「長榮」大學的名稱義取「長老教會榮耀上帝」,也就是一群基督徒
秉持基督信仰,以感恩的回報來從事的教育服務工作。「長榮」的教育傳
統可以說是台灣現代教育的開創者。長榮中學,長榮女中都在台開辦教育
超過百年的歷史。長榮大學雖然創校迄今只有十五年,卻是長老教會在台
灣從事現代教育工作一脈相傳的延伸。因此長榮大學十五週年的校慶,我
們要慶祝的不只是大學篳路藍縷的十五年經營成果,也是長榮的教育使命
延伸到高等教育的新領域。
基督教會是個普世性的宗教團體,基督教大學因此本質上就懷抱國際
化、普世化的精神與眼光。本校設校因此一向揭櫫「釘根本土、放眼普世」
的教育目標。我們確信真正的教育必須養成對處身之土地人們有情有義,
並懷抱遠大視野,具有普世精神與國際觀的現代公民。我們因此也強調教
育的國際合作與連結。
今年我們藉慶祝長榮大學 15 週年校慶的機會,舉辦這一次的「國際
校長會議」
,一方面落實本校這一個「釘根本土、放眼普世」的教育理念,
另一方面也是驗收,我們這幾年來戮力拓展國際關係的成果。希望這些努

力能化為教育的果實,來嘉惠在本校受教育的學子,也是本校的努力能與
所有的伙伴學校共享、合作。本人在此謹代表長榮大學董事會及全體師
生,以最大的熱情歡迎大家的光臨與參與。
從實際層面來說,今日台灣高等教育正面臨國際化與全球化的嚴竣挑
戰,綜觀當今世界趨勢,確信一個國家要在全球化的競爭環境中取得優
勢,該國接受大學教育的年輕學子必須具備有進入全球人力市場的能力。
青年人必須能在多元文化中與環境磨合、融合,並與他人有既競爭又合作
的關係。因此期待藉著這次會議,透過各位教育界菁英、耆老及巨匠們的
經驗與腦力激盪,得以匯聚出因應未來挑戰的教育策略及架構國際合作交
流的平台,不只是能幫助台灣培養出具全球競爭條件之人才,也希望進一
步使得各學校間因合作而相互提攜成長,共創雙贏。
最後,感謝大會籌備的所有同仁及相關協助人士的辛勞,更要感謝所
有參與的貴賓們,祝福這次大會完滿成功,願 上帝祝福大家。

Commemorating the 15th Anniversary of Chang Jung Christian University
International University President Symposium
Welcome Address of the Director of the Board,
Szu-Hai Yang
The Chinese meaning of the words “chang jung” comes from “the
Presbyterian Church honors God.” That means a group of Christians,
maintaining the Christian beliefs, serving in the educational field to give back
to the society. The traditions of Chang Jung can be said to be the pioneer of
Taiwan’s modern education. Chang Jung Senior High School and Chang Jung
Girls’ Senior High School have been educating Taiwan’s students for over a
hundred years. Although Chang Jung Christian University has only been
founded for 15 years, it is an extension of the Presbyterian Church’s work in
Taiwan’s modern education. Therefore, in commemorating the fifteenth
year of CJCU, we are not just celebrating the university’s effort and hard work
in the past 15 years. We are also celebrating Chang Jung’s mission in
education reaching the new territory of higher education.
The Christian Church is a universal religious organization. A Christian
university, therefore, is intrinsically international and universal in spirit and
approach. The University has always set the educational goal of “grow
locally and look universally.” We sincerely believe that real education must
teach students to have emotional attachments to the land and the people and,
at the same time, look far and wide—a modern citizen with universal spirit
and global view. Thus, we also stress international cooperation and
association in education.
This year, on the occasion of CJCU’s 15th anniversary, we are holding the
International University President Symposium to follow through with our goal
of “grow locally and look universally.” At the same time, we are also reaping
the fruit of our past efforts in development of international relationships.
We hope these efforts could become the fruit of education, benefitting the
students at this school. We also hope to share the fruit with our partner

