Synopsis: ASC provides engineering expertise in the development of Monitoring Systems for SSBN 726, SSN 688, SSN 21, and SSN
774 Class Submarines. ASC researched tactical requirements, analyzed commercial hardware/software capabilities, produced detailed
design information, and participated in development of software programs and hardware components that are now being used
tactically on submarines. Key items among the improvements were development of a hydrophone monitoring transient noise
monitoring capability to provide submarines with advanced capability at low cost, advancement in display of radiated noise estimate
results, and development of complete, low cost, automated noise monitoring capability for attack submarines. This work was
contracted from the Northwest Zone (NSWCCD Detachment PSNS) and performed mostly in the Northeast Zone (ASC office and
Monitoring Development Lab at NUWCDIVNPT).

Synopsis: ASC has also provided Research and Development Support to NAVSEA 06/NSWC HQ SURFTECH. In support of
surface ship advanced technology development and transformation, the surface ship community is working to implement a sustainable
technology management process. The process, more commonly known as SURFTECH, was chartered to assist the Science and
Technology (S&T) and Research and Development (R&D) communities to coordinate and build a consolidated technology vision for
the future Surface Navy. SURFTECH is composed of a Flag Chaired IPT (OPNAV 76, SEA 06 and COMNAVSURFLANT), 6
working groups comprised of personnel from OPNAV, CNSL, CNSP, NAVSEA/PEO’s, NSWC and assorted other field activities and
a dedicated office within SEA 06/NSWC HQ. ASC has been part of the SURFTECH office and process since near its inception and
has been providing technical support the entire time. Functional task areas include 1) participating in the development and
standardization of a repeatable and quantifiable SURFTECH Process for the evaluation and scoring of technology insertion candidates
into the Surface Navy; 2) Facilitate interaction/coordination with external organizations (DASN SHIPS, DASN RDT&E, ONR,
OPNAV, PEOs, PMs, Field Activities, Laboratories, etc.); 3) participating in the evaluations of and provide recommendations on the
relative surface technology initiatives and programs; 4) participating in SURFTECH Investment strategy development and the
establishment of S&T and R&D programmatic priorities.

Synopsis: ASC has over 25 years of experience developing innovative systems engineering solutions for submarine systems
integration, technology insertion, mission planning, and organizational design. Our experience spans multiple programs and all
acquisition phases, including concept formulation, preliminary and detailed design, prototype development and test system production,
deployment and integration, test and evaluation, and in-service support.
NSWC Crane/Joint Non-Lethal Weapons Directorate Anti-Terrorism/Force Protection (AT/FP): In conjunction with the Navy’s
AT/FP coordination and execution efforts, ASC, under task from the Joint Non-Lethal Weapons Directorate and NSWC Crane is
providing engineering subject matter expertise for the development and implementation of AT/FP systems which will enable Navy
surface ships to detect, deter and mitigate insurgent threats. The AT/FP program is a compilation of Program Offices, Field
Activities, Laboratories, Operational Commands, etc that are joining together to work to mitigate the ongoing asymmetric threat to our
naval forces ashore and afloat, especially with respect to the threat posed by terrorist insurgents. ASC is working directly with
NSWC Crane, Louisville, Panama City in support of their technical efforts to field AT/FP systems. ASC is providing technical
analysis and acting as a conduit for technical information between the primary program participants.

Synopsis: ASC has over 25 years experience in submarine design and construction, and in the development, installation, integration,
testing and certification of systems aboard all classes of US Navy Submarines. Our Non-Propulsion Electronics System (NPES) and
Command & Control System (CCS) technical support to the NAVSEA Participating Managers and Ship Acquisition Managers
required detailed in-depth knowledge of the electronic and Hull Mechanical & Electrical (HME) functions of all NPES and CCS
subsystems in order to achieve successful integration with the platform and compliance with the operational requirements. Our unique
experience, corporate knowledge, and knowledge of the ship design process and specifications, HM&E specifications, NPES and CCS
subsystems and shipboard environmental requirements, has enabled us to smoothly integrate systems with a variety of hull
configurations, sail designs, equipment arrangements and data distribution systems. We have assisted our customer in certifying NPES
and CCS GFI submitted to the Planning Yards for the TRIDENT program and Los Angeles Class program, and maintain voluminous
technical files documenting electrical and mechanical interfaces to the SSN and SSBN platforms. Our experience in the dual

