Bell Canada Contribution re: TIF 77 Implementation
Notification for N11 Codes 211, 311, 511 & 811
The comments in this contribution address the issue of implementation notification and
planning for the following N11 code assignments in Canada:
211
311
511
811
Community Information and Referral Services
Access to non-emergency municipal government services
Access to weather and traveller information
Access to health triage information
The purpose of this TIF is to address the issue of industry notification when an N11 Call
Center Operator desires to implement a service approved by the CRTC using a 211,
311, 511 or 811 Access Code.
It is important that the N11 Call Center Operator notifies all Telecommunications Service
Providers (TSP), not just their local service provider, in order to ensure that all TSPs are
informed and can make the necessary call routing arrangements by the agreed launch
date.
It is also important that the N11 Call Center Operator issues such notification well in
advance of their desired target launch date in order to allow all TSPs to engage in
discussions with the N11 Call Center Operator regarding key issues including
geographic service coverage area, routing arrangements, launch dates, etc. and to
ensure that all TSPs can implement the requested routing arrangements by the desired
or otherwise agreed launch date.
Accordingly, Bell Canada supports the establishment of a documented notification and
implementation process to guide N11 Call Center Operators.
Bell Canada submits the following N11 Notification and Implementation Process that
identifies key activities for notifying TSPs and implementing an N11 Service Code for
CSCN consideration.

Introduction
There is a need for a clear and consistent N11 Implementation Plan to be implemented
by the N11 Application Service Provider and all Telecommunications Services Providers
(TSPs) operating in the affected region in order to ensure that all the network changes
required for the new N11 Service Access Code are implemented in advance of the hard
launch date.
The N11 Implementation Plan provides key milestones and completion dates for
telecommunications service providers for use in developing their individual Network
Implementation Plans.
The N11 Implementation Plan addresses service description, desired geographic service
area, call routing arrangements, calling volume estimates, evidence of approvals as
necessary based on CRTC Decision allocating the N11 Service Code, schedule for
provisioning the N11 abbreviated dialing capability in all TSPs’ networks, the
establishment of N11 Application Service Provider’s information and operational support
systems, the formulation of a system test plan (if necessary) prior to public launch of the
N11 service access code, and a consumer awareness program to be implemented by
the N11 Application Service Provider.
All Telecommunications Service Providers operating in the desired geographic service
area have agreed to implement the N11 code routing by the target dateidentified in this
N11 Implementation Plan.
Background
 Introduction of N11 Application Service Provider
 High Level overview of specific N11 access code and assignment
 Reference to appropriate CRTC decision
 Evidence of approvals as necessary based on CRTC Decision allocating the N11
Service Code
Service Description
 High Level Overview of service and N11 Application Service Provider’s database and
OSS systems
Desired Geographic Service Area
 Map detailing Geographic Service Area (see sample – Attachment 1)



Matrix identifying Municipality(ies) and Exchange Area boundary issues for affected
region and whether basic routing will be applied for each of the impacted Exchange
Areas (see sample – Attachment 2)

Evidence of authorization by all impacted regional governments as required (Attach)
Call Routing Arrangements
 Full Mailing Address of the Call Center
 Local and Toll-free number (if required) for termination of traffic
 Note 1: Call routing arrangements should be based on the wireline exchange
area boundaries and wireless service area boundaries unless otherwise
negotiated by the N11 Application Service Provider and the TSPs operating in
the region. In its decisions, the CRTC has determined that if special routing
arrangements are made, upon a N11 Application Service Provider’s request, the
TSPs should not bear the cost of provisioning such arrangements.
 Note 2: The ability to forward calls, as well as other functional requirements,
should be included in the Application Service Provider’s systems requirements
when selecting their technology platform and ordering telecommunications
services from their local telephone service provider.
Calling Volume Estimates
 Number of constituents
 Estimation of call volumes
N11 Application Service Provider’s Information and Operational Support Systems
 the establishment of N11 Application Service Provider’s information and
operational support systems
Public Awareness Campaign
 consumer awareness program to be implemented by the N11 Application Service
Provider in order to advise all customers and users of the N11 Service Access
Code and the hard launch date
Government Relations
The N11 Application Service Provider should ensure that governmental authorities in the
affected region are informed of the implementation of the N11 Service Access Code
(federal, provincial and municipal governments, government offices, and elected
representatives).
Media Relations
To introduce and raise awareness of the new N11 Service Access Code, the N11
Application Service Provider should conduct a media relations campaign targeting key
media (including local newspapers, broadcast media, and community publications) in the
affected region.
Telecommunications Service Providers
 Provisioning the N11 abbreviated dialing capability in all TSPs’ networks in
accordance with this N11 Implementation Plan
o TSPs are required to permit callers to dial the N11 Service Access Code on their
network and then route the calls N11 to the appropriate terminating point using
standard local and long distance routing and rating methodologies

Importance of Participation

o All TSPs operating in the affected region are required to implement
the necessary network changes to route traffic to the new N11
Service Access Code.
List of TSPs operating in the affected region
Test Plan
 the formulation of a system test plan (if necessary) prior to public launch of the
N11 service access code
 In preparation for the start of testing, all TSPs are expected to complete
modifications to their networks, as necessary and per the Implementation
Schedule to facilitate testing.
Implementation Schedule
 High level schedule of major implementation activities, deliverables and associated
dates including the following:
o the establishment of N11 Application Service Provider’s information and
operational support systems
o schedule for provisioning the N11 abbreviated dialing capability in all
TSPs’ networks
o soft launch date
o system testing period (if necessary) prior to public launch of the N11
service access code
o consumer awareness program to be implemented by the N11 Application
Service Provider
o hard launch date