schools. On behalf of all the members of the board and staff and faculty at
Chang Jung Christian University, I give you all our warmest welcome.
From the practical side, Taiwan’s higher education today is facing the
severe challenges of internationalization and globalization. As the current
trend, I believe that for a country to gain the advantage in a globalized
competitive environment, the students of that country receiving higher
education must possess the ability to enter a global labor market. Young
people must be able to adjust and blend into a multi-cultural environment
and have a cooperative and competitive relationship with others. On this
occasion and through the experiences and brainstorming of the elites, experts,
and titans of education here today, we hope to come up with educational
strategies to confront future challenges and to set up an international
exchange platform. It is not just to help Taiwan cultivate talents with
qualities for a global competitive market. It is also hoped that every school
can grow through cooperation in a win-win situations.
At the end, I would like to thank all the staff and faculty and all those
who have assisted with the planning of this symposium. I would also like to
thank everyone for coming. I wish for a successful conference. God bless.

首先,我謹代表長榮大學,歡迎來自世界各地所有長榮大學姊妹學校
的校長們,能夠在此與長榮大學所有師生共同見證長榮大學的十五週年生
日。十五年對一個人來說,是才剛剛邁入青春期的青少年階段,還在不停
地探索自己的潛能,準備著開拓自己的未來前程;而這十五年的時光對長
榮大學而言,也是個長大的過程,是個長榮大學同仁與學生們一起長大、
茁壯的過程。
這十五年來,我們一直謹慎地教育長榮大學的學生們,就如在學校重
要地標「耶穌牧羊圖」上揭示的:耶穌基督絕不會放棄任何一隻羊。小羊
兒走失了,耶穌會盡其所能把羊兒找回來。長榮大學秉持著這個精神矜矜
業業地辦學,期許著能榮神益人,也期許著能依循「虔誠,勤奮,榮譽,
服務」的校訓,達成「長榮永續,全人牧育」的教學目標。
近十數年來,科技與網路的進步,使人與人、國與國之間距離大幅縮
短,所謂「天涯若比鄰」的境界,果真要實現了。面對了這個國際化趨勢,
我認為,好的大學教育,要讓學生們深刻地體會不同文化、語言的價值,
尊重不同價值觀人們的思考方式,才是增進人類間相互了解的關鍵。然
而,培養國際化人才的大學教育是需要各位共同戮力達成的;感謝各位校

Commemorating the 15th Anniversary of Chang Jung Christian University
International University President Symposium
Welcome Address of the President
As the president of Chang Jung Christian University, I sincerely welcome
all the presidents of our sister universities around the world to commemorate
the 15th birthday of CJCU. Fifteen years, for a person, is merely entering the
stage of puberty, still exploring one’s own potentials and preparing to explore
one’s future. For this university, these15 years have been a period of growth.
They are a time when our faculty and staff and our students grow up together.
In the past 15 years, we have taken great care in educating the students
in the university, just as the words etched in the “Jesus Christ, the Shepherd”
relief on campus: Jesus Christ never gave up on any sheep. When a sheep
got lost, Jesus would do all that he could to get it back to the herd. Since its
establishment, CJCU has been upholding this philosophy in educating our
youngsters, hoping to honor God and benefit man. Also, we hope to follow
the university motto, “devoutness, diligence, honor, and service” to lead us to
the ultimate educational goal of “Shaping minds by serving the whole
person—Chang Jung’s investment in the future.”
In the past decade or so, the advances of science and web-technology
have reduced the distance between people as well as nations. The old
saying “neighbors though a great distance away” is being realized. Facing
the trend of internationalization, I believe that a good university education is
to let students profoundly experience the values of different cultures and
languages and know that respecting the beliefs of people with different values
is the real key for man to achieve mutual understanding. However, nurturing
global talents cannot be accomplished without everyone’s efforts. I would
like to thank everyone for the cooperation with Chang Jung Christian
University in the past. I also hope this symposium of the presidents of all our
sister schools can strengthen the mutual exchanges and cooperation.

