OVERVIEW, ELIGIBILITY, FUNDING, SUBMISSION AND CONTACT INFORMATION
Background:
The Massachusetts Department of Early Education and Care (EEC) provides
services for children in Massachusetts through a mixed delivery system, which
includes child care centers, out-of-school time programs, family child care
homes, public preschool programs, private school preschool and kindergarten,
and Head Start programs. EEC is responsible for licensing early education and
care and out-of-school time programs throughout Massachusetts and for
providing child care financial assistance to low-income families with children
birth to 12 years of age. In addition, EEC provides support for information and
referral services, inclusive programming for children with special needs,
parenting and family support, and professional development opportunities for
educators in the early education and out of school time fields. These efforts
affect thousands of early education and out of school time providers, who serve
more than 275,000 children each day. In its broadest role, EEC also serves as a
source of information to more than one million families in Massachusetts.
With regard to family outreach, education, and support, EEC’s goals include:
 providing family education and support that builds on and enhances
family strengths;
 facilitating active family involvement; and
 promoting family literacy and school readiness.
In order to reach these goals, EEC is moving toward building a system that
invests in a range of services that will offer families a menu of options from
which to choose and better connect families to information and services specific
to their needs.
Purpose:
The Massachusetts Family Network program (MFN) develops and implements
models of parent outreach, education, and support that are effective with families
with young children.
MFN provides collaborative, comprehensive, high quality networks of
family support services that are free of charge, culturally sensitive,
welcoming, and accessible to all families with young children (prenatal
through 3 years old). MFN programs cultivate leadership and develop interfamily relationships by building on the strengths of parents (and other adults
in the parenting role) and existing resources in the community.
Goals and Priorities:
The goals of the Massachusetts Family Network are organized into four
priorities: outreach, local collaboration and coordination, family support, and
parent leadership and program evaluation.
Outreach
Plan and conduct outreach to all families with young children (prenatal through 3
years old) through a variety of methods so that families, including those that may
be difficult to reach by traditional methods, are provided with opportunities to
participate in a variety of programs.
Collaboration and Coordination
Coordinate a system of community family education and support resources and
services for all families with young children (prenatal through 3 years old)
through a governing council and other collaborative efforts that include parents,
including Reach Out and Read, neonatal and postnatal home parenting education
and home visiting programs for at-risk newborns administered by the Children’s
Trust Fund.
Family Support and Parent Leadership
Structure opportunities for parents to build upon their educational experiences,
increase parenting skills to enhance their children’s development, take leadership
roles in the community, and develop community and inter-family relationships.
Program Evaluation
Evaluate the community’s Family Network program and develop a process for
making changes and improvements based on evaluation information.
Applicant Eligibility:
This is a renewal application for FY 2009 grant funds. The 42 lead agencies that
received MFN grants in FY 2008 are eligible to apply for grant funds.
A lead agency or subcontracted provider subject to EEC licensure shall be
awarded funds only if it is in substantial compliance with applicable EEC
regulations.
The lead agency and all subcontracted providers must comply with all applicable
statutes, regulations, policies, and procedures, inclusive of any changes made as a
result of enacted legislation, duly promulgated regulations, or policies
implemented by the Board and/or the Department of Early Education and Care.
Funding:
This is an application for renewal of grant funding for FY 2009. Continuation
funding for the MFN program is subject to FY 2009 state budget appropriations
and budget language.
The amount of funds for which each MFN lead agency is eligible to apply is
specified in Appendix E.
Fund Use:
Massachusetts Family Network funds may be used to conduct outreach, provide
direct services and coordinate and support local family support activities and
networks through the following mechanisms:
Coordinator and staff salaries and fringe benefits;
Contracted consultants, group leaders, trainers, and performers;
Supplies and materials to implement direct service activities;
Non instructional supplies and materials;
Printing and reproduction;
Equipment and capital purchases;
Rental of space for program implementation and coordination; and
Administrative costs as outlined below.
Subcontracting
MFN services may be provided by the lead agency and/or through subcontracts
(subject to EEC approval) with other providers. A lead agency or subcontracted
provider subject to EEC licensure shall be awarded funds only if it is in
substantial compliance with applicable EEC regulations.
Fiscal Administration and Oversight
Please note the limit on fiscal administrative costs. The sum of the following
expenditures cannot exceed 8.0% of the grant award:
1. Salary of the supervisor of the grant coordinator;
2. Salaries of fiscal staff (including but not limited to: bookkeeper, contract
monitors);
3. Rental of space, telephone/utility, maintenance and repair, an internal
audit costs associated with the administration of the MFN program; and
4. Costs of administrative caps on subcontracts. Administrative costs of
any subcontract shall not exceed 8.0% of the subcontract award. Please
use guidelines equivalent to those provided above to determine the
administrative costs of a subcontract (e.g., replace the salary of the MFN
supervisor with the salary of the subcontractor’s supervisor).
Please note: EEC has reserved the right to include the above categories in its
calculation of an approved administrative cap. Federal indirect rates may not be
applied to this grant.
Required Services:
Grant Term:
Through direct services, referrals, and subcontracts with community providers,
funds must be used to provide, at a minimum, the following program
components:

