it always costs 7
RMB. The night tariff is at 10 RMB. You should always have a business card with you
as the drivers mostly don’t speak English. For those who know their way around a
little should know the words for left, right and straight on in Chinese. This way you
can direct the driver and prevent a detour. Works!
In emergency call the address you wish to reach via mobile, the driver can then get
directions in Chinese.
Bus: Bus no. 1 goes to the city centre. For most busses you pay 1 RMB. The smaller
busses with air conditioning cost between 1 and 2 RMB. To Jusco or Carrefour use
the bus no. 501, 304 or 228. All leave from the beach promenade. Bus no. 228 is the
quickest, but also very full. With the bus no. 228 that leaves from Gate no.1 you
reach the Ji-mo-Lu underground market (see shopping tips). At the end of the line,
get off the bus and walk down the street, at the end go right and the 2 nd street left
(Jimo Lu). Here you will find one of the many side entrances of the market.
Accommodation
The participants of the IBSN>China/ICBP have 3 low priced hotels on the old campus
to choose from:
1. Jin Hai Yuan (=Golden Hotel)
2. 4 star Hotel Academic Centre (intentional standard)
Accommodation / hotel are paid on arrival. The room prices for the privately run
hotels on campus may differ. The OUC mediates them but is not responsible. When
applying please state your room desire and hotel category.
1. Golden Hotel (standard student halls of residence)
The rooms have been partitioned as follows: double room’s ca. 20qm in the Golden
Hotel and single room’s ca. 14qm in the Silver Hotel (on request).
Costs
Golden Hotel
The rate per night per room (2 beds) is 8€. A single room per person 8€, if you’re not
on your own 4€ including air conditioning.
Academic Centre
The costs per room are 14€ plus 2€ service charge (there are double and single
rooms with double beds), the air conditioning costs 2€ per day extra. As it is until
April rather cold and the heating does not really work, you should consider using the
air conditioning. A cheap alternative is to buy a heater for around 5€ at Wal Mart. All
details without guarantee.

Every room has 2 beds, 2 desks, a bathroom, telephone, TV, internet connection, air
conditioning
Services
Room telephone/landline
To call Germany, the best option is to use Goober, a program from which you can
call a landline for free. The other alternative is to use Skype, the prices are around
0,17€/min and the quality is mainly very good. If someone wants to call you, there are
a number of prefixes that they can use (ca. 3 cent/min to mobiles and a Chinese
landline).
In the academic Centre you can call between rooms, this is unfortunately in the
Ocean Hotel not possible.
Hot water: Cups and hot water are available in the rooms for making tee, which can
be found on the ground floor. For hygiene reasons the water out of the tap should not
be used for drinking, even if it is hot enough. If you want to make hot drinks, you
should buy a kettle and fill it with fresh cold water. In the Academic Hotel there are
kettles on every room.
Drinking water: In the 17th course most participants bought a water dispenser (60
Yuan). The necessary gallons can be bought at the reception (18,9l cost 10 Yuan).
Before buying a new one you should look in the IBSN storeroom as there are a few
available.
Laundry: There are 4 washing machines in the Golden and Silver Hotels (2x Top
loaders with cold water, 2x western style machines with warm water) that can be
used. Price per wash, 2 Yuan. Also there are 2 dryers. You also have the possibility
to take your washing to Fornet (Gate 4, next to the post office) or (rather expensive)
to take it to the cleaners in Carrefour (2nd flour, at the back).
Opening hours
The following apply (officially):
Showers (warm water): 7:00-9:00 hrs, 12:00-14:00 hrs, 19:00-23:00hrs
Cooking options for a small fee (2 RMB/person)
Mo. – Thu. Officially until 0:00hrs curfew, Fri.-sun. No restrictions, but it’s not seen so
strictly. Visitors officially need to leave the student hotel before 23:30hrs.
To 3. Academic Centre Hotel
The international hotel is rather posh and relates to a 3 star standard western hotel
(e.g. Ibis). The official room rate is priced at €28/night. IBSN students get a 50%
discount, which has been organised by the University. This means that a room (2
beds) costs €16/night. Therefore a double room costs €7/person/night. On arrival you
will need to pay 1000 Yuan (€100) deposit. Prices are subject to change. The
University is only mediator and therefore does not carry any responsibility.
The 20th ICPB has bought a fridge, which can be used for 10 Yuan per day and
stands in the corridor.
You can shower throughout the day in the Academic Centre Hotel, in every room you
will find a telephone, network connection, TV, AC/heating and a kettle. Just like most
large hotels it has several restaurants to choose from. There is a laundry service that
you may use and a washing machine on the ground floor with which you can wash
your clothes for 5 Yuan/hour.
The reception is manned 24 hours a day. This means that you can practically come
and go as you wish. Those who can afford to stay here are well situated.