An Introduction to the Ministry of Education
The Ministry of Education of the R.O.C was established upon the
founding of the Republic in 1912.It is in charge of making and implementing
educational policies. In the past five decades, the MOE has successfully
enhanced the quality of people in Taiwan, laying the solid cornerstone for
societal transition, democratic development, cultural attainment, and
economic achievements.
The MOE is headed by the Minister. There are also one Political Vice
Minister and two Administrative Vice Ministers. The organization includes the
Departments of Higher Education, Technological and Vocational Education,
Secondary Education, Elementary and Junior High School Education, Social
Education, Physical Education and several other agencies. They are in charge
of the promotion and implementation of school education at all levels, adult
education, physical education and other educational affairs.
At present, we have more than 5 million students studying in over 8,000
schools of all levels, including 1.2 million students in more than 100
institutions in the higher education system.
Currently, our fundamental compulsory education consists of 6 years of
elementary education and three years of junior high education, but the
curricula of the two educational levels have been connected and integrated
into a New 1-9 Curriculum. Upon completion of compulsory education,
students may choose an academic track or a vocational track.

The academic track includes three years of senior high education,
college/university education and post-graduate programs. The educational
goal at these levels is to nurture high-quality specialists with expertise and
international visions.
Vocational Education includes professional high schools, junior colleges,
institutes of technology and universities of technology. Its purpose is to
develop technical manpower for economic development.
In addition, we actively promote supplementary education and
community education, providing the general public abundant opportunities
for pursuing life-long learning. We also offer special education for gifted
students and physical or mentally handicapped students to help them make
the best of their aptitude.
With years of efforts, the illiteracy rate among our people over 15 years
old has dropped from 7% in 1991 to less than 4% at present. Since 1976, the
enrollment rates in elementary schools and junior high schools have
maintained at a level of more than 99%.
Moreover, among people over 15 years of age, the percentage of people
with at least a bachelor's degree increased from 6% in 1991 to 13% in 2001,
and the number is still going up rapidly every year.
We are now actively making plans to extend the compulsory education to
cover both the senior high education and early childhood education in hope
of creating a more complete educational structure.
Along with knowledge development in the new century, our lifestyles and
societal structures are undergoing great changes. It is inevitable that
education will undergo great changes as well. In response, we will take on the
challenges of leadership, promoting education and preparing our people to
face the challenges in the new era.

Operational Tactics of the Roundtable Discussion
Even though the table is not actually “round”, all the discussions in this
Symposium are called, Roundtable. It is because everyone in this
Symposium is of the same level at each university, thus, their opinions are of
equal importance.
In practice, 3-4 introducers were assigned for each “roundtable” before
their arrival. These introducers are asked to give a 10-minute talk about the
topic of each roundtable. The discussions and conversations will then follow
these introducer’s speeches.
A chairperson has been assigned for each Roundtable. At the end of the
Roundtable, the chairperson will generally brief a conclusion for the session.

Introduction
In 1865, missionary Dr. James Laidlaw Maxwell from the British
Presbyterian Church arrived in Tainan to practice medicine and do missionary
work. As well as bringing the Christian faith to Taiwan, he introduced modern
medical techniques. Beside Dr. Maxwell, missionaries to Taiwan in the early
years all valued education greatly. Chang Jung High School, the first high
school in Taiwan, was officially founded by these missionaries on September
21st, 1885, and the Rev. George Ede was appointed as the first principal.
In March, 1988, the board of directors officially proposed a plan to
establish a university to the Ministry of Education, and started to purchase
land. Chi Mei Corporation chairman Xu Wen-long financed the plan with NT
120 million dollars for land purchase. In addition, former head of Gueiren
Township Huang Xhao-ming, Director Ma Tian-he from Gueiren Farmer's
Association, several public representatives and local resident Mr. Weng
Yi-xiong, totaling 35 people, formed the “Preparatory Committee of Chang
Jung Christian University”, helping Mr. Lin Bang-mao, former Director of the
General Affairs Office of Chang Jung High School, to acquire most of the land

(nearly 60 acres) needed. In June the next year, the proposal was approved by
the MOE and “Chang Jung College of Engineering Board of Directors” was
organized with the participation of Chang Jung High School and Chang Jung
Girls' High School and was firstly chaired by the head of the Chang Jung High
School Alumni Organization, Gao Yu-ren.
In 1992, the MOE granted permission to change the name of Chang Jung
College of Engineering to “Chang Jung College of Management”. In 1993,
Chang Jung officially participated in the University Entrance Examination
System and employed Professor Lin Bang-chong as the first president. In 2002,
the school was officially promoted to a full-scale University as “Chang Jung
Christian University”.