an accessible space to implement program activities (e.g., a family
center);

home visits;

child development information;

health and developmental screening;

adult education;

family literacy activities;

family and community events;

parent education and support groups;

leadership opportunities;

assistance with meeting basic needs;

playgroups, including integrated playgroups in collaboration with Early
Intervention programs; and support of local coalition building activities.
This is a one year grant for the period 7/1/2008 – 6/30/2009 (provided applicants
meet all applicant requirements). Grantees may be eligible to apply to renew
their grants, contingent upon the Legislature’s appropriation of funds.

Reporting:
In order to recognize accomplishments, identify challenges and inform future
funding decisions, mid and end-of-year progress reports are required of all FY09
EEC grant recipients. These reports will provide EEC with information regarding
the successes and challenges in meeting grant goals and objectives. A template
for reporting this information will be forthcoming. The mid year report is due by
4:00pm Friday, January 16th 2009 and receipt of the end-of-year report will be
required for approval of final grant payments. These narrative reports are in
addition to any other existing reporting requirements.

Additional Requirement
Family, friend, and neighbor care (also known as informal or kith and kin care,) is a preferred option of child care for
many families in our state. In these arrangements, young children are cared for by close friends or relatives. Some
arrangements are free and some are for a small fee. Recently there has been increased attention and research done
regarding this type of care. EEC is looking at how family, friend, and neighbor care aligns with the larger mission of
the agency, and sees a role for the Massachusetts Family Networks to provide support to these informal child care
providers.
EEC is seeking information on the current level of activities and outreach to informal care providers through the
MFN.

caregiver playgroups.

In kind contributions are services and materials provided to the MFN for no charge. They may be
provided by the lead agency or other agency partners, including parent volunteers. Some examples
include, but are not limited to, program space, bookkeeping services, telephone services, printing
supplies, utilities, playgroup facilitation, cleaning services, developmental screenings, and parenting
workshops.
Fund raising includes donations of money, grants and other funds that the MFN was able to access based
on the strength of its program and partnerships or value to the community.

PART X: STATEMENT OF ASSURANCE
EEC will provide specific guidance on the completion of this requirement. Signed statements of
assurance and plans will be due to EEC under separate cover by June 27, 2008.
Family, friend, and neighbor care (also known as informal or kith and kin care,) is a preferred option of
child care for many families in our state. In FY 2008 MFN programs were required to include informal
child care providers in outreach through newsletters and mailings. Specifically, EEC required MFNs to
provide this information to the Family, Friend and Neighbor care providers who receive financial
assistance through the CCR&R’s as well as providers they identified through their local networks. This
requirement will continue in FY 2009.
In FY 2009, the insert MFN name will collaborate with the insert CCR&R name to include family,
friend and neighbor care providers in MFN outreach through newsletters and mailings.