Provided Engineering support during weekly LHA(R) Integrated Process Review (IPR) meetings
Using existing documentation (reports, databases, matrices) we have investigated known EMI problems between transmit/receive systems within the Fleet. Using shipboard system characteristics we can
predict electromagnetic field levels expected for new system installations, and/or to support development of system susceptibility requirements. Electric field levels & power densities from systems are
calculated aboard various ship platforms within a BG to ensure that system level requirements comply with shipboard standards and specifications. ASC applied RCS coverage requirements for locating
topside antennas, identify potential in-band and out-of-band EMI problems and known resolutions to predicted EMI problems.
ASC has implemented integrated topside design processes (3 Phase) established by PMS 470 to recommend an optimum topside configuration. Analyses involve topside design for concurrent
antenna installations aboard specified ship classes.
Assess reaction time of sensors and weapons utilizing NAVSEA’s EM Engineering Software. Software can accomplish assessment in relation to azimuth and elevation coverage, type of
threat, and system parameters that can impose restrictions on the systems performance. These factors can originate from intra-ship and inter-ship platforms, terrain, weather, or unfriendly/hostile forces.
Depending on the combination, types, and severity of these factors, the reaction time of sensors and weapons may be degraded sufficiently to result in decreased warfighting capability.
Research potential intra/inter-ship in-band and out-of-band signals, and determine installation, maintenance and cabling requirements. Provide blockage estimations. Determine operational
constraints of the system, EMC limits, RADHAZ, and potential radiation pattern distortion. Estimate structural modifications required for installation, if any, including cost and solution flexibility.

Synopsis: ASC, under contract to NAVAIR, provided system engineering/technical support to the PHD NSWC Detachment White
Sands as part of the detachment’s modernization efforts. The ASC team consisted of system engineers, qualified technicians and
program management experts. The engineering task provided systems engineering efforts to the NSWC PHD Det White Sands
towards the evaluation of the current architecture and determination of modernization requirements, specifically for DESERT SHIP
but encompassing the entire Navy infrastructure at White Sands. It provided the systems engineering and technical details towards
modernizing technical capabilities and greater usage of available Detachment capabilities that would be needed to support the
implementation of the NSWC PHD Det White Sands Business Development. ASC provided a consolidated course of action for
improving the overall capabilities of DESERT SHIP including an architectural definition process, obsolete equipment replacement
requirements, DESERT SHIP LAN development and remote launcher communications capabilities. The business and systems
engineering efforts were integrated together and coordinated as parallel efforts in order to move towards the detachment’s end goal –
improving the business posture of NSWC PHD Det White Sands and improving its support of overall Department of Defense program
objectives. ASC is currently a subcontractor on the PHD NSWC Det White Sands OMNIBUS contract awarded to New Mexico State
University Physical Sciences Laboratory.

Synopsis: ASC has performed Topside Analyses utilizing 3D CAD models and EM Engineering Software Tools. Individual 3D engineering
computer models are developed and implemented in documenting Topside Design and Electromagnetic Compatibility analysis for each ship
platform. NAVSEA’s electromagnetic (EM) engineering toolset is utilized to import 3D ship models into several engineering programs to
determine blockage, antenna performance due to the effects of ship structure and antenna-to-antenna coupling.
The ship model is imported into EMDAT, where antennas and other topside equipment are added to the ship structure. A different baseline model
is constructed to reflect each topside arrangement option. For assessing optical blockage, separate EMDAT 3D models are imported into the
Blockage Analysis Model (BAM). For assessing gain reduction from ship’s structure and coupling from other topside electronic systems, the
General Multiple Scattering Code (GMULT) and the General Coupling Code (GCUPL) are used, respectively. If it is determined that reflections
or diffractions may cause system degradation, the Ray Tracing and Casting (RTC) program is used to determine what, if any structure may cause
reflections or diffractions and provide a solution to these potential problems. EMGEO (Electromagnetic Geometry Modeler)
This database enables the topside design engineer to apply EM analysis tools onto 3-dimensional ship models and provides a gateway for easy
access to various topside arrangements.
BAM (Blockage Analysis Model)
Displays optical blockages of topside solid structures, provides an estimation of weapons cam cutout zones from calculated coverages and
blockages, and allows for the display of near field power densities from high powered radars applied to the ship's 3D geometry.
RTC (Ray Tracing & Casting)
Assists the EM design engineers to visualize and quantify microwave propagation, quantifies the EME at specific topside locations and identifies
potential EMI and RADHAZ areas.
GMULT (General Multiple Obstacles and Scattering Model)
Permits the topside design engineer to predict antenna performance resulting from blockage effects of multiple, arbitrarily-oriented topside
components which is useful early in ship design process.