Introduction
In 1945, God allowed special people to catch a vision. The First Baptist
Church of Doylestown, Pennsylvania sponsored a missionary conference and
commissioned its own Pastor, Rev. and Mrs. Edwin Spahr as missionaries to
the Philippines. Rev. and Mrs. Spahr ministered to the US servicemen
stationed in Manila and handled pastoral duties to the Filipino congregation
of FIRST BAPTIST CHURCH OF MANILA.
On the Philippine side, the vision started in a small house in Tanduay St.,
Manila. A renowned Chinese Christian educator, Mrs. Julia L. Tan had the
vision-academic excellence coupled with sound spiritual training.
Construction of the building began on May 29, 1950. Within a matter of
weeks a three-storey building was standing on the site. On July 5 of the same
year, one hundred and eighty six students held their classes inside the brand
new classrooms. In a miraculous way, 30 Christian teachers for both English
and Chinese classes applied. God sent 12 American missionaries to work with
the Filipino and Chinese Christians.

Seven years passed. Four extension buildings were added to the original.
Enrollment reached the one thousand four hundred mark by 1961. Each year
prospective students were being turned down for lack of space.
In 1986, the school had a big boost in the coming of Dr. & Mrs. James L.
Tan to reinforce the school administration. Dr. Tan, who is a Department of
Science and Technology “Balik Scientist Awardee,” possesses a Doctor of
Science degree with a minor in Education from the George Washington
University in Washington, D.C. He started what is now the GCHS Computer
Center, the Kumon Math Center, the Discovery Learning Center, and the
Multi-Media Resource Center, which provide Computer Studies and other
Sciences and Math support programs for our students and also our faculty and
most recently, the Robotics Program which is now one of the highlights of our
school.
Fifty-seven years have passed since the vision of Mrs. Julia L. Tan and her
co-founders, Dr. and Mrs. Spahr came into fruition. The tree still continues to
bear fruits. Grace Christian High School remains a shade of comfort and her
fruits a source of blessings to many.

Introduction
Keiwa College was founded in Shibata city in Niigata Pref. in 1991. Its
roots go back to Keiwa High School founded by the United Churches of Christ
in Japan (UCCJ: Kyodan) in Niigata in 1967. Keiwa College has a mission to
provide a distinctively Christian, liberal arts education for undergraduates.
Keiwa strives to cultivate in students a broad vision as responsible citizens in
this ever dynamic, international world.
Keiwa, a four-year, co-educational college, has three departments of
instruction: Department of English Culture and Communication, Department
of International Cultural Studies, and Department of Community and Social
Welfare. In addition to the English Language Program, a number of content
courses in the English Department are given in English. Keiwa College's aim at
academic excellence is supported by the quality of its faculty and the interest
of its students.
Keiwa College welcomes applicants from all over the world as full-time
students, provided they have basic proficiency in Japanese. In addition, Keiwa
College offers the Japan Culture and Language Program for short-term foreign
students. The Japan Culture and Language Program focuses on four main
features. The first is Japanese language study, the second, presentations in
Japanese life and culture (all in English), the third is participation in campus
life. Finally, JCLP students enjoy a home stay with a Japanese family for the
duration of the one-month program.

Introduction
Madras Christian College traces its origin to the General Assembly School
founded by Rev. John Anderson, a Missionary from the Church of Scotland, on
April 3, 1837. The school had a humble beginning with just 59 boys, and
housed in a rented building in the Armenian street in the Black Town of
Madras. Anderson was a pioneer in introducing English medium education in
South India. He soon opened branch schools in the neighboring towns like
Conjeevaram, Chingleput, Nellore, and other places in Madras like Triplicane.
Anderson's colleagues Rev Robert Johnston, mrs and Rev John Braidwood, and
converts such as Rev P Rajagopaul lent an able hand in successfully running
these schools.
Spiritual vitality, academic excellence, social relevance, leadership and
character formation have always been the defining marks of the Institution. Dr
APJ Abdul Kalam, who took part in the 170th year celebrations on 23rd
February, 2007, paid an eloquest tribute to the history and contribution of
MCC in just one sentence: It takes 365 days for the earth to go around the sun

