JOB DESCRIPTION
POSITION:
Assistant HR Adviser
RESPONSIBLE TO:
HR Adviser
LOCATION:
Corporate Services
SUMMARY OF ROLE
To contribute to the provision of an excellent transactional HR service including
recruitment, pay, pensions and benefits administration and the provision of
management data.
To provide advice and support, including casework, to client departments and
contribute to corporate HR and other departmental work as required.
To provide support to colleagues on development, implementation and evaluation
of HR policy, strategy, procedure in line with policies, employment law and good
practice.
KEY TASKS
Adviser

To interpret employment legislation and Codes of Practice, EU Directives,
national and local agreements and to advise on pay and conditions of
employment.

To provide guidance and practical support to managers on disciplinary,
capability and grievance procedures.

To provide clear, consistent, relevant and timely human resources advice,
guidance and support to client departments on employment and to advise
managers in developing solutions to problems.

To provide advice and support on the management of change programmes
relating to restructures, redundancies, early/ill health retirement, and
redeployment.
Data Management

To assist with research for reports and collation of statistical information and
to prepare regular routine reports for management when required.

To maintain confidentiality of information and ensure compliance with
regulations relating to access and processing of personal data.

To assist with keeping the HR database system up to date, accurate and
functional. To ensure effective and efficient maintenance of manual
information and records related to the employment of staff.
Pay, Benefits and Pensions

To liaise with payroll in the administration of employee pay, benefits and
pensions.

To maintain personal knowledge and understanding of terms and conditions
of employment including all pension schemes offered by PCH.

To research and implement employee benefit programs under the direction
of the HR manager.
Absence management.

To ensure that employees and managers follow the absence reporting and
recording processes.

To monitor absence rates and to ensure that appropriate action is taken in
accordance with the absence management policy and process.
Recruitment

To assist in the recruitment process including administration, interviewing
and assessment testing.

To assist in carrying out CRB checks and any other security checking as
required.
HR Team Member

To contribute to corporate/departmental initiatives and policy development
as a project team member.

To assist other members in the HR team in their work when required.

To assist in overseeing the work of the People Services team, including the
administrator posts when required and in the absence of the team leader.

To be responsible for your own continuous professional development to
meet the changing demands of the post including participation in learning
events.

The post holder must maintain confidentiality of information about staff and
residents and Plymouth Community Homes and Plymouth Community Homes
Services business and be aware of the Data Protection Act 1998.
2. Standards of Business Conduct

PURPOSE OF A JOB DESCRIPTION
This is a description of the job as it is presently constituted. Job descriptions are
reviewed and updated when considered necessary to reflect any changes to the
job being done and to incorporate changes. Employees will be consulted on any
changes in their job description in a meeting with their line manager. If agreement