Synopsis: ASC completed work on the design, development and production of a new Air Intercept Radar Trainer (AIRT)/Ground

NAS Pensacola, Florida with extensive modeling. The trainers are designed to provide part task radar training for undergraduate,
cross-service, Military Flight Officers. A total of ten networked Training Systems were produced and delivered under this program.

Synopsis: ASC is continuing to support the US Army (TACOM-ARDEC) at Picatinny Arsenal, NJ, in all aspects associated with the
Concept Exploration Program (CEP). The CEP is intended to develop, model, evaluate, and identify alternative system concepts that
alone or in the aggregate satisfy the various assigned mission tasks from within the operational context as defined by the Joint users.
There are five distinct phases used in this process that have value and that will also contribute to the planning, development, and
execution of the USACE Strategic Plan.
The phases are: 1) Definition Phase (the operational concept, preliminary desired operational characteristics, and draft performance
parameters are identified and technology options are developed); 2) Assessment Phase (initial concepts are assessed by evaluating
delivery methods, deployments methods, payloads, target effects and responses, maturity, complexity, and overall risk against the
requirements, where expert opinion, technical analyses, and modeling and simulation are used to make the assessments); 3) Analysis
Phase (selected concepts are subjected to in-depth assessment of the Analysis of Alternatives; concepts are matured through
engineering and modeling and simulation); 4) Comparison Phase (concept data is evaluated using expert personnel and professional
software to support decision requirements; Measures of Effectiveness and Measures of Performance are developed; developmental
risk is ascertained; performance parameters are described; and all aspects of integrated logistics, human effects, and life cycle cost are
developed for an acquisition authority); and 4) Review and Approval Phase (finalize the recommendations and supporting data in
preparation for recommending an acquisition solution through the Milestone Decision Authority (MDA) and eventually through a
Joint Flag/General Officer decision body).
These efforts are conducted because decision-makers need reliable, objective assessments of the options for meeting real mission
needs, assess force structure implications, identify potentially viable solutions and provide comparative cost-effectiveness assessments
of each solution to a baseline, typically representing current capabilities.

(WST 1 and 2) located at Fighter Training Squadron VF101 at NAS Oceana, VA. The upgraded visual systems provide the F-14

testing, and evaluation of sonar transducers and related hardware, including fixturing and electronic test equipment. Examples include
design, fabrication, and testing of the complete Sail/Chin Test Set Module 2 (power supplies & related control circuitry), design and
prototype model fabrication of TR-302 Transducer test fixturing, and fabrication and testing of a mockup of the new design of BQN17 System Display Module. Routine tasks in this position include design, fabrication and machining of custom and replacement parts,
both mechanical parts and electronic circuitry (including generation of pc board artwork and fabrication of same).

participated in submarine Ship System Manual (SSM) development working groups, submarine Interclass Digital Publishing (IDP)
working groups, Common User Interface and SGML Life Cycle Maintenance In-Process Teams. We provided recommendations for
updates to the TRIDENT Class Modification Standard Operating Procedures, developed inputs for the Submarine Warfare System
Functional Requirements Document, Integrated Logistics Certification and Validation instructions, and Fleet Modernization Plan. We
also developed the NAVSEA/Team Submarine Policy and Guidance for Acquisition and Conversion of Logistics Technical
Documentation to Digital Format and Maintenance Procedures for Team Submarine Advanced Technical Information Support System

Synopsis: ASC is providing system specification and technical documentation for the HH-60J and HH-65 trainers modifications to
allow for stimulation of Night Vision Goggles. The documentation describes new database that will provide additional gaming areas,
visual cue improvements, and enhanced day/night/all weather capabilities with the capability to modify and maintain the database with
commercially available software tools. Additional documentation was required for HU-25 simulator upgrades include I/O Linkage
System, Radio Navigation System (RNAV), Inertial Navigation System (INS), and Stormscope to provide enhanced reliability and
reduced life cycle support while providing accurate and realistic simulation to support improved training. The trainers are located at
the USCG Aviation Training Center in Mobile, Alabama.