Introduction
Chinzei Gakuin Educational Foundation originated with the former
Cobleigh Seminary School, founded in 1881 at Higashi-yamate in Nagasaki City
by Dr. C.S. Long, who had been dispatched from the Methodist Church in
North America. Record has it that a donation of two silver dollars by Mrs.
Cobleigh enabled Dr. Long to establish the school. Cobleigh Seminary School
changed its name to Chinzei Gakuin in 1906, and moved to Isahaya City in
1946. A junior college was founded in 1966. Nagasaki Wesleyan University is
one of the three departments of Chinzei Gakuin. The other two departments
in the system are Chinzei High School and Kindergarten.
Today, it is imperative that young people promote world peace. We
believe that NWU's task is to educate young people who can make a
contribution to world peace through Christian ideals. In order to do this,
people need to have warm hearts, willingness to serve God, and a worldview
that is accepting of others.
This is called "Adelphos" in Christianity. NWU seeks to provide young

as exemplified by our international exchange programs. NWU actively
promotes relationships with other educational institutions in countries such as

Nagasaki Wesleyan University offers a unique opportunity for a two
semester (15 weeks per semester) study in Japan. The university provides a
full curriculum of Japanese language, combined with field trips, volunteer
activities, and socio-cultural affairs with the local community.
The international café holds a country day every month. Exchange
students have a presentation of their country’s history, famous landmarks,
cuisine, traditional musical instruments, dances and more. They also prepare
some traditional games, prizes and food for everyone to try. NWU students
and members of the community enjoy the communication and cultural
exchange.
The café also holds free language lessons given by exchange students. At
the moment, there are language lessons in English, Pilipino, Portuguese,
Korean, Chinese and Thai.

Introduction
New York Theological Seminary is a non-denominational institution, fully
accreditated by New York State and ATS (the accreditation body for theological
seminaries).
The seminary began its life in 1900 with the founding of the Bible
Teachers’ College in Montclair, New Jersey by Wilbert Webster White. A gifted
scholar and teacher, President White was a leading proponent of the inductive
Bible study method. White believed that the Bible ought to occupy the
central position in the theological curriculum. The inductive method
emphasizes three steps in biblical interpretation: observe, interpret and apply.
It lent itself easily to an emphasis on practical training for ministry.
For several years it suspended granting the M. Div. degree and focused
on offering the S.T.M. degree, a newly formed Certificate in Christian Ministry,
and continuing education for urban church leadership. In the mid-1970s the
Seminary added the M.P.S. and D. Min. degree programs. In the early 1980s it
began to offer the M. Div. degree again, and began what has become a
highly-acclaimed Master's degree program inside Sing Sing Correctional
Facility that trains inmates from throughout the New York State prison system
for ministry within the system. In the 1990s the curriculum was modified to
reflect the Seminary's commitment to social and community analysis and the

increasingly multicultural and globalized urban context.
NYTS currently offers three degrees accredited by New York State and ATS:
Master of Professional Studies, Master of Divinity, and Doctor of Ministry, It
also offers a non-accredited Certificate in Christian Ministry. NYTS seeks to
teach in a way that makes education compatible with students' varied
lifestyles. Approximately 600 students attend classes that are held evenings
and week-ends to accommodate their secular and/or church schedules in
English, French, Korean, and Spanish.
NYTS also offers a residential program located inside Sing Sing
Correctional Facility, where every year 15 inmates from throughout the New
York State prison system are transferred to complete a one-year intensive
Master of Professional Studies degree.
Through these and other measures the Seminary seeks to make accredited
and non-accredited theological education accessible and relevant to the New
York City metropolitan region and urban settings everywhere. Graduates have
distinguished themselves throughout the nation in ministry in a variety of
ministries in churches, faith-based organizations, and the secular professions.
They serve as pastors, bishops, chaplains, teachers, business leaders,
executives, missionaries, and more. The Seminary has often been cited as a
model for institutions around the world in addressing the needs of those living
in urban centers and facing the economic, social, and spiritual challenges of