Communication and media access
Telephone
All campus hotels have telephones connections. These can be used for calls from/to
“outside” but not as a “home number”. This is only possible in the Academic Centre

To 1. If you receive calls from Germany (+/- 3 cent), you have the choice of various
prefix numbers. This also works with a Chinese SIM card. The German prefix
numbers do not work with all telephone companies (e.g. ewetel, arcor and most flat
rates). All Telekom customers are able to use the “call-by-call” prefixes. In general
you pay 2 cent/min but as prices change quickly you should compare – www.billigertelefonieren.de.
Mobile telephones
The mobile phone networks in china are very up to date. Network coverage is even in
tunnels available as well as on mountain tops. In most large cities you will have
network coverage with D1 and D2 mobiles. With international roaming access you
can make and receive calls. The roaming tariffs are not cheap and you should inform
yourself about the costs. We advice you only to use your German SIM card in an
emergency.
SIM: Because of the high costs that can arise due to the high international roaming
fees, you should buy a Chinese SIM card as soon as you arrive (M-Zone or even
better Global Zone). You will find them at the airport in most shops. Usually you will
be required to show some identification. Our experience has shown that China
Mobile is the best as the SIM card only costs 120 Yuan/ 12€ including credit and
calls received from Germany are not expensive. These cards work just like prepaid
cards in Germany and can be recharged nearly anywhere. Apart from being able to
find them at the airport and shopping malls like Carrefour, you can also get them on
Campus near the laundry, where they are a little cheaper than at the airport. You
should check if the card can be used internationally.
Costs: Local calls cost ca. 0,2 cent/min and 1,8 cent/min to Germany. To check your
current credit balance call the number: 1008601. Shortly afterwards you will receive a
SMS with your current credit balance. At the beginning of each month the service
charge of 2-3€ will be deducted. Unlike in Germany you can reach a negative credit
balance when you had to show your passport on purchase and are therefore
registered. Also unlike in Germany you have to pay a basic fee when receiving calls,
this includes local calls.
Prefix: Germany 1. Dial number 12550, 2. 0049 +area code, 3. The number you
want to call.
Basic requirement is to have a mobile that does not have a SIM lock.
Skype
With this program you can call anyone all around the world. When calling from a pc to
another user’s pc it does not cost anything. Skype also allows you to call a land line
for ca. 0,17€/min. With this you do not need the bothersome IP cards. More
information under www.skype.com.
Goober
Is very much like Skype but allows you to call a German land line free of charge.
IP-cards
These telephone cards work like any other conventional telephone card. You can use
any telephone by entering the number and the code on the card.
Internet
Campus
1. Hotel: In all hotels (Silver, Gold, Academic Centre) you will find internet
connections in the rooms. This costs around 50 RMB per month / ca. €5.
Although there are no time or volume restrictions, the bandwidth does vary
strongly according to the time and usage. If you are used to, being able to use
the internet without restrictions, you will need to adapt a little.
2. Classroom: There is one network connection for Laptops. The user card
costs 24 RMB and is valid for 12hrs online time.
3. Halls of residence: For “foreign” students there is an internet cafe available.
Opening hours: during the week 13:00 – 17:00 and 18:00 – 21:00 hrs. At
weekends 09:00 – 12:00, 13:00 – 17:00 and 18:00 – 21:00 hrs. Four
computers are reserved for “foreign” students and the user cards cost 24 RMB
for 12hrs online time.
City
In the city there are numerous internet cafes that you can visit. Unfortunately they
often change the address. Here you can surf for 2-3 RMB/hour.
Principally everything can be “surfed” but parts are filtered, which can lead to delays
and in occasion’s blockage messages for various links, e.g. www.freenet.de.
Also you will have problems with e-mail addresses from freenet, with outlook you can
receive mails but not send any via this address. We recommend using a data
collection point like the one found on: www.web.de.
Computers
Behind the lecture room you will find an internet room. There are computers and a
server available although they are not up to date, because of this we strongly
recommend to bring a laptop with you. It not only makes it easier to prepare
presentations and assignments but you are not dependant on being able to access
the computer room.
Fax
From the Foreign Affairs Office you can send and receive fax. Receiving a fax costs 2
RMB per page. Sending a fax internationally it costs ca. 30 RMB and 10 RMB inside
China. Via the internet it is possible to send and receive fax free of charge e.g.
www.kostenlos.de, www.web.de.
Equipment of site
On the campus there is a computer room in the Silver Hotel that has a back room,
where the residues of the last courses are kept. The items include kettles, push
bikes, cups, water dispensers, a fridge etc. Part of the IBSN stock is fridges and 6
printers.
Library
There are two book cupboards that constantly need to be worked on. Part of these
books were left behind by students from past semesters, some are books about
Qingdao, tourist and excursion guides, but also novels in different languages. We
have made an inventory list to have an overview. The key to the cupboard is passed
between the coordinators. If further books are required, the FAO needs to be
informed. Money for this sort of purchase is available.
The library of the UOC can be used by foreign students but most books that can be
found here are in Chinese.
Postcards, Letters, Parcels
The Qingdao post office is behind the Dong Fang Hotel and one of the staff speaks
English.
The main post office is opposite the Parkson Shopping Mall.
Near the campus there are two post office branches:
Golden Hotel: leave the higher gate, go right and after about 300 meters under the
bridge (opposite the internet cafe). One of the staff speaks English.
Academic: leave the gate, go left towards the bank of China and then left again. In
total around 700 meters. This post office is bigger but the staff does not speak very
good English. Parcels have to be corded on site.
Postage
For letters via airmail you need special envelopes that you get from the FAO. Parcels
need to be corded under supervision of the post office staff and often the content is
controlled.

