XII. ANNEX III
TYPES OF MEDIA AND MATERIAL RIGHTS OF WORKERS
Article 1
This Annex is the constituent part of the Collective Agreement for journalists and media
workers of Croatia.
This Annex defines types of media in accordance with the Law on Public Information
(Official Gazette 83/96, 143/98, 96/01) and the Law on Telecommunications (Official Gazette
76/99, 128/99, 68/01 and 109/01), as well as groups of jobs and tasks, starting coefficients of
complexity according to groups, and the lowest basis salary.
Article 2
Types of media according to technology of creation are electronic - radio, television and
Internet editions - and printed media.
Article 3
Types of media according to dynamics of edition are daily, weekly, bi-weekly (fortnightly),
monthly and periodical media.
Article 4
According to distribution or coverage of territory of Republic of Croatia, media are national,
regional, local, and bulletins of companies or organizations.
Article 5
a) National media are electronic media with the permit to broadcast programs on the area
of entire state, and printed media covering through their distribution the area of entire
state:
- Radio and TV stations
- Daily papers
- Weeklies
- Bi-weeklies
- Monthly media
- Periodical editions
- Information-news agencies
b) Regional media are those electronic media with the permit to broadcast programs in
two to five neighboring counties, or printed media distributed in the aforementioned
area (Radio and TV stations and other types of media, as in point a) of this Article).
c) Local media are those electronic media with the permit to broadcast programs on the
level of municipality, city and county, and those printed media distributed in the
aforementioned area. (Radio and TV stations and other types of media, as in point a)
of this Article).
Article 6

Lowest basic price of labor, on the basis of Article 44 of the Agreement, is applied in all types
of media.
Article 7
Lowest basis for salary is 2,570.00 kuna. Fixed monthly amount is 550.00 kuna.
On the basis of analytical data on business operations, lower level of the lowest basis for
salary can be determined extraordinarily, through company-level collective agreement, and if
there is no company-level collective agreement, amount is determined with obligatory written
agreement by the trade union or works council.
That agreed amount cannot be lower than the lowest basis for the calculation and payment of
pension and health insurance benefits.
Article 8
Lowest basis for salary, multiplied by the corresponding coefficient, is the basis for
determining the basic salary of the worker.
Coefficient of complexity of individual workplace is determined by the system of workplaces
in the media company, according to the complexity of jobs, type and importance of
workplace, in normal working conditions, and cannot be lower than the coefficient of
corresponding General Group of Jobs as follows:

b) Minimum coefficient of complexity for workers in the media is determined on the
basis of complexity of work, type and importance of workplace in the company, in
normal working conditions. This coefficient of complexity is the minimum in the
group of jobs.

Level of professional qualification: Levels IV and V, highly
qualified, qualified, high-school education
The group of jobs includes work demanding independence
and a higher degree of creativity in its accomplishment.
Level of professional qualification: Levels V and VI, highly
qualified, higher education
The group of jobs includes work requiring additional
knowledge of a narrower field of activity, involving
independence and creativity in performing the work in that
area.
Level of professional qualification: Level VI, higher
education
The group of jobs includes very complex work, requiring
initiative and creativity of the worker, projection of work
and tasks.
Level of professional qualification: Level VII, high education
(BA)
The group of jobs includes very complex work, requiring
initiative and creativity of the worker, and other specialized
knowledge needed to perform such work.
Level of professional qualification: Levels VII, VII1 and
VIII, high education (BA), MA
The group of jobs includes the most complex work and
tasks, with the highest importance for leading the production
and business process, creative work and tasks, research
work, etc.
Level of professional qualification: Levels VII, VII1 and
VIII, high education (BA), MA, PhD

Article 9
Additions to salary and additional material rights of workers, regulated in Chapter IV
(Material Rights of Workers) and Chapter V (Additional Material Rights) of the Collective
Agreement for journalists and media workers of Croatia, are applied to all types of media
mentioned in this Annex.
Article 10
All other rights and obligations mentioned in the Collective Agreement for journalists and
media workers of Croatia are applied to all types of media mentioned in this Annex.