Introduction
Satya Wacana Christian University (SWCU) was established by nine
Indonesian Church synods as a teacher training college on November 30, 1956.
By 1959 the college had developed into a university. The University included
Education, Economics, Theology, Law, Agriculture, Biology, Electrical
Engineering and Science and Mathematics. It has since expanded to include

Introduction
Serampore College through its Senate has been serving the Church in
India and the neighbouring countries in South Asia as a centre of theological
training for ministry of the Church. The College which was founded by William
Carey, Joshua Marshman and William Ward in 1818 at Serampore, was
incorporated by a Danish Royal Charter in 1827 with University Rights and
power to award degrees. In 1845 the validity of the Charter was upheld by
the British Government when the Danish Settlement was transferred to Great
Britain through the Treaty of Purchase of the Danish Colony of Serampore.
The Government of West Bengal validated the Royal Charter by passing the
Bengal Act IV of 1918 known as Serampore College Act, 1918.
As the Serampore College in the Faculty of Theology is functioning under
the Bengal Act IV of 1918 (as modified upto 30th June 1997) of the Bengal
Legislature, the University Grants Commission has taken the view that ‘it is a
legally constituted body of University standing entitled to give its own

Introduction
The University of Hradec Králové is a modern university which provides a
broad spectrum of educational and research activities. The present-day
university was formed by the union of three faculties – the Faculty of
Education, the Faculty of Informatics and Management, and the Faculty of
Arts. Over eight thousand students are enrolled at these faculties. Within the
domain of international scientific-research activities the university has profiled
itself primarily toward work in the historical sciences, the didactics of the
natural sciences as well as e-learning and knowledge management. University
employees have obtained numerous scientific grants and have participated in
many projects of the European Union.
The internationalization of academic life has become a common theme

of the European framework, the ongoing cooperation of the Faculty of
Informatics and Management with universities in Taiwan has been developed.
More dynamic development has occurred with the Faculty of Arts’ orientation
towards the countries of Latin America and Africa.
Foreign learners at UHK are enriched by the activity of the student club
Buddy System. This organisation helps newly-enrolled pupils and takes care of
the university’s international student community in all courses of study. In
addition, students enrolled at UHK can apply for short study affiliations at
many other partner universities. There they can enhance their language
skills and personal relationships as well as continue their progress within their
study specialisation. UHK, as one of the Czech centres for mobility, can be
found on the map of ERA-MORE, the European network of exchange centres

Introduction
The Publics Petition dated 11-11-1839 initiated the establishment of
Madras University. It was in January 1840 with Mr.George Norton as its
President, The University Board was constituted. In 1854 after a lapse of 14
years Government of India formulated a systematic educational policy for
India and as a sequel to this on 5th September 1857 by an act of legislative
council of India. The University of organised and the Model of London
University.
Madras University is the mother of almost all the Old Universities of
Southern India. The University area of Jurisdiction has been confined to,

Tainan Scenic Spots
Taiwan is the oldest city in Taiwan, and the fourth largest. It was here that
Taiwan’s modern history began and it is here that much if its traditional
culture continues to thrive. Outside Dutch-built forts, lively night markets sell
dishes exclusive to the region.
The Chinese first settled in the Tainan area in 1590. Not long after, the
Dutch arrived. After colonizing the island, the Dutch used Tainan as a bas for
their trade with Japan and China. The Dutch ruled from 1624 until 1662, the
year they were expelled by the Ming loyalist Koxinga.
Koxinga established his central government in Tainan and built up the city.
In 1683, when the Qing dynasty regained control of Taiwan and turned it into
an official province, Tainan was chosen as the capital. Tainan remained the
political, cultural and economic centre of the island until 1885.
Anping Fort: In 1624 the Dutch seized the area known as Anping to
establish a military and commercial base in Taiwan. This fort was a strong hold
of Dutch power captured by Koxinga in 1661.
The Former Tait & Co Merchant House and Anping Tree House: The
merchant house was built by the British in 1867 and now holds a permanent
exhibit of household artifacts from the 17th century.