Health
It is best to speak to your family doctor about necessary vaccinations you may
require. You should however have the following: Hepatitis A and B, Polio, Tetanus.
Please check weather you are still covered or if there is a need to refresh any
vaccination. Typhoid should be discussed with your family doctor, although this is
possibly only required if you plan on going deeper land inward. The same goes for
Malaria, for those who want to travel south towards the Yangtze, to Guilin or Hainan.
Medication and prophylaxis can be bought in China very cheap but do not forget that
China is the land of copies and some are copied very badly. In some cases the
health insurance covers the costs of your vaccinations as you are a student.

It is sensible to have a first-aid kit with you. Especially with personal medication, this
should be bought in advance. Medicine against the common cold and gastrointestinal diseases should be brought with you in a reasonable quantity as it is very
likely that problems of this kind occur. Medication in China is very cheap and the staff
from the pharmacy is very good at interpreting gestures. Standard equipment: pain
killers, ointment, bandages, disinfectant cream and syringes with needles.
On the campus there is a hospital but you should only visit it in an emergency. This
also goes for the other public hospitals in town. The best medical care you can get is
in the international hospital, as they have an international medical fraternity.

Travel health insurance
Until now the past IBSN>China/ICBP participants have had very different insurances
with a range of services and prices. The prices varied from €60 to €250 so comparing
is worth its while.
You should consider the following:

Part coverage of dental treatment
Until now the costs for dental treatment and examinations by a doctor (in hospital)
were very low, around €5.
Wellness
Massage
Massages are in china very cheap und are recommendable. Nearly everywhere there
are studios, which offer a variety of massages. A 30 minute foot massage costs ca.
€5 and a full body massage for 1 hour ca €13, also medical massages are available.
Hairdresser
The hairdressers in china are also very cheap (20-50 RMB). You should however be
careful that you are understood correctly. Often more hair is cut off than requested. A
little research via the internet and a picture/print out of the desired hair cut can be
very helpful.

Caution: Some massage parlours have extended their “services”. The same goes for
some hairdressers.

With your application you need to transfer €45 registration fee. This fee will not be
returned if your application is successful. It can be free of charged transferred to a
different term if necessary. We insistently advice that students need to transfer the
tuition fees in a full amount with declaration of their full name and participants
number. All bank fees are at your expense.
The necessary F-Visa will be granted on the grounds of being part of the IBSN
program. To ensure that it is punctual, the application deadline is the 15th June for
the winter semester, and the 15th December for the summer semester. At the same
time it is also the deadline for paying the tuition fees (€1.350,-). The payment is a
requirement to be officially invited to the OUC for which the visa needs to be
requested (www.visum-centrale.de). We would like to point out that the payments
need to be punctual, as in the case that delays from your side arise, this can lead to
an admission loss.
Cancellation: A cancellation has to be presented in written form and is free of
charge 8 weeks before term begins > 31. December/SS or 31. June/WS.