APPENDIX A – INSTRUCTIONS
PART II: Budget Detail and Narrative– Instructions
Your MFN budget is in the form of an Excel spread sheet. Its purpose is to provide budgetary information, using a
line item or object of expenditure format. All amounts on budget lines must be rounded to whole dollars.
Specific budgetary information structured in an object of expenditure or line item format and containing sufficient
sub-line item information to comply with the relevant laws is required.
Grant recipients must do the following:
 Maintain separate and auditable records for each project;
 Maintain time and attendance records to support payrolls;
 Maintain time distribution records for salaries and wages of employees that are chargeable to more than one
grant program; and
 Administer funds in compliance with relevant federal, state and local laws, regulations and/or policies,
including but not limited to 815 CMR 2.00 et. seq.
General Instructions
Open the Excel document entitled Budget Detail Information and Narrative attached to your email. Save this
document to your computer. Rename the file so it includes the name of your MFN (e.g., Budget Detail _Lead
Agency Name_Town Names).
Each budget contains the following columns:
 Expenditure Category: delineates the specific expenditure categories that reflect MFN program goals and
allowable expenditures;
 Proposed FY 2009 Expenditure: Report the proposed funding you intend to allocate to specific expenditure
categories. This column will auto-sum all of the figures entered to provide a subtotal where indicated and
total grant award amount at the bottom of the spreadsheet. This amount should not exceed your given
allocation as listed in Appendix E;
 Expenditure Description: Please provide a detailed explanation of how the funding proposed in the
Proposed FY 2009 Expenditure column will be used. Do not reiterate the definitions that are included in the
next column entitled Expenditure Parameters; and
 Expenditure Parameters: provides definitions and parameters for appropriate expenditures.

6. In the section entitled Grant Administration and Oversight please indicate in the Proposed FY 2009
Expenditure column, the amount your lead agency will expend on approved administrative costs.
Approved administrative costs are delineated in the Expenditure Parameter column of this budget. You
must indicate the administrative costs of the lead agency and any subcontract separately. Administrative
costs associated with subcontract may also not exceed 8% of the total subcontract.
i. Please note: The sum of lead agency administrative costs and subcontracted
administrative costs must not exceed 8% of the total grant amount (preschool direct
services and local planning and coordination). Federal indirect rates or those assigned by
other entities may not be charged to this grant.

APPENDIX B – GRANT NEGOTIATION, PAYMENT TERMS, GRANT EXPENDITURES,
TERMINATION, RECOUPMENT OF FUNDS, AND RELEVANT LAW
EEC may negotiate with the selected Grantee(s) specific deliverables and a timeline for their completion prior to
the commencement of this project. Payments will be made according to the final negotiated terms. EEC will have
sole discretion to determine whether a deliverable has been successfully completed by a Grantee thereby triggering
a payment.
Amendments to required services or deliverables which do not affect funding changes:
If during the project, either EEC or a Grantee would like to request a change in the required services, deliverables,

change(s) in writing. A written memorandum may be used to memorialize such changes; a formal grant amendment
will not be required.
Programmatic Budget Adjustments (formerly called grant amendments):
If during the project, a Grantee would like to request a change from the original approved budget, thus changing
deliverables, or timeline, the Grantee may propose such changes to EEC who may agree to implement such
changes. This is done by filing a Programmatic Budget Adjustment (formerly called a grant amendment). A
Programmatic budget adjustment is required 30 days in advance of proposed changes and in any case where the
original budget line is changed by more than 10%. EEC reserves the right to approve or deny any proposed
changes. When the Programmatic Budget Adjustment forms are available, you will receive electronic notification
regarding where they are posted on the EEC website.
Grantees are encouraged to use Electronic Funds Transfers (EFT). EFT allows for payments to be made from the
Commonwealth to grantees electronically and is the preferred method of payment for all payees doing business
with the Commonwealth. Use of EFT significantly reduces payment delays through a reduction in processing and
mailing time. Registering a grantee for EFT payments requires completion of an Electronic Funds Transfer form
by the Grantee and submission to EEC as part of contract execution.
To initiate any grant payments, grantees must submit a Request for Funds Form for the appropriate fiscal year.
Throughout the grant term, grantees must seek EEC’s approval for any budget changes by filing EEC Amendment
Forms. Within sixty (60) days of the termination of a grant, a grantee must submit an FR1 Final Financial Report and
repay the Commonwealth for any unexpended funds.

services: home/family visiting services, information and referral, consultations,
informational events, parent–child workshops, family literacy activities and social
events, and concrete supports. Concrete supports may include the provision of
direct services and or referal regarding the following: income assistance;
housing/shelter; fuel/utilities; transportation (not for MFN activities); food and
nutrition; health care; immunization; health insurance; health screenings; early
intervention/developmental screening; emergency child care (not for MFN
activities); public school information; child development information; parent
education; equipment/materials; clothing; family planning; pregnancy, breast
feeding support; mental health/counseling; child abuse/neglect; job training/job
counseling; adult education; ESL; substance abuse services; domestic violence
services; legal/mediation services; immigration services; and any other
