District Business

Minutes of Previous Meeting –

 Brian Farkas made comments for the agency but no changes.

 Page 3 – “will” instead of “with”.

 Motion to approve with the change was made by Delmas Carr and seconded by Roseann

Adams. Motion carried.

Approval of Financial Reported Items –

 Income and expenses from equipment needs totaled by hand on trial balance unless the printed report can be changed.

 Dexter Graham talked about online access to accounts. Right now it is just the same as a personal account but will be changed to be like a business account. No electronic withdrawals. There is an option of a secondary name. Motion by Joe

Woolweaver to have a secondary signature listed. Seconded by Sam Sheets. Discussion.

Motion carried. Motion by Sam Sheets to have Delmas Carr be the secondary named individual. Seconded by Joe Woolweaver. Motion carried.

 Audit discussion with regard to the surety bonding. Dexter Graham talked about individuals that he is working with to get the bonding in place. He will report more information soon. He would like to have this in place before the next audit. This is a new coop option that is available.

 Signatures on the bank statements are needed. Please schedule with Jessica Nichols to review and sign bank statements.

Approval of Cooperators

Agreements – Eric Jarvis – 300 acres

Jared McClain – 263 acres

Motion to approve agreements was made by Joe Woolweaver and seconded by

Dexter Graham. Motion carried.

Terminations – None

Correspondence – Non Action Items –

 Briefly discussed information.

 Ivan Banks asked about Conservation Campers. Scholarship forms will be emailed to supervisors. Supervisors will tell people to call/scan information to Jessica Nichols.

Correspondence – Action Items –

 Funding Request – WVU Soils Team – Ivan Banks talked about where the team can get other funds from. Jessica Nichols reported on the funds they will receive from the WVCA in the amount of $2000. No action was taken.

 National Watershed Coalition – Motion by Ivan Banks to pay dues in the amount of $75 seconded by Dexter Graham. Question on the motion. Motion carried.

Report of Agencies and Others

LKCD Associate Supervisors Report – Nothing to report.

Field Staff Report, NRCS, District, Jason Crislip –

 Finished up EQIP ranking.

 Meeting on focus initiative in afternoon. And Friday at spencer. Resource concerns will be discussed. Will meet once a year in local work group. The funding will be more focused than ever before. Discussed resource concerns. What do we want to spend money on?

 The local work group meeting is set for the 24 th in Parkersburg and will develop a five year plan. Look for outreach partners. Funding was discussed.

 The Community Garden Project is for schools. Need a proposal. The deadline is the end of this month but might be extended.

 Update on Sam Ware and his health.

Field Staff Report, LKCD

 Discussed newsletter.

Field Staff Report, Forestry, Chuck Copeland –

 Report info was discussed.

 Request to include Upper Ohio CD in Forestry Contest. Contest will be at

Mountwood this year in May or June.

Area Report, FSA – Nothing new to report but if there are questions please feel free to ask.

Field Staff Report, WVCA – Unable to attend.

WV DNR Report, Jeff McCrady – Unable to attend.

LK RC&D Report - Meeting next Thursday at Mountwood Park.

Solid Waste Authority Report –

 Travis Cullen will serve again for Roane County. He would serve for Wirt County if needed. Roseann Adams will check on that.

Extension –

 A handout was given around. The Ag Workshop will be held Friday March 18 th .

Discussed items that will be offered. Speakers and food were discussed.

Special Items of Interest

Emergency Watershed Program/Stream Protection & Restoration Program

 No update on Mineral Wells site at this time.

North Fork Hughes River Updates & Issues

 Well – The well was briefly mentioned.

 Letter requesting Funding Transfer to O&M – Motion to move $240,559.47 from the

NFHR Contingency Checking Account to the NFHR O&M general ledger account in the

Interest Bearing Checking Account was made by Ivan Banks and seconded by Sam Sheets.

Motion carried. Some of these funds maybe moved into a CD in the future.

 Boom for debris – Brian Farkas will work with NRCS to get an estimated cost to implement this. Nothing new at this time.

Ag Day - Follow up - Farm to Table – Thought it went very well. Wish more legislative people would attend.

Summary – O&M Sponsors Meeting – Kim Fisher talked about local sponsor for dams.

Meetings are:

Walkers Creek, April 14 th

Wood County Commission, April 14 th at 9:30 a.m.

City of Vienna, 5:30 p.m. April 5 th with the Vienna Utility Board

LOR – O&M Sponsorship Walker Creek, Tracey Lake and Pond Run. Motion by Delmas

Carr to request matching funds for Walker Creek, Bonds Creek and Pond Run Upper. Seconded by Dexter Graham. Motion carried.

Motion to approve Rudolph Kevak’s Invasive Species Application was made by Ivan Banks and seconded by Delmas Carr. Motion carried.

 Discussion regarding changes. Motion to approve changes was made by Delmas Carr and seconded by Ivan Banks. Motion carried.

If the amounts are dropping it really doesn’t need to have a motion but it is a good thing to do.

AgEP Cancellation

Motion to cancel agreements was made by Dexter Graham and seconded by Ivan Banks. Motion carried.

AgEP Documentation Change

Victoria Testerman to Babbling Brook Farms

Motion to modify agreements with regard to name change was made by Dexter Graham and seconded by Joe Woolweaver. Motion carried.

Local, National & State Meeting Report

Envirothon Committee – Plans are moving forward. The Contest will be held in April.

Volunteers are needed.

Grazing Conference Committee – Nothing at this time.

Grassland Committee – Nothing at this time.

NACD Annual Meeting – Nothing at this time.

Active Committee Reports

Equipment Committee –

 The committee will take a day to meet and go over all the equipment and discuss the potential of replacing one of the spreaders. The oldest spreader really needs replaced.

 Where would the funds come from was asked by Ivan Banks.

 Looking at a new 2 ton model from Stolfuz.

 The committee will look over Spencer items on Friday.

 King Equipment is the only in state dealer for Stolfuz.

Ag Enhancement Committee –

 The District will recommend the submission of the same practices as before plus the inclusion of other potential items. Final determination for items and costs will be handled at the next AgEP Committee Meeting.

 Meeting on March 8 th at 9:00 a.m.

Financial Committee – The supervisors credit cards have been approved. Jessica Nichols had sent financial records that assisted with the approval of the cards.

Administrative Officer, Jessica Nichols –

 We are still not able to use the postage meter. After the credit cards are received

Dexter Graham will assist with the final setup.

 The District is currently without a phone line. This happened when the USDA put in a new phone system. Steve Dorsey with NRCS is assisting with the situation.

WVCA Report, Kim Fisher –

 WVACD scholarships are due by the first Monday in March.

 Capital CD’s District Manager retired.

 Changes in the Conservation Farmer Contest. The County and District winners will be recognized at the local level and only Area and State winners will go to the State

Conference. The District winner will still receive their monetary award.