Perfume and Deodorants; are very rare in china and only available from
one label. Which is horrendously over priced
First aid kit, syringes for emergencies, medication against altitude sickness
in case you visit Tibet – in Tibet you will only find herbal remedies
CD and MP3 players are more expensive than in Germany, apart from
maybe in Hong Kong. You will find fake iPod’s on mass but they don’t work
very well. Original iPods cost the same as in Europe apart from maybe in
Hong Kong/Shanghai
Sun cream is very helpful in the summer and useful against mosquitoes,
especially in the south of China
Private reading material (apart from in shanghai, in the Su Chang Centre
and at the Culture market it is nearly impossible to buy books
Ladies (from size 40) and Gents (from size 44, rather difficult) shoes
Lonely Planet
It can get very warm in the summer and very cold in the winter. You will however be
able to manage with only the basics when arriving, as clothes can be bought very
cheap and everything you need. Fake products can be found in the Jimo market (in
the Jimo Lu, under the Signal Hill, Zhongshan Lu) but also in sports shops (e.g.
functional clothing for your travels, winter jackets) and at the tailors (suits custom
tailored for ca. 300 RMB – plan 1 week lead time). Clothing is in china very important,
for official occasions (welcome and closing ceremony, guest lecturers, invitations and
excursions) you should be prepared. If you do not want to bring any clothes with you,
you can buy a stock suit for ca. 300 RMB in Peking.
Please be aware that good clothing is expected when you go on excursions with the
ICBP. At banquets gents Jacket / white shirt / Tie.
The Jackets from the Labels: Timberland, Columbia, Tommy (optically like the
original but not qualitative) are very cheap, as well as jumpers and shirts (mostly
small sizes). The products are in general fakes, apart from in the department stores,
where the western clothes are available at western prices.
Writing material can be bought at very low prices in china. The books that are
relevant for you studies are distributed by the organising administration and need to
be paid on site which is conducted over the group account (not included in the tuition
fees). PC’s are available in the internet café’s and can be used there. You should
however bring a laptop as it is easier to write essays, presentations and you can go
online when you wish to use skype or similar programs.
In the Parkson or in the Electronic centre you can buy a Discman-adapter so you can
connect the Discman to the TV. This way you save the speakers. The alternating
voltage leis at 220 volts but is not always stable, in general you do not need an
adapter.
Passport pictures are cheap to have made, the development usually takes 1 day and
the quality is sufficient. If you want to spare yourself the stress you can bring a few
with you.
It is advisable not to bring more than you need. Many things can be bought in China
and in the past most have taken more home than when they arrived. This can under
circumstances lead to problems with the airline if you have for example exceed the
maximum weight allowances. As the airlines have very different limitations (e.g.
China airways 30 kg, SAS 20 kg) this should be considered when planning your trip.
If your luggage is over weight it can lead to high fees and can be rather annoying.
Most students buy lots of clothes when they arrive in China.
Travel health insurance (see Health)
Visa
For China, German citizens need a passport that is still valid for another 6 months
and a visa that needs to be applied for at the Chinese embassy. This may take a few
weeks.
There are 4 official type of visa:
1. X - Apprenticeship visa
2. F - Business visa (single entrance, F/M – multiple entrance)
3. L - Tourist visa
4. Z - Work visa
The F-visa
As a student you currently need to apply for an F-visa. You will receive one without
problems from the embassy. The necessary paperwork is issued by the OUC in