Synopsis: ASC developed and maintains the Transducers Database for NUWC Code 2131. This database is a multi-user, network
based relational database with a web interface. NUWC uses the database to track transducer stock, evaluate future procurement needs,
evaluate existing usage, build budgets, and store drawings. ASC applied mathematical and analytical disciplines and programming
skills to technically support development of and enhance existing software for Transducer Inventory and Management System, which
includes configuration management, inventory control, , financial reporting, and projection graphs. ASC designs, codes, implements,
tests, and supports software changes, solutions, and enhancements.

Synopsis: ASC has provided technical support to the development of MS revision software updates and Hydrophone Monitoring
System (HMS) software development. Over the last three years that has included a major update to the TRIDENT MS that included
new software to run on COTS workstation. Software changes included upgrade of display and analysis software, changes to radiated
noise estimate processing, development and upgrades of a new transient noise monitoring function, improved audio function,
implementation of a time of arrival noise localization function, implementation of software utilities to backup, store, and transfer data.
Over the last four years these functions were packaged in TEMPALT package and installed on SSN 688 Class submarines. Software
development was required to specialize functions for the fast attack environment and eventually to convert to a LINUX operating
system. ASC has supported NSWCCD in the quick turnaround for rapid implementation of new functions and fixes.

projectors and new Stewart screens and development of 122 state-of-the-art computer animated aircraft launch scenarios using a

Synopsis: ASC understands that the Human Systems Integration (HSI) initiative is critical to today’s Navy as well as in the future and
HSI principles must be considered during all phases of a project, both up front during the concept formulation and acquisition phases
as well as throughout its lifecycle. ASC has been supporting the Human Factors Engineering (HFE) initiatives and the HSI program
since 1992. ASC is currently providing professional engineering and analysis services, technical services and financial management
services to SEA 03, the new Directorate for HSI efforts within the Naval Sea Systems Command (NAVSEA). Personnel/Functions
currently being supported with SEA 03 include the SEA 03 Director, Deputy, Technical Director, Budget Financial Manager (BFM)
and the SEA 03 Training and Education Functional Area Manager and their support staffs. ASC is also providing technical and
programmatic support for the Chair of the Manning and Human Systems Integration (M/HSI) Integrated Product Team (IPT),
including the coordination of semi-annual IPT meetings, and support Joint and International M/HSI efforts.
ASC has been involved in the HSI process of the DD-21, DD(X), LCS, and LHD-8/LHA(R) programs. Areas that we have
assisted in include evaluation of PEO (S)’s HSI related SBIR (Small Business Innovative Research) contracts, drafting white papers
on various HSI issues, providing input towards the rewriting of the DOD Directives and Instructions, reviewing and drafting
NAVSEA’s HSI inputs to the Defense Acquisition Policy Working Group (DAPWG) and in the drafting of the a Program Manager’s
HSI handbook that will be used by the PEOs and program managers. ASC also has an extensive background in training that allows us to
support the Navy’s Revolution in Training alignment goals.
ASC is assisting in preparing the requisite funding documents that must be submitted and tracked as well as the required budget
exhibits that must be done as part of the PBBE annual cycle. We have assisted in developing and defending SEA 03 budget
submissions in order to maximize SEA 03’s ability to meet its mission as well as help SEA 03 make any budget adjustments needed in
order to meet NAVSEA or sponsor identified funding requirements. Our analysts have extensive experience in developing and