China. You will receive this after the deadline from the IBSN/FH Dortmund. This Fvisa allows you to enter the country once and you can stay for 180 days, this will be
confirmed when you arrive in Qingdao and extended to the duration of the term. More
complicated is the issuing of an F/M (multiple entrances) visa. If you require this type
of visa you should apply for an X-visa in Qingdao.
The application for a visa needs to be carried out in Berlin and in person. You can
however apply via an agency. This costs around €18,- group discount applications
are available (www.china-travel-service.de or www.visum-zentrale.com).
A re-entry permission (F-M) can not be applied for in China. If you want to arrive via
Hong Kong, it is best to get a normal tourist visa for Hong Kong, this can be done on
arrival at the airport.
The X-visa
The issue of an X-visa (multiple entrances) in Germany take a long time and is
complicated. It is easier to get one in Qingdao as you need a medical examination.
There is a clinic in Qingdao that carries out these examinations exclusively for
foreigners. They perform a so called “health check” with the following tests: blood
sample, X-ray test, ultrasonic test, HIV test, eye and a general pulse test. This takes
around half an hour with out waiting periods. The hygiene level is good and
disposable syringes are used. The examination costs 315 RMB and the rest of the
administrative part another 400 RMB (in total ca. €70). Miss Jing Jiang the University
secretary is very helpful with this.
With the X- visa it is possible to leave and enter the country several times, however it
is necessary before leaving (also Hong Kong, Macau, Korea), to have an entry-permit
for the country you wish to visit (e.g. Vietnam, Thailand etc.). Confirmation of the visa
is undertaken by the Foreign Affairs Office.
Visa confirmation
After arrival in Qingdao the F-visa has to be shown to and activated by the public
authorities. This is done collectively by the Foreign Affairs Office in Qingdao.
Processing: stay calm and take it easy, a general rule when dealing with this sort of
thing in China.
Procedure
The Team 2 Cashier & Traffic is responsible for collecting the following documents
impartial of an F or X – visa. Advice: make copies of all documents before you hand
them in. For your own administration and documentation a excel table has proven
reliable.
The following is need from everybody in an envelope:

The complete documents are to be handed over in the Foreign Affairs Office (get a
receipt). If you are applying for an F-Visa, you should not need to pay more that 100
RMB in fees (changes are possible). After 10 days the administrative process is
completed and you get your passport back. For this period it is not possible to
withdraw cash via the counter or exchange travellers checks, which means you can
any withdraw cash with your debit/credit card.
Further to the Visa
You will be issued with a visa even if you don’t have a return flight, so you can decide
at a later time when you want to fly back.
As our experience has shown, most want to travel to Tibet and as the regulations
change constantly, here a small remark: Currently (03/2007) you do not need an
extra visa for Tibet, but you need entry permission. This can be obtained via a travel
agency and is issued for groups (even travelling alone is seen as a group, so there is
nothing to be worried about). It is not required to book your complete journey with a
travel agent even if they often claim the opposite. It is sufficient if you book an
outward/return flight and organise the rest yourself.
Arrival / Departure
Everybody has there own preference on how to get to Qingdao. Some fly direct,
others stay for a few days in Peking or arrive via Hong Kong and arrive in Qingdao a
few days before the program starts.
Arrival from Germany
When booking your flights it is sensible to leave the return date open. For people who
enjoy travelling it is possible to book a round trip flight by Lufthansa or other airlines.
CAISSA: One of the low priced airlines in Asia.

STA: Offer cheap flights in China. Online booking is easy. Unfortunately they do not
give booking confirmation and a cancellation at a later date is also not possible. In
any case a return flight confirmation is not required for the visa confirmation.

CTS: The Chinese Travel Service also has good terms, Berlin (Tel.: 030-393.4068).
The tickets with China Airlines include Rail&Fly with a Lufthansa connection flight,
30kg luggage travelling over land. The connection ticket to Qingdao can also be
included. One way tickets are possible – for the return flight you need to show a
booking confirmation (that is later cancelled) to the public authorities. www.chinatravel-service.de
Via Hong Kong
Cheaper that flying directly from Hong Kong to Qingdao (ca. €300 one way) is a stop
over in Guangzhou (Kanton) ca. €75 with a further connection to Qingdao (ca. €75).
Train
It is also possible to take the “Transsiberian Railway”, the return journey to Germany
is somewhat cheaper.
In any case the airport fees have to be paid in RMB (Cash!):

Different airlines fly from Beijing to Qingdao on a daily basis. You can buy the tickets
in Germany (ca. €80/one way). If you buy the flight ticket in China you can save ca.
+/- €40. There are lots of places you can buy tickets. The best way is to ask in your
hostel were the nearest shop is.
Transfer
From the airport to Qingdao > Campus (40km):
1. Taxi ca. RMB 80/ €8
2. Shuttle bus to the city centre. The bus ticket can be bought on the right
side of the exit in a small wooden booth before getting on the bus. It costs
10 RMB. At the end of the line, take a taxi to the old campus.
3. If you arrive as a group of at least 4 students, the University can organise a
free transfer.
2. Train
If you want to experience some thing different you should take the train. It is best to
take a “sleeper ticket” and travel in the night. There are two categories of ticket: “soft
sleeper” (ca 350 Yuan) and “hard sleeper” (ca. 160 Yuan). The difference is the size
of the compartment. The “soft sleeper” has four people in a compartment (two on
each side). The “hard sleeper” contains six people with three on each side in a bunk
bed format. The advantage of travelling by train is that you save a night in a hotel.
Other categories are the “hard / soft -seater”, here you sit with six people in one
compartment (112 Juan). The taxi to the campus now costs 65 Juan as the old
station is not used anymore. However the sleeper ticket should be booked at least 2
days early.
Flying in general
It is recommendable to book all Chinese domestic flights in China as booking is quick
and easy. Flights for race tracks like Shanghai – Qingdao and Peking – Qingdao cost
generally around 400 RMB/ €40. Very convenient are providers like elong.net,
chinaticketmaster.com or ctrip.com as you can book tickets online or via
telephone. In most Chinese cities you get the E-tickets without fees and very quickly
(on the same day or next day after booking) delivered to your Hotel. Airport tax
always has to be paid at the airport (50 RMB).
On campus
Hotels: Golden and Silver Hotel:
From Gate 1 (arrival gate) you go at first past the student canteen and then the first
right. The first hotel is the Golden Hotel - Jin Hai Yuan. The second hotel is the Silver
Hotel - yin hai yuan.
The Foreign Affairs Office from the OUC for the ICBP students can be found on the
ground floor of the Golden Hotel and it has the following opening hours: Mo to Fri
from 09:00 – 12:00 hours and 14:00 – 16:00 hours.