Synopsis: ASC provided engineering support to LHA 1, LHD 1, LSD 41, LSD 49, Command Class Ships ITD and TCM. ASC
understands the importance of the Integrated Topside Design (ITD) and Topside Configuration Management (TCM) Process for
maintaining configuration control, and monitoring and minimizing dissimilarities in topside configurations within the ship class.
Topside design processes ensure maximum coverage, electromagnetic compatibility (EMC), structural integrity, and maintenance
accessibility for systems, while anticipating future topside installations. The ITD and TCM Process is reliant on NSWC to provide the
support necessary to achieve the goal of individual ship EMC and Amphibious Ready Group (ARG) interoperability. This effort will
provide definition and structure to follow-through PMS 470 LSEA Topside Configuration Management processes and products.
NSWC is responsible for ensuring topside systems are located in accordance with the ship’s main mission which is to support
Amphibious Land Forces, at sea and on land.
ASC has supported NSWC since the ITD and TCM process began in 2000, including the LHA 1, LHD 1, LSD 41 and LSD 49 ITD
baseline efforts. The topside configuration control efforts undertaken by NSWC and ASC resulted in new processes being
incorporated into NAVSEA methodology for achieving EMC in topside environments. ASC experience includes planning and
conducting shipboard topside surveys, and providing the ship and government/military activities with rapid turn-around deliverables
(CD containing Survey Report, Topside Photo Album, and updated Antenna List data). Individual ship 3D engineering computer
models were developed, and implemented in documenting Topside Design and Electromagnetic Compatibility analysis for each ship
platform. E3-related test plans and test reports for shipboard equipment were reviewed, researched, and analyzed, and comments were
provided on various shipboard topside system installation documentation. Working relationships with various NAVSEA, NSWC,
Planning Yard, Program Offices and ship-related personnel have resulted during these efforts.

Synopsis: ASC performs and evaluates both MS hardware and software certification tests as part of the CCS certification program.
Hardware tests include the MS qualification tests in a subsystem environment and PTP in the integrated CCS environment evaluating
equipment performance against their hardware design and interface specifications. Responsibilities include test reports that detail
hardware design deficiencies and equipment reliability. Software tests include Subsystem Development Certification Test (SDCT) at
the subsystem level, operability tests (CCSOT and SAMT) as integrated level tests, and ERP/EOH COVE tests to verify system
functional readiness. These tests verify the operation of both the MS integrated software and standalone software elements against
their software specifications. ASC developed and conducted test procedures to certify MS equipment and computer programs on
operational hulls by participating in the TRIDENT Test Program. Reports generated provide the MS PARM the necessary
information for determining and reporting the readiness of hardware and software to support mission requirements and scheduled
fleet/facility installations. In support of these efforts, attend test status meetings, review and respond to problem reports, provide
schedule for problem resolution, determine regression test requirements, and evaluate test performance against pass/fail criteria and
recommend design changes.

Synopsis: ASC has provided hardware maintenance support and network management support to NAVSEA Combat Direction Systems Activity,
Dam Neck under GSA Schedule GS-35F-4581G, Information Technology Professional Services, for the past five years. The work at Dam Neck
has been characterized by innovation and significant cost savings in both areas. The hardware maintenance support includes all the workstations,
PCs and peripheral equipment used to support office administration, software development and production efforts, as well as R&D efforts for
BFTT, CEC, High Performance Computing, etc. Systems maintained include VAX, HP UNIX servers and workstations, commercial 7 & 9 track
tape drives, printers, scanners and special purpose devices used by the production codes, as well as all PCs and laptops using Windows 98,
Windows 2000 and Windows NT operating systems. Systems are repaired, modified and upgraded to support user requirements. Accounts are
setup and hardware/software configurations managed to assure systems can operate effectively on the command networks. Over 5000 Trouble
reports were corrected, UYH-3 emulators were returned to service to support critical software deliveries, CEC test period were supported with onsite and on-call technical personnel, IMS data collection equipment restored to operation and Gateway certified the technical staff for warranty
repair, allowing rapid turnaround of failed components. Network management support includes installing, servicing and operating all hubs,
switches and routers comprising the office administration/unclassified production LAN, the classified production LAN, the Defense Research and
Engineering LAN and the SIPRNET distribution LAN. All network backbone and workstation connectivity is installed and maintained by ASC
personnel. ASC also provides network design services and upgrade recommendations to NAVSEA CDSA, Dam Neck. The network management
work at NAVSEA CDSA, Dam Neck included installation and integration of the switches, routers and distribution equipment needed to connect to
the DREN and SDREN; design and installation of the High performance computer lab network; upgrade of the Office Admin LAN backbone from
ATM OC3 to Gigabit Ethernet (with less than two hours network down-time outside of normal working hours); design and interconnection of a
100 mpbs SIPRNET LAN for use within CDSA; used existing fiber paths to relocate Network Operation Center services at a savings of
approximately $100,000 in relocation costs. All network connections are managed and monitored by ASC network management personnel to
ensure data integrity throughout the various networks. ASC also provides network security and integrity oversight and support. ASC has also
previously provided UNIX systems administration services to CDSA, Dam Neck including setting up users accounts, maintaining system
software, conducting system backups, etc.

Synopsis: ASC performed Test & Evaluation for combat systems on NUWC test teams for both SSBN and VIRGINIA Class. Tests
have been performed at the TLCSF at NUWCDIV NPT, the COATS facility at EBDiv, dockside, and at-sea. ASC participated in
VIRGINA Class submarine system level Non-Propulsion Electronics Systems (NPES) testing where an audit of each interface
(including CORBA related interfaces) described in the Interface Design Document was conducted to determine if all expected data
could be exchanged between point to point or point to multipoint systems and if the data was operational at the extent of it's limit
(range). We provided engineering and technical support to Navy personnel during the VIRGINIA Class Operational evaluation of the
entire Command and Control system at the COATS land-based test facility. ASC provided engineering and technical support during
COMOPTEVFOR's Operational Analysis of VIRGINIA Class Navigation system, wrote problem reports, and contributed to the final
summary report. Developed 12 Test Cases (37 test procedures) to certify VIRGINIA Class submarine Navigation system meets the
requirements of OPNAVINST 9420.2 Electronic Charting and Display of Information Systems - Navy (ECDIS-N).
ASC has performed Software/Hardware Integration, Certification, and test and evaluation of TRIDENT and SSGN Command and
Control System (CCS). ASC has tested software installation in training laboratories, laboratory training, and shipboard installations

reviewed and provided resolutions to fleet submitted PMS Technical Feedback Reports (TFBRs), responded to Fleet/NSWC DET
operational and acoustic issues in support of MS patrol, refit, and training operations, TCMOD installations, and planned EOH/ERP

ASC has performed obsolescence analysis of hardware and software and made recommendations for technological migration prior to

Synopsis: PHD NSWC Detachment White Sands Engineering Support: ASC, under contract to NAVAIR, provided system
engineering/technical support to the PHD NSWC Detachment White Sands as part of the detachment’s modernization efforts. The
ASC team consisted of system engineers, qualified technicians and program management experts. The engineering task provided
systems engineering efforts to the NSWC PHD Det White Sands towards the evaluation of the current architecture and determination
of modernization requirements, specifically for DESERT SHIP but encompassing the entire Navy infrastructure at White Sands. It
provided the systems engineering and technical details towards modernizing technical capabilities and greater usage of available
Detachment capabilities that would be needed to support the implementation of the NSWC PHD Det White Sands Business
Development. ASC provided a consolidated course of action for improving the overall capabilities of DESERT SHIP including an
architectural definition process, obsolete equipment replacement requirements, DESERT SHIP LAN development and remote
launcher communications capabilities. The business and systems engineering efforts were integrated together and coordinated as
parallel efforts in order to move towards the detachment’s end goal – improving the business posture of NSWC PHD Det White Sands

Synopsis: ASC has provided LPD 17 EMCAB Program Engineering Support to the Navy. ASC has supported the LPD 17
Electromagnetic Compatibility Advisory Board (EMCAB) for the past seven years. We have supported NSWCDD, PMS 317 and
Northrop Grumman Ship Systems, Avondale Division with Topside Program by providing EMCAB meeting support, EM and topside
assessments, responded to requests from PMS317 to resolve topside issues, participated during LPD 17 related topside meetings,
assisted NSWCDD in developing and reviewing topside documentation, maintained the LPD 17 EMI matrix and design history.
The purpose of this board is to ensure that the ship is able to perform its mission while eliminating or minimizing the effects of
electromagnetic interference (EMI) to and from radars, navigation, communications and weapons systems. ASC maintains the LPD 17
EMI Matrix which shows what intra ship EMI can be expected from systems installed and what, if any, fixes need to be installed or
operational work arounds can be implemented. ASC maintains the status and follows up on action items assigned during EMCAB
meetings. EMCAB reports and actions, topside installation rationale, LPD 17 related correspondence and topside reports are
documented in the LPD 17 Topside Design History.

Synopsis: ASC personnel were responsible for developing the Joint Vision for Non-Lethals: Meeting the Demands of Future Military
Operations and for conducting the Joint Non-Lethal Weapons Mission Area Analysis/Mission Need Analysis (NLW JMAA/JMNA).
The Joint Vision is a strategic document for the Department of Defense for use in defining the future roles, responsibilities, and
investments for non-lethal capabilities. In 1999, the Commandant of the Marine Corps, as Executive Agent for the DoD Joint NonLethal Weapons Program, directed that a JMAA/JMNA be conducted in support of the Requirements Generation System by
expressing the mission needs of regional Combatant Commanders, Joint Force Commanders, and the Service forces they employ. In
this endeavor, ASC personnel participated in or provided support to the Operations and Threat Working Group, the Programs and
Technology Working Group, the Policy Working Group, and the Programs and Resources Working Group. This premier work effort
employed a “strategy-to-task” and “task-to-need” methodology and resulted in a comprehensive gap analysis of existing capabilities.
It identifies the environments in which NLWs may have application, associated mission tasks, and potential technologies and weapons
systems. The NLW JMAA/ JMNA remains the cornerstone for focusing Joint concept exploration, research, experimentation,
acquisition efforts and strategic budgeting and scheduling. Additionally, the NLW JMAA/JMNA provided the foundation for the
Department of Defense-endorsed Joint Mission Need Statement for a Family of Non-Lethal Capabilities. The ongoing work ASC is
performing for NATO has highlighted our ability to address complex issues. In this work, ASC has brought structure to an area that
had previously been unexplored, and therefore an area completely lacking in structure. We developed an assessment framework that

Synopsis: ASC has performed extensive programmatic, engineering, and financial support across multiple technical disciplines and
appropriations in support of NAVSEA and SEA 92/PMS392 program objectives. We have worked directly with the SSN/SSBN
Combat System PARMs and installation activities, including the Sonar, Radar and Fire Control PARMs. Our team maintains an
excellent relationship with the Team Submarine Program Office and project offices/field activities outside of PMS392. Specific work
experience includes generation of Operational Submarine and SSGN CCS modernization data, POM and SSGN IPT support, JCF
technical reviews, including generation of technical reports (CM, RMA, SHIPALTs, etc.) and summaries of financial data in support
of program modernization, acquisition and management processes (POM, PR, mid-year review, etc), strategic analysis of long-term
goals, including Class Modernization efforts, and development of initial cost estimates for the six original options/configurations for
the SSGN platform. Other efforts include coordinating OHIO Class and SSGN Command and Control System Modernization Plans,
developing budget backup data, developing POM & PR budget status research and reporting, requirements, and cost and schedule
summaries, and generating and reporting data. Financial experience also includes preparing annual budgetary data for and supporting
appropriations RDT&E, OPN and O&MN Mid-year Budget exhibits, President’s Budget exhibit, FMB budget exhibit, and OSD
budget exhibit and subsequent reviews.

Synopsis: ASC, under contract to NAVAIR, provided business management tools and expertise and administrative support to the
PHD NSWC Detachment White Sands as part of the detachment’s business base expansion and modernization efforts. The ASC team
consisted of system engineers, qualified technicians and program management experts. ASC’s efforts focused in two primary areas.
ASC spent a year working closely with the PHD NSWC Det White Sands staff, learning the needs of their organization from the
inside. The first part of ASC’s task was to provide strategic planning and ongoing integration of existing business methods and
models as part of the implementation of the PHD NSWC Det White Sands Business Development Processes and to foster business
growth. ASC developed a series of promotional packages, briefs, and literature aimed at developing existing and new business
partners for PHD NSWC Det White Sands. Leveraging ASC’s strength in acting as liaison with the Program Offices that have a vested
interest in the Navy facilities at White Sands, ASC initiated directed communications for business development. ASC developed a
draft Business Plan for WSMR implementation focusing on WSMR strengths along with recommendations for technical changes
within the activity. The second part of this task provided recommendations for the reorganization of the staff structure at WSMR
along both a revised business development model and a recommended technical upgrade.
